The latest episode came when police say a man disgruntled over losing his job a year ago shot a former colleague to death and pointed his weapon at two police officers in the shadow of a major tourist attraction. Bystanders suffered graze wounds, and some were struck by concrete gouged from buildings by the bullets, authorities said. At least one person said he was actually hit by a bullet. A short while later, he noticed the raised, bumpy rash. He called his primary care physician.&lt;/p&gt;&lt;p&gt;Doctors initially treated the man&#39;s arm with topical steroids, thinking that the rash was allergic-contact dermatitis. But that only made the problem worse.&lt;/p&gt;&lt;p&gt;By the time dermatologist Dr. Mark Goldgeier saw the patient, it was clear that this was no simple allergy.&lt;/p&gt;&lt;p&gt;He performed a skin biopsy so he could take a closer look at the rash under a microscope. What he saw was startling: the sample was riddled with a wormlike bacterium related to tuberculosis.&lt;/p&gt;&lt;p&gt;&quot;I explained [to the patient] that he had TB, and he had a look of horror on his face,&quot; Goldgeier said.&lt;/p&gt;&lt;p&gt;For the patient, the finding meant a trip to an infectious disease specialist to start up to a full year of treatment.&lt;/p&gt;&lt;p&gt;Goldgeier, meanwhile, called the Monroe County Health Department.&lt;/p&gt;&lt;p&gt;&quot;As soon as biopsy came back,&quot; he said, &quot;I knew something in the process of tattooing was involved -- the ink, the water used for dilution, the syringes, the dressings.&quot;&lt;/p&gt;&lt;p&gt;And so began a nationwide medical mystery.&lt;/p&gt;&lt;div id=&quot;rel_2&quot;&gt;&lt;div&gt;An article published Wednesday in the New England Journal of Medicine describes how this one dermatologist helped connect the dots in an outbreak of tattoo-related atypical skin infections.&lt;/div&gt;&lt;/div&gt;&lt;p&gt;Dr. Byron Kennedy, public health specialist at Monroe County Department of Public Health, took over the case from Goldgeier. Kennedy first confirmed the results by repeating a skin biopsy on the patient. Once again, tendrils of mycobacterium chelonae, a type of tuberculosis-related skin bacteria, showed up in the sample.&lt;/p&gt;&lt;p&gt;Mycobacterium chelonae is a rapidly growing bug found in soil, dust, water, animals, hospitals, and contaminated pharmaceuticals. This family of bacteria does not commonly affect healthy individuals, but in patients with suppressed immune systems -- like those with HIV or on chemotherapy -- these bacteria can cause serious disease, often resulting in death.&lt;/p&gt;&lt;p&gt;The finding sent Kennedy and his associates to the tattoo parlor where the patient had been inked. Everything in the clinic was sterile, which made it unlikely that the infection had arisen there. But the tattoo artist, they learned, had been using a new gray premixed ink purchased in Arizona in April 2011; he used the ink between May and December 2011.&lt;/p&gt;&lt;p&gt;The ingredients of the ink -- pigment, witch hazel, glycerin, and distilled water -- seemed innocuous enough. He was arrested by federal agents in Passaic in January 2011 and pleaded guilty to the RICO conspiracy charge in August.  In his guilty plea, McCloud admitted to selling crack cocaine to an undercover officer on August 30, 2006, together with two other members of the gang. McCloud also admitted to participating in two robberies in Paterson in 2006. In the first robbery, McCloud and another gang member who was armed with an AK-47 broke up a dice game and took drugs, cell phones and money. In the second, McCloud worked with other gang members to commit a robbery in retaliation for the shooting of an associate by a member of a rival gang.  In the sentencing hearing, Assistant U.S. Attorney Melissa L. Jampol said the Fruit Town Brims had asserted a powerful control of a section of Paterson, centered at the intersection of 12th and 22nd streets. The gang members transformed this section into an area &amp;ldquo;that was completely uninhabitable,&amp;rdquo; to the point that residents were too afraid to leave their homes and attend church services, Jampol said.  McCloud&amp;rsquo;s attorney, James Patton, said his client had worked hard to turn his life around, and was working full-time at Domino&amp;rsquo;s Pizza when he was arrested last January in the RICO sweep.  McCloud told Chesler that he couldn&amp;rsquo;t change the past, but was trying to become a better person for the future.  &amp;ldquo;I&amp;rsquo;m tired of going in and out of jail,&amp;rdquo; McCloud said. &amp;ldquo;I&amp;rsquo;m tired of letting my family down. And I&amp;rsquo;m tired of being a failure.