Dayworks in the Construction Industry

Dayworks are bound to come up from time to time since it is impossible working from a Bill of Quantities to cover all eventualities. Daywork is work for which the contractor is paid on the basis of cost of labour, materials, and plant plus an agreed percentage for overheads and profit. Payment in this way is usually reserved for items that cannot be measured and priced in the normal way.

All contracts normally provides that the first point of reference for the evaluation of variation orders, change orders or additional works instructions is the existing contract rates and prices. However, in the event that the work is different in nature or no similar item exists in the bill then only may dayworks rates be applied. Daywork payments may arise in contract variations for items such as breaking up unexpected obstructions excavations or for the adjustment of provisional sums.

There two options how Daywork rates can be priced in the bill.

Option ‘A’- Percentage Addition, is based upon the traditional method of pricing labour, plant and material in dayworks, and allows for a percentage addition to be made for incidental costs, overheads and profit, to the prime cost of labour, plant or material applicable at the time the dayworks is carried out.

Option ‘B’ – All Inclusive Rates, includes not only the prime cost of labour but also an allowance for incidental costs, overheads and profit. The all-inclusive rates are deemed to be fixed for the period of the contract. However, where a fluctuating price contract is used, or where the rates in the contract are to be index-linked, the all-inclusive rates shall be adjusted by a suitable index in accordance with the contract conditions.

Using Option ‘B’ (All Inclusive Rates) gives the employer price certainty in terms of the labour rate to be used in any daywork during the contract, but there is the potential that the rate will be higher, as the contractor is likely to build in a contingency to cover any unknown increases in labour, plant or material rates that may occur during the contract period.

Provisional sums can therefore be for either undefined or defined work (i.e work that can be described fairly fully). For the latter the contractor is expected to have taken the work into account when pricing the other sections, such as indirect costs in preliminaries. The effect of this is that when the actual sum expended is ascertained for the final account no adjustment to other prices in the bill is made. Therefore is it extremely important that the contractor prices the neccessary supervision, plant and labour required in terms attendance associated to each provisional sum. On the other hand, if the work is undefined then other prices such as, for example, plant items, supervision, may have to be adjusted when the work is valued for the final account. Please refer to the following template when pricing preliminaries.

Works that have to be carried out by local authorities or statutory undertakings should be included as provisional sum. When such bodies quote for general contract work this is included in the bill as a PC item; for example, an electricity company quoting for an electrical installation as opposed to mer connection to the mains. A further provisional sum should be included to cover the cost of telephone calls made on behalf of the client, if appropriate.

A contingency sum is usually included in the bill as a provisional sum. This sum covers unforeseen additional work. The amount is deducted from the contract sum in the final account. Alternatively, sums can be included to cover specific items of risk to the employer, the true extent of which cannot be fully established until the works are carried out.

Any difference between the provisional sum listed in the contract and the actual cost is paid by the client. This in effect changes the contract price.

Call centers have to place agents at their assigned posts at the right time so that a contact center can function smoothly and effectively. This is actually schedule adherence and must be practiced in all customer service call centers. If there is no schedule adherence for the representatives working at a call center, it will hinder the growth of a call center company.

The agents at a Indian call center must impress the supervisors and managers with their performance and also prove that they understand the worth of schedule adherence. Agents, who do not understand the vital role that they play in a call center, must be made to realize how important their services are. The trainers and managers working at customer service call centers must be reminded from time to time the urgency of finishing the training sessions as well as the meetings on time.

Indian call center companies must be able to introduce a system that captures data on the same time when associates are logged on to their telephones. It is important to know which hours, and not just the number of hours agents are on the phone talking to the customers. This is very important for the effectiveness of call centers and also helps the call center to know if the agents are doing their job and adhering to the schedule slated for them.

The call center services must also be able to implement a goal so that the employees can track the number of hours that they have logged onto the phone. If the Indian call center agents are at their seats but are not talking to the customers over the phone, it is counterproductive. The customer service call centers must have agents who know how to do their job and be sincere to adhering to their fixed schedules.

