<p><span style="text-decoration: underline;"><strong>Dear Sisters in the League and Father Tran,</strong></span></p>
<p>As I was reviewing past communiques, I note that two years ago we were anticipating the instructed vote on the national increase &#8211; and now we await the results of the vote on a provincial per capita increase. I hope that all members have been given all the relevant information and have prayerfully considered their response.</p>
<p>I know that councils have been doing their homework and I hope that I have answered all questions fully. To clarify a few points -</p>
<p>&#8226; $1 per capita for hosting a national convention: this has always been deposited in a term deposit and accurate records kept. The cash basis accounting system that we were using was limited &#8211; the funds that were reported as revenue each year would show up as a major expense eventually (e.g. $9500 revenue each year but an expense of $57000 when needed by the convention committee). The system now in place accounts for the revenue and expense in the same year &#8211; thus reports on our ordinary operating revenue and expenses are not distorted.</p>
<p>&#8226; Quorum: &#8220;Due notice having been given in all instances, the quorum for a regular meeting is the regular and annual general parish council meetings shall be the number of members present&#8221; (National P&amp;P &#8211; page 76). The instructed vote may be taken at any parish council meeting, but I would encourage presidents to inform the members ahead of time of what the vote is about and when it will take place.</p>
<p><strong><span style="text-decoration: underline;">&#160;Voluntary Funds</span></strong></p>
<p>As mentioned in my previous communique, there have been some changes in our National Voluntary Funds. Every treasurer should have received a memo through a national mail out to their president.</p>
<p><strong><span style="text-decoration: underline;">&#160;Attachments</span></strong></p>
<p>For your information, I have included links to &#8220;A Guideline for Treasurers&#8221; and the annual report form that I am required to complete. As you can see, all the donations will be grouped. When you complete your own annual reports, I would appreciate any information on &#8216;local&#8217; donations so that I may assign them correctly to the proper standing committee.</p>
<p>Note that discontinued national voluntary fund donations will still be reported for 2012.</p>
<p><strong><span style="text-decoration: underline;">&#160;Annual Reports</span></strong></p>
<p>I look forward to your annual reports &#8211; both the figures and your comments. We all know that our members are very generous with time and talents &#8211; and with $$, as the reports verify.</p>

<p>&#8226; &#8220;The candle is lit, the fire is burning, I just need God&#8217;s guidance to the support of my SISTERS to keep the fire burning! That is the challenge.&#8221;</p>
<p>&#8226; &#8220;How important our CWL is to each one of us as well as to the endurance of our Catholic faith in today&#8217;s society.&#8221;</p>
<p>&#8220;I have joined the CWL TODAY.&#8221;</p>
<p>As the weather continues to improve around the province, please continue to Keep the Fire Burning by having a CTF workshop in your area, including all members, but inviting as many non-members as possible so that they can learn about the League. This is a great way to boost our membership!</p>
<p>Don&#8217;t forget that Debbie Cloutier has offered her services to come to your diocese to help roll out the program, and that national will provide you with the funding needed for her to travel.</p>
<p>Debbie has our complete verbal presentation that she can send you if you would like it. She is travelling to Prince George next weekend &#8211; try to attend!</p>

