I did my certificate on the 17th May 2011 and I still did not get my certificate welcome kit, I have created Cisco user account and have logged in as well. I could n`t access my CSCO11965022 ID by this url link.

When you put no login command then it really restricts the login through Telnet and when you put password at VTY 0 4 then it creates a way to enter by entering password.
I can also give a non-technical example for this like if you build a room with no door or windows then you can not enter in it but when you install a door and a lock then you will need only the key ( password ) to enter in it.