It is also important to watch out for the agents at the call center who are logging in to take calls during breaks, before the start of the shifts or after the shifts. Some agents might think that they have to meet their call time just anyhow and go out of their schedule to meet the time. This must not be the case, as if every agent at the Indian call center starts to do so, there will be less agents to handle the calls during peak call traffic. The staffing as well as the call volume forecasts should be matching no matter what.

The managers and the supervisors at the customer service call centers must instruct the representatives to monitor the adherence and the service rendered by the agents. If the service levels at the call center are not to decline, the managers must strictly maintain that all the agents are at their assigned posts at the right time.

If agents at call center services are able to show proper schedule adherence, then the call center must reward them. If the representatives know that their hard work is being appreciated, they will get the encouragement to serve better.

As an unbuttoned urban Dr. Phil, I will continue writing to your thoughts. Next week, I’ll tackle a concept shared by a young poet in Baltimore – C. Vincent.

I was recently asked this question: When taking over a brand new team, which is most important popularity or progress? I smiled. The term popularity during the 15th century started out as a word that meant least, low, vulgar, and/or of the common people. It took on a new meaning in the late eighteenth century by which time it began to gain a positive connotation. Another example of man manipulating change.

The difference is that progress has always meant what it means today. To be clear, I’m not some degree toting factanista that needs to be addressed by title. I’m just ripe with common sense. The way I see it, progress combines an appreciation for the positive impacts of your actions and thoughts with the emotional response of the participants involved. Progress results in doors being opened. More frequently.

Make no mistake; popularity is not at all bad. Just know that as employees, entrepreneurs, Royal Ambassadors, and Triple Diamond Black Pearls, you are better pursuing two parts progress and one part popularity. Don’t be fooled by the hundreds of friends on your MY SPACE page. That certainly is not a reliable measurement of success for you or your business. It’s Monday – seek progress – let’s keep it moving!

The core principle behind having a work breakdown structure is to divide a project into sections. Having this step by step structure in place will enable project managers (PM’s) to encompass more control and visibility of their work program.

The WBS has the following objectives:

Scope: The WBS will aid in the organisation and function of a project’s scope by providing PM’s with the elements to precisely establish the work that needs to be done within a particular project.
Organization and Management: By interacting with a WBS a Project Manager can assign resources and responsibilities. This gives them the control to manage the project in a way that’s structured to ensure project success.
Verify that all details are covered in a project. This will prevent project change requests being issued.

The development of the WBS is the most important part of the process. If this stage is done poorly it will follow through and affect the cost and time of the project. If done correctly and thoroughly a project should sail through the plan schedule without any changes needing to be made. The first part of the process is to gather the entire project team and any other individual who will have a part to play in the project. By gathering a wide range of know-how and experience at the one time will allow a project manager to get to the smallest of details within the deliverables of a project.

Once these deliverables have been established they will need to be broken down into manageable tasks. By dividing the deliverable into smaller tasks will give the project manager more control and focus over the management of the time and cost associated with it. In fact the WBS is a foundation for the timeline of projects. Having the work broke down into manageable sections allows a PM to make a relatively close estimation on the amount of time required to complete the project. The project breakdown will allow the project manager to identify the time constraint that should be applied to the tasks. Therefore if a project manager decides not to go with a WBS they could run a risk of facing project delays. By having a timeline drawn up it will give the project manager and project team members a visual aid of what the progress of the project should be at a certain point in time.

The Benefits that are connected to the WBS include:

Clarity: the project team will be encouraged to seek out risk and issues in order to be prepared for it
Timeline: the abilities of the project team can be refined and from there an obtainable project timeline can be drawn up
Resources: The layout of having a work breakdown structure ensures that the project team members are answerable to the work assigned to them by the project manager. Aids in the participation and team work associated with a project

It must be noted that the work breakdown structure isn’t without its faults. The process is not always straight-forward and a project manager must have the drive to deliver a worthy WBS. Even after the WBS is prepared the structure does require persistent modification.

