<p style="text-align: justify"><span lang="EN-US">Dharamshala: On 1 May 2026, the Tibet House Germany invited the artists of the Tibetan Institute of Performing Arts (TIPA). They were warmly welcomed by the Director of Tibet House Germany, Venerable Thoesam Rinpoche. During the reception, the goals and activities of Tibet House Germany were introduced, and Rinpoche gave a talk on preserving Tibetan religion, culture, and oral traditions, as well as promoting cultural exchange.</span></p>
<p style="text-align: justify"><span lang="EN-US">On 2 May at 3:00 PM, a cultural performance was held in the main hall of Bornheim district in Frankfurt, Germany. The event was attended by the Representative of the Office of Tibet in Geneva, Switzerland, president and members of German International Campaign of Tibet, leaders and executive members of the Tibetan Community in Germany, representatives and members of local Tibet support groups, and more than 300 Tibetans living in Germany. The performers from TIPA presented traditional Tibetan songs, dances, and theatre.</span></p>
<p style="text-align: justify"><span lang="EN-US">At the beginning of the event, the Director of TIPA greeted the distinguished guests and the public and introduced the history and mission of the Tibetan Institute of Performing Arts. Following this, Representative Thinlay Chukki explained the purpose and background of organising TIPA’s cultural tour in Europe. She stated that one of the main reasons for inviting TIPA to tour Europe was to counter the Chinese government’s policies inside Tibet aimed at eradicating the Tibetan language and culture. Through these performances, TIPA artists seek to preserve and promote the rich cultural heritage passed down by their ancestors and introduce it to the international community. She also emphasised the importance of helping young Tibetans growing up abroad reconnect with their traditional culture through artistic performances.</span></p>
<p style="text-align: justify"><span lang="EN-US">She further expressed gratitude to the Tibetan associations and supporters whose cooperation made it possible for TIPA to conduct performances in countries under the jurisdiction of the Office of Tibet, Geneva in Switzerland. She thanked everyone sincerely for their support.</span></p>
<p style="text-align: justify"><span lang="EN-US">The artists then performed traditional cultural songs and dances for approximately two hours. This was followed by a one-hour theatre presentation on the topic of the Chinese government’s colonial-style boarding schools in Tibet. The audience, including honoured guests and local community members, watched with deep attention and emotion. Through the cultural performances and dramatic presentations, many audience members were deeply moved and felt a renewed sense of Tibetan identity and national consciousness. At the conclusion of the event, the audience gave a standing ovation with loud applause in appreciation.</span></p>
<p style="text-align: justify"><span lang="EN-US">Afterward, the President of the Tibetan Community in Germany, Dondrub, delivered a vote of thanks. He expressed great happiness that, despite the short preparation time and at the request of the Office of Tibet in Switzerland, Germany was able to successfully host the opening performance of TIPA’s first European tour. He emphasised that the success of the event depended greatly on the support of the organising committee and especially the local Tibetan community. He praised everyone for their collective efforts and thanked all individuals and organisations who provided financial support. Ceremonial scarves and tokens of appreciation were presented to donors and supporters. Finally the Director of TIPA presented ceremonial scarves and commemorative gifts to the President of the Tibetan Community in Germany, marking the successful completion of the first performance of TIPA’s European tour.</span></p>
<p style="text-align: justify"><span lang="EN-US">This European cultural tour by TIPA was organised as part of the celebrations honouring His Holiness the Dalai Lama and the Year of Compassion. Following earlier requests from TIPA, the Office of Tibet in Switzerland officially invited the troupe. A delegation of 26 people including the Director, arts instructors and performers departed on April 28, 2026. The first performance took place in Germany. Afterward, they are scheduled to tour Austria, Slovakia, and Switzerland. Beginning June 1, 2026, they will also travel from Switzerland to the United Kingdom for additional performances.</span></p>