&amp;rdquo;  But Chesler was unmoved by this testimony. McCloud&amp;rsquo;s criminal history is a long one that begins at age 15, and there is nothing to indicate that his repeated contact with law enforcement had done anything to deter the young man from a life of drugs and violence, Chesler said. The gang leaders said during a ceremony at the Izalco prison to celebrate the first 100 days of the truce that they want the government to offer job programs or some other sort of aid to gang members in exchange.  &amp;ldquo;We want to reach a definitive ceasefire, to end all the criminal acts of the gangs,&amp;rdquo; said Mara 18 leader Oscar Armando Reyes. &amp;ldquo;But we have to reach agreements, because we have to survive. There was talk of job plans, but we haven&amp;rsquo;t gotten any answers, and it is time for the government to listen to us.&amp;rdquo;  Mr. Reyes said the gangs weren&amp;rsquo;t thinking of ending the temporary truce.  &amp;ldquo;We are issuing a call for us all to sit down and have a dialogue, to reach a definitive accord,&amp;rdquo; he said.  There was no immediate response from the government.  Former leftist guerrilla commander Raul Mijango and Roman Catholic Bishop Fabio Colindres mediated a truce between the Mara Salvatrucha and the Mara 18 gangs in March that has helped lower homicide rates.  Mr. Mijango said the country&amp;rsquo;s homicide rate has dropped from about 14 murders a day in March to about five a day in early June.  &amp;ldquo;This effort has saved the lives of more than 850 innocent Salvadorans,&amp;rdquo; Mr. Mijango said.  An estimated 50,000 Salvadorans belong to street gangs that deal drugs, extort businesses and kill rivals. Gang leaders say they want to stop the violence that has given El Salvador one of the highest murder rates in the world, behind neighbouring Honduras. Raoul Andre Burton, 28, of Toronto, was one of 65 suspected members of the east-end gang rounded up in May 2004 by Toronto Police in Project Impact.  Members of the gang were involved in a rivalry with the Galloway Boyz over turf in 2003 and 2004 that left four people dead.  Burton was charged with nine offences and sentenced to eight-months in jail along with a 165-day stint of pre-sentence custody. He pled guilty to participating in a criminal organization, known as the Malvern Crew, and two counts of drug possession and trafficking that made him inadmissable to Canada  Officers of the Canada Border Services Agency have been trying for years to deport Burton, who arrived here from Jamaica at age 10 and never obtained citizenship.  Lawyers for Burton sought to appeal the deportation order to the Federal Court of Canada, but Judge David Near dismissed the application which means Burton will be sent packing.  &amp;ldquo;Mr. Burton was right in the thick of things, an active member of the Malvern Crew, actively participating in the activities of the organization,&amp;rdquo; Near said in his June 11 decision. &amp;ldquo;He may have occupied a rather influential or responsible place in the organization.&amp;rdquo;  Near said Burton&amp;rsquo;s involvement with the Malvern Crew was &amp;ldquo;significant.&amp;rdquo;  &amp;ldquo;He was obviously fully integrated and well-invested into the organization,&amp;rdquo; Near wrote. &amp;ldquo;He was also prepared to engage in criminal activities on a significant scale for the benefit of the organization.&amp;rdquo;  Police gang experts said Burton was a loyal Malvern foot-soldier who was a &amp;ldquo;good money-earner&amp;rdquo; for the gang. But ahead of the 2014 World Cup and 2016 Olympics, officials are starting to clamp down on the country&#39;s image as a haven for sex tourism. Brazil&#39;s Tourism Ministry recently said it identified more than 2,000 sites advertising the South American giant&#39;s sex industry, many of them hosted in the US. To counter the reputation, the tourism ministry has stepped up efforts to advertise Brazil&#39;s natural beauties like beaches and the Amazon, instead of bodies for sale. And they have circulated information reminding visitors that sexual exploitation of minors is a crime.&amp;nbsp;   Brazil&#39;s preventive efforts seem more crucial than ever after the scandal in Cartagena, Colombia, during the Sixth Summit of the Americas last weekend. Some 11 US Secret Service agents were sent home for allegedly hiring prostitutes in the steamy colonial city, also a major destination for sex tourism.&amp;nbsp;  &amp;ldquo;Large events create an obvious clientele and traffickers recognize an opportunity to make money,&amp;rdquo; says Heather Smith-Cannoy, who teaches international relations at Lewis &amp;amp; Clark College in Portland, Oregon.  &amp;ldquo;I think that in many places around the world there is a &#39;boys will be boys&#39; attitude about the patronizing of prostitutes,&quot; Ms. Smith-Cannoy says. But when considering the combination of large profits for traffickers, and pimps or hustlers, and a relaxed cultural attitude about visiting prostitutes &quot;we can begin to understand both the supply and the demand side of this industry,&amp;rdquo; says Smith-Cannoy.  