If you're a Liberal, you're likely not worried about the Democrats raising taxes and instituting new taxes to fund big programs of all description. That's just the way you are. If you're a Conservative, you likely loathe the Democrats' tax-and-spend mentality and want to eliminate what you see as mammoth, inefficient government programs. That's just the way we are. Most American's fit into one category or the other. Most are firm in their beliefs around taxes but nobody, I repeat nobody, likes paying taxes. The colossal irony of taxes in America and how polluted our economy has become with them is the way in which America was born and the role that taxes played in the colonial revolt and subsequent American Revolution. It is a quirk of fate that we now find our country besieged by all forms of taxes on virtually everything that can be taxed. Some might say (I would), that taxes are simply a way for a greedy, incompetent and profligate government to steal from its citizenry. Regardless, you'll be appalled to learn that over the last 100 years, the following taxes have mysteriously appeared:

Then, we had a thriving economy that was the envy of the free and developed world. Now we have rampant unemployment. Now we have a weak dollar. Now we have spiraling debt over $14 trillion. Now we have a terrible economic situation. Isn't it obvious? We should stop this tax insanity before it's too late. Politicians of both parties govern the nation and decide what laws should be passed. They are responsible for our current situation. But some are more responsible than others: the Democrats.

Tax season is quickly approaching.

There’s less than two months left before the year ends, and there are not a lot of changes set to take place.

Despite the fact that it feels like mid-February, from a financial perspective we’ve got another month to go until we turn the page into 2015. That’s enough time to do a little end of the year tax work. The good news, says Greg Rosica, Ernst & Young Tax Partner and a contributor to the EY Tax Guide 2015, is that there are not a whole lot of changes set to take place before the end of the year. “Things are fairly similar in 2015 as they were in 2014” he says. That can change. Sometimes last minute changes do come down the pike. But for now, your job is fairly predictable.

You should start, as you do every year, by getting the lay of the land. Job number one is to sit down and project your tax picture for the full 2014 year. “We’re in November so we have over 10 months of information,” Rosica says. “You can estimate the remaining.” Once you have that, look forward and do a 2015 – and perhaps even 2016 – income projection to try to understand the types of income you’re going to have. See if you’re subject to itemized deductions being phased out, if you’re in alternative minimum taxland, or if you’re subject to the new net investment income tax that went into effect on January 1, 2013 for individuals who have net investment income and modified adjusted gross income of $200,000 or more for singles, $250,000 or more for couples, he suggests. “Once you understand [your overall picture] you can start to look at ways to defer income, accelerate deductions and deflect income down to lower tax-bracket family members.” Specifically:

Consider deferring income. Generally, this is a valued strategy because it allows you to put off paying the taxes on whatever income you push into the next calendar year. Look at bonuses, if you have any flexibility as to when you earn or receive them. Similarly, with stock options, can you take them in January versus December? And if there are any assets you’re considering selling, you may want to wait until January if there will be a gain associated with the sale. Deferring doesn’t always make sense, Rosica notes: “Look at it from a big picture perspective. If you’re already in a fairly high [income] year and you’re going to try to have a lower one next year, you may not want to defer.”

Look at accelerating deductions. When it comes to real estate taxes, state income taxes, even charitable contributions, you want to consider if you get more benefits from paying them – and taking the commensurate tax deductions – this year versus next. By pushing payments into December, you can often lower your tax liability, but again, this is not a no-brainer, notes Melissa Labant, director of tax advocacy for the AICPA. “If you’re subject to the alternative minimum tax, you may not receive a benefit for certain deductions like real estate taxes and state income taxes. That’s why you want to have an income tax preparation prepared as soon as possible. It gives you the opportunity to look at income and expenses.”

Weigh deflecting income to lower tax bracket family members. If you have children who are in a lower tax bracket than you are, it may make sense to gift certain assets to them. They can then sell the assets and pay taxes on that sale at their lower rate. “There is still a zero tax bracket for capital gains, so there are real favorable results that can be achieved by looking at this,” Rosica says.

