Mobile Number Portability now easy for corporate mobile numbers: TRAI

The Telecom Regulatory Authority of India (TRAI) has today issued the Telecommunications Mobile Number Portability (Fifth Amendment) Regulations, 2013.

After implementation of Mobile Number Portability, the Authority had received complaints from the subscribers of corporate mobile numbers that their porting requests have been rejected by the donor operators under the category "Contractual Obligation" for want of permission/ authorisation from the company/corporate for porting such numbers. The Authority examined the complaints, and a need was felt to have a porting process for corporate mobile numbers where the users of mobile numbers are from the organisation, who is the owner of such mobile numbers.
Accordingly, TRAI placed draft Telecommunications Mobile Number Portability (Fifth Amendment) Regulations 2013 on its website www.trai.gov.in for consultation of the stakeholders. Based on the stakeholder's comments and TRAI's own analysis, TRAI has issued the Telecommunications Mobile Number Portability (Fifth Amendment) Regulations.

Salient features of this amendment are as following:
a) Upto 50 corporate mobile numbers of a service provider can be ported to another service provider through letter of authorisation from the authorised signatory of the corporate mobile numbers, in a single porting request
b) These amendments will become effective 90 days from today as the Telecom
Service Providers and MNP service providers will require time to carryout required changes in their system.
c) Considering the activities involved and number of mobiles to be processed in single porting request, 48 hours have been allowed for forwarding the porting request by the recipient operator, for corporate mobile numbers whereas 24 hours remain unaltered for individual porting requests.

BSNL extends mobile money transfer service in Rajasthan

A mobile money transfer service has been launched at Rajasthan's 250 post offices in collaboration with BSNL, reports PTI. After depositing the cash to be transferred, the customer needs to provide the mobile phone number of the intended recipient. The post office sends a SMS to the recipient to come and collect the cash by showing the SMS details at any post office. The service will have a limit of INR 10,000 per transaction.

BSNL to launch video calling facility

BSNL Chennai Telephones will shortly roll out video calling facility on its landline network.

The Voice and Video on Broadband (VVoBB) service has already been launched in Delhi and a few other telecom circles of the BSNL. The VVoBB service allows users to go one-on-one or simultaneously connect to multiple users.

How it works

The VVoBB uses packet switching technology that converts phone calls into data packets and transmits them through a high-speed broadband connection via an exclusive Private Virtual Circuit (PVC).

When voice and video data reach the other end, it is converted back into voice and video. Using an Analog Telephone Adaptor (see illustration) that connects to the broadband modem, a subscriber will be able to simultaneous work a normal phone, broadband Internet and video phone.

According to officials, BSNL also has a nationwide plan to push video telephony deeper mainstream by installing a network of Video Calling Offices (VCOs) on the lines of the PCOs. Chennai’s share of the 10,000 VCOs proposed across the country is 350 outlets, which could either be attached to Customer Service Centres or franchised.

It is not hard to understand why BSNL at present is focusing on business clients at this early stage of video telephony evolution.

Not only is a broadband connection a pre-requisite, a customer needs to buy a video phone that does not come cheap.

The V-fone is currently available in a base model of Rs. 14,900, a more pricey variant of Rs. 24,900 and a high-end version of over Rs. 4 lakh.

“Though business clients and government departments will be our primary targets, we will come up with customer-friendly plans for the regular users as well,” said G. Vijaya, BSNL Chennai Telephones spokesperson.

If the tariff structure adopted by BSNL’s Andhra Pradesh circle is any indication, a video call has been pegged at Rs. 2.5 per minute with the price of the instrument absorbed over equated monthly instalments.

“By tapping into unused broadband bandwidth of BSNL, we will be able to provide high resolution images and a better video-calling experience unlike other web-based video telephony services,” said a spokesman for Click Telecom, BSNL’s technology partner for the VVoBB service.

Also, unlike other web-based video telephony services, this service provides a secure channel of communication via a dedicated server, the official said.

In the West, video telephony has proved an invaluable assist for the speech or hearing impaired who can use the medium to communicate in sign language.

