On 21 April, Dr. Echevarria presented the 36th Annual Ewing Lecture, "American Way of War or Way of Battle?" at Lycoming College, PA.&lt;br /&gt;&lt;br /&gt;  On April 29, Dr. Steven Metz presented a talk on the psychology of insurgent recruitment and participation at the RAND Corporation Insurgency Board in Arlington, VA.  He argued that the United States should shift from an essentially political conceptualization of insurgency to a psychological one.  This paper will be included in a forthcoming SSI book on insurgency.&lt;br /&gt; &lt;br /&gt;  On &lt;a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/04/16/AR2009041604007.html"&gt;April 17&lt;/a&gt; and April 21, Dr. W. Andrew Terrill was quoted in articles on Iraqi stability in the Washington Post. The chapters of this volume represent both a tribute to a vision of political order based upon prior cooperation and a call to revitalize the relationship.

Arms control issues feature prominently in the Russo-American conflicted agenda. These represent political as well as military issues that are among the most critical components of the bilateral relationship and of regional security in both Europe and Asia. The author analyses both the political and military aspects of the relationship with respect to arms control.

&lt;strong&gt;&lt;a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=911"&gt;Provincial Reconstruction Teams: How Do We Know They Work?&lt;/a&gt;&lt;/strong&gt; by Dr. Carter Malkasian and Dr. Gerald Meyerle. In Afghanistan, provincial reconstruction teams (PRTs) have played a growing role in the U.S. counterinsurgency effort. While civilian agencies remain essential for long-term economic development, the authors argue that PRTs conduct reconstruction in ways that create short-term stability. Accordingly, they recommend that the United States give the PRTs the lead role in reconstruction activities that accompany any surge of military forces into Afghanistan.

&lt;strong&gt;&lt;a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=912"&gt;Towards a U.S. Army Officer Corps Strategy for Success: A Proposed Human Capital Model Focused Upon Talent&lt;/a&gt;&lt;/strong&gt;, by COL Casey Wardynski, MAJ David Lyle, and LTC Michael Colorusso (USA-Ret.). The authors argue for a comprehensive Officer Corps strategy recognizing the interdependency of accessing, developing, retaining and employing talent. The authors conclude that without such a talent-focused strategy, the Army and its Officer Corps confront the increasing likelihood that they will be unequal to future American national security demands.

The author analyzes the critical role that the United States plays in the emerging security environment in the region.

&lt;strong&gt;&lt;a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=896"&gt;Affairs of State: The Interagency and National Security&lt;/a&gt;&lt;/strong&gt;, edited by Dr. Gabriel Marcella. The authors of this compendium join in a common effort to shed light on how the interagency works with respect to national security. They are particularly sensitive to matters of institutional culture and to the proclivities that go into making and implementing decisions in the complex U.S. national security system.

&lt;strong&gt;&lt;a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=901"&gt;Regional Spillover Effects of the Iraq War&lt;/a&gt;&lt;/strong&gt;, by Dr. W. Andrew Terrill. Long-term planning remains vital for advancing region-wide U.S. and Iraqi interests following a U.S. drawdown in Iraq. The author explores the actual and potential spillover effects of the war that will face U.S. policymakers: the flow of refugees and displaced persons from Iraq; cross-border terrorism; the potential intensification of separatism and sectarian discord among Iraq's neighbors; and transnational crime.

&lt;strong&gt;&lt;a href="http://www.strategicstudiesinstitute.army.mil/pubs/display.cfm?PubID=902"&gt;After Iraq: The Search for a Sustainable National Security Strategy&lt;/a&gt;&lt;/strong&gt;, by Dr. Colin S. Gray. The author of this monograph identifies the "pieces of the puzzle" most relevant to national security strategy; surfaces the leading assumptions held by American policymakers and strategists; considers alternative national security policies; and specifies the necessary components of a sustainable national security strategy. He concludes that the United States has much less choice over its policy and strategy than the public debate suggests.