<p>Good Afternoon Ladies and Father. I pray that you are all well this Lenten Season as we prepare for the Risen Christ.</p>
<p>I would like to thank each and every one of you for sending me your annual reports on time. It will make for my report to be up to date with what is happening in the dioceses around our Province. Pray for a Life Member from the Yukon as they have no Life Members as yet.</p>
<p>Please try and attend your Diocesan Convention. It is a great way to keep up what is happening in your diocese as well as meet old friends and make new ones.</p>
<p>Our Provincial President/Life Member, Doreen Gowans as well as National Chairpersons of Organization/Life Member, Barbara Dowding have asked that we get on board and support the &#8220;Catch the Fire&#8221; in our diocese, by either leading or participating. Just your being there is noticed and appreciated. Please try and not only attend if possible but talk it up. It is suggested that we personally invite not only new members but lapsed ones as well. As Life Members maybe we could take on that project in our diocese. We are women of joy, so smile and invite those ladies in your parish to attend &#8220;Catch the Fire&#8221;. For us who have &#8220;been there done that&#8221; it&#8217;s never too late to catch the spark from the flame and be revitalized in the League.</p>
<p>Barbara Dowding has also asked us if we could help her out by thinking about our new national theme &#8220;We Have Seen the Lord!&#8221; She has asked if we can remember when we have seen the Lord and to send her a story &#8220;of a time or event in your League life that changed you or touched you in some way&#8221;. Her goal is to collect stories for the next generation of League members to understand and to appreciate what we have to offer. Put your thoughts to pen and paper and send them to Barbara c/o of National office.</p>
<p>Thank you to those who mentioned &#8220;The Art and Culture award&#8221; in your communiqu&#233;s. Please bring it up at your regular CWL meetings as well. The closing date is March 31st. Information regarding the award can be found on our Provincial web-site. The value is $500.00. That being said, this is a reminder for those who wish to contribute to the Art and Culture Award that donations are greatly appreciated. You are asked to send your contribution to our Provincial Treasurer Sandra Stajduhar.</p>
<p>With the help of our Provincial Secretary Dianne Baker I have placed an invitation in our Provincial Convention hand out for all Life Members to try and attend the 66th Annual Provincial Convention to be held in Victoria BC from June 6-8th . I do hope that as many Life Members as possible can attend. We will be having a luncheon for all Life Members in attendance. It will be great to catch up with each other and meet some we haven&#8217;t met before. Details can be found in your convention package. I am sure it will be awesome.</p>
<p>Marianna Caldwell has 18 books, I believe, of &#8220;A Journey of Memories&#8217;. Those who would like one and who haven&#8217;t already received one let Marianna know. There are only 18 so first come, first served, as they say. If there are any leftover they will be passed on to new Life Members. I have not heard if they will be reprinting this book or adding to it as I believe it is not up to date. When I hear differently I will let you know what is decided on this issue.</p>
<p>Address changes that I am aware of:</p>
<p>Mrs. Elsa Drummond and Mrs. Thelma Varcoe have moved. Please contact the Provincial Secretary for their new addresses.</p>
<p>Keep Connie Hatherton in your prayers.She celebrated her 90th Birthday. I sent her a card from all of us. Happy Birthday Connie! If you know of anyone whom you would like to receive a special card be it special anniversary, special birthday or sympathy, please let me know.</p>

				<content:encoded><![CDATA[<p>6.1 DEVELOPMENT FUND #1: &#8220;Subsidy for Travel to a Provincial Convention&#8221;</p>

<p>6.1.1 History:</p>
<p>&nbsp;</p>
<p>The BC &amp; Yukon Development Fund was established in 1995. The capital of $15,000.00 was derived from an excess of funds from the hosting committee (all 6 Dioceses of the BC &amp; Yukon Council) for the National Convention in Vancouver in 1994. The Provincial Council matched this fund at that time. In 2002, the capital amount was raised from $30,000.00 to $50,000.00, the amount derived from general funds of the Provincial Council. The amount of the grants available each year is determined by the interest derived from the capital fund investment.</p>
<p>&nbsp;</p>
<p>The BC &amp; Yukon Council firmly believes that the best training for the League is attendance at conventions, and the primary purpose of this Travel Fund is to assist members to travel to the provincial convention. It is recommended that both parish and diocesan levels of the League be encouraged to send as many Accredited Delegates to the Provincial Convention as are able to attend.</p>
<p>&nbsp;</p>
<p>A Provincial Development Fund Committee will consist of the President, President-Elect, Past President and the Treasurer of the Provincial Council. The President may appoint additional members as she sees fit.</p>
<p>6.1.2 Criteria:</p>
<p>&nbsp;</p>
<p>a) The subsidy is available to all Accredited Delegates travelling to a provincial convention.</p>
<p>b) The Fund will be dispersed based upon upon a needs assessment review by the Committee with priority given to applicants 1) travelling the furthest, and then, 2) first to apply.</p>
<p>c) The actual total amount of the grant available will be determined by the funds available in that given year. Greyhound bus fare is used to calculate a fair rate for everyone travelling in BC &amp; Yukon Territory. Financial assistance for travel to a Provincial Convention will cover 2/3 of the maximum of a round trip via Greyhound bus, fare quoted as the &#8220;21-days Advanced Purchase Rate&#8221;, prior to the Convention date. The funds may only be used to defray the cost of any mode of travel. No other expenses (i.e. hotel or meals) will be considered and will be the responsibility of the individual, the Parish or the Diocese.</p>
<p>d) Applications should be completed on the latest revised Development Fund #1 Form and submitted by March 31st of any given year to the Organization Chairperson by either regular mail, or a scanned copy, complete with the required signatures, and forwarded by Email. (One applicant per form please.)</p>
<p>e) The Development Fund Committee will reach a decision and all applicants submitting forms will be notified of the outcome of their request within 30 days (by April 30th).</p>
<p>f) A summary of the convention attended must be completed on a &#8220;Report Form for Successful Recipients&#8221; and be submitted to the Provincial Organization Chairperson, with a copy submitted to the applicant&#8217;s Parish or Diocesan President within 30 days of convention. A copy of the travel receipt should be provided along with the Report Form.</p>

