Reports say it’s the first time the Vatican has been forced to publicly answer accusations that it allowed the sex abuse of children by protecting such priests.

For several hours Thursday, the committee reportedly questioned a handful of Vatican officials — including Monsignor Silvano Tomasi, permanent observer of the Holy See to the United Nations in Geneva, and Monsignor Charles Scicluna, the Vatican’s former chief sex-crimes prosecutor.

“There is no excuse for any form of sexual violence or exploitation of children,” Tomasi said in his opening remarks.

“Such crimes can never be justified, whether committed in the home, in schools, in community and sports programs, in religious organizations and structures. This is the longstanding policy of the Holy See.”

Tomasi said the body would welcome any suggestions on promoting and respecting children’s rights from the panel, the U.N. Committee on the Convention on the Rights of the Child.

Committee member Sara Oviedo pressed Tomasi over what kind of sanctions are imposed on abusive priests and whether they are handed over to the justice systems of the countries where crimes are committed.

The Vatican officials were also asked on what is being done to prevent bishops from transferring problem priests to different parishes in order to cover up their abuses.

Monsignor Scicluna said he was there to say that “the Holy See ‘gets it’ ” with regard to the issue and that no one should stand in the way of the prosecution of abusive priests.

Scicluna said states “need to take action against citizens of the country who obstruct justice in such an egregious crime as sexual abuse of minors, whoever these people are.”

“It is not a policy of the Holy See to encourage cover-ups,” he said. “This goes against the truth. Only the truth will help us move on to a situation when we can start being … an example of best practice.”

This comes down to the Roman Catholic Church’s work on the ground, not just words, Scicluna said. He said that education of clergy and laypeople connected to the church is key, as is the enforcement of guidelines on child protection.

The  officials were also quizzed on transparency.  The panel urged them to do “very concrete things” to help those who have suffered abuse by clergy, and to give them “closure” so they can move forward.

Meanwhile, panel members said that what the Vatican officials expressed Thursday was a welcome change in attitudes and that they wanted to see the measures promised become a reality. Tomasi assured them that action on the issue of sex abuse was a priority.

“For the Holy See, the whole problem of the abuse of children is a wound that hurts the church as a community of faith, and it’s a suffering first of all within the community of faith,” he said.

“And therefore it becomes not just a legal but moral and human commitment to continue to support and defend the principles of the convention that are protecting the children in a very specific way.”

Father David Jennings, current parish priest of St Mary’s Church in Great Yarmouth, was arrested last week by Norfolk Police.

The priest reportedly took over at the church in September having previously served at St Peter and All Souls Church in Peterborough which he left in June 2011.

Jennings was the first Catholic Chaplain at HM Prison Peterborough when it opened in 2005 and also served at churches in Cambridge and Wymondham.  Since being arrested, he has voluntarily withdrawn from active ministry and from his role as a primary school governor.

“The Revd Fr David Jennings, a priest of the Diocese of east Anglia, was arrested on January 9 with regard to allegations relating to safeguarding issues,” according to a statement released by the Diocese of East Anglia.

He has been released on police bail and will report back to them in due course.

“Fr Jennings has voluntarily withdrawn from all active ministry and as a governor of S Mary’s Primary School, Gorleston, and as a member of the Safeguarding Commission for the Diocese with immediate effect.”

“His withdrawal makes no judgement of guilt or innocence but is in accord with the safeguarding procedures of the Catholic Church of England and Wales.”

“At present it would not be appropriate to make any further comment,” the statement added.

Meanwhile, Norfolk Police said in a statement: “A 56-year-old man from Great Yarmouth has been arrested on suspicion of possession of indecent images of children.”

“He has been released on police bail pending further inquiries.”

In his first “State of the World” address to diplomats from 180 countries accredited to the Vatican, the pope also spoke of his concern over violence in Lebanon, Iraq, Egypt and parts of Africa.

“What is presently needed is a renewed political will to end the conflict,” the pope said of the civil war in Syria.

“At the same time, full respect for humanitarian law remains essential. It is unacceptable that unarmed civilians, especially children, become targets,” he said.

In his yearly address, the pope said he hoped the Geneva 2 conference due on Jan. 22 under U.N. auspices “will mark the beginning of the desired peace process.”

Francis lamented that many people in the Middle East and Africa were living as “refugees in camps where they are no longer seen as persons but as nameless statistics.”

He said the world had forgotten those who risked their lives in rickety boats to seek a better life in Europe. Reports say 366 Eritreans drowned in a shipwreck in October near the Italian island of Lampedusa.

“Sadly, there is a general indifference in the face of these tragedies, which is a dramatic sign of the loss of that sense of responsibility for our brothers and sisters on which every civil society is based,” he said.