<p style="text-align: justify"><span lang="EN-US">During this tour, the Office of Tibet in Geneva, the Office of Tibet in Brussels, and Tibetan communities in Switzerland have provided support including international airfare and other logistical assistance. Tibetan associations in the respective countries have also arranged local transportation, accommodation, and other necessary support for the touring group.</span></p>

<p class="p1">Brussels, 07 May: Merely a week following the European Parliament’s landmark resolution condemning China’s &#8220;Ethnic Unity Law&#8221; adopted with an overwhelming majority of 439 votes, the Subcommittee on Human Rights (DROI) and the Delegation for Relations with the People’s Republic of China (D-CN) convened a joint public hearing to examine the law&#8217;s impact on Tibetans, Uyghurs and other targeted groups.</p>
<p class="p1">The hearing builds on the momentum of the meeting of the Inter-Parliamentary Group for Tibet in the European Parliament held on 17 March, a few days after the PRC adopted the new law.</p>
<p class="p1">Chaired by DROI Chair MEP M. Satouri, the session featured a panel consisting of D-CN Chair MEP Eroglu, representatives from the European External Action Service (EEAS) and leading international human rights organisations, as well as expert testimony from academic Charles Brown, a researcher at King’s College London, who provided a scholarly analysis of the legal framework.</p>
<p class="p1">MEP E. Eroglu opened the discussion by stating that the &#8220;Ethnic Unity Law&#8221; places unprecedented pressure on Tibetans and Uyghurs, signalling a dangerous escalation in state-mandated assimilation.</p>
<p class="p1"><span style="letter-spacing: 0em">Sarah Brooks, China Director of Amnesty International, cited the organisation’s 2025 annual report to highlight the shrinking space for civil society in China. She warned that the new law would formalise the state&#8217;s total control over the cultural and social lives of ethnic minorities.</span></p>
<p class="p1"><span style="letter-spacing: 0em">Tenchoe Gyatso, President of the International Campaign for Tibet (ICT), participating online from Washington DC, urged EU member states to issue a unified public statement against the law. She also called for the EU to raise Tibet at the highest-level of EU-China relations, appoint an EU Special Representative for Tibetan Affairs mirroring the US and press Beijing to resume the long-stalled Sino-Tibetan negotiations, describing it as the only peaceful way of resolving the Sino-Tibet conflict. </span></p>
<p class="p1">Charles Brown, a researcher from King’s College London, who also participated online to provide an expert analysis of the &#8220;Ethnic Unity Law.&#8221; Brown’s academic perspective highlighted how the legislation formalises state control over the cultural and social lives of different groups, aligning with warnings that the law creates a legal framework for intensified and institutionalised assimilation</p>
<p class="p1">Representing the EEAS, Nicole Pusterla confirmed that the EU is closely monitoring the law’s implementation. Echoing recent remarks by Commissioner Hadja Lahbib in her post-debate intervention, Pusterla expressed a specific alarm over the law’s potential extraterritorial reach and urged member states to refuse any cooperation that might facilitate its application. She reaffirmed the EU’s commitment to protecting fundamental human rights, including cultural, linguistic, and religious freedoms as enshrined in EU treaties and charters.</p>
<p class="p1">During the discussion session, MEP R. Juknevičienė drew parallels between the law and the forced assimilation policies experienced by Lithuania during the Soviet era, stating that she can relate to the dangers such measures pose to minority identities and freedoms.</p>
<p class="p1">ECR representative MEP M. Kaminski said the new law demonstrates the authoritarian nature of the Chinese regime, which calls for a proportional response.</p>
<p class="p1">Ultimately, the hearing underscores the urgency and the far-reaching consequences of this legislation, which codifies forced assimilation of Tibetans and other groups in utter disregard of China&#8217;s own national laws, as well as its obligations under international law, signalling a critical need for a unified European response.</p>