However these limitations are minor when you compare them with the benefits that the WBS brings to the table. A well executed WBS has the power to give a PM the control and visibility needed for successful project management.

Who is really responsible for delivering a project? Is it the project manager or should there be an organisation to support them?

Projects need governance. They need controls and there also needs to be controls and support in place for the project manager.

Ideally the project manager should be given a wide area of responsibility to deliver the project, but there should be limits placed on what they can do without authorisation.

Changes to scope, increases in budget, changes in timeline, even spending project contingency budgets may need to have approval from a governance body.

Certainly the authority to move from one stage of the project to another should be subject to some rigorous checks and not just left at the discretion of the project manager.

A suitable organisation for the project should be set up. This normally means having a steering committee or panel that has additional authorities and responsibilities.

At the head of this committee or panel is the sponsor. Ideally this person should have the final decision making authority and should also have control over the decision to approve additional funding.

Also in this group it is a good idea to include some key stakeholders, those being other people within the organisation that have an interest in, and the ability to influence the success of, the project.

This committee should meet on a regular basis throughout the life of the project in order to review the status and to make critical decisions where necessary.

Normally the Project Manager will present the status with the focus being on the exceptions, or those areas that are causing problems or that require the committee to make decisions.

While the committee should all have an input, and a voice into the running of the project, the sponsor should have the final say on what is going to happen and what decisions are going to be made.

It is also useful to have a Quality management committee or group that reviews the status of the project at critical points, ensures that the project is delivering to the agreed quality levels, and that all of the prerequisites to move on to the next stage have been met.

This doesn’t have to be a full time body, it can be a small group that come together just for the purpose of reviewing each project as it reaches critical points in its lifecycle.

Of course the Project Manager plays a critical role and should be responsible for delivering an agreed scope, to an agreed budget and within an agreed timeline. It is reasonably common for the project manager to be given authority for some level of variance, let’s say a five percent budget contingency for the project phase, so that they don’t have to go to the steering committee for every decision.

Finally the project team itself. For larger projects it is common practice to divide the team up into workstream groups or product groups, and it may even be sensible to have each group headed up by a team lead that reports to the project manager.

For larger projects this is almost mandatory as it is impractical to have a single project manager directly managing every member of a larger team.

Tools for Project Management

The Project Schedule. This is the timeline of the project. It is most often shown in a Gantt chart that shows the individual project activities, tasks and products as well as the timing for each activity, the dependancies and the resources required. There are often groupings of smaller tasks or projects into larger workstreams or products. The most common way of creating such a Gantt chart is using the Microsoft Project tool.

You can manage Resources and Costs either from within the Microsoft Project Plan or in separate Cost and Resource plans.

The Business Case. A lot of people don’t think of this as a tool but it is a critical part of checking if a project remains viable. Projects cost money, or time, or both and so you normally only have one if it is going to deliver some benefits. The business case compares the the cost of the project against the benefits it will deliver to make sure it is worth going ahead with. Of course the business case can be changed by things that happen in the project, such as delays, changes in scope, or even things that happen outside of the project, such as changes in the market. The Business Case should be checked periodically throughout the project, and in particular when anything in the project changes, to make sure that it makes sense to continue.

The Scope. This sets out the details of what the project is going to deliver and, perhaps just as importantly, what it is not going to deliver. Of course there may be a need to make changes to the scope throughout the life of the project and these should be managed through Change Control.

Change Control. Is the process and tool by which changes to the scope, timing or budget are controlled. All changes should be logged and the impact of the change estimated, and compared to the business case.

Risk Management. When you plan a project the risks to the project success should be identified and actions planned to prevent them from causing problems. Risk Management should then continue throughout the project with new risks being logged, evaluated and actions planned.

Issue Management. Sometimes things go wrong, it happens, and when it does the Project Issue Management process has to deal with it. Issues are logged, evaluated to determine the impact of the issue and then a course of action can be decided on that is appropriate to deal with it.

Quality Management. How do you know if the project is delivering to the right standard? That’s where Quality Management comes in. The Quality plan defines what the quality requirement is and how it will be checked and measured.
