<p>

SACRAMENTO – The California Department of Corrections and Rehabilitation (CDCR) will be awarding $2 million for a sixth round of grants meant to enhance innovative victim impact programs in California prisons.

</p>



<p>“These programs provide a lens for incarcerated people to see the impact of crime from the perspective of a victim,” said Nolice Edwards, chief of the CDCR Office of Victim and Survivor Rights and Services (OVSRS). “It’s incredibly helpful as those individuals work toward achieving amends and rehabilitation through the programs offered in our facilities.”</p>



<p>The purpose of the round-six
Innovative Programming Grants (IPG) is to fund eligible nonprofit organizations
to provide victim impact programs at one or more California prisons. </p>



<p>Applicants must develop a
specific plan designed to meet the unique needs and requirements of the
specific victim impact program proposed while additionally meeting the needs of
the incarcerated population the program will be targeted to.</p>



<p>Victim impact programs share a
common objective of giving victims the opportunity for their voices to be heard
and for offenders to fully understand the consequences of their actions, like <a href="http://www.projectavary.org/">Project
Avary’s</a> Prison Reconciliation
Project, which supports inmates in understanding and making amends for the
impacts of their crime and the effects of their incarceration on their
children.</p>



<p>Grant eligibility is open to
nonprofits that currently provide programs in any adult correctional
institution setting. This includes state and federal prisons and county jails. In
addition, programs previously funded through the IPG can reapply for funds,
though programs cannot have dual sources of state funding for the same
location.</p>



<p>IPG began in 2015 when CDCR
awarded $2.5 million in one-year grants to expand existing rehabilitation programs
to new institutions. With the addition of $2 million this round, CDCR will
award a total of $14 million in grants during all six cycles over the course of
five years. This grant funding comes directly from the Inmate Welfare Fund, a
trust where all proceeds from institutional canteen and hobby shop sales are
deposited and spent for the benefit of inmates, including on education and
welfare.</p>



<p>All applicants are encouraged
to submit a Notice of Intent to Apply by 5 p.m. on Thursday, Aug. 15, 2019. The
due date for applications is 5 p.m. on Thursday, Sept. 19, 2019. </p>

<p>PACOIMA – A minimum-security inmate
who walked away from Fenner Canyon Conservation Camp in Los Angeles County on
July 20 was apprehended last night.</p>



<p>Numerous investigative
techniques led special agents with CDCR’s Rancho Cucamonga Special Service Unit
and personnel from the LAPD-Foothill Division to a location in Pacoima where Louie
Aguilar, 39, was believed to be staying.</p>



<p>During surveillance of that
location, Aguilar was seen coming out of a garage. He was arrested without
incident at approximately 8:20 p.m. and transported to California Institution
for Men in Chino. </p>



<p>Aguilar was received by CDCR
from Los Angeles County in September 2018 with a six-year sentence for
second-degree robbery, his second strike, with a one-year enhancement for
personal use of a weapon. His case will be forwarded to the District Attorney’s
Office for consideration of escape charges.</p>



<p>Since 1977, 99 percent of all offenders who have left an adult institution, camp or community-based program without permission have been apprehended.</p>

<p>SAN FRANCISCO – An offender who walked away from an Alternative Custody Program (ACP) in Pacifica on July 27 was apprehended in a joint law enforcement effort on July 30.</p>



<p>Michael Baker, 37, was taken into custody on the corner of 24th Street and Balmy Street in San Francisco at 2:43 p.m. Several members of the public reported seeing him in the area, aiding a joint effort by CDCR’s Bay Area Special Service Unit, Bay Area Fugitive Apprehension Team, Office of Correctional Safety Criminal Intelligence Analysis Unit and the San Francisco Police Department, which ultimately made the arrest without incident.</p>



<p>Baker began participating in ACP this month and was scheduled to be released in March 2020. He was received from Los Angeles County Aug. 28, 2018, with a two-year sentence for transporting/importing a controlled substance. He received an additional two-year, eight-month sentence for carrying/concealing a dirk or dagger, a second-strike offense to run concurrent to the first sentence.</p>



<p>Baker was transported to San Quentin State Prison. His case will be forwarded to the District Attorney’s Office for consideration of escape charges.</p>



<p>Since 1977, 99 percent of all offenders who have left an adult institution, camp or community-based program without permission have been apprehended.</p>

<p style="text-align:left"><em>Offender believed to be in the
San Francisco area</em></p>



