Iran, Missiles, and Nuclear Weapons

It is far from clear why Iran is now sending such strong signals about new developments in its missile program at this point in time. It seemed during much of the negotiations over the nuclear deal and the JCPOA that Iran might be deliberately avoiding tests and activities that might call attention to any obvious fact: there is no meaningful difference between a missile that can deliver conventional munitions and one that can deliver nuclear, biological, and chemical weapons. As long as the missile booster can launch a heavy enough payload to get the desired range, any missile can carry a nuclear warhead.

President Obama’s decision to allow up to 50 Special Forces to deploy in northern Syria has triggered an almost inevitable debate over crossing the threshold from train and assist into deploying combat personnel.
America’s Failed Approach to Chaos Theory

The United States now faces a rapidly evolving world filled with new challenges at a time when real-world defense planning is focused on budget cuts, when U.S. “strategy” lacks plans and program budgets, and when talk of strategic partnership lacks clear and specific direction. Far too much U.S. strategic rhetoric is a hollow shell, while the real U.S.

Yemen is a growing reminder of just how important the strategic U.S. partnership with Saudi Arabia really is. It is one thing to talk about the war against ISIS, and quite another to realize that U.S. strategic interests require a broad level of stability in the Gulf and Arabian Peninsula and one that is dependent on Saudi Arabia as a key strategic partner.

Back in 1837, Hans Christian Anderson published a short story called the “Emperor’s New Clothes.” If there is anyone living who has not read it, two con men posing as tailors convince the emperor that their work is so superb that the fabric is only visible to those who are fit for his position, and anyone who cannot see it is clearly not suited for the throne.

The Real Strategic Goal in Iraq and Syria: How Do You Bring Lasting Stability?

One of the ironies of a steadily more partisan Washington is that its politicians and policymakers continue to call for “strategy” without looking beyond the military dimension. One way to lose a war is to lose sight of the objective, and there seems to be an open contest between the administration and the Congress to see who can do the best job of ignoring the objective.

It may be unfair to expect any meaningful discussion of strategy and America's security position in a State of the Union address. But, it is all too clear that President Obama failed to go beyond a few sentences of vacuous spin in dealing with the world outside the United States. The most he did was to claim that the United States has fewer troops at war.

It is natural for Americans to see the current debates over the CIA’s use of torture and police killings of young black men in domestic terms. It is equally natural for them to disregard a preacher who threatens to burn the Quran, and see low-level incidents of anti-Islamic and anti-Semitic prejudice as being at the far margins of American society.

Assessing a Deal or Non-deal with Iran

It now seems unlikely that the P5+1 countries of the United States, Russia, China, the United Kingdom, France, and Germany can reach a comprehensive agreement with Iran by the end of November. A final agreement remains a possibility, but it seems far more likely that if an agreement is not reached, the negotiations will be extended rather than abandoned all together.

The Need for Better Civil-Military Planning

The United States is now more than a decade into wars attempting to bring security and stability to the Middle East. The results have not been good. The initial U.S. military victory in Iraq that overthrew Saddam Hussein was followed by eight years of irregular warfare, a pause, and now a new war against ISIS. The U.S.

The Air War Against the Islamic State: The Need for An “Adequacy of Resources”

The United States has stated from the start that it is conducting an air campaign to degrade the Islamic State, not to change the military situation in Syria or to substitute for Iraqi political unity and the eventual use of Iraqi ground forces. This, however, raises several key questions:
The Imploding U.S Strategy in the Islamic State War?

It is too early to say that the U.S. strategy against the Islamic State is imploding, but it is scarcely too soon to question whether this is possible. In fact, it is far from clear that the original U.S. strategy ever planned to deal with the complications that have arisen since President Obama officially announced a portion of what that strategy really had to be.

The US is now engaged in a major national debate over how to fight the Islamic State in Iraq and Syria. That same debate over the future of the US role in Afghanistan is not taking place. The US has issued the usual reassuring rhetoric after the inauguration of President Ghani and the belated signing of bilateral security and status of forces agreements.

The Real Center of Gravity in the War Against the Islamic State

Much of the debate over the air war and “boots on the ground” ignores the real center of gravity in the campaign against the Islamic State. There is no near-term possibility of any form of military victory unless the new Iraqi government can bring Iraq’s Arab Shi’ite, Arab Sunnis, and Kurds back together as some form of functioning state.

There are times the United States does not need an enemy in going to war. It poses enough of a threat to itself without any foreign help. The current debate over ground troops in Iraq and Syria threatens to be yet another case in point, compounding the American threats to America that have done so much damage in Vietnam, Afghanistan, and the earlier fighting in Iraq.

This year’s defense budget submission and QDR present a complex mix of changes in strategy, force levels, and defense spending plans. They also reveal a growing gap between the resources the US is likely to commit to military spending and its strategy.

The Downing of the Malaysian Airliner: Avoid Rushing to Judgment

The exact cause of the downing of Malaysian Airlines Flight 17 remains uncertain, but seems most likely to be the result of a firing of either the SA-11 (Gadfly 1979) or SA-17 “Buk Mk. 2” missile (Grizzly 2007). The SA-11 and SA-17 launch vehicles and missiles (four per vehicle) look very similar. The 17 has upgraded missiles but it is hard to see the difference.

Iraq: The Enemy of My Enemy is Not My Friend

The proverb that the “enemy of my enemy is my friend” is not an Arab proverb, it is a Sanskrit proverb that predates the Prophet Muhammad by roughly 1,000 years. It is also a proverb with a dismal history in practice. In case after case, the “enemy of my enemy” has actually proven to have been an enemy at the time or turned into one in the future.

Afghanistan and the Growing Risks in Transition

It has become all too apparent that the Afghan election risks creating new political divisions and an even weaker level of leadership and governance in Afghanistan. The election, however, is only part of the story.

The New “Great Game” in the Middle East: Looking Beyond the “Islamic State” and Iraq

The U.S. has good reason to try to prevent the creation of a violent, extremist Islamic State in Iraq and Syria, to reverse the gains of ISIS (Islamic State in Iraq and Syria)/ ISIL (Islamic State in Iraq and al-Sham), and to help move Iraq back towards a more stable and unified form of government.

The Uncertain Next Steps in Iraq

The President has set the stage. The question is what acts will follow. The United States has signaled as clearly as it can that a corrupt, authoritarian, power hungry, sectarian thug like Maliki should go. It cannot, however, make that happen or undo the damage that Maliki has done to the nation's unity, quality of governance, economy, and security forces since the 2010 election.