<p>On Feb. 26 &amp; 27 BC &amp; Yukon Provincial President Doreen Gowans, President Elect Pat Deppiesse,&#160; Resolution Chairperson Gisela Montague and I will be meeting with Provincial Government members to discuss CWL resolutions. Keep us in your prayers that we will have successful and productive meetings with the Government.</p>
<p>&nbsp;</p>
<p><b>Criminal Code Section 14 Assisted Suicide</b> &#8211; Urgent Action needed. In a recent memo,&#160; National Legislation Chairperson, Anne-Marie Gorman reported that on CBC national radio, on a program called &#8220;Cross-Country Check-up&#8221; hosted by Rex Murphy, two hours were devoted to the subject of Quebec&#8217;s intent on making physician assisted suicide and/or euthanasia legal under certain circumstances. All regions of Canada were represented in the call-in program and guests were interviewed as well. She suggests each provincial legislation chairperson who may not have heard the call-in will assist Ethel Gravelle, the Quebec Legislation Chairperson in flooding the federal government and our respective provincial governments to assure this does not pass as legislation in Quebec.</p>
<p>Anne-Marie has already written her letters to The Rt. Hon. Stephen Harper, The Hon. Rob Nicholson, Minister of Justice, and her local MP. She suggests we organize and stress letter-writing campaigns from our members objecting to the proposed provincial legislation, and urging the federal government to maintain a ban on assisted suicide/euthanasia as per the Criminal Code of Canada (Section 14) with all measures under their care.</p>
<p>&nbsp;</p>
<p>I urge the ladies of the CWL to write letters opposing the passing of this legislation in Quebec. Resolution 2005-11 &#8211; Assisted Suicide &#8211; A Criminal Offense. Hospice &amp; Palliative Care: An Integral Component of the Canadian Health Care System.</p>

<p>It is very important that only this form be used for application for assistance to attend our provincial convention June 6-8, 2013 in Victoria. The applications must be in my hands by March 31st, 2013.</p>
<p>&nbsp;</p>
<p>It has been stated over and over again how important it is for all members to attend diocesan, provincial and national conventions. They are an extremely valuable training tool in League procedures. Personal leadership guidance and training is provided, along with many spiritual activities, and this year&#8217;s convention promises to have all of that. It is also such fun! I know that the Victoria members are working very hard to make it a great convention in our always beautiful capital city. Come and enjoy!</p>

<p>that budgets be established at the beginning of each fiscal year (Guideline for Treasurers,</p>
<p>Sample Parish Council Budget, page 9). Such an undertaking should become a routine part of</p>

<p>Archbishop Richard Smith in his report at the Plenary Assembly stated &#8220;find positive ways to reinforce the central ideals of Christian Family Life, and to celebrate the love and nurturing that many families today achieve.</p>
<p>Margaret Ann Jacobs states she believes the most important and foremost duty of this standing committee is- marriage and family.</p>
<p>She attended the 3rd annual Seminar of COLF in Ottawa and felt the main focus points were:</p>
<p>&#8226; affirm the fundamental values of life and family</p>
<p>&#8226; understand and promote Theology of the Body</p>
<p>&#8226; provide, promote and expand marriage preparation courses</p>
<p>&#8226; recognize, promote and support the importance of male and female role models in the family</p>
<p>&#8226; deepen our faith life, define Christian values and courageously provide Christian witness</p>
<p>&nbsp;</p>
<p>There are various courses out there offered. I would suggest you research them. A few examples to look at are:</p>
<p>&#8226; Marriage encounter weekends ( Marriage Encounter Canada)</p>
<p>&#8226; COLF leaflet on natural family planning</p>
<p>&#8226; Theology of the Body (Theology of the Body Institute)</p>
<p>&nbsp;</p>
<p>One of the greatest assets in providing resources is COLF. For information go to the COLF website (www.colf.ca)</p>
<p>Please consider accessing the Christian Family Life Study Kit available at National office. It offers short programs which could be presented at meetings.</p>
<p>Our challenge today is to overcome the difficulties facing marriages. In this Year of Faith we are encouraged to be effective agents of evangelization.</p>

