Permitted development rules have been relaxed for works including extensions, access ramps  and other minor alterations meaning that formal Planning consent is no longer required in some cases.  These changes have been introduced to reduce red tape and to help promote economic activity in the domestic construction sector.  That said the relaxation to the Planning process does not remove the requirement to obtain a Building Warrant.