<p class="p1">Welcoming this new scrutiny, Rigzin Genkhang, the Representative of His Holiness the Dalai Lama at the Office of Tibet Brussels, expressed deep gratitude to both the Subcommittee on Human Rights and the Delegations for Relations with the PRC for convening the hearing.</p>
<p class="p1">She emphasised that this continued parliamentary oversight is vital to ensure that the landmark EP resolution condemning China&#8217;s &#8220;Ethnic Unity Law&#8221; translates into sustained diplomatic pressure.</p>

The Festival also featured a special Photo Exhibition of H.H. the Dalai Lama, showcasing his life, contributions, and his four missions to achieve world peace and a compassionate global community.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>Rev. Kimura Tomohiro of Hongwanji Temple and Dr. Tsewang Gyalpo Arya of the Liaison Office of H.H. the Dalai Lama welcomed the audience and briefly explained the old historical relationship between Tibet and the Hongwanji Temple since the meeting of H.H. the 13th Dalai Lama and Rev. Otani Sonya of the Nishi Hongwanji in 1908 and Taktser Rinpoche, elder brother of the 14th Dalai Lama&#8217;s brief stay at the Tsukiji Hangwanji Temple in the early 1950s.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>The festival events include talks and presentations by scholars and professors on subjects related to Tibet-Japan relations, Buddhism, H.H. the Dalai Lama, and his teachings. Prof. Kanemaki Kota of Keiyo University talked about the historical and political aspect of the Tibet-China relation. Rev. Ono Jokan of Fugenji Temple made a presentation of what he has learned from Japanese Buddhism and from H.H. the Dalai Lama. Dr. Tsewang Gyalpo Arya of the Tibet Office elaborated on the four missions of H.H. the Dalai Lama and how the missions connect to world peace and the creation of a compassionate global community.<span></span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>Rev. Kunchok Sithar of Potala College and Journalist Sataka Minoru talked about the books and publications of H.H. the Dalai Lama in the Japanese language and briefly explained the contents of the books. Many of the books were out of print and not available. The books that were available were displayed for the audience to see and read. Ms Kitazawa Anri of the Save Tibet Network moderated the festival&#8217;s talk and presentation events.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>Three of the six videos under &#8220;A Compassion Revolution Series&#8221; produced by the Department of Information and International Relations (DIIR) were shown to the audience. Ms. Hasegawa Naoko of the Tibet House briefly explained the content and the message of the videos. The videos are: Buddhist Scientist, A Wisdom for the World, and The Dalai Lama&#8217;s Touch.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>Tenzin Kunsang, a former artist of the Tibetan Institute of Performing Arts (TIPA) and his team, Terahara Kotaro, and Sugahara presented Tibetan songs with dranyen, a Tibetan lute, accompanied with flute and chelo. Geshe Thupten Ngawang from Australia recited Tibetan auspicious prayers and throat chanting. Tenzin Kusang later taught the audience of Tibetan dance steps and led the gathering to gorshe, a Tibetan circle dance. The audience expressed great delight in having the opportunity to learn and participate in Tibetan gorshe dance.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>Tashi Delek and Taste of Tibet restaurants maintained food stalls and delighted the visitors with Tibetan delicacies like momo, thukpa, butter tea, and so on. Tibet House, Potala College, Kawachen, Students for Free Tibet, and KIKU sponsorship hosted booths to sell books, handicrafts, clothing, and Tibetan gift items. Tibet House Japan distributed information booklets and pamphlets on Tibet and the activities of the Office. A Tibetan photographer Karma displayed photos on Tibet and offered an opportunity for the visitors to take a photo in a Tibetan dress.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>This year, the Festival&#8217;s events have been presented without entry fees. Dr. Takatsu Katsuya sponsored the festival. During his opening speech, he expressed great satisfaction in being associated with the Tibetan community and being able to do something to promote the missions of H.H. the Dalai Lama to create a peaceful and compassionate world.