&lt;/div&gt;&lt;div align="justify"&gt;Unknown  to many boxing aficionados, a 24-year old undefeated southpaw from San  Andres who is following in the footsteps of his illustrious forebears by  crowning himself RP’s lightweight champion last year.&lt;/div&gt;&lt;div align="justify"&gt;Jay Primo Solmiano (10-0-1, 6 KOs) annexed the belt  for the vacant championship in May 31, 2010 at Eastwood City after  defeating Cris Alag by disqualification in the fourth round through  repeated low blows. The son of Comagaycay barangay councilor Marlon  Solmiano then defended the crown via first-round knockout of veteran  Dante Paulino (14-12-2) last Aug. 30, 2010 at the Mandaluyong City  gymnasium.&lt;/div&gt;&lt;div align="justify"&gt;His latest outing was a non-title 10-rounder in Tuba,  Benguet where he disposed of Jaypee Ignacio (7-10-2) also in the 1st  round at the Philex Mines Multipurpose Sports Complex on Jan. 19, 2011.&lt;/div&gt;&lt;div align="justify"&gt;The 5’8" boxer started his professional career on  Aug. 18, 2007 at the Elorde Sports Center in Parañaque City by a  majority decision of Mike Rosal. He then endured a majority draw over  Dennis Padua Singwancha at the Baguio City Convention Center before  recovering with impressive wins over Charlie Valencia (TKO Rd. 2) in  June 2008, Jonard Abonales (Unanimous Decision) in June 2009, and Japeth  Martin (TKO Rd. 1) two months later.&lt;/div&gt;&lt;div align="justify"&gt;His rise up the championship ladder began in October  that same year with a scintillating TKO of Alejandro Anas, who was  knocked down in the first and second rounds before the referee stopped  the fight. On Jan. 23, 2010 at the Cuneta Astrodome, Solmiano replicated  his feat with a TKO of Darryl Pucdol, who chose to stay in his corner  after round 2.&lt;/div&gt;&lt;div align="justify"&gt;Two months later, the Calolbon native got his first  title, the Philippine Boxing Federation (PBF) light welterweight crown,  by majority decision over Dante Paulino that set up his RP lightweight  title setto with Alag that May. He is currently rated No. 1 challenger  by the Oriental and Pacific Boxing Federation and could get a chance to  fight champion Ryuji Migaki of Japan.&lt;/div&gt;&lt;div align="justify"&gt;Soon, Solmiano will get the chance to show his stuff  before fellow Catandunganons via a big boxing event dubbed as  "Mandirigmang Pinoy ng Catanduanes" being organized by former Virac  councilor Marcelino "Nonong" Sorra with Ryan Gabriel of ARCI Promotions  and Elorde Shaw Boxing Stable as promoters. The event will be sanctioned  by the Games and Amusement Board (GAB).&lt;/div&gt;&lt;div align="justify"&gt;Tentatively set May 21 at the Catanduanes Athletic  Complex, the main event will feature Solmiano in a 12-rrounder at 135  lbs. against an unnamed opponent. Also penciled in to fight in the  undercard are Bobby Concepcion of Viga (8 rounds, 112 lbs.), Edmund  Alcantara of Gigmoto (4 rounds, 115 lbs.), and Jacob Niño Valenzuela of  Virac (6 rounds, 105 lbs.). Division Sports Coordinator Miguel Ogalinola told the Tribune that  the island’s best athletes garnered third place in the elementary level,  same as in 2010, while the secondary athletes moved up two rungs to  7th, from 9th last year.&lt;br /&gt;
&lt;br /&gt;
The powerhouse hosts, with over 800 athletes, grabbed the overall  championship, with Camarines Norte, Camarines Sur and Naga City placing  2nd to 4th, respectively.&lt;br /&gt;
&lt;br /&gt;
In the elementary level, Catanduanes emerged champion in basketball,  lawn tennis (girls), swimming (boys), and table tennis (boys), earning  21 golds in the process. This does not includes golds in athletics  (boys), with 2 golds; chess (girls), with 3 golds; and, lawn tennis  (boys), with 2 golds. Had the softball team not lost its championship  game, Catanduanes would have moved up a notch in the overall standings,  Ogalinola said.&lt;br /&gt;
In the secondary level, the delegation won the championship trophy in  basketball and chess (girls), while winning golds in boys’ arnis (2),  boys’ athletics (3), boys’ lawn tennis (2), and boys’ swimming (1).&lt;br /&gt;
&lt;br /&gt;
Along with the boy swimmers, the basketball teams got the adulation  of the audience by stampeding through the opposition, winning by large  margins. The elementary basketball team trounced Camarines Sur in the  title game by over 30 points while the secondary team toyed with finals  opponent Iriga City, which was forced to quit with over two minutes  remaining in the third quarter and Catanduanes ahead by more than 40  points.&lt;br /&gt;
Aside from the first-runner-up finish in softball, the elementary  athletes had nothing to show for the rest of the events in which they  participated. On the other hand, the secondary level snatched a silver  in boxing, three more in chess (boys), and bronzes in softball and table  tennis (boys).&lt;br /&gt;
&lt;br /&gt;
Twenty-five athletes from Catanduanes, headed by outstanding chess  player Angelica Charisse Zafe who dominated her event without a loss or  draw, will participate in the 2011 Palarong Pambansa in Dapitan City,  Zamboange del Norte, sometime in May. The champion teams in basketball  will send five players each, or more if the other players from the rest  of Bicol decide to sit it out.&lt;br /&gt;
&lt;br /&gt;
Governor Joseph Cua gave each athlete P300 each, with each official  P500, during his visit to the delegation Feb. 12 while Congressman Cesar  Sarmiento gifted each athlete P100 each plus P200 for each official on  opening day.&lt;br /&gt;