BSNL, which has tied up with Gujarat-based Sai Info System (SIS) for supply of the video-phone instruments, also aims to press home a few other advantages such as free incoming video calls, zero bandwidth charges for video calls, no freezing of videos, no need to log in to a computer, or for that matter, no need for a computer itself.

Though the video-calling feature on 3G mobile platform has not been a money spinner for BSNL or other telecom operators, BSNL officials believe that the VVoBB brings to the table a more convenient way of face-to-face conversation and a quality of interaction much superior to free web-based platforms like Skype or Google Hangout.

However, last week, the VVoBB roll out plan seemed to hit a stumbling block following reports about SIS plunging into financial crisis.

When contacted, R.K. Upadhyay, BSNL CMD, said the existing services or future roll out of VVoBB have not been affected in any way.

GoM on BSNL, MTNL revival to meet on Jul 30

The Group of Ministers on revival for MTNL and BSNL, headed by Finance Minister P Chidambaram, is scheduled to have its second meeting on July 30.

"GoM meeting is scheduled for July 30 at North Block," a government official told PTI.

The GoM last met on June 12 when it had initial discussion on rejuvenating two loss making state-run telecom firms.

MTNL reported widening of the net loss to Rs 5,321.12 crore for financial year 2012-13, compared to Rs 4,109.78 crore in FY'12. BSNL losses, as per unaudited results, stand at Rs 8,198 crore for 2012-13, compared Rs 8,851 crore posted in 2011-12.

There are a series of measures that the Department of Telecom has presented before GoM in the last meeting, including financial support for both public sector unit, especially spectrum related which amount to around Rs 22,964 crore, preference to them for providing services to government departments, entry of these PSU's in broadcast segment among others.

India's Tele Density and BSNL Market Share as on April 2013

India's Total telephone connections have decreased by 0.99 million, in that Wireless telephone connections decreased by 0.68 million in April 2013, and the total telephone connections in the country is 897 million as on 30th April 2013. The major decrease in the total connections is due to the decrease of BSNL(2.52mn), Sistema Shyam (1.92 mn) and Tata (0.82 mn) in the total connection during April 2013 (As per COAI & AUSPI report).

For Telephone Services
The total telephone connections as on 30-04-2013 are 897 millions, out of which 119.14 million connections are provided by BSNL and BSNL is at 5th position as an operator with Market share of 13.28%.

Only Wireless Services
BSNL is at 5th position as an operator with Market share of 11.41% and market share has been decreased by 0.25% during the month of April 2013. BSNL has been at 13th position w.r.t. addition of the total connections during FY 2013-14 (upto April 2013).

The total wireless industry has declined by 0.08% in terms of connections during the month of April 2013 and BSNL has also declined by 2.21%.

Only Broadband(DSL) Services
During March 2013, 0.05 million broadband connections were increased taking the total broadband connections in the country to 15.05 million as on 31.03.2013. BSNL continues its 1st position as an operator with Market share of 65.96% as on 31-03-2013. BSNL market share has increased by 0.02% during the month of March 2013 and by 1.35% during 2012-13 (upto 31-03-2013). The total connections as on 31-03-2013 are 15.05 million, out of which 9.93 million are provided by BSNL

BSNL announces roaming plans with free incoming calls

Following rivals, state-run BSNL on Wednesday said it has launched special plans offering customers free incoming calls and cheaper rates for outgoing calls and SMS while roaming in the country.

Other mobile operators have announced such schemes in order to comply with directions by the Telecom Regulatory Authority of India last month to give consumers the option of discounted roaming plans.

BSNL is offering two special tariff vouchers for roaming wherein customers will get unlimited free incoming calls for Rs. 5 a day and Rs. 69 for 30 days. Outgoing local and national calls will be charged at 1.5 paise per second.

In addition, BSNL has launched two Roaming Tariff Plans (RTP) for post-paid customers for Rs. 145 and Rs.625 which come with services such as free calls and SMS.

It has also launched RTPs for Rs. 149 and Rs. 825, which include free unlimited incoming calls for a month.

