<p>Better Work is a unique partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). Launched in February 2007, it aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers.</p>
<p>Improving labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers’ rights and entitlements are protected helps distribute the benefits of trade. Better Work supports enterprises in implementing the ILO core international labour standards and national labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers. Improved labour standards also help enterprises be more competitive through higher productivity and quality. These benefits help build the business case and supplier support for improved labour standards.</p>

<h2>Main Purpose</h2>
<p>Under the direction of the Director, Better Work Programme and the supervision of the Better Work Global Operations Manager Bangkok, the incumbent coordinates the design and implementation of advisory services for the global Better Work programme and their deployment in country programmes.</p>
<h2></h2>
<h2>Responsibilities</h2>
<p>Provide technical imputs to the global advisory and capacity building strategy and ensure relevant elements are being implemented by country programmes.  Support the design of new advisory models for BW to improve the efficiency and effectiveness of core services implementation.</p>
<p>Advise, train and coach Better Work national staff – both in the classroom setting and in factories – to ensure effective delivery of improvement activities. Focus will be on ensuring effective change management strategies at the factory level, with an emphasis on creating strong social dialogue, effective worker-management communication and grievance procedures, and increasingly strong industrial relations. Work will include staff induction activities as well as ongoing support.</p>
<p>Provide technical advice for advisory services and capacity building for Better Work country programmes, collaborating in the development of trainings, tools and products.  Ensure that new tools, products and best practises are in line with Better Work structure and standards and compatible with strategic goals. Help ensure consistent use of advisory tools across  country programmes.</p>
<p>Collaborate with other Better Work Global technical specialists in the areas of assessment and training and ensure that materials developed are done to the quality and standards expected of the programme and are well coordinated and integrated across core services;</p>
<p>Organize and implement programme related seminars, workshops and technical meetings and training courses as required including developing and delivering presentations and interacting with international and national stakeholders. Represent the programme when required.</p>
<p>Monitor and evaluate the efficiency and effectiveness of programme advisory and capacity building activities including Quality Control and Quality Assurance of those to ensure consistency of service provision.</p>
<p>Supervise and manage the work of external collaborators, interns and perform other related duties as required.</p>
<h2>Education</h2>
<p>University degree in education, social science, international studies, CSR, law or other relevant field.</p>

<h2>Experience</h2>
<p>At least 5 years professional experience in education; private sector development in developing countries; supply/value chain analysis; corporate social responsibility (particularly in the field of labour standards compliance); monitoring and evaluation; or related field.</p>

<p>Excellent command of English. A good knowledge of the languages of one or more Better Work country programmes is desirable.</p>

<p>Experience in the design and implementation of training and capacity building programmes in developing countries with a focus on change management strategies and demonstrated success in the sustainability of those efforts</p>

<p>Ability to contribute to the formulation, administration and evaluation of projects, including the ability to identify and analyse problems with project implementation;</p>
<p>Excellent understanding of corporate social responsibility and labour compliance issues in global supply chains in general and more specifically in the apparel sector including practical knowledge of the practices of buyers in the US and Europe;</p>

				<content:encoded><![CDATA[<p>The Board of Trustees of Clean Air Asia seeks a social entrepreneur and visionary individual to lead Asia’s premier organization and network partnership on air quality, transport and climate and provide strategic and operational leadership of the Organization from 1st July 2013.</p>
<p>Clean Air Asia was established as a leading multi-stakeholder initiative by the Asian Development Bank, World Bank and USAID in 2001, and operates since 2007 as an independent non-profit organization. Clean Air Asia has offices in Manila, Beijing and Delhi, networks in eight Asian countries (China, India, Indonesia, Nepal, Pakistan, Philippines, Sri Lanka, and Vietnam) and is a UN recognized partnership of almost 250 organizations in Asia and worldwide.</p>
<p>Together with a wide range of partners from cities and governments in the Asian region as well as NGOs and international organizations, Clean Air Asia acts to improve the knowledge base on air quality, develop tools to manage air quality and take a lead role in initiating and facilitating policy discussions on air quality management and climate change mitigation in the Asian region.</p>
<p>In the coming years, Clean Air Asia will continue and enhance its work on implementation of pathways that enable developing Asia to address its developmental needs without compromising the quality of its environment, especially air quality. Partnering with other organizations in the government, NGO, academic and private sectors is a key part of Clean Air Asia’s strategy.</p>
<p>The Executive Director reports, through its Chairman, to an international nine person Board of Trustees. The ideal candidate will be a highly experienced professional with:</p>
<ul>
<li>Dynamic and strategic leadership capabilities and the ability to define and execute goals to realize the mission of Clean Air Asia;</li>
<li>Clear understanding of global and regional environment and development issues with an emphasis on air quality and climate change in Asia;</li>
<li>Ability to inspire, lead and motivate the staff and project a strong presence to Clean Air Asia’s external constituencies, including government officials, stakeholders and sponsors;</li>
<li>Proven track record in resource mobilization and partnership building and affinity with the challenges facing non-profit organizations;</li>
<li>Experience in developing and overseeing large scale projects funded by international organizations and foundations;</li>
<li>Excellent communication skills in both written and spoken English, experience working in multi-cultural settings, preferably in Asia; and</li>
<li>Advanced university degree preferably in a relevant subject area, e.g. environmental sciences and/or extensive professional experience at a senior level preferably in air quality management or related field.</li>