<p>I have received the following Memo from our National Chairperson of Spiritual Development, Mary Nordick:</p>
<p>&#8220;The League&#8217;s National Spiritual Advisor Archbishop Martin Currie (St. John&#8217;s) will complete his five year term at the 2012 national convention. In appreciation for the archbishop&#8217;s support of the league the national executive is asking members to contribute to a spiritual bouquet that will be presented to His Grace at the convention.</p>
<p>Parish offerings are to be sent to you (diocesan spiritual chairpersons) as soon as possible.</p>
<p>The diocesan spiritual development chairperson will compile and forward these to me (provincial spiritual chairperson) by the end of March. I will then forward the compilation to national by the end of May.</p>
<p>On behalf of the National executive Mary Nordick thanks you for your contributions toward this gift for Archbishop Currie. Serving as national spiritual advisor is a substantial commitment for a busy bishop and the League is most grateful for his service..</p>

<p>Last Days of Advent . . . . . . . . . . . Pope John Paul II, Dec. 18, 2002</p>
<p>Pope John Paul II in his address on Dec. 18, 2002 said, &#8220;The liturgy of Advent&#8230;helps us to understand fully the value and meaning of the mystery of Christmas. It is not just about commemorating the historical event, which occurred some 2,000 years ago in a little village of Judea. Instead, it is necessary to understand that the whole of our life must be an &#8216;advent,&#8217; a vigilant awaiting of the final coming of Christ. To predispose our mind to welcome the Lord who, as we say in the Creed, one day will come to judge the living and the dead, we must learn to recognize him as present in the events of daily life. Therefore, Advent is, so to speak, an intense training that directs us decisively toward him who already came, who will come, and who comes continuously.&#8221;</p>
<p>Christmas&#8230;a Living Reality</p>
<p>John Paul II, in his Angelus message of December 19, 1999, explained that Christmas is not simply the remembrance of the Event that took place 2000 years ago when, according to the Gospel, the power of God took on the frailty of a baby. It is really about a living reality that is repeated every year in the heart of believers.</p>
<p>&#8220;The mystery of the Holy Night, which historically happened two thousand years ago, must be lived as a spiritual event in the &#8216;today&#8217; of the Liturgy,&#8221; the Pope clarified. &#8220;The Word who found a dwelling in Mary&#8217;s womb comes to knock on the heart of every person with singular intensity this Christmas.&#8221;</p>