For pre-paid customers, BSNL has announced an RTP for Rs. 405 and free roaming RTP for Rs. 705.

BSNL to get Rs 1,500-cr lifeline from USOF

State-run Bharat Sanchar Nigam Ltd (BSNL) will receive Rs 1,500-crore subsidy from the Universal Service Obligation Fund (USOF) next week to sustain its loss-making rural landline operations, a top telecom department official told ET.

The Universal Service Obligation Fund (USOF), an independent body within the telecom department that subsidises telecoms infrastructure in rural India, has just inked a memorandum of understanding (MoU) with BSNL to support the state-owned telco's rural wireline business.

The MoU is partly in line with sector regulator Trai's recommendation that BSNL receive Rs 2,750 crore central subsidy over a two-year span to sustain its rural landline operations. The MoU, however, mandates subsidy payout for a year only.
BSNL may qualify for a second tranche of Rs 1,250 crore if the National Institute of Communications Finance (NICF) recommends such subsidy support to the Telecom Commission, which is the highest decision-making wing in the communications ministry.
"The USOF will shortly ask NICF to assess the quality of BSNL's rural landline coverage and verify whether it requires additional subsidy for a second year. Under the terms of the MoU, we have been directed to only disburse Rs 1,500 crore, which will compensate the telco for expenses incurred between July 18, 2011, and July 18, 2012," said the DoT official quoted above.
If the NICF recommends an extra.`1,250 crore subsidy payout, BSNL may be compensated for all expenses incurred in running its rural landline operations between July 2012 and July 2013, provided the Telecom Commission approves.
BSNL's rural landline operations hit a rough patch after the government suspended its annual Rs 2,000-crore subsidy payouts in July 2011. The Telecom Commission had originally provisioned a Rs 6,000 crore USOF subsidy payout to BSNL over three years, starting July 2008, which lapsed in July 2011. The threeyear subsidy provision was aimed to reimburse the telco for a loss-making venture linked to its social obligation. It was also extended since BSNL had lost out on access deficit charges in 2008.
Apart from running its rural wireline network, BSNL also needs cash to meet additional costs of upgrading all MARR-based village public telephones (VPTs) across its 20-circle footprint.
But the state-owned telco appears to be on a sticky wicket in so far as availing of the additional Rs 1,250 crore subsidy goes, since the USOF believes the quality of BSNL's rural landline coverage has declined over the years as it has failed to grapple with competition from more nimble footed private telcos.

BSNL pumps in Rs. 160 crore to strengthen its mobile network

With motive to reduce rapid conversion of its customer base to other mobile phone service providers, state-owned Bharat Sanchar Nigam Limited (BSNL) has pumped in Rs. 160 crore to strengthen its mobile service network in the state and ensure trouble-free 3G service on National Highway No. 1 right from Rajpura to border district of Amritsar by December end.

“We are shifting from the existing technology of Time Division Multiplexing (TDM) to Internet Protocol (IP) technology in already existing mobile towers apart from installing 550 (3G) and 670 (2G) more composite mobile network towers in Punjab”, Senior General Manager of BSNL, Sanjeev Kumar Nigam told Hindustan Times revealing that a China based company ZTE has been awarded this project in Punjab.
“Out of total upcoming mobile towers, 46 new composite towers would be installed in Jalandhar circle comprising the districts of Jalandhar, Kapurthala and Nawanshahr only”, he said adding that even more than 200 mobile towers are hired on lease from other mobile infrastructure providers to strengthen 3G service in the state.
Elaborating further on the expansion plan, Nigam said that in the current TDM based technology, there is huge wastage of available mobile network links resulting in network failure and call dropping, but after installation of IP based technology towers capacity of the existing network would be extended by 100 times to provide trouble free mobile service to customers.
“Entire project is expected to be completed by December end and once completed the BSNL would be capable to provide trouble free 3G service to its customers to entire NH- 1 from Rajpura to Amritsar districts in Punjab”, he said adding that in the upcoming network, customer would be enabled to get the internet speed of about 42.2 MBPS against the existing 14.4 MBPS for 3G service.
Earlier only big cities were covered in 3G network, but now the small towns like Goraya, Phagwara, Doraha, Sirhind and Phillaur along with NH are also being covered for 3G network, he said.
Pointed out about the growing incidents of call dropping in the mobile network of BSNL in the city, SGM termed it as teething trouble due to the process of changing the technology. “We have already apprised about the problems of call dropping being faced by the customers to the Chinese company, which is working to resolve it”, he added.
However, he admitted that with the launch of Mobile Number Portability (MNP), BSNL witnessed huge loss in the form of shifting of its mobile customer network, but now the situation has improved.
“As on now, BSNL has customer base of 4.67 lakh of mobile service and 1.7 lakh of landline in Jalandhar circle”, he revealed.