<p>SAN FRANCISCO – California
Department of Corrections and Rehabilitation (CDCR) officials are seeking help
from the public in finding an offender who walked away from the Alternative
Custody Program (ACP) in Pacifica on July 27.</p>



<p>Michael Baker, 37, was last
seen on the 2000 block of Mission Street in San Francisco at noon on July 29. Baker
is a white male, 5 feet, 9 inches tall, weighing 196 pounds with short
strawberry blonde hair. He has a tattoo of a star on the right side of his neck.</p>



<p>Anyone with information about Baker’s
whereabouts is asked to call 911 or Office of Correctional Safety Special Agent
C. Chua at (510) 750-8000.</p>



<p>CDCR officials were initially
alerted that Baker had tampered with his electronic monitoring device at around
4:40 p.m. on July 27. Notification was immediately made to local law
enforcement, and agents from CDCR’s Office of Correctional Safety were also
dispatched to find Baker.</p>



<p>Baker was received from Los
Angeles County Aug. 28, 2018 with a two-year sentence for
transporting/importing a controlled substance. He received an additional two-year,
eight-month sentence for carrying/concealing a dirk or dagger, a second-strike
offense to run concurrent to the first sentence. Baker began participating in
ACP this month and was scheduled to be released in March 2020.</p>



<p>ACP is a voluntary program
developed for eligible offenders that allows them to serve up to the last 12
months of their sentence in the community in lieu of confinement in state
prison. Eligible participants may be housed in a private residence, a
transitional care facility or a residential drug or other treatment program.</p>



<p>Since 1977, 99 percent of all offenders who have left an adult institution, camp or community-based program without permission have been apprehended.</p>

<p>SOLEDAD – A correctional officer is recovering
from injuries sustained during an attack by an inmate Friday at Correctional
Training Facility. </p>



<p>At 9:15 a.m. Friday, July 26, inmate Michael
Ellison, 36, was being escorted by a correctional officer to his assigned cell
when he attacked the officer with an inmate-manufactured weapon, striking him
multiple times in the face and body. Staff immediately responded to the incident
and used physical force and pepper spray to stop the attack.</p>



<p>During the altercation, the officer suffered
lacerations to his forehead, right thigh and left hand and exposure to pepper
spray. He was taken to an outside hospital for treatment and is expected to
make a full recovery. Ellison did not sustain any injuries and was transported
to Salinas Valley State Prison.</p>



<p>Since 2004, Ellison has been serving a
life-with-the-possibility-of-parole sentence from Riverside County for
second-degree murder. During his incarceration, he received convictions from
Kern and Kings counties for possession/manufacture of a deadly weapon by a
prisoner and assault by a prisoner with a deadly weapon. In 2014, he received a
14-year sentence from Kern County for assault with a deadly weapon. Ellison is
also currently on trial for the <a href="https://www.cdcr.ca.gov/news/2018/04/09/death-of-salinas-valley-state-prison-inmate-being-investigated-as-a-homicide/">2018
homicide</a> of another inmate. </p>



<p>The primary mission of CTF is to provide housing, programs and services for minimum- and medium-custody inmates. CTF opened in 1946; covers 680 acres, and is a three-facility complex with each facility functioning independently.</p>

<p>VALYERMO – California Department of Corrections and Rehabilitation (CDCR) officials are searching for a minimum-security inmate who walked away last night from Fenner Canyon Conservation Camp in Los Angeles County.</p>



<p>Inmate Louie Aguilar was last seen at the camp by staff at 9:18 p.m. on July 20 in the camp during a count. An inmate was noticed missing in a count at 9:55 p.m. It was determined that Aguilar was the missing inmate at 10:00 p.m. </p>



<p>CDCR’s Office of Correctional Safety, CAL FIRE, law enforcement personnel, along with local law enforcement agencies and the California Highway Patrol were notified and are assisting in the search for Aguilar.</p>



<p>Aguilar, 39, is a Hispanic male, 5’ 10” tall, weighing 198 pounds, with brown eyes and brown hair. He was received by CDCR from Los Angeles County in September 2018 with a six-year sentence for second-degree robbery, second strike, with a one-year enhancement for personal use of a weapon.</p>

<p>SAN DIEGO – Lorraine Roman, an offender who walked away from the Custody to Community Transitional Reentry Program (CCTRP) in San Diego on July 13, surrendered to the Los Angeles Police Department Rampart Station today at 4 a.m.</p>



<p>She was transported to
California Institution for Women in Corona and the case will be referred to the
San Diego County District Attorney’s Office for consideration of escape
charges.</p>