<p>Better Work is a unique partnership program between the International Labour Organization (ILO) and the International Finance Corporation (IFC). Launched in February 2007, it aims to improve labour standards and competitiveness in global supply chains. Better Work involves the development of both global tools and country level projects. The focus is on developing scalable and sustainable solutions which build cooperation between government, employer and worker organizations, and international buyers.</p>
<p>Improving labour standards in global supply chains is an important part of a pro-poor development strategy. Ensuring workers’ rights and entitlements are protected helps distribute the benefits of trade. Better Work supports enterprises in implementing the ILO core international labour standards and national labour law. This helps enterprises compete in global markets where many buyers demand compliance with labour standards from their suppliers. Improved labour standards also help enterprises be more competitive through higher productivity and quality. These benefits help build the business case and supplier support for improved labour standards.</p>

<h2>Main Purpose</h2>
<p>Under the direction of the Director, Better Work Programme and the supervision of the Better Work Global Operations Manager Bangkok, the incumbent will support Better Work national staff in delivering core services within the context of a good understanding of how global apparel supply chains and production factories operate and will help ensure that the Better Work approach is relevant and adds business value to supply chain actors.</p>
<h2>Responsibilities</h2>
<p>1. Provide technical expertise and coaching to Better Work staff in the factory setting, helping them to identify value-added business solutions for common issues of non-compliance with labor laws and international labor standards. This work will include a focus on how to understand root causes of common social compliance issues from the perspective of production processes and factory capacities and a focus on how to create factory buy-in for developing and maintaining solutions. Primary focus will be on working with staff in Asia (Vietnam, Cambodia, and Indonesia), but will also include support to national staff in other Better Work countries (Nicaragua, Haiti, Jordan, and Lesotho).</p>
<p>2. Supervise the development of  an approach to working with the most sophisticated Better Work factories on more advanced production systems issues such as production flows, efficiency, time and motion studies, root cause analysis and other initiatives that benefit factories’ competiveness and social compliance levels.</p>
<p>3. Oversee development and/or update of materials related to quality, production, and to a lesser degree, management systems, to support Better Work staff in making their work as relevant as possible to participating factories.</p>
<p>4. Lead the development of partnerships with other initiatives that focus on building factory competitiveness, with the goal of finding ways to gradually incorporate these business-focused efforts into the approach of Better Work, likely through ongoing collaboration at the factory level.</p>
<p>5. Lead in the outreach to and recruitment of vendors and other apparel supply chain intermediaries by making Better Work’s approach relevant to their business needs and communicating to them in an effective way; interact with vendors’ headquarter staff, many of whom are based in Korea, Taiwan, Hong Kong and other countries, but with production operations in multiple Better Work countries, to ensure they fully understand the program, voluntarily join the program, and have an active voice in its development. Work will include collaboration with Better Work buyer liaison officers. Establish and maintain effective communication, coordination and share expertise with other Technical Specialists from Global and Country Programmes.</p>
<h2>Education</h2>
<p class="Listenabsatz1">Advanced University degree in corporate and social responsibility, quality assurance, industrial engineering, international development, social sciences, economics, law, adult education or similar related field.</p>
<h2>Experience</h2>
<p class="Listenabsatz1">Minimum of 7 years professional experience in engaging relevant businesses at a national and international level in the following fields: apparel production and manufacturing; private sector development in developing countries; corporate social responsibility (particularly in the field of labour standards compliance in global supply chains); change management; supply/value chain analysis; or related field.</p>
<h2>Languages</h2>
<p>Excellent command of English. A working knowledge of Chinese or Korean or other Better Work country programme languages is desirable.</p>
<h2>Required Competencies</h2>
<p>1. Strong influencing and team-working skills. Interpersonal skills to facilitate work with a wide range of individuals and groups from culturally diverse publics; ability to use tact, diplomacy and persuasiveness. Ability to deal with discretion on sensitive issues and to respond positively to challenges.</p>
<p>2. Knowledge of production, manufacturing, product engineering, product lifecycle, calendar management, trade regulations, fabric performance and garment construction, testing standards, and product integrity.</p>
<p>3. Ability to design and implement projects, including the ability to identify and analyse problems with project implementation. Ability to organize events. Proactive approach to meeting deadlines and delivering results with limited supervision.</p>
<p>4. Thorough understanding of corporate social responsibility and labour compliance issues in global supply chains in general and more specifically in the apparel sector including practical knowledge of the practices of buyers in the US and Europe;</p>
<p>5. Good knowledge of computer and internet applications for information collection, management and dissemination.</p>
<p>6. Ability to design and implement training and capacity building programmes in developing countries that maintain global standards whilst being tailored to local needs.</p>
<p>7. Ability to define and resolve problems in a manner that reflects the interests of stakeholders in technical assistance projects and activities, the ILO’s commitment to fundamental principles and rights, social dialogue and tripartism and the IFC’s mission of supporting sustainable private sector development.</p>
<p>8. Ability to motivate, coach and train country programme level staff and programme stakeholders.</p>
<p>9. Ability to work on own initiative as well as a member of a team.</p>
<p>10. High-level communication and presentation skills, both oral and written including the ability to operate effectively in a multi-cultural environment.</p>
<p>11. High-level understanding of gender equality, gender mainstreaming and equal opportunity principles and approaches.</p>