The pope spoke of his concern that conflicts in the Middle East and north Africa were fuelling “an exodus of Christians” fleeing because of fears for their safety.

Meanwhile, Francis also made another appeal for respect for the environment, quoting a popular saying in his native Argentina.

“God always forgives, we sometimes forgive, but when nature – creation – is mistreated, she never forgives,” he said.

Quebec Archbishop Gerald Cyprien Lacroix reportedly spoke out against proposed Parti Quebecois legislation that will be the focus of public hearings beginning Tuesday. Lacroix is among a new crop of cardinals selected Sunday by Pope Francis.

The PQ government’s plan would ban public-sector employees, including teachers and doctors, from displaying or wearing religious symbols in the workplace.

“We’re dividing people,” Lacroix told a Quebec City news conference when asked about the charter, a document tabled last fall by the minority PQ government.

“People are every day more afraid of each other. Instead of bringing us together and bringing our cultures together and sharing the richness of who we are, we’re starting to build walls and be afraid of each other.”

Bill 60 would force state employees to take off their headscarves, kippas, turbans and larger-than-average crucifixes if they want to keep their jobs.

Lacroix, one of 19 men named to the senior post in the Roman Catholic Church, also said the universal charter of rights states that people have the right to profess their faith in private or in public.

“And that needs to be upheld everywhere,” said Lacroix, whose powerful new position enables him to participate in choosing the next pope.

The government proposal will be examined in Quebec City starting Tuesday, when public hearings into the document are set to begin. Individuals and groups have presented briefs and will be given an opportunity to express their positions on the subject.

The Quebec government argues the charter would shield the province from what it describes as increasing fundamentalism and says it would provide protection against gender discrimination.

Polls have suggested the PQ proposal is relatively popular in the province, but opposition to Bill 60 has been vocal.

The government has faced criticism for the plan, including anti-charter protests and calls from ex-PQ premiers Jacques Parizeau, Lucien Bouchard and Bernard Landry for the project to be watered down.

Bill 60 has been condemned by federal parties, with the exception of the Bloc Quebecois, as being unnecessary and infringing on religious freedom.

However, the PQ cabinet minister who spearheaded the legislation predicted Monday that other provinces will soon be forced to follow Quebec’s lead to ensure religious neutrality of the state.

In an interview with The Canadian Press, Bernard Drainville said that it will become a “necessary debate” across the country and pointed to the recent controversy at Toronto’s York University, where a male student requested that he be excused from participating in a group project with women.

The student, whose faith was not disclosed, cited religious grounds for his request last fall. The man’s professor originally rejected the request and the student met with his female classmates as scheduled.

But the professor said he was later told by the dean of the faculty that the student should have been accommodated, since the request did not have a substantial impact on the rights of his classmates.

In his letter, he reaffirmed that there have been no sex offenders active in ministry.

“So far as can be known from all our records, there is no priest in public ministry in the Archdiocese of Chicago who has been found to have sexually abused a child, no matter when the abuse took place,” he stated.

The archdiocese will reportedly release an official report regarding sexual misconduct cases by the clergy this coming January 15, 2013. The report would include 30 offenders with over 40 abuse victims. Archdiocese attorney John O’Malley told the Chicago Tribune that none of the said incidents happened after 1996 and that 95 percent reportedly occurred before the year 1998.

Cardinal Georg also added that the report would be a great help, however it would painfully affect the clergy.

“Painful though publicly reviewing the past can be, it is part of the accountability and transparency to which the Archdiocese is committed,” he stated.

“Accountability to the civil authorities constitutionally responsible for the protection of children is part of the life of the Church here.”

“I removed from all public ministry those who had been allowed some pastoral work under the rules in effect under my predecessor,” stated Cardinal George.

Included in his letter, he stated that employees in every archdiocese as well as volunteers should undergo background checks and child protection training.

“Once again, I apologize to all those who have harmed by these crimes and this scandal,” he stated.

In relation to the issue, Cardinal George’s letter also discussed the McCormack controversy; stating that neither in Chicago “nor in any previous posting as a bishop or a religious superior have I assigned to pastoral ministry or transferred for ministry a priest whom I knew to have sexually abused a child.”

He added the former priest had a reputation as “a dedicated priest and an effective pastor”.

Cardinal George also added that the archdiocese’s investigation of the issue started shortly being arrested in 2005, however it  was hindered because of different archdiocesan offices who did not “consistently share” with the knowledge with each other and that civil authorities did not share relevant information with the archdiocese.

Wearing red hats and robes, cardinals are the most senior clergymen in the Roman Catholic Church below the Pope.