<p>Roman was discovered missing on July 13 when a CCTRP facility staff member was notified that Lorraine Roman&#8217;s monitoring device was not in motion. Staff searched the area but was unable to locate the device and Roman had not reported to her approved work location at a restaurant in San Diego. CDCR’s Office of Correctional Safety pursued Roman until the arrest.</p>



<p>She was received by CDCR in
April 2018 from Los Angeles County with a four-year sentence for first-degree
burglary, a second-strike offense.</p>



<p><a href="http://www.cdcr.ca.gov/Adult_Operations/FOPS/Custody_to_Community_Transitional_Reentry_Program.html">CCTRP</a>&nbsp;allows eligible participants to serve the remainder of their sentence in a community program in lieu of confinement in state prison. CCTRP provides a range of rehabilitative services that assist with alcohol and drug recovery, employment, education, housing, family reunification and social support.</p>

<p>COALINGA – Officials started an investigation of an incident that
occurred today at around 9:40 a.m. when approximately 41 inmates were involved
in a riot on the Facility B recreation yard at Pleasant Valley State Prison
(PVSP). The incident began when three inmates started attacking one inmate and
it escalated into a riot.</p>



<p>Responding staff gave participants of the riot multiple orders to stop
fighting. When they did not comply, staff deployed chemical agents. Inmates
continued rioting and so staff discharged two rounds from the state-issued Ruger
Mini-14 rifle as warning shots to end the incident. Three inmates sustained
puncture wounds during the riot and were transported to outside hospitals for
treatment. They have been stabilized and are in fair condition.</p>



<p>No staff members were injured.</p>



<p>Two inmate-manufactured weapons were recovered and the cause of the riot
is being investigated by PVSP’s Investigative Services Unit. The Office of the
Inspector General and a CDCR Deadly Force Investigations Team (DFIT) was
notified. A deadly force review board will conduct a full and complete review
of the incident as well.</p>



<p>Movement on Facility B, a medium-custody general population facility,
has been limited to facilitate the investigation into the cause of the riot.</p>



<p>PVSP opened November 1994 on approximately 320 acres in Fresno County. The institution houses approximately 3,300 minimum-, medium-, and maximum-security male inmates and employs approximately 1,300 people.</p>

<p> JULY 13, 2019</p>



<p>SAN DIEGO – California Department of Corrections and Rehabilitation (CDCR) officials are looking for a woman who walked away from the Custody to Community Transitional Reentry Program (CCTRP) in San Diego today.</p>



<p>At 12:49 p.m., a CCTRP facility staff member was notified that Lorraine Roman&#8217;s monitoring device was not in motion. Staff searched the area but was unable to locate the device and Roman had not reported to her approved work location at a restaurant in San Diego. She had been scheduled to report there at 10:00 a.m. </p>



<p>CDCR’s Office of Correctional Safety and local law enforcement agencies have been notified and are assisting in the search and apprehension efforts.</p>



<p>Roman, 49, is a Hispanic female weighing 153 pounds and standing five feet, two inches tall. She has brown hair and brown eyes. She was received by CDCR in April 2018 from Los Angeles County with a four-year sentence for Burglary 1st Degree, second striker.  &nbsp;</p>



<p>Anyone with information regarding Roman’s whereabouts is asked to call 911 or 909-966-2904.</p>

<p>PINE GROVE – Law enforcement officials apprehended three conservation
camp participants late Tuesday night who had walked away from a work detail
near the Pine Grove Conservation Camp in Amador County earlier in the day.</p>



<p>Stanley Hill, 19, Derrick Scott Peterson, 18, and Robert
Lee Sneed, 19, were arrested at 10:35 p.m. on July 9 by Amador County Sheriff’s
Department deputies on Bowman Road. They were transported to the N.A.
Chaderjian Youth Correctional Facility in Stockton, and their case will be
referred to the Amador County District Attorney’s Office for consideration of
escape charges.&nbsp; </p>



<p>Hill, Peterson and Sneed walked away from a CAL FIRE work
assignment clearing brush near Mitchell Mine Road on Tuesday. They were last
seen around 11 a.m., and were reported missing at 1:46 p.m.</p>



<p>CDCR’s Division of Juvenile Justice, the Office of Correctional Safety’s Sacramento Fugitive Apprehension Team, CAL FIRE, Amador County Sheriffs and the California Highway Patrol and local law enforcement assisted in the apprehension efforts. </p>
