					<description><![CDATA[With the actual world reputation of Carnegie Mellon the following is a proposed &quot;solve the issue&quot; action group problem solve desired to be umdertaken:

Explore how to remove water molecules from cold asphalt surfaces in a timely manner.  Present this problem to the entire
CMU Community to research develop and implement on the part of the winning selection. White papers required. Solutions could be to the order of 1. &quot;provide fifty (50) Stihl high velocity leaf blowers via a community of home owners &#039;on call if it rains&#039;. 2. Explore a heat generating super blower device and or plural devices to evap H2O
 sample conceptual design element: heat ejection horizontal wand should be the width of the 2 lanes possibly wider to dry out adjacencies
This suggested problem resultant from April 2025 buggy sweepstakes washout. CMU has enough in-house campus and alumni talent to dissect this evap issue and short of a huge rainstorm engineer the water removal off the course in a timely manner. Just think of all the time and effort wasted [due to wet asphalt] in everything from UHAUL truck rental expenses, out of town alumni attending for naught at a considerable expense (myself from Mystic Connecticut) only to view a very limited sweepstakes late morning start on Friday.  A solution to the asphalt rain water is possible. The evap of water molecules can certainly without question  be accelerated. The question becomes how best. The excellent student brainpower with group colloboration can &quot;and will&quot; solve this issue. Create a competition as buggy has become. Thank you.

So it&#039;s really just tacking one extra buggy on to the larger org&#039;s fleet. Also, based on the photos, it doesn&#039;t look like there was ever more than 5 buggies rolling in a single slot - even that Apex/Fringe/Spirit one. So it&#039;s not even like a situation of &quot;this slot had too many buggies and slowed things down!&quot; issue... CIA and Fringe have each rolled 5 buggies by themselves on single days this year 

The &quot;flagger confusion&quot; also seems a bit disingenuous. For years now, teams have been sharing flaggers at Rolls. It&#039;s pretty easy to just tell your flaggers &quot;FYI, you flag from when the first buggy approaches until you see the follow car&quot;.

The change Sweeps made for truck weekend, to limit it just to buggies needing to qualify, makes sense because that should be given a priority. But the weekend before truck, EVERYONE still needed to qualify, and changing mid-day to go from &quot;these 2 teams are rolling together - see the whiteboard&quot; to suddenly and arbitrarily &quot;these teams aren&#039;t rolling together&quot; seems like it would create MORE chaos, not less.