The trafficking&amp;ndash;tourism link Sex &amp;ldquo;tourism&quot; is nothing new. By some accounts it dates back to the 15th century, with Columbus&#39;s arrival to the Americas. As the middle class grew in industrialized nations, and the opportunities to travel with it, the formal industry was developed.&amp;nbsp;  Prostitution is tolerated to varying degrees in Latin America, but it is the human trafficking associated with sex tourism, especially that of minors, that alarms officials most. (The case of Cartagena did not involve minors.)  According to the Coalition Against Trafficking of Women and Girls in Latin America and the Caribbean (CATW-LAC), 500,000 women and girls from Latin America and the Caribbean are sexually exploited each year.  Not all prostitution involves sex trafficking, a multibillion dollar industry, but the nongovernmental organization World Vision estimates that up to a quarter of women in prostitution have been trafficked.&amp;nbsp; At the same time, the majority of human trafficking victims &amp;mdash; 79 percent &amp;mdash; are brought into the sex trade, according to the United Nations. Countries in Asia, notably Thailand, have long been at the center of the problem, but Latin America is starting to play a larger role.  &amp;ldquo;While most trafficking victims still appear to originate from South and Southeast Asia or the former Soviet Union, human trafficking is also a growing problem in Latin America,&amp;rdquo; writes Clare Ribando Seelke&amp;nbsp;in a 2012 Congressional Research Service report.  Poverty, displacement from rural areas, and increased demand for prostitution all play a role in the growth of sexual exploitation, says Humberto Rodriguez, the communication officer of Fundacion Renacer, a Colombia-based group that combats the sexual exploitation of youths in the country. Anywhere the tourism industry grows, he says, so does the opportunity for sexual tourism.  &#39;Not enough is being done&#39; Within sex tourism, the exploitation of children is the biggest concern.&amp;nbsp; According to the US State Department 2011 report on the trafficking of persons, Brazil, Costa Rica, the Dominican Republic, and Nicaragua all have significant child sex tourist industries. Colombia, it says, is also &amp;ldquo;a destination for foreign child sex tourists from the United States and Europe, particularly to coastal cities such as Cartagena and Barranquilla.&amp;rdquo;  Countries around the globe have addressed the problem of human trafficking in general since the UN Protocol to Prevent, Suppress, and Punish Trafficking in Persons, Especially Women and Children, was adopted in 2000, but many say not enough is being done.  The US State Department assesses efforts around the globe to combat human trafficking. In 2010, 80 percent of countries in South America were placed on the Tier 2 list, which means they were not fully complying with the US Trafficking Victims Protection Act, while 60 percent of countries in Central America and the Caribbean were on the Tier 2 Watch List.  Cuba fell to the lowest level of cooperation, Tier 3. The State Department says that prostitution of children over 16 is legal in Cuba, leaving those over the legal age vulnerable to commercial sexual exploitation. Venezuela fell to Tier 3 in the 2011 report.  Colombia sits on the Tier 1 list, and while the case of the US Secret Service agents does not fall into Fundacion Renacer&#39;s work &amp;mdash; as it did not involve children &amp;mdash; Mr. Rodriguez says the case may not have generated so much attention in the past. &amp;ldquo;People are paying attention to it now,&amp;rdquo; says Rodriguez.  Through their work and an international certification program called The Code, which brings tourism operators into the fight to prevent the use of children in sex tourism, society in general is more aware of prostitution, he says.  Efforts like these are particularly important as countries become hosts to big events like the Summit of the Americas, or as crises occur.&amp;nbsp; An increased demand for prostitution increases human sex trafficking rings, says Cannoy-Smith. The researchers lay out why this scenario will be the future of sex tourism:  Human trafficking, sexual transmitted diseases, beauty and physical perfection, pleasure for sex toys, emotional connection to robots and the importance of sex in Amsterdam are all driving forces. But some are not so sure that robots will be replacing female sex workers any time soon. Bill Isles, 48, bought three tickets in the record $656 million lottery Thursday at a Wichita, Kansas grocery store.  On the way to his car, Isles said he commented to a friend: &quot;I&#39;ve got a better chance of getting struck by lightning&quot; than winning the lottery.  