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>The Festival saw visitors from Japanese, Chinese, Mongolian, Taiwanese, and other communities. The visitors appreciated the events greatly and suggested that such events be organized more often. At the closing event of the Festival, Dr. Arya thanked Tsukiji Hongwanji Temple, visitors, and the volunteers for making the Festival a success in furthering spiritual and cultural bonds between Tibetan, Japanese, and other communities. He also announced a plan of organising Tenshug, Long life prayer offering, to H.H. the Dalai Lama from Japan, and requested the interested people to contact the office.</span></p>
<p class="x_MsoNormal" style="text-align: justify;"><span>The Department of Information and International Relations&#8217; (DIIR) Tibet Museum helped in making the photo exhibition materials possible. Ms Sumida helped in translating the captions of the exhibits into the Japanese language. The exhibitions and the talks will continue in the following cities: Shinjuku Culture Center on May 5 and at Bunkyoku Civic Center on June 20 and 21 in Tokyo; Hokkaido on May 24; Ehime Ken on May 30 and 31; Kyoto on June 7; Hiroshima on June 27; Okayama on June 28; and so on.  </span></p>

<p style="text-align: justify" data-start="104" data-end="383">Herbertpur: On the auspicious occasion of <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Buddha Purnima</span></span> (Vesak), the Herbertpur-Based Gongkar Tsedup Lhakhang in Dehradun organised a mass feeding programme for more than 3,000 local residents as part of the Ghoton initiative.</p>
<p style="text-align: justify" data-start="70" data-end="299">According to the organisers, this modest initiative contributes to fulfilling the first two of His Holiness the Dalai Lama’s four principal commitments: promoting universal human happiness and fostering inter-religious harmony.</p>
<p style="text-align: justify" data-start="304" data-end="399">Every year, the Gongkar Tsedup Lhakhang organises similar programmes on Buddha Purnima (Vesak).</p>
<p style="text-align: justify" data-start="645" data-end="994">On this occasion, Uttarakhand Legislative Assembly Member <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Muna Singh Chauhan</span></span> and Lakhanwala Village Panchayat Member <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Sundar Lal</span></span> attended as chief guests. Prayers were conducted at the temple, after which the guests were introduced to the shrines and portraits of the successive Dalai Lamas on display.</p>
<p style="text-align: justify" data-start="645" data-end="994">The event was also attended by the <span>Herbertpur Tibetan Settlement Officer, Chairman of the Local Tibetan Assembly, representatives from local Tibetan civil societies, the monks of Gongkar Tsedup Lhakhang, Tibetan settlers in the region, and the local Buddhist community members. </span></p>
<p style="text-align: justify" data-start="645" data-end="994">Since the time of the Great Fifth Dalai Lama, Gongkar Tsedup Lhakhang has performed the <em>Tsedup</em> (life-prolonging) ritual for successive Dalai Lamas through the practice of White Tara in a chapel at the base of the Potala Palace. This ceremony continued uninterrupted until the political upheaval in Tibet. In exile, the <em>Tsedup</em> ritual was re-established in 2000, and subsequently, with the support of the Private Office of His Holiness the Dalai Lama, a new Tsedup Lhakhang was founded.</p>

<p style="text-align: justify" data-start="0" data-end="214">Dehradun: The Tibetan settlement officer of Dehradun, Dr. Tsewang Phuntsok attended a Buddha Purnima (Vesak) celebration organised by Jaya Siddhartha Hospital near Dekyiling Tibetan settlement as the chief guest on 1 May 2026. The event featured Tibetan cultural performances, along with addresses by Shri Durga Prasad Verma, Chairman of the Siddhartha Group of Institutions, and Dr. Kumar Prashant, Director of Jaya Group of Hospitals. Dr. Tsewang Phuntsok was accompanied by Tenzin Choephel, Vice President of the Local Tibetan Assembly, Dekyiling, and Tsewang Dhondup, President of the Dehradun Freedom Movement Office.</p>
