The Two Sudans on the Brink

There are fears that Sudan and South Sudan are edging closer to all-out war. The latest crisis has been precipitated by a dispute over oil, which propels the economies of both countries. South Sudan broke away from Sudan to become an independent nation in July 2011 but has been unable to agree on terms for using the North’s oil pipeline, its only route to selling its oil.

Senegal’s Democracy at the Crossroads

The pursuit of a third term in office by Senegal’s octogenarian president, Adboulaye Wade, is in clear defiance of a constitutional change he himself enacted. It highlights once again the difficulties of framing effective international responses to nonmilitary, but nonetheless illegitimate, attempts by heads of state to hold onto power.

Drought in the Horn of Africa

The humanitarian emergency in drought-affected regions of the Horn of Africa has taken a turn for the worse. The United Nations has declared that a famine is under way in the two hardest-hit areas of Somalia, the southern Bakool and Lower Shabelle regions. The strict benchmarks that must be surpassed in order for famine status to be reached give a hint to the scale of the crisis.

The “fragile states” paradigm is at an important stage in its development.

Not long before the UN-run popular consultation in East Timor in 1999, an Indonesian general told me that if the East Timorese voted for independence, Indonesia would surely break apart. He cited the centrifugal forces at work that would pull the diverse country to pieces. In effect, East Timor’s departure would set the dominos in motion.

U.S. Peacefare

"The past few years have seen a number of reforms and initiatives within the U.S. government that address the growing challenges of building peace. Dane Smith’s book provides the first comprehensive survey of the range of U.S. agencies involved in peace building. At the same time, he addresses the fundamental concern over the increased power of the military—at the expense of civilian agencies—in stabilization and reconstruction operations. Important decisions are now being made on the future direction of U.S. foreign policy. A central task in arriving at these decisions will be determination of the proper role of both civilian and defense agencies in peace building.”

Nowhere are global public health challenges more acute than in sub-Saharan Africa. With just 13 percent of the world’s population, this region carries 24 percent of the global burden of disease. The continent’s immense disease burden and frail health systems are embedded in a broader context of poverty, underdevelopment, conflict, and weak or ill-managed government institutions.

On September 25, Somali pirates hijacked the MV Faina, a Ukrainian freighter loaded with tanks, grenade launchers, antiaircraft guns, and assorted ammunition and explosives in the Gulf of Aden. The pirates have demanded a $20-million ransom for the release of the ship, cargo, and crew. The Faina is now surrounded by several U.S. warships, with a Russian frigate slated to join them.