Later at about 9:30 p.m., Isles was standing in the back yard of his Wichita duplex, when he saw a flash and heard a boom -- lightning.  &quot;It threw me to the ground quivering,&quot; Isles said in a telephone interview on Saturday. &quot;It kind of scrambled my brain and gave me an irregular heartbeat.&quot;  Isles, a volunteer weather spotter for the National Weather Service, had his portable ham radio with him because he was checking the skies for storm activity. He crawled on the ground to get the radio, which had been thrown from his hand.  Isles had been talking to other spotters on the radio and called in about the lightning strike. One of the spotters, a local television station intern, called 911. Isles was taken by ambulance to a hospital and kept overnight for observation.  Isles said doctors wanted to make sure his heartbeat was back to normal. He suffered no burns or other physical effects from the strike, which he said could have been worse because his yard has a power line pole and wires overhead.  &quot;But for the grace of God, I would have been dead,&quot; Isles said. &quot;It was not a direct strike.&quot;  Isles said he had someone buy him ten more tickets to the Mega Millions lottery on Friday night. While one of the three winning tickets was sold in Kansas, Isles was not a winner.  Officials of the Mega Millions lottery, which had the largest prize in U.S. history, said that the odds of winning lottery were about 176 million to one. Americans have a much higher chance of being struck by lightning, at 775,000 to one over the course of a year, depending on the part of the country and the season, according to the National Weather Service. The court was told the car was &amp;ldquo;subject to a significant degree of examination&amp;rdquo;. Carroll, 29, was shot in the car park of Asda in Robroyston, Glasgow, in January 2010. Ross Monaghan, 30, has been accused of Carroll&amp;rsquo;s murder. It is alleged that, while masked and acting with others, Monaghan repeatedly discharged loaded handguns at him, shooting him on the head and body. Monaghan is accused of &amp;ndash; while acting with others &amp;ndash; attempting to defeat the ends of justice by disposing of a revolver, pistol and ammunition in undergrowth in Coatbridge and Airdrie. It is also claimed a car bearing false number plates was set on fire. Monaghan also faces a number of firearms charges. He denies all the charges against him at the High Court in Glasgow and has incriminated Mr X, who cannot be named for legal reasons, and seven others. Aficionados will no doubt, have a more technical description of the style but it mainly involves women bending over and rubbing their backsides up against the men&#39;s crotches. During that August weekend in Notting Hill every adult gives it a go.  But what&#39;s different about this night club is that every child is giving it a go. Spurred on by the DJ, the &#39;daggering&#39; becomes more enthusiastic, some of it verging on violent. Boys and girls end up on top of each other on the floor simulating sex. Allen Stanford faces decades behind bars after being convicted of a $7 billion fraud that snared investors in 113 countries, from Latin America to Libya.  When in 2008 the sky fell in on Bernard Madoff, the only fraudster to have taken investors for more, the Texas-born Mr Stanford was still swaggering. He had done so much for Antigua, the Caribbean island where he based his empire, that it made him a Sir. He took to the airwaves to tut-tut rivals who had been felled by subprime mortgages. His star rose further when he sponsored an international cricket tournament. He was said to be worth over $2 billion. He certainly lived like he was.  Within a few months, however, the authorities had swooped in, closing his Antigua-based bank and his brokerage operations. Prosecutors accused him of flogging bogus certificates of deposit and raiding the bank, siphoning deposits to a Swiss account used to finance his passion for yachts, jets and islands.  His lawyers tried to have him declared incompetent to stand trial, saying a prison beating had led to loss of memory and an addiction to anti-anxiety drugs. When that ruse failed, they argued in court that he had been his group&amp;rsquo;s visionary, uninvolved in its day-to-day running, even as they claimed the businesses had been viable until they were &amp;ldquo;disembowelled&amp;rdquo; upon being seized.  Countering this narrative was damning evidence from the prosecution&amp;rsquo;s star witness, Mr Stanford&amp;rsquo;s former chief financial officer, who testified that he and his boss had falsified documents and that the firm had presented hypothetical returns as the real thing in client pitches. Others said that, for all his public bravado, he had been aware of a hole in the accounts. When another colleague suggested he raise more money to plug this, he reportedly said: &amp;ldquo;I&amp;rsquo;ll go to the Libyans. They love me.