BSNL to invest Rs 4,000 cr for network expansion

State-run telecom operator BSNL is investing Rs 4,000 crore in this fiscal to expand of its mobile network, which include installing 8,700 towers.

"As part of our phase 7 expansion plans, we are planning to invest Rs 4,000 crore on mobile network. We will be installing 8,700 mobile towers of which 50 percent are 3G," BSNL Chairman & Managing Director R K Upadhyay said.

He added the network expansion, which is currently underway, is likely to be completed by March next year.

The company has already placed order for procuring equipment for north and south zones and it would place a contract for the east zone soon.

The PSU is aiming to strengthen its position in the industry. The firm, which is currently the fifth largest player in terms of mobile phone subscribers is striving to reach the top in coming years.

The company last year started nationwide expansion of its network after a gap of around five years.

BSNL had 14.56 percent market share with around 9.71 crore mobile subscribers at end of May, as per GSM industry body COAI.

The PSU, which is suffering losses since 2009-10, showed some signs of recovery last fiscal.

BSNL losses, as per unaudited results, stood at Rs 8,198 crore for 2012-13, compared to Rs 8,851 crore posted in 2011-12.

The figure does not include around Rs 2,700 crore which the company has to get from the government for supporting rural landline operations.

A transfer of telephones provided under any category is permissible in the following cases:

On death of the hirer, according to his/her will. In the absence of a will a transfer is permitted to the widow/ widower, children / legal successors.
When the name of the subscriber is changed.
Amalgamation /Take over of registered companies.
Change in the name of the Company from Private Limited to Limited and vice versa or otherwise.
Employer to Employee of a Limited Company under certain circumstances.
Proprietary concern becoming a Partnership Firm.
Sole proprietor to proprietary concern and vice versa.
From the name of a foreigner to the name of the institution where he has been working, after the foreigner leaves the country.
Change in number of partners of a firm.
Sale or dissolution of firm.
Addition or acquirement in the case of partnership concerns.
Close blood relations such as mother, father, sister, brother, husband, wife, son, daughter etc.

Transfer of registration on All India Basis

Transfer of registration of telephones under Non-OYT, OYT & Special categories on All India Basis is permitted in metered exchange areas.

The applicant has to apply on a plain paper giving the details of registration & category of the telephone.
Processing charges will be collected when the transfer is requested from lower to higher registration fee areas.

A transfer of telephones provided under any category is permissible in the following cases:

Amalgamation /Take over of registered companies.
Change in the name of the Company from Private Limited to Limited and vice versa or otherwise.
Employer to Employee of a Limited Company under certain circumstances.
Proprietary concern becoming a Partnership Firm.
Sole proprietor to proprietary concern and vice versa.
From the name of a foreigner to the name of the institution where he has been working, after the foreigner leaves the country.

Close blood relations such as mother, father, sister, brother, husband, wife, son, daughter etc.

Transfer of registration on All India Basis
Transfer of registration of telephones under Non-OYT, OYT & Special categories on All India Basis is permitted in metered exchange areas.

The applicant has to apply on a plain paper giving the details of registration & category of the telephone.