Max out retirement, college-saving contributions. If you haven’t maxed out your 401(k) contributions for the year (the limit on contributions is $17,500, $23,000 if you’re over 50), and you’re in a position to do so, get in touch with your benefits department pronto. (If you’re self-employed, you may be able to deduct much more — $52,000 or 25% of your compensation — by contributing to a SEP-IRA). Similarly, if you’ve established a 529 college savings plan for children or grandchildren, contributions should be made before the end of the year if you’re looking to capitalize on the break many states offer on state income taxes. And if, like me, you have a college-aged son or daughter who worked over the summer, consider helping them with a Roth IRA contribution. “Many people are concerned about giving their kids money that will impact their motivation,” Rosica says. This shouldn’t. “This is a way to help them start saving for retirement in an extremely tax-efficient way.”

Contribute (wisely) to charity. Finally, if you’re thinking about making year-end contributions to causes you believe in, think about giving appreciated stock that you’ve held for more than 12 months rather than cash. You get a deduction for the full value of the contribution and you don’t have to pay tax on the appreciation. “You can actually get more cash into the hands of the charity this way,” Labant says. It’s a gift that gives back.

Cyber bullying involves being intentionally hurtful of other people through electronic communication. It can take place through a variety of digital means. The goal of cyber bullies is generally to intimidate the victim or damage her reputation. Cyber bullies may instigate or escalate arguments by text message or chat. They can send harassing emails. Some cyber bullies spread gossip or rumors on social networking sites or other websites. Identity theft is sometimes also involved in cyber bullying. Bullies pretend to be someone else and send or post material as that person. Some bullies pretend to befriend the victim in order to obtain private information which they then share publicly. Girls will often cyber bully through social exclusion. For example, one girl in a group might be ostracized and "unfriended" on social networking sites. In extreme cases, cyber bullying can turn into cyber stalking. These cases involve threats that can leave the victim feeling very fearful. Cyber bullying often escalates quickly and more severely than regular bullying because the perpetrators do not see the emotional toll that they take on the victim. An attempt to end cyber-bullying in Albany County

ALBANY, N.Y. - Unlike most young adults, Kevin Collado avoids social networking web sites like facebook, because he says he's been a victim of cyber-bullying. The 23-year-old would rather not go online, sick and tired of repeatedly having to face the attacks.

"There's some nasty people out there that are continuously on you," Collado said. "So, I just try to avoid it and not use the computer and that's it."

If Albany County Legislator Brian Scavo has his way, cyber-bullying will soon be a misdemeanor, punishable by a $1,000 fine and possibly up to a year in a jail.

"This is something that needs to go national," Scavo said. "But, in the meantime, the Albany County Legislature needs to step up, and do something to protect the people of Albany County."

There are still some details to be worked out on local law F, as it's titled, like how to enforce the law and how to do it in a cost-effective way. Scavo says this is a serious issue that can't be ignored.

"What we're doing is trying to protect people and save lives," he said. "There's no partisan politics in this. It's all about helping people and saving lives.

Helping people, saving lives, and most importantly, giving cyber bullies a concrete reason to quit their online antics.

"People will think twice before they start doing things," said Collado.

Similar laws already exist in Rensselaer County and Suffolk County on Long Island. Albany County's Legislature is expected to vote on theirs sometime this fall.

An annual Albany County political event once noted for high attendance and media attention has come and gone, barely noticed this year, even with a primary just days away.

For decades, the Albany County Democratic Committee's annual picnic was heralded as one of the region's showcase events, on par with "Hat Day" at the Saratoga Race Course. Thousands of party faithful attended the gatherings; the biggest names in politics were always on hand - but the dynamic has somehow changed. Fewer than 200 people turned out this year.

Albany County Comptroller Mike Conners blames "societal changes." Former Albany County Legislator Brian Scavo, who did not attend, believes fellow Democrats who shunned Saturday’s picnic at the Polish Community Center are disillusioned by the party's direction in recent years.

