The first railroad to pass through Burlington was built in 1855 by the Racine, Janesville and Mississippi Railroad Company. Its construction nearly bankrupted Racine. The line was later reorganized as the Western Union Railroad and eventually incorporated into the Chicago, Milwaukee and St. Paul Railroad Company, .[32] (better known as the Milwaukee Road) On the Milwaukee Road, this line was referred to as the "Racine Southwestern" Division and is often referred to as the "Southwestern" Line.
In 1856, Burlington invested in the Fox River Valley Railroad of Wisconsin, a planned railroad that would have started in Milwaukee, connected to the railroad already in Burlington, and continued on to the Fox River Valley Railroad of Illinois. The roadbed was built, but because of the failure of the company, rails were never laid.[32]
The railroad currently operating through Burlington was constructed in 1885-1886 by the Wisconsin Central Railway. The Wisconsin Central was acquired by the Minneapolis St. Paul & Sault Ste. Marie Railway in 1908, and later merged with the Duluth, South Shore and Atlantic Railway in 1961 to create the Soo Line Railroad.
The Milwaukee Road operated its last train west of Burlington in 1982. In 1985 the Soo Line purchased what remained of the Milwaukee Road, and reorganized their existing line through Burlington as a part of a new subsidiary known as Lakes States Transportation Division in 1986. Presentation regarding the proposed Redevelopment Project
City Administrator Kevin Lahner gave a presentation on the proposed redevelopment projects including two new developments, the Department of Commerce Remediation Grant and the possible formation of an Environmental Tax Increment District. Lahner discussed the proposed acquisition of seven properties: 400-416 North Dodge Street; 221, 241, 249 and 261 E. Chestnut; 216 and 224 E. Washington. The development would include a 52-unit hotel constructed by Lexington Development Group; a three-story parking complex by the City of Burlington and a retail/commercial complex by Core Upgrades Corporation. Mayor Miller stated that the additional parking will be a good addition for the downtown and will serve the Veteran’s Memorial Terrace as well. Vos stated that it would double the parking available in the downtown area.

The Lexington Group gave a presentation on their proposed hotel. It will have an indoor swimming pool, small boardroom but will not have a restaurant or bar. Simenson questioned whether the proximity of the train tracks would be a problem as far as noise. Mr. Bob Campbell of the Lexington Hotel Group stated that with new soundproofing methods this would not be an issue. Rauch questioned that once the hotel was built if it would be sold to other investors. Mr. Campbell stated that they would be remaining as the owners.

Mayor Miller spoke about this further renovation of the downtown as a validation of the Riverfront Project.

We as the people of Bulington, Wisconsin want to see Burlington Thrive.
Donate District for to NPS and parcel a lot for easement to the Burlington Historical Society to build a historical hotel, with City Retail and parking structure in place.
The city of Burlington , is in way to deep because they wanted the parking lot. They need the people's help to stop Kevin, Joe, head, Bill, etc.

Leave the historical distract in tact, find somewhere else for your hotel (crappy location any way.) Why should Burlington, Wisconsin pay for "the fab five" to become millionaires over night?

Also we are getting double the trouble, not only are the the existing businesses going to pay the tax brunt, The city is using funds for other projects to fuel the TIF.

So we are robbing Peter to pay Paul, so the Burlington, Wisconsin Five can be rich, for (public benefit) I think not.
Quit stealing the tax payers money and making the rest of the crew any richer, while Janey Hoerneman was robbed of her property (and the public of Burlington, Wisconson) and her family and many tenants where relocated.
Her two sons in Iraq and Afghanistan have no where to come home to.
Needless to say she was a successful thriving business for 15 years. The capitol she is now going to lose is astounding.

* An expansive interpretation of eminent domain was reaffirmed in Berman v. Parker (1954), in which the U.S. Supreme Court reviewed an effort by the District of Columbia to take and raze blighted structures, in order to eliminate slums in the Southwest Washington area. After the taking, held the court, the taken and razed land could be transferred to private redevelopers who would construct condos, private office buildings and a shopping center. The Supreme Court ruled against the owners of non-blighted properties within the area on the grounds that the project should be judged on its plans as a whole, not on a parcel by parcel basis.

* The federal courts have not restrained state and local governments from seizing privately owned land for private commercial development on behalf of private developers. This was upheld on June 23, 2005, when the Supreme Court issued its opinion in Kelo v. City of New London. This 5–4 decision remains controversial. The majority opinion, by Justice Stevens, found that it was appropriate to defer to the city's decision that the development plan had a public purpose, saying that "the city has carefully formulated a development plan that it believes will provide appreciable benefits to the community, including, but not limited to, new jobs and increased tax revenue." Justice Kennedy's concurring opinion observed that in this particular case the development plan was not "of primary benefit to . . . the developer" and that if that was the case the plan might have been impermissible. In the dissent, Justice Sandra Day O'Connor argued that this decision would allow the rich to benefit at the expense of the poor, asserting that "Any property may now be taken for the benefit of another private party, but the fallout from this decision will not be random. The beneficiaries are likely to be those citizens with disproportionate influence and power in the political process, including large corporations and development firms." She argued that the decision eliminates "any distinction between private and public use of property—and thereby effectively delete[s] the words 'for public use' from the Takings Clause of the Fifth Amendment". A number of states, in response to Kelo, have passed laws and/or state constitutional amendments which make it more difficult for state governments to seize private land. Takings that are not "for public use" are not directly covered by the doctrine,[8] however such a taking might violate due process rights under the Fourteenth amendment, or other applicable law.
The exercise of the police power of the state resulting in a taking of private property was long held to be an exception to the requirement of government paying just compensation. However the growing trend under the various state constitution's taking clauses is to compensate innocent third parties whose property was destroyed or "taken" as a result of police action.[9]

*A privately-owned enterprise refers to a business that is owned by private investors, shareholders or owners (usually jointly, but they can be owned by a single individual), and is in contrast to state institutions, such as publicly-owned enterprises and government agencies. Private enterprises comprise the private sector of an economy. An economic system that contains a large private sector where privately-run businesses are the backbone of the economy is referred to as capitalism. This contrasts with socialism, where industry is owned by the state or by all of the community in common. The act of taking assets into the private sector is referred to as privatization. The goal of private enterprise differs from other institutions, the major difference being private businesses exist solely to generate profit for the owners or shareholders.[1]

“With today’s economy, it’s just very difficult to keep projects moving. It’s a benefit to keep this project moving,” said Lois, *(who is a member of the group working to build the retail/office project). That project is expected to happen after the hotel is completed.
The city will tear down the existing building on the site of the future hotel. The city is waiting to see if it will be awarded a state grant to help cover the cost of environmental remediation of the Cooperative Plus Inc. property in the 400 block of Dodge Street. That work could begin this winter and work on the hotel could begin as soon as the spring.

Why would the ex -Mayor be a broker for the deal, when he has financial gain because he is a member of Core Group (conflict of interest)

Does this all tie in with The Veterans Building, that the Veterans have been asked to pay for their room space?

Believe me, when they say Big Brother, I have made it my new past time to make sure every move and step of this project is reported to Washington D.C and the following....