<p style="text-align: justify" data-start="626" data-end="815" data-is-last-node="" data-is-only-node="">The programme was also attended by camp leaders from nearby Tibetan settlements, as well as hospital staff, doctors, and students from the institution’s law, nursing, and pharmacy colleges.</p>
<p style="text-align: justify">At the gathering, Dr. Tsewang talked about how Buddhism started flourishing in Tibet during the reign of three Tibetan religious (Dharma) kings, namely Songtsen Gampo, Trisong Duetsen, and Tri-Ralpachen, who invited Indian Nalanda scholars to Tibet and their translation works from Sanskrit to Tibetan, which is not only an indication of an ancient historical spiritual tie between India and Tibet but also a significant contribution to the preservation of Buddha’s teachings in Tibetan text. He connected His Holiness the Dalai Lama’s legacy with Buddha’s teachings, which brings him universal recognition as a global icon of peace. His Holiness&#8217; messages of non-violence, love, compassion, tolerance, forgiveness, kindness, and universal responsibility continue enlightening humanity in today’s world. Due to His Holiness&#8217; true practice of Buddha’s teachings, His Holiness has been offered over 150 to 200 awards, honorary doctorates, and prizes, including the Nobel Peace Prize in 1989, the US Congressional Gold Medal in 2007, and the Templeton Prize in 2012. His Holiness travelled to more than 67 countries to spread His messages that has greatly benefited humanity.</p>
<p style="text-align: justify">Furthermore Dr. Tsewang underscored the four principal commitments of His Holiness and the inclusion of SEE (Social, Emotional, and Ethical) Learning into modern education curricula, which helps in the enhancement of more peaceful communities and the world.</p>
<p style="text-align: justify">He introduced the Ghoton, &#8216;Year of Compassion&#8217;, marking the 90th birthday of His Holiness, and briefed the initiatives for free meals, blankets distribution, cloth distributions, and other Ghoton activities that the Dehradun Tibetans have conducted. He offered Ghoton mementos, including His Holiness’ latest book titled “Voice for the Voiceless,” to Shri Durga Prasad Verma, requesting him to keep one book in the college library.</p>
<p style="text-align: justify">The hospital held a free medical checkup camp for the day.</p>
<p style="text-align: justify">Dr. Tsewang also attended another Buddha Purnima (Vesak) Mahotsav as guest of honour, invited by the Doon Buddhist Committee in the evening at the IRDT Auditorium, near Survey Chowk, Dehradun. The programme was graced by Shri Malling Gombu, Chairman of the Arunachal Pradesh Khadi &amp; Village Industries Board, Government of Arunachal Pradesh, and General Secretary of the Indian Himalayan Council of Nalanda Buddhist Tradition; Shri Baljeet Singh Soni, Vice Chairman, Uttarakhand Minorities Commission; other guests of honour, special guests, dignitaries, performers, and attendees. The programme was further valued by different Tibetan, Bhutani, and Nepali cultural performances and chanting of prayers by monks of Gaden Jangtse, Dekyiling, and Bhikhunis of Myanmar from Subharti University.</p>
<p style="text-align: justify">Dr. Tsewang’s speech for the gathering emphasised studying and practicing the Buddha’s teachings, which are significantly understood from His Holiness the Dalai Lama’s principal commitments, particularly the promotion of human values and revival of ancient Indian knowledge. Dr. Tsewang highlighted “Be your own lamp, be your own lamp!” scripted on the screen show movie to the public about the 12 Deeds of Shakyamuni Buddha. “We cannot be our lamp without dispelling our ignorance; we cannot be our lamp without study and practice&#8221;. Therefore, His Holiness guided us to treat the volumes of Buddhist scriptures as if they were your textbook, rather than placing them on a sacred altar remaining untouched.”  The programme was concluded with Nagar Parikrama for World Peace.</p>

<p style="text-align: justify">Dharamshala: On 29 April, the Education Council under the Department of Education, Central Tibetan Administration, convened a meeting to review sets of five children’s storybooks and five illustrated children’s encyclopaedias at the department’s meeting room.</p>