Don't buy this, buy that! 55 stocks to own in 2015

Sometimes the smartest actions are the ones you don’t take. That old dictum seems relevant at a moment when the markets are a paradox: Each new high only makes many veteran investors more nervous that disaster looms. Between lofty valuations, slowdowns from Europe to China, conflict from Ukraine to Syria, the end of the Fed’s bond-buying binge, and more, there are many reasons for caution. That’s why this year we decided to recommend not only investments to make but also ones to avoid. Smart defense is always wise, and the good news is that even in these precarious times, there are still opportunities to be found.

DON’T BUY SMALL-CAPS
Small-cap stocks trade at a 25% premium to the large-caps of the S&P 500, implying they will underperform the index by that much, argues Doug Ramsey, chief investment officer of the Leuthold Group. Concurs Russ Koesterich, global chief investment strategist for BlackRock BLK -0.01% : “Reasonable is the new cheap: What can you look for that has some cushion in it?” He adds that small companies also fare worse than bigger ones when interest rates rise, as is expected in the near future.

DO BUY LARGE-CAPS
Citigroup’s chief U.S. equity strategist, Tobias Levkovich, argues that bigger is better right now—especially when large conglomerates are under pressure to buy back shares or spin off underperforming units. “We think some of the cheapest stocks in the market are the mega-caps, and we’re starting to see activists step in and force the unlocking of value,” he says. ETFs such as Vanguard Mega Cap provide broad exposure to the majors in the U.S.

DON’T BUY COMMODITIES AND MATERIALS STOCKS
After peaking about four years ago, the commodity supercycle really is ending, many experts say. Weakening Chinese demand for raw materials has depressed prices on everything from nickel to soybeans to timber. And with the dollar rising, pros think materials stocks will get worse before they get better: “The valuations still look pretty high,” says Ramsey of the Leuthold Group. He advises waiting until they fall significantly before thinking about buying.

DO BUY FINANCIAL STOCKS
U.S. banks have shored up their balance sheets and are poised to cash in as the economy accelerates. But financial stocks are still marked down, says Federated Investors senior portfolio manager Lawrence Auriana, who oversees $8 billion. Auriana thinks J.P. Morgan Chase JPM 0.11% , Capital One COF -0.02% , and Wells Fargo WFC -0.11% , which trade between 10 and 13 times forward earnings, should benefit as businesses borrow more money. And Auriana thinks the banks may finally be ready to put the years of regulatory fines and settlements behind them. Intrepid Capital CEO Mark Travis favors Oaktree OAK 1.11% , the investment firm run by renowned bond manager Howard Marks. Travis thinks Oaktree has been undervalued—it sells at a P/E of 14.4. One element that is depressing the valuation: Oaktree owns a 20% stake in privately held bond manager DoubleLine, but carries the position on its books at $9 million. Some commentators have speculated it could be worth as much as $600 million. Oaktree also has a 5.3% dividend yield.

DO BUY DEBT ISSUED BY BANKS
Things are looking up for banks these days. Federal restrictions on approving dividends and stock buybacks, among other things, have forced them to boost their liquidity. “Credit has been improving on a year-over-year basis while yields remain attractive,” says J.P. Morgan’s Loomis. Adds Mark Kiesel, chief investment officer of global credit for Pimco and Morningstar’s 2012 fixed-income manager of the year: “The U.S. banking industry may have $200 billion in pretax, pre-provision earnings, but the majority of that money has been staying within the bank over the past four to five years as retained earnings to build equity capital organically.” As a result, “bondholders are benefiting at the expense of equity holders.” Nearly 4% of Kiesel’s portfolio is invested in debt from Bank of America BAC 0.00% , 3.4% in J.P. Morgan’s, and another 1.5% in Citigroup’s C -0.20% . Loomis opts for preferred equity, which sits between debt and equity. The iShares U.S. Preferred Stock ETF has more than 60% of its assets in financial preferred stock. The ETF returned 12% in the past year.

DON’T HOLD TOO MUCH CASH
Being nimble is important, says Arnott. “Mainstream markets are stretched, yields are low, valuations are high, the risk of correction or bear market is significant,” he says. “We like to have dry powder if an opportunity suddenly becomes newly cheap.” But cash is yielding essentially nothing.