&amp;rdquo;  Victims cheered the verdict, but their victory is hollow. Three years on, they are yet to receive a penny from the court-appointed receiver, Ralph Janvey. Of the $216m he had recovered by late last year, more than half had been eaten up by legal and other fees. His team reckons that total recoverable assets may be a mere $500m, or 7% of the account balances shown at the time of Mr Stanford&amp;rsquo;s arrest (though that could increase if lawsuits seeking $600m from Stanford brokers, customers who extracted more than they paid in and political organisations that received donations from Mr Stanford succeed). Investors also bemoan the hefty cost of litigating jurisdictional issues. Mr Janvey is locked in a fight over how to divide up the estate with a separate receiver in Antigua, who has control over the fraudster&amp;rsquo;s bank accounts in Switzerland and Britain.  America&amp;rsquo;s Securities and Exchange Commission has backed the victims&amp;rsquo; cause, taking the unprecedented step of suing the Securities Investor Protection Corporation after the congressionally-chartered group balked at paying them up to $500,000 each in compensation (on the ground that Stanford&amp;rsquo;s operations were based offshore). Too little, too late, scream the SEC&amp;rsquo;s critics. Its district office in Fort Worth, Texas, first concluded that the Caribbean kingpin&amp;rsquo;s businesses were a Ponzi scheme in 1997, only to be ignored then and several times subsequently by enforcement staff. Colliston Edwards, 38, of no fixed address and Andre Johnson, 25, also of no fixed address are accused of shooting Leroy Burnett, 43, after he kept back some of their money from drugs deals.  Max Walter, 21, of no fixed address was then recruited by the pair to blow-up his house in Crichton Road, Battersea the Old Bailey heard.  Mr Burnett was allegedly a low level drug supplier, who dealt drugs in Wandsworth Road and the Nine Elms area on behalf of Edwards.   Edwards, whose street name is Lousy, was allegedly a drug dealer who commuted between Doncaster and South London and worked in a team with Johnson, known as Tallman.  The court heard that Lousy had two mobile phones and gave out the numbers to his customers, travelling to their homes to sell the drugs.  He allegedly expected Mr Burnett to carry out sales and look after his phones whilst he was away in Doncaster, but problems arose when Mr Burnett started miscounting money owed to him. New Zealanders Tony Earl Wilkinson, 42, and Kirsty Harris, 25, were passengers on the P&amp;amp;O cruise ship Aurora when they were arrested in San Francisco on January 25 after 5.8kg of cocaine was allegedly found in their cabin.  Before their cabin was searched, officials had already searched the cabin of another passenger, Australian Ahmed Rachid, 27. He was also arrested after 7.9kg cocaine was allegedly found in his cabin.  Homeland Security Investigations special agent Craig Hyatt said in an affidavit that after the seizure of cocaine from Rachid, agents had learned he had a possible association with Wilkinson and Harris.  &quot;Officers and agents learned from ship personnel that Rachid recently had an altercation with another passenger onboard who was later determined to be Harris,&quot; agent Hyatt said.  Rachid also told agents that while he was sightseeing in Curacao on January 16, he had been approached by a Hispanic male, with whom he had arranged to transport cocaine to Australia.  Rachid had said that he had arranged that, on his arrival in Sydney, he would be paid for transporting the cocaine after contacting an associate of the Hispanic male.  He told agents he had smuggled seven bundles of cocaine to his cabin without any incident. In his cabin he had placed all the seven bundles in his suitcase, which he locked.  Hyatt said that when officers and agents went to the cabin on the Aurora where Wilkinson and Harris were staying, they had been met by Wilkinson who appeared to be holding drug paraphernalia.  &quot;Wilkinson then attempted to shut the cabin door on the officers while simultaneously opening the cabin bathroom door, temporarily blocking the main cabin door,&quot; Hyatt said.  &quot;Agents heard the bathroom faucet turn on and observed Wilkinson rinsing what appeared to be drug paraphernalia in the sink.&quot;  During a search of the cabin a set of keys was found concealed in a light fixture.  The keys opened a black case, inside which agents found several packages of a substance which later tested positive for cocaine, with an aggregate weight of 5.8kg.  The earlier search of Rachid&#39;s cabin was carried out after a conversation he had with a border protection officer during a routine passport control check, Hyatt said.  