After I disconnected Airtel Broadband Services, I decided to go ahead with BSNL Broadband (BB) though I was not completely convinced on service quality part….i searched their website for BB plans and was quite impressed with complete details corresponding to each postpaid plan on their website…

I finalized BBG FN Combo 600 as it is one of their best selling plan for home use…Key advantages are upto 2 Mbps speed, 250 Local + National Mins free, 2.5 GB usage free per month, unlimited free usage from 12 AM to 8 AM & Last but not the least, most imp among all “BSNL Postpaid Landline bill is accepted as valid Address proof by Govt. Establishments including Passport office” thus fulfilling all my requirements from BB connection…I was quite astonished to see, an online link for New Connection Application…I filled the same Half-Heartedly as I was thinking, in Govt Organization who will take pain to go through the requests received and follow up for same..Since it was Monday so I thought if someone will call, its fine else on Saturday i will visit the exchange to fill application for new BB connection..The link for online application is

To my utter surprise, next day I received call from BSNL Exchange for my apartment complex…The person on other side re-confirmed my details as filled by me online and offered me to select right plan..i told him that I will go ahead with Combo 600 plan only…He told me to visit xchange on Saturday along with 1 Photo, Address Proof and Identity Proof…

On Friday, BSNL Executive again called me to re-confirm whether I will be coming on Saturday or not, I was about to fell from my chair as i never expected this from BSNL…On Saturday i visited BSNL exchange, I filled 1 form & paid 600 Rs as 1 Month Rental Deposit by cash to him…BSNL executive also informed me that under special offer my installation charges of 500 Rs is waived off and also for 1^st 3 months, I will also get additional 150 free Mins on landline besides 250 Mins bundled with plan. He promised me that by coming Wednesday, my connection will be installed. I was completely delighted with their approach.

On Tuesday evening, I received call from installation engineer and he informed that he will be coming next day at 3 PM for installation…Next day, my BB connection and landline was installed…I provided my own Modem and Landline instrument for installation..You can also avail the same from BSNL by either paying rent or outright purchase..I preferred my own instruments as I preferred specific models to be installed..

Now next big question why we install BB connection, Answer is to get good speed..Now coming to speed part…I opted for upto 2 Mbps plan from BSNL and at any given point from 9 AM to 11:30 PM, I get download speed of 1 Mbps whereas in Airtel under similar plan I was getting 100 Kbps i.e. BSNL BB provide 10 times more speed and from 11:30 PM to 9 AM, I get 2 Mbps speed..Yes, no typo error its 2 Mbps speed….

I am so delighted that now i am planning to buy BSNL Mobile connection….Truly the BSNL has come long way, in terms of service parameters and they only need to manage customer’s perception of being “poor service provider” but according to me “BSNL is the BEST”.

Telecom subscriber base declined marginally to 89.7 crore in April: TRAI

The telecom subscriber base in the country declined by 10 lakh to 89.7 crore users at the end of April from a month earlier, the Telecom Regulatory Authority of India said on Thursday.
"The number of telephone subscribers in India decreased to 897.02 million at the end of April 2013 from 898.02 million at the end of March 2013, thereby showing a monthly growth rate of -0.11 percent," the TRAI said in a report.
In March, the subscriber base increased by 60 lakhs over the previous month. The share of urban subscribers fell to 60.71 percent in April from 61.11 percent in March, while the proportion of rural users increased to 39.29 percent from 38.89 percent a month earlier.

The overall teledensity dropped to 73.16 at the end of April from 73.32. The number of mobile subscribers fell to 86.7 crore from

86.78 crore. State-run BSNL lost 22.36 lakh customers, followed by Sistema Shyam (MTS India) losing 18.96 lakh users, Tata Teleservices 7.84 lakh customers, MTNL 1 lakh, Loop Mobile 83,263 and HFCL 15,616 customers.

The peak number of active mobile subscribers in April was 72.45 crore, or 83.56 percent of the total, excluding CDMA customers of BSNL, for which TRAI did not have data. Vodafone registered the highest number of additions with 14.22 lakh new customers, followed by Idea Cellular with 12.84 lakh, Reliance Communications 7.25 lakh, Bharti Airtel 6 lakh, Uninor 1.6 lakh, Videocon 1.3 lakh and Aircel 8,249.

More than 20 lakh mobile subscribers changed service providers, TRAI said.