DO BUY LONG-SHORT EQUITY
Arnott suggests investing some cash in a long-short fund. Such a fund typically buys an equity portfolio or index it believes will beat the S&P 500—say, by 3%. The fund then mitigates risk by shorting the S&P 500. The manager is betting on the spread between the portfolio and the S&P. This strategy narrows the ability to make the full return when the market rises. But returns and losses are stuck within a narrow band too, so volatility drops. The Gateway A Fund is a great example. It has returned almost 5% in the past year, but its three-year volatility is roughly a third of the S&P’s.

DO BUY MERGER ARB
There’s another alternative for a small portion of your cash. GMO’s Inker predicts that investors can make about 5% over the next six months by investing in merger arbitrage. That means betting that the stock price of an acquired company will bump up a few points, and the price of the buyer may tick down, in between the announcement of a takeover and its consummation. Merger arbitrage dried up after the financial crisis because deals went away. Now deals are back. The returns “wouldn’t be exciting in a world filled with opportunities to get double-digit returns. But in a world where you aren’t getting paid for taking risk, you’re getting paid for taking risk here,” Inker says. Two possibilities: Westchester Capital’s Merger Fund (a large mutual fund) or the IQ Merger Arbitrage ETF, which specializes in investing in takeover targets.

A significant finding from Washington State University shows that garlic is 100 times more effective than two popular antibiotics at fighting disease causing bacteria commonly responsible for foodborne illness. Their work was published recently in the Journal of Antimicrobial Chemotherapy a follow-up to the author’s previous research in Applied and Environmental Microbiology which conclusively demonstrated that garlic concentrate was effective in inhibiting the growth of C. jejuni bacteria. Garlic is probably nature’s most potent food. It is one of the reasons people who eat the Mediterranean diet live such long healthy lives. Garlic is also a powerful performer in the research lab. “This work is very exciting to me because it shows that this compound has the potential to reduce disease-causing bacteria in the environment and in our food supply,” said Xiaonan Lu, a postdoctoral researcher and lead author of the paper. One of the most interesting of the recent findings is that garlic increases the overall antioxidant levels of the body. Scientifically known as Allium sativa, garlic has been famous throughout history for its ability to fight off viruses and bacteria. Louis Pasteur noted in 1858 that bacteria died when they were doused with garlic. From the Middle Ages on, garlic has been used to treat wounds, being ground or sliced and applied directly to wounds to inhibit the spread of infection. The Russians refer to garlic as Russian penicillin.

Albany, New York, Dan McCoy's state of the county's speech enraged the
many supporters who stood behind him in the Albany county legislature
as chairman .

' Said Hon. Brian Scavo" the Albany county nursing home issue is the
leverage McCoy used to force out then Albany County executive Mike
Breslin, for McCoy to push this 18 million dollar loan scheme with USG
and ignore another bidder is an act of lunacy and just plain bad
business, with no real guarantee's and is a dis service to Albany
county taxpayers.

Scavo also said" McCoy's fuzzy math on the nursing home is a smoke
screen for the next 12.5 % Albany county tax increase coming up later
this year, instead of restructuring the nursing home as stipulated in
the bipartisan deal of 2011 which would moved the Albany county
nursing home towards a profit, McCoy has made a desperate attempt to
loan money to USG to lease the Albany county nursing home with
borrowed money from the county USG puts up nothing.

The fact is McCoy does not have the votes to move on this questionable
deal { by the county charter Albany county can not be a loan broker},
the deadline is April, so far it appears to be DOA!

Albany County Legislator Brian Scavo has an idea that would warm the heart of the late Democratic boss Dan O'Connell.

With word that the locally beloved John Boyd Thacher Park -- near O'Connell's Helderberg summer retreat -- is on the short list to be shuttered amid state budget cuts, Scavo has a modest proposal for the state:

Hand it over.

That is, if the state refuses to keep it open, transfer authority over the park to Albany County.

"I firmly believe we could take this popular park, without a tax increase, and turn it into a money-making proposition and keep it open for the people," said Scavo, a first-term Democrat who represents the Delaware Avenue area in Albany.