Brick packages, weighing a total of 7.9kg, were found inside locked luggage in Rachid&#39;s room. The packages tested positive for cocaine. Saul Rodriguez, who pleaded guilty last month to federal drug conspiracy charges, was an informant for Officer Glenn Lewellen for years.  But Rodriguez told authorities he and Lewellen were also longtime partners in crime. They allegedly worked together to rip off other drug dealers, splitting millions of dollars in loot.  Lewellen recruited Rodriguez as a police informant in early 1996. Rodriguez&amp;rsquo;s undercover name was &amp;ldquo;Bill Pager.&amp;rdquo; From 1996 to 2001, the Chicago Police Department paid him $807,000 for information that led to seizures of drugs and cash, prosecutors said.  All the while Rodriguez was making cases for the police, however, he was committing crimes. And Lewellen repeatedly stepped in to keep Rodriguez out of jail, prosecutors said.  Rodriguez&amp;rsquo;s statements to authorities are included in a 188-page document containing evidence prosecutors intend to present against Lewellen and other defendants who face trial in the same case. Rodriguez has agreed to testify against them.  According to the document, Lewellen in mid-1996 persuaded the U.S. Drug Enforcement Administration to stop investigating Rodriguez after 154 pounds of marijuana were seized from a secret compartment in his Buick. Lewellen told the DEA its investigation would harm ongoing Chicago Police Department cases, prosecutors said.  Lewellen, who joined the police force in 1986, retired in 2002 to become a homebuilder. But he still managed to obstruct a separate DEA investigation of Rodriguez, prosecutors said.  In 2006, Lewellen warned Rodriguez not to speak to a drug courier whose phone was wiretapped, Rodriguez said. At the time, the DEA was investigating Rodriguez&amp;rsquo;s ties to a cocaine wholesaler, prosecutors said.  Lewellen told Rodriguez he got the information from an &amp;ldquo;agent&amp;rdquo; who previously worked in Colombia, but didn&amp;rsquo;t say what agency was involved in the investigation, according to Rodriguez.  As Lewellen was allegedly protecting Rodriguez from the DEA, Rodriguez was involved in the murders of three men, prosecutors said. Rodriguez has confessed to orchestrating the slayings in 2000, 2001 and 2002.  Rodriguez has also told authorities he arranged for a friend to &amp;ldquo;escape&amp;rdquo; from a prison in Mexico in 2003. He said he met with the prison warden while on vacation in Mexico and promised to pay him a $250,000 bribe in exchange for his friend&amp;rsquo;s freedom.  In addition to his career as a drug dealer, Rodriguez became involved in managing boxers and developing real-estate in Chicago and Nevada, records show.  The document detailing Rodriguez&amp;rsquo;s statements to federal prosecutors, filed last month, provides new details about Rodriguez&amp;rsquo;s relationship with Lewellen.  For example, Rodriguez said he bought Lewellen a Ford Crown Victoria equipped with a siren. Lewellen allegedly drove the car while posing as a legitimate cop during drug rip-offs, Rodriguez said.  Rodriguez has told authorities that another Chicago Police officer participated in at least one rip-off, but he believes the officer is now deceased.  The prosecution&amp;rsquo;s evidentiary document also provides more information about the three murders in which Rodriguez admits to having a role.  Rodriguez said he persuaded Lewellen to frame Juan Luevano with a drug case in 1999. Luevano, who was dating Rodriguez&amp;rsquo;s former girlfriend, was released from jail after posting bond in the case.  Rodriguez said he then met with a high-ranking Satan Disciples gang member who was in prison. The gang leader was angry Luevano was dating his wife, Rodriguez told authorities.  The gang leader asked Rodriguez to find someone to &amp;ldquo;get&amp;rdquo; Luevano. So Rodriguez said he hired a high-school pal, Manuel Uriarte, to kill Luevano.  Uriarte and Andres Flores allegedly shot Luevano to death in 2000 near his home in Cicero, prosecutors said. They&amp;rsquo;re charged with murder in the same federal drug conspiracy case.  Rodriguez also admitted he arranged for the 2001 murder of Michael Garcia. Rodriguez said he acted at the request of a friend who suspected Garcia had killed his brother, prosecutors said.  And Rodriguez said he was involved in the 2002 murder of Miguel De La Torre. Rodriguez said he arranged the kidnapping of De La Torre to scare him into providing information about the location of cocaine and money.  Rodriguez said he hired Miguel Uriate and his brother Jorge Uriate to squeeze the information from De La Torre, a drug dealer. If De La Torre refused to talk, they agreed the Uriates would kill him, Rodriguez said.  Rodriguez admitted he provided Uriate brothers with an electrical cord they used to strangle De La Torre in a garage. Jorge Uriate also faces murder charges in the same case.