Bharti Airtel continued to lead in terms of total subscribers, with 18.87 crore customers accounting for a 21.78 percent share. Vodafone had 15.37 crore customers and a share of 17.74 percent, followed by RCom with 12.36 crore customers and a 14.27 percent share.

Broadband subscribers increased to 15.09 million from 15.05 million at the end of March. Yearly growth in broadband users was 8.21 percent.

सरकारी दूरसंचार कंपनी बीएसएनएल ने शुक्रवार को कहा कि वह तबाही के शिकार उत्तराखंड के उन स्थानों पर तीन दिनों में अपने मोबाइल टावर लगा देगा जहां सबसे अधिक लोग फंसे हुए हैं।

बीएसएनएल के अध्यक्ष सह प्रबंध निदेशक आरके उपाध्याय ने कहा कि गुरुवार की शाम तक पूरे राज्य में हमारे 270 मोबाइल टावर काम नहीं कर रहे थे। इनमें से हमने महत्वपूर्ण स्थानों पर जहां सबसे दयनीय स्थिति में लोग फंसे हुए हैं, वहां दस मोबाइल टावरों की सेवा बहाल कर दी है। अगले तीन दिनों में अधिकांश मोबाइल टावर काम करने लगेंगे। उन्होंने यह भी बताया कि बीएसएनएल ने भारी बारिश और बाढ़ से प्रभावित 72 टेलीफोन एक्सचेंजों में से 10 को काम सही कर दिया है। सड़कों के ध्वस्त हो जाने की वजह से प्रभावित इलाकों में तकनीकी दल को काम करने में परेशानी हो रही है। उन स्थानों पर काम करने के लिए डीजल की तत्काल जरूरत है।

Telecom commission approves 100% FDI in telecom service

elecom Commission, an inter-ministerial body, on Tuesday approved to hike foreign direct investment limit for telecom sector to 100 percent from 74 percent currently. Sources informed CNBC-TV18 that following the news, the Department of Telecommunication (DoT) is likely to soon move a cabinet note for 100 percent FDI in telecom services.
At present, FDI limit in the sector is 74 percent and 49 percent can be invested through automatic route. But to take it upto 74 percent, Foreign Investment Permission Board (FIPB) nod is required. In case 100 percent FDI is approved, 49 percent investment would still be allowed through automatic route.

The idea behind increasing FDI limit in telecom sector is to help industry get fresh funds to lower financial burden. Reacting to the news of increase in FDI limit KPMG said that 100 percent FDI will help telecom companies to bring down debts. However the research firm does not see improvement in valuation of telecom companies on this regard.

Ernst & Young believes that the move will open door for new companies to enter the Indian market. Telecom major Reliance Communication said that the company supported government's move which will enhance value for all stakeholders.

Romal Shetty from KPMG believes that hiking FDI to 100% in telecom will bring investment but not necessarily cure all problems of the industry.

Telenor too welcomed government’s move and said that increase in FDI limits will help operators to attract more investment. Sistema Shyam which has been struggling to grow its foothold in the country after its licenses got cancelled said that this was a much needed policy decision and hailed it as pro industry and pro-consumer move. The largest telecom operator of the country Bharti Airtel too welcomed government's move.

MOH and security agencies to oppose 100% FDI

It must be noted that Ministry of Home Affairs and many security agencies had opposed the move to allow 100 percent FDI in telecom. Sources informed that MOH is likely to propose new security conditions for allowing 100 percent FDI. It may also seek enforcement of remote access bar, sources said.

Q: It is not a done deal yet; this is perhaps one more step towards eventually opening it up to a 100 percent. It is a decision taken by the telecom commission, it still needs to go to Cabinet and be cleared by Cabinet. However, as the Telecom Regulatory Authority of India (TRAI) Chairman there was pointing out lets temper expectations, the fact that even if it goes from 74 percent to 100 percent it is not dramatically going to change the landscape of the industry in the current context, would you agree with that?