Eileen Larrabee, a spokeswoman for the state Office of Parks, Recreation and Historic Preservation, stressed there is no list of parks that are closing but noted, hypothetically, that the concept of a local government running a state park is not without precedent.

The municipality has to be willing and capable of taking on the task, she noted.

County Executive Mike Breslin's office, however, was considerably less enthusiastic about the idea than Scavo.

With the county facing a budget deficit projected at $25 million to $30 million in 2011, Breslin "would not consider" taking on responsibility for Thacher, said county spokeswoman Mary Duryea.

Not to mention, Duryea noted, that the county doesn't actually have a parks department equipped to handle anything on the scale of Thacher's picturesque acreage.

Asked whether his colleagues from the western part of the county, where Thacher is located, supported his idea, Scavo said they have little choice given the damage the park's closure would do to the Hilltowns' economies.

"They couldn't not support it,"

ALBANY, NEW YORK, Today Albany democrat Hon.Brian Scavo called the Albany county legislature to reject this 18 million dollar lease deal saying ' someone is going to get rich off this deal and it's sure not the taxpayers of Albany county, who will suffer , the seniors and disabled veterans . Within 1 to 2 years of implementing this lease deal the nursing home will close, the kickbacks to corrupt politician's would come in the form of donations from contractors and possibly from all connected with this insane lease deal.

Question why did Dan McCoy keep Chairman Shawn Morse in the dark about a possible beneficial money deal for the Albany county nursing home.

Jennings repeated his call for swift action on a scaled-back downtown
convention center Tuesday as he used his annual State of the City
address to cast Albany's future as a proving ground for emerging
technologies that will improve quality of life in communities across
the globe.

"While I believe it is unrealistic to believe that we can expect New
York state to fund a nearly $300 million facility," Jennings told the
standing-room-only crowd of well over 200, "I believe it is totally
realistic to move forward in collaboration with the state and with
Albany County to improve existing facilities at the Times Union Center
and at the Empire State Plaza and to include the construction of a new
ballroom and hotel that will connect into these facilities via the
existing walkway."

Jennings' remarks built on a concept he first floated publicly in
October, when he voiced skepticism that the state would foot the bill
for the existing plan calling for a $220 million complex to rise on
about six acres between Broadway, Hudson Avenue and the South Mall
Arterial. That concept, around in various forms for at least a decade,
also involved a hotel and parking garage.

There has been no public discussion of the scaled-down plans since and
it's not clear whether support for the proposal is universal among the
project's key players, some of whom — including Gavin Donohue,
chairman of the Albany Convention Center Authority Board, former
Assemblyman Jack McEneny and County Executive Dan McCoy — were absent
from Jennings' speech.

"I'm going to be making sure that we have not dropped that," he said
of the project, of which he has long been a supporter. "I have
committed to moving it forward."

The backdrop of Jennings' address — and in many ways the center of it
— was historic Kiernan Plaza on Broadway, the former Union Station
train depot-turned-bank-headquarters that fell vacant when Bank of
America pulled its offices out in 2010. The speech is typically held
at City Hall.

With a boost from a previously announced $4 million state grant, the
turn-of-the-20th-century building is now slated to be transformed into
a high-tech incubator overseen by the University at Albany's College
of Nanoscale Science and Engineering.

The plan, branded SCiTI for Smart Cities Technology and Innovation,
calls for high-tech firms to commercialize research done at the
college's uptown campus off Washington Avenue into technologies that
can make cities more efficient — and then test them in Albany, said
Michael Francher, the college's vice president for business
development and economic outreach.

Jennings said the total investment in the technology hub, which will
include training to steer at-risk city kids toward jobs in high-tech
fields, is expected to hit $25 million.

"Tonight I commit to you that from this location not only will we
continue the work of building a better city, but we will begin the
work of building a better world," Jennings said. "It is a bold
promise, but we have put into place, with the strategic partnerships
we have established, the framework to make the new Smart Cities center
the epicenter for technological innovation for our region and beyond."