<p style="text-align: justify" data-start="112" data-end="423">As usual, once the Department’s editorial team completes a set number of new stories and Tibetan translations over a period of a few months, the Department invites relevant editors from both inside and outside the Central Tibetan Administration to review and proofread them in accordance with standard practice. This time, the review and proofreading of ten books have been completed—comprising five story books: <em data-start="529" data-end="548">The Wise Lady Bug</em>, <em data-start="550" data-end="574">Resettlement of Nomads</em>, <em data-start="576" data-end="618">The Girl Who Doesn’t Like Doing Homework</em>, <em data-start="620" data-end="630">Going On</em>, and <em data-start="636" data-end="656">An Inspiring Story</em>.</p>
<p style="text-align: justify" data-start="112" data-end="423">In addition, five children’s encyclopaedias were also reviewed, covering <em data-start="731" data-end="746">Human Anatomy</em>, <em data-start="748" data-end="761">Professions</em>, <em data-start="763" data-end="774">Opposites</em>, <em data-start="776" data-end="796">Kitchen Appliances</em>, and <em data-start="802" data-end="818">Human Emotions</em>. In the coming month, after the final illustrations and designs for the children’s encyclopaedias are completed, the finalised books will be published.</p>
<p style="text-align: justify" data-start="1034" data-end="1435">The meeting was led by Gedun Dhonyoe, the Education Council&#8217;s Textbook Section Head, along with team members including Editor Ngawang Tenzin and Tibetan Terminology Section&#8217;s staff Tsering Dhondup. Participants also included Academic Section&#8217;s Sonam Gangsang as well as Nyima Tso and Tsering Palzom from Norbu Lingka Institute.</p>
<p style="text-align: justify" data-start="1437" data-end="1511" data-is-last-node="" data-is-only-node="">The meeting was fully funded by the U.S. State Department through the Tibet Fund.</p>

Click or tap if you trust this link." href="https://www.hrw.org/asia/china-and-tibet">Chinese</a><span> </span>government is imposing Chinese-medium education and ideological indoctrination on kindergarten children in its efforts to force Tibetans to assimilate, Human Rights Watch said in a report released today.</p>
<p style="text-align: justify;">The 72-page report, “Start with the Youngest Children: China Uses Preschools to ‘Integrate’ Tibetans,” documents that a 2021 Ministry of Education directive—the Children’s Speech Harmonization plan—mandates the use of standard Mandarin Chinese for all preschool instruction in ethnic minority areas. While the kindergartens in theory can still offer supplementary sessions for minority children in their own language, minorities no longer have the legal authority to do so. By severely limiting Tibetan-language education in early childhood, a stage critical for language acquisition and identity formation, the Chinese government is speeding up its erasure of Tibetan language and culture.</p>
<p style="text-align: justify;">“The Chinese government, by targeting kindergarteners, is accelerating its campaign to deprive Tibetan children of their mother tongue and their culture and identity,” said <a title="Original URL: https://www.hrw.org/about/people/maya-wang. Click or tap if you trust this link." href="https://www.hrw.org/about/people/maya-wang">Maya Wang</a>, deputy Asia director at Human Rights Watch. “This policy is not about education quality, but about forcibly assimilating Tibetans at an early age into a Han-centric national identity.”</p>
<p style="text-align: justify;">The report is based on an analysis of Chinese laws and policy documents, and academic and media sources. Human Rights Watch also interviewed seven Tibetans and scholars with recent, direct knowledge of conditions in Tibetan areas, where access is extremely restricted.</p>
<p style="text-align: justify;">Human Rights Watch found that many Tibetan children emerge from preschool unable or unwilling to speak Tibetan, even with family members. Parents reported that within weeks or months of starting kindergarten, children switch almost entirely to Chinese.</p>