A: I agree with him because the biggest problem in this sector is today in terms of the uncertainty especially the regulatory uncertainty, the future in terms of the spectrum roadmap, the frequency, when the auctions will be done. So, those are all critical decisions from an investment and from a long-term perspective.

This is a welcome initiative because all telecos are under huge debts, so whether it is an Indian company or a foreign company typically you would want to get in money, you would want to have larger ownership for example. However, this by itself is not going to cure the sector of all the ills.

Q: Who stands to benefit the most because guys like Telenor, Sistema have been seeking approval from the government or have been lobbying with the government to open the sector up to 100 percent clearly those would be the guys that would positively be impacted or would be waiting for this decision to be taken?

A: In the past there have been partners in India and not necessary all the partners where specifically brought in from a strategic skills perspective or an enabling perspective, and they have had bad experiences. So, some of them would like to now not necessarily have that partnership and therefore have 100 percent ownership or pretty much majority ownership. So, they will benefit but I don’t think so it is only for them, it is also for the Indian telecos who would want to divest more stake because then this allows them to divest more stake.

Therefore from an operator perspective it is typically a win-win situation for any of the operators.

Q: What is this actually going to mean for current promoters who are looking at cashing out?

A: Either cashing out or for example selling stake out will help. If you just look at the last few years because of what happened from a 2G licensing, 3G rollout networks, now for example you are spending more money, there is 4G coming in, so there is a lot of outflow which is happened but the returns on investment have not happened in the last three to four years. So, there is no real increase in Average revenue per unit (ARPU), there is no real increase in revenues happening. There is a lot of debt on the balance sheets and therefore even from a promoter perspective it does help to cash out. So, it is a good situation for them as well.

Q: This not a done deal yet, this is what the Mayaram Committee has suggested. Now, you have the Telecom Commission also batting for 100 percent do you believe it will go through?

A: I hope it goes through because at the end of the day its helpful for the sector but I am not the government and I don’t know what restrictions will come from any particular ministry, from security or other concerns. However, like I said as somebody who looks after the sector I wish that it goes through.

Now everything is OK and tenders to purchase has been floated. BSNL has planned a rs 40,000 crore capital for the purpose.”

He said , “ Nigam is emphasizing on present telephone exchanges to New Generation network NGN, to give all mobile facilities to our land line subscribers.” He said , “29, 000 such exchanges shall be converted to NGN. 28000 of them are in the rural sector.’
Upathayay said that BSNL iis supending 52 % of its capital in employees salaries as compared to other competitive companies who are just spending 5-6 %.He said , “we are waiting for Govt. of India’s approval of VRS for our employees. He indicated that the average age of our employees is 50 years.
Upadhyay said , “ The remote areas of Himachal shall be connected through Micro wave so that fbre cable disconnectivity in bad conditions could be avoided.”

Airtel, Idea offer cheap roaming

Bharti Airtel, India's largest telecom service provider, and Idea Cellular on Monday are launching "fixed fee" plans for subscribers who want to use nation-wide free roaming.
Bharti Airtel launched a prepaid voucher of R5 per day for unlimited roaming for pre-paid users. For post-paid users there is a monthly rental of R75 per month that coupled with different bill plans makes roaming cheaper.

Idea Cellular also came out with an attractive plan. It launched a voucher priced between R230 and R240 (depending on the states) that allow a subscriber to make calls at "the same rates for local, STD, ISD calling, and SMS, as the user pays for using these services while in the home circle."
The voucher is valid within six months of recharge.
Under another plan of R35-40, outgoing will be free and the subscribers will have to pay only 75 paise per minute for incoming calls.
When asked, Vodafone India spokesperson did not confirm its plans. However, sources said that the company would also offer similar tariff schemes for its roaming subscribers.
Reliance Communications also declined to comment.
"The new fee is as per Telecom Regulatory Authority of India (TRAI) tariff order issued on June 17," said Rajan S Mathews, director-general, Cellular Operators Association of India (COAI).
IT minister Kapil Sibal had announced in March that free nation-wide roaming will be implemented from July 1. Telecom service providers opposed it, saying that it would increase tariff for subscribers.