MANILA, Philippines (1st UPDATE) - A moderately strong  earthquake hit Manila and other parts of Luzon on Tuesday morning, the  Philippine Institute of Volcanology and Seismology (Phivolcs) reported.&lt;br /&gt;
The earthquake, which measured magnitude 4.7 on the Richter scale,  struck around 10:10 a.m. Its epicenter was located 26 kilometers  northwest of Nasugbu, Batangas.&lt;br /&gt;
Phivolcs said the quake, which was tectonic in origin, was felt at  Intensity 4 in Manila and Dasmariñas, Cavite and Intensity 3 in Quezon  City, Pasay City and Pasig City.&lt;br /&gt;
The quake was also felt at Intensity 2 in Looc and Lubang towns in Occidental Mindoro and Intensity 1 in San Fernando, Pampanga.&lt;br /&gt;
Phivolcs said it was not expecting aftershocks.&lt;br /&gt;
Based on Phivolcs' Earthquake Intensity Scale, an Intensity 4 earthquake has this general impact:&lt;br /&gt;
IV Moderately Strong - Felt generally by people indoors and by some  people outdoors. Light sleepers are awakened. Vibration is felt like a  passing of heavy truck. Hanging objects swing considerably. Dinner,  plates, glasses, windows and doors rattle. Floors and walls of wood  framed buildings creak. Standing motor cars may rock slightly. Liquids  in containers are slightly disturbed. Water in containers oscillate  strongly. Rumbling sound may sometimes be heard.&lt;br /&gt;

It is so much like the star or garter or any distinction that may be conferred upon me because I deserve it. I is something, I know, that money cannot buy. Its value is priceless.&lt;br /&gt;

&lt;strong&gt;&lt;em&gt; &lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;
&lt;strong&gt;&lt;em&gt;My labours as a governor is never for the press and the media to blow up and sugarcoat. It is meant for my constituent to see, feel and be proud of. Maybe in a year or two, when you visit my province, you will notice the change in its skyline. You may even experience how our people would change because, by then, they would have embraced progressive thinking. They may even have a new regard for me in steering the way for greater and more beneficial public service. They would have learned by then the nobility of my intentions.&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;
&lt;br /&gt;
Your brothers at your camp in Lictin, San Andres, and in other municipalities in Catanduanes can never claim that the unwritten covenant between us is a one-way affair. They are there, as of today, living testimonies of common efforts to preserve the peace and harmony among our people and your units. While you protect our shores and safeguard our constituents, we never turn our back from the needs we can share and the cooperation that you extend.&lt;br /&gt;

What I see as common in the military leadership among you here, and the civilian style of administration in my province is that both are dispensed by men linked by a time-tested tie, one forged by masons who have established empires and nations, and directed to their subordinates without fear or favor because we are all brothers.&lt;br /&gt;
It is in this spirit that I extend to you my gratitude for this rare and distinct chance for your accolade.&lt;br /&gt;

Revenue Collection Clerk I Abraham Chavez and Construction and Maintenance Man Aniceto Gianan were appointed to their posts on March 23, 2010 by then Mayor Leo Mendoza but on Nov. 15 that year, they received an undated Administrative Order from Romano terminating their services alleged for the reason that their appointments were issued prior to the approval of the CY 2010 Annual Budget and that the PS cost in the 2009 budget had already exceeded the ceiling, hence, the LGU could no longer fill up vacant positions or create new ones.&lt;br /&gt;
&lt;br /&gt;
With their motion for reconsideration rebuffed by the mayor, the two men, with the former mayor as counsel; filed the Special Civil Action Case with the Regional Trial Court Jan. 12. Arguing that their termination was illegal, they sought the issuance of a preliminary injunction or temporary restraining order, their reinstatement to their posts and the payment of damages.&lt;br /&gt;
&lt;br /&gt;
Mayor Romano recalled the questioned administrative order on Jan. 18, with Atty. Mendoza subsequently withdrawing the petition as it had become moot and academic. The motion was granted by RTC Branch 42 Presiding Judge Genie G. Gapas-Agbada, who then terminated the civil case.&lt;br /&gt;