Jennings also revealed that new University at Albany President Robert
Jones, who joined the campus earlier this month, will fill the vacancy
left by the resignation of RPI President Shirley Ann Jackson as
co-chair of the Capital Region Economic Development Council, which
secured the $4 million incubator grant and is one of 10 councils that
Gov.Cuomo has competing for hundreds of millions of dollars in
state economic development money. Jones will work alongside James
Barba, CEO of Albany Medical Center.

Those among the standing-room-only crowd who came hoping Jennings, a
19-year incumbent Democrat, would reveal whether he plans to seek a
sixth term later this year left unsatisfied. But Jennings, 64,
concluded his 40-minute speech — titled "Commitment — with remarks
that left several party insiders saying they were all but certain he
will.

"So long as any child still lives in poverty, so long as any part of
our community still struggles, so long as any individual still
suffers, the effort must go on," Jennings said. "So, for me, the
commitment endures — a commitment that I have literally dedicated my
life to as a teacher, as a school administrator and for nearly 20
years as the mayor of our great city. It is a commitment born out of
my love for Albany and its people. And it is a commitment that is as
strong and as passionate today as it was on that first day in office."

Asked after his speech whether he wanted to elaborate, Jennings smiled

The Albany county Legislature find that animal cruelty is a serious problem resulting in the abuse of thosands of animals each year and that while the state of new york has criminalized the cruel treatment of animals, animal abuse and cruelity continues to occur in Albany County and thoughout New York State.

The Legislature determines and finds that it is in the best interests of the residents of albany county and their animals that an online registry be established identifying individuals convicted of animal cruelty abuse crimes, and will prevent these individuals from adopting or purchasing .

It is my great honor to be a co sponsor of this law .

Requesting Albany County Consider implementing a Real Property Tax Cap

This coming Monday the 14th the Albany County Legislature will take baby steps towards a Real Property Tax Cap.

Legislator Brian Scavo said” As the primary sponsor of this Resolution 120 to Cap Taxes in Albany County , as I said many times before we must live within our means and do our best to stay within our budget.

A Tax Cap would be an economic stimulus for Albany County .

This would be an incentive for current residents to purchase property or maintain their existing property and would promote development of new jobs which are vital to our economic recovery.

Real property owners throughout New York State are suffering as a result of an increasing property Tax burden. Time for the Democratic Super Majority to show leadership as has our Newly elected Governor Cuomo has.

Our homeowners and especially our Seniors and Business owners need Tax relief, higher taxes effect rent, gas and food prices and help stabilize rent ."

In considering a real property tax cap would recognize continuing our vital services such as the Albany county nursing home which the County provides during these tough economic times.

Legislator Brian Scavo said today” The 370 million dollar rate increase National Grid plans to charge upstate New York and Albany County is just another opportunity buster, which will drive business out of upstate New York. It’s bad enough national grid charges consumers twice for the same charge on their bills {supply and delivery} national grid is a monopoly that is out of control and greedy.

Local Law No. "D" For 2010 Banning the sale of drop side cribs in Albany County.

The Albany County Legislature finds that drop side cribs have more moving parts than cribs with 4 fixed sides, leading to a higher risk of separation of one side of the crib from the others and higher rates of other crib malfunctions and that frequently parents unaware that their drop side crib has become unsafe because the cribs hardware malfunctions in a way that can not be readily detected.

The Legislature further finds that malfunctioning drop side cribs have been the cause of 3 infant deaths and many injuries across the united states in the past 2 years and that injuries and deaths resulting from from the use of drop side cribs have resulted in increased investigations and 5 recalls by the federal government public safety commission, involving more than 3 million cribs.

The purpose of this law is to ban drop side cribs in Albany County to protect our children. http://brianscavo.blogspot.com

Legislator BRIAN SCAVO has put forth resolution 152 directing the county executive to seek opportunities to help the environment by distributing saplings "tree's" to Albany county residents.

Tree's are the lungs of the planet, they breath in carbon dioxide and breath out oxygen.

Planting tree's in neighborhoods is one of the best things that can be done for the local environment because of all the benefits tree's provide , reducing ozone levels in urban area's and absorbing sound to reduce noise pollution Let us breath!

John Forsthe inspired me to try to go out and make millions, Robert Culp made me want to be a spy,