India mulls eliminating cap on foreign investment in telcos

India's Telecom Commission is considering a proposal to lift the foreign direct investment limit in the sector from 74 percent to 100 percent.
The Hindu reported on Monday that the Telecom Commission, an inter-departmental body with financial and administrative powers, is meeting today to decide whether the foreign ownership cap should be lifted. It had previously been raised to 74 percent from 49 percent.

The cap on foreign investment in telcos could be lifted entirely.
The move was recommended by a high-level committee on financing infrastructure, which sought a fresh injection of funds to lower telcos' financial burden. Before making the final decision on this, the Department of Telecoms has sought the views of the Home Ministry, and related security agencies.
The cellular operators association of India (COAI) recently revealed the debt of the telecom sector stood at US$30.9 billion (1.9 trillion rupees) by the end of the 2012 financial year. Almost half of this was from international creditors.
Meanwhile, Reliance Telecom revealed on July 1 that it fully repaid loans amounting to US$1 billion (60 billion rupees) in the three months to June 30. According to The Hindu, the telco still owed creditors US$6.5 billion (388 billion rupees).
"RCom's foreign currency debt is steadily declining every year, and the interest outgo on such debt is fully covered by US dollar denominated earnings from the Reliance Globalcom business," the company said in a statement.
Following the news, the company's share price jumped 12.15 percent. at the close of Monday trading.

Telecom voice to account for 50% of mobile service revenue in 2017: Infonetics

Infonetics Research says telecom voice will account for around 50 percent of mobile service revenue in 2017. This reflects Capex plans of Indian operators such as Airtel, Idea Cellular, Vodafone, Reliance Communications, etc.

For instance, top telecom operators in India is still looking at investing substantially in 2G infrastructure and rural expansion. Their investment in 3G and 4G networks in relatively lower than 2G that is primarily used for voice services.

In a research note on July 1, Infonetics said though more subscribers are migrating from voice-only plans to data-centric packages, voice services are still expected to account for almost half of total mobile service revenue in 2017.

LTE growth

LTE broadband is growing the fastest of any mobile services category, with compound annual growth rate of 55 percent for 2012–2017.

Global mobile LTE broadband subscribers to near 570 million by 2017, with most concentrated in North America and Asia Pacific.

The research report does not have country specific data.

LTE phone growth

Meanwhile, IDC says shipments of LTE-capable smartphones are expected to grow by more than 400 percent in 2013.

Earlier this year, Maxis Malaysia launched LTE / 4G services, providing up to 5 to 10 times faster download speeds than its 3G data services, while other operators such as Celcom and DiGi have announced their intentions to rollout LTE plans in 2013.

IDC expects competition in the 4G space to intensify and demand for LTE-enabled smartphones to significantly increase towards the second half of 2013, when LTE networks from all three major mobile operators are expected to be up and running.

Broadband hurdles

According to ITU, countries with a national broadband plan have fixed broadband penetration some 8.7 percent higher on average than countries without plans.

ITU says once the potential impact of factors like higher average income per capita, market concentration and urbanization are discounted, research suggests that countries with plans benefit from fixed broadband penetration on average 2.5 percent higher than countries without plans – a significant margin of advantage in an increasingly interconnected global economy.

Global voice business

In 2012, global mobile service revenue – including voice, SMS/MMS and broadband – totaled $739 billion, up 2.5 percent from 2011, Infonetics said on Monday.

Mobile data (text messaging, mobile broadband) service revenue rose in all major world regions in 2012, boosted by an increase in smartphone usage.

“Overall, the wireless industry remains resilient and continues to perform above expectations during a period of global economic malaise and increasing mobile saturation,” said Stephane Teral, principal analyst for mobile infrastructure and carrier economics at Infonetics Research.

Except in Europe, where unabated economic turmoil continues to take a toll as consumers set less and less money aside for mobile products and services, weighing on Europe’s BIG 5 – Vodafone, Telefónica, Deutsche Telekom, France Télécom and Telecom Italia.

In fact, local regulatory conditions and high mobile penetration rates are the key factors affecting mobile service revenue rather than economic conditions.
