The radio is model number pk3hga… All I can pick up is the weather report. How can I program it to hear other things?

You need programming software for it. There is both DOS and Windows software for both conventional and EDACS trunked configurations. You also need a radio interface box (RIB), such as the P96A RIB, and a programming cable for the M-RK, such as the Price Industries MRK-1 (non-ribless) programming cable.

To be honest with all the scams going on right now I wouldnt buy him anything.

He can log on ebay and pick up any model he likes at a very cheap price.

plus if he was a real friend he/she would not be asking you to buy them anything in the first place. friends dont do that,,,

Short range open radio. in two way you have to stop sending to receive, in this case everyone can talk without pushing buttons, think of it a a telephone over short-range radio.