Sixteen of the new appointees are under 80 years old, which make them eligible to enter a conclave to elect the next Pope.

News reports say the new cardinals will be formally instated at a ceremony, known as a consistory, on the 22nd of February.

The three clergymen over 80 reportedly come from Spain, Italy and the Caribbean island of St Lucia. They will assume the title cardinal emeritus.

The pope named his new cardinals during his weekly, Sunday address to worshippers gathered in St Peter’s Square.

The cardinals come from all corners of the world, including Italy, Germany, Britain, Nicaragua, Canada, Brazil, Argentina, South Korea, Chile and the Philippines.

As expected, a few of those named are very well-known, established figures at the Vatican, according to BBC’s Alan Johnston in Rome.

However, among those selected are also men from countries like Haiti, Ivory Coast and Burkina Faso.

The Vatican spokesman said that this was in keeping with the Pope’s drive to put the world’s poor at the core of the Church’s mission.

The Archbishop of Westminster, Vincent Nichols has been named as one of the new cardinals. The archbishop said he was deeply moved by what he called the honour conferred by the Pope on the Catholic Church in England and Wales.

“Personally this is a humbling moment,” he said.

Reports say the incident prompted church leaders to lock down the campus and dozens of officers to surround the area.

Cpl. Jerry Neeufeld said police convinced David Michael Stoltz to leave the sanctuary and he was taken into custody about 1 p.m. He said no one was injured.

Hillside Executive Pastor Bob Schroeder said everyone inside the church was safe and deferred all other questions about the situation to police.

Police responded to the call about 11:45 a.m. The man had made statements that could be perceived as threatening to church leaders during online conversations, police said. The statements included references to Satan, police said.

While police were on their way to the church, they learned Stoltz had made some “very vague” threats to church employees as well as delusional statements that made employees feel concerned for their safety, Neufeld said.

Church leaders decided to lock down the building, but Stoltz already had entered the building, and police prepared to enter. Before police entered, they made contact with Stoltz by cellphone and he told police he was in the sanctuary.

Officers took him into custody without further incident, Neufeld said. Stoltz was booked into the Randall County jail on a trespassing charge, but additional charges are possible, Neufeld said.

DPS records show Stoltz was previously convicted for manufacture or delivery of a controlled substance, forgery and criminal mischief.

Police are not certain whether Stoltz is a member of the church. Neufeld said the man was not carrying any weapons. He said officers searched the campus to be on the safe side.

Meanwhile, Hillside leaders at the church would not discuss the incident.

“Thank you for your prayers and concern during the security situation at the Amarillo West Campus today” the church’s Facebook page stated Wednesday afternoon.

McGrory also stated on the other that Allen is a great help to the Globe to “explore the very real possibility of launching a free-standing publication devoted to Catholicism.”

He is presently a senior correspondent at the National Catholic Reporter. The Reporter’s editor, Dennis Coday, wrote, “we will miss John and the contributions he has made to NCR over the years” and that “we look forward to a continued friendly, professional relationship as colleagues carried out in mutual respect.”

The Vatican journalist further stated that “the coverage of religion tends to be sporadic, it tends to be incomplete, it tends to be incredibly superficial.”

The Globe’s reason behind the decision to hire him, as he stated , shows that these kinds of coverage of any religion is somewhat starting to change, “and at long last the kind of secular news business has clued into the fact that religion is something that an incredibly important segment of its audience cares deeply about, and therefore it’s worth trying to get it right.”

People of all faiths were asked by the bishops to join in prayers for rain as reservoirs in the state dipped to historic lows after one of the driest calendar years on record.

Some cities already are restricting water use, while prospects for another dry summer have raised alarm about agriculture and wildfires.

The first Sierra Nevada snow survey of the winter last week found the water content in the statewide snowpack to be just 20 percent of average for this time of year.

Without relief, state water managers said they will be able to deliver just 5 percent of the water sought by agencies that supply more than 25 million Californians and nearly a million acres of irrigated farmland.

The conference president, Sacramento Bishop Jaime Soto, reportedly suggested a prayer for God to “open the heavens and let His mercy rain down upon our fields and mountains.”

“Our reliance on water reveals how much we are part of Creation and Creation is a part of us,” Soto said in a news release.

The bishops said a drought, if it comes, will affect people’s livelihoods, health and quality of life.

Meanwhile, concern is growing in California even as much of the rest of the nation huddles in a deep freeze fed by blasts of Arctic air.

National Weather Service meteorologist Drew Peterson said Pacific storms keep breaking up due to a high pressure system over California.

He said weak systems could bring some precipitation on Thursday and Saturday to Northern California’s mountains, but it won’t be enough to make a dent in the drought.