<p>The Agriculture Program of the FLA focuses on the improvement of labor standards at farm level. FLA supports affiliated companies in the development of their internal monitoring and remediation systems, and assures Independent External Monitoring visits.</p>
<h3>Summary:</h3>
<p>The Agriculture Program Coordinator, East Asia is responsible for the successful conduction of all work the FLA has related to Agricultural supply chain in East Asia. He/she will be supported by, and report to the FLA, Director, Agriculture and Strategic Project, based in Geneva, Switzerland. The position includes extensive travel within East Asia.</p>
<h3>Primary Duties and Responsibilities:</h3>
<ul>
<li>Conduct research about agricultural supply chains, different actors, labor standards in the countries mentioned above, and developments towards a sustainable agricultural practices</li>
<li>Conduct and coordinate labor risk assessments and task &amp; risk mappings, including report writing</li>
<li>Engage with a wide range of stakeholders (industry, NGOs, government) and represent the FLA at meetings, roundtables, and conferences</li>
<li>Search for, engage with, and shadow potential service providers for Independent External Monitoring visits</li>
<li>Coordinate with the Accountability team in China to carry out monitoring visits for the Better Cotton Initiative</li>
<li>Quality Assurance of the monitoring reports, and review of remediation / Corrective Action plans</li>
<li>Support in the implementation of other elements in FLA affiliates’ action plan upon request (e.g. trainings, stakeholder meetings) ￼</li>
<li>Support preparation and updating of FLA documents and protocols for the agricultural sector (including benchmarks, tools, and so on)</li>
<li>Manage day-to-day operational aspects of the FLA’s agriculture program upon request Qualifications:</li>
<li>4-year degree in Business Administration, Agronomics, Development Cooperation, Economics, Labor Rights; advanced degree in the aforementioned fields a plus</li>
<li>A minimum of four (4) years working experience in one or more of the following areas: Supply Chain Management, Corporate Social Responsibility, Sustainability Management, Agriculture, Development Cooperation / Economics</li>
<li>Project coordination experience, valuable contacts / network, and in depth knowledge about sustainability issues related to cotton, sugarcane and other agricultural commodities highly desirable</li>
<li>Command in one of the Chinese language skills orally and written, plus excellent English language skills orally and written. Additional language skills (e.g. locally spoken languages) are highly desirable</li>