<p style="text-align: justify;">The 2021 Harmonization Plan is the culmination of <a title="Original URL: https://www.hrw.org/news/2020/03/05/china-tibetan-children-denied-mother-tongue-classes. Click or tap if you trust this link." href="https://www.hrw.org/news/2020/03/05/china-tibetan-children-denied-mother-tongue-classes">decades-long policy shifts</a><span> </span>reducing mother-tongue education for minorities. Since the 1984 Regional National Autonomy Law, China has moved in five stages to mandatory Chinese-instruction at progressively younger ages. While this process had been completed in primary and secondary schools, kindergartens were long the last setting where Tibetan could still be used as a main language of instruction.</p>
<p style="text-align: justify;">In 2021, the Education Ministry ordered all kindergartens in minority areas to use the “national common language,” or standard Chinese, for all teaching and care activities. Official references to “bilingual education” disappeared from policy documents. A series of legal rulings, education laws, and government policies eliminated remaining legal and policy space for minority language education while embedding political and cultural indoctrination throughout the school system, including at the preschool level. This culminated in the 2026 Law on Promoting Ethnic Unity and Progress, which imposes legal penalties for anyone deemed to “obstruct” the learning and use of Chinese.</p>
<p style="text-align: justify;">Although preschool is not compulsory in China, Human Rights Watch found that in Tibetan areas it has become obligatory in practice. Primary schools in urban areas increasingly require proof of kindergarten attendance for enrollment, leaving parents little choice but to send their children to Chinese-language preschools.</p>
<p style="text-align: justify;">The authorities also require kindergartens to encourage or pressure parents and children to speak Chinese in their homes and to submit videos of them doing so. Government-appointed examiners have tested preschoolers’ Mandarin skills through interviews and observation, despite regulations that prohibit examinations and other academic pressure in kindergartens.</p>
<p style="text-align: justify;">The language policy is paired with intensified political and cultural indoctrination. Preschool curriculums in Tibetan areas increasingly emphasize “patriotic education,” loyalty to the Chinese Communist Party, and identification as members of the “Chinese nation.” Children are taught to celebrate Han Chinese festivals, recite Chinese classics, sing patriotic songs, and participate in activities glorifying the military and revolutionary history. Tibetan Buddhism and Tibetan cultural practices—core elements of cultural and ethnic identities—are absent from the curriculum.</p>
<p style="text-align: justify;">The accelerating language loss among ever younger Tibetans has profound cultural consequences, Human Rights Watch said. These include weakening communication between children and elders, altering family dynamics, reduced transmission of religious and cultural knowledge, and the growing perception among children that Tibetan language and identity are inferior.</p>
<p style="text-align: justify;">China’s policies contravene its obligations under international human rights law, including the United Nations Convention on the Rights of the Child, which guarantees children belonging to minorities the right to use their own language and obligates states to ensure education respects children’s cultural identity.</p>
<p style="text-align: justify;">The Chinese government should reverse policies that mandate Chinese-medium education in preschools, restore genuine bilingual education options, and end political indoctrination in early childhood settings, Human Rights Watch said. Foreign governments and the UN should also press the Chinese government to comply with its international obligations and to allow independent access to Tibetan areas and schools.</p>
<p style="text-align: justify;">“Language loss on the scale taking place in Tibet is not accidental – it is Chinese government policy,” Wang said. “Unless China’s practices change, an entire generation of Tibetan children will grow up cut off from their own language, culture, and heritage.”</p>

The result is that when the children come out of kindergarten at age 6, even if both parents are Tibetan, the children think that they are Chinese.… In a decade or two, maybe the culture will die, and be only in a museum.” </em></p>

There are two preschools in the town, and the mother chose the one where Tibetan language is not completely banned: the children are only spoken to in Chinese, but they are allowed to speak Tibetan in the playground.” </em></p>