<p>I pray each of you had a wonderful, Blessed Christmas season and I wish you God&#8217;s blessings in the New Year as we now enter into Ordinary Time.</p>
<p>First I would like to share with you some great ideas sent to me from our National Christian Family Life Chairperson, Margaret Ann Jacobs</p>
<p><span style="text-decoration: underline;">Marriage and Family:</span></p>
<p>1. Pray daily- actions speak louder than words. Children copy our actions.</p>
<p>2. Ask your pastor if you can have a special blessing for married couples each year.</p>
<p>3. Displaying a crucifix in your home is encouraged.</p>
<p>4. Celebrate with your family the different seasons of the church, by getting them to help you come up with different creative ideas.</p>
<p>5. Provide copies of COLF&#8217;S Marriage in the Catholic Church Frequently Asked Questions to all young couples contemplating marriage.</p>
<p><span style="text-decoration: underline;">Sanctity of Life:</span></p>
<p>1. Ask your pastor if you can obtain copies of current issues of CCBI (Canadian Catholic Bioethics Institute&#8217;s) publications and distribute them to the parishioners.</p>
<p>2. Share and discuss with your family church teachings on various subjects ie. Pro-life, Euthanasia and Assisted suicide.</p>
<p>Ministry to: Youth, Disabled, Seniors, Widowed, Separated and Divorced</p>
<p>1. Take the time to be welcoming to all, no matter their station in life.</p>
<p>2. Invite everyone inclusively to all organized functions in your parish.</p>
<p><span style="text-decoration: underline;">Vocations:</span></p>
<p>1. Pray, pray, pray for vocations.</p>
<p>Next I would like to take this time to share with you some ideas I have gathered from various readings.</p>
<p>&#8226; We as parents, grandparents and great grandparents, lead by example. Our children watch us to see how we react.</p>
<p>&#8226; Our children need good role models.</p>
<p>&#8226; Show them God is with us through our highs and lows. He is always beside us.</p>
<p>&#8226; Profess our faith openly.</p>
<p>&#8226; When your children do something good, acknowledge it. We all know it sure feels great to have someone acknowledge when we do something right. Remember the old adage, &#8220;You can draw more bees to honey than vinegar.&#8221;</p>
<p>&#8226; Christian based values and good communication are essential to raising a family.</p>
<p>&#8226; It is crucial that as family we love and respect one another. Having lived in many isolated, small communities, I feel our &#8220;Faith Family&#8221; becomes very important.</p>
<p>&#8226; We as Catholic Women&#8217;s League members often try to do it all! Whatever our expertise or enjoyment area is, this is what we should get involved in. Remember we each can do our little bit for God and Canada as we belong to a voice of over 91,000 members speaking out against injustice and for the good of all God&#8217;s children.</p>
<p>&nbsp;</p>
<p>May Our Lady of Good Counsel guide each of us in our endeavours for God and Canada.</p>

<p>Congratulations to those of you who have submitted articles to your diocesan newspapers. Please encourage your parish council counterparts to do the same. Articles in recent editions included reports of diocesan and provincial mid-term meetings, CWL sponsored parish events, and Catch the Fire presentations. This leads me to&#8230;</p>
<p><strong>A &#8220;Must-read&#8221;</strong></p>
<p>On page 5 of the Catholic Mountain Star I was delighted to find an article by Father Rex Velmonte entitled The Importance and Relevance of CWL. Father Rex, Diocesan Spiritual Advisor for Nelson, attended the 2012 National Convention in Edmonton. To access his article go to www.nelsondiocese.org. At the bottom of the home page click on Catholic Mountain Star. 2012 is at the top of the list. Click on December Volume 14 issue. When you are approaching a pastor of a CWL-less parish about allowing a CWL council to start in his parish, this article would be a good one to forward to him.</p>
<p><strong>&#160;Annual Reports</strong></p>
<p>By now, you should have received annual reports from your parish counterparts. If you have not had a report from every council, I suggest that you make a phone call to the parish president. Councils without chairpersons must be communicating somehow and it is important to find out how this is being done if we are to have a clearer picture of how the grass roots of our organization are functioning. While many of us use the modern forms of communication, we should not overlook traditional ways of communicating such as phoning when annual reports fail to arrive. Have a blank copy of the annual report form beside you and take notes during your conversation(s). Your report to me is due February 15th.</p>
<p><strong>&#160;Monitoring the Media-Objectionable Portrayal of the Blessed Virgin Mary</strong></p>
<p>All the information about this television segment was included in my recent memo. I am enclosing a list of contact information of the advertisers on this program, along with hints for composing your message. I would like you to circulate this enclosure to all parishes as soon as possible. So far I have heard from three parish councils who circulated the petition. There is still plenty of time to run it. You can download it from vancouver.cwl.bc.ca. Obtain your pastor&#8217;s approval before going ahead. You could also email the petition to pastors in parishes without CWL councils, and request their support for it. I encourage you to contact the ministers of other denominations in your community. When I followed up on this project in 2011, I found that several denominations were willing to forward our concern to their central authority for consideration. Meanwhile I await the result of my appeal to CRTC.</p>
<p><strong>&#160;Parish Councils with Elections</strong></p>
<p>Please remind all parish council chairpersons that if they are serving on a council involved in elections this year, they should ensure that the earlier communiqu&#233;s are passed on to their replacement. If they have completed any of the suggested projects, they should make a note in the margin. A copy of the parish communications annual report for 2012 should be placed in the binder which is being passed onto their successors.</p>
<p><strong>&#160;47th World Communications Day</strong></p>
<p>On the 24th of January, the feast day of St Francis de Sales, do check out the Vatican website www.vatican.va. Look for Pope Benedict XVI&#8217;s message in preparation for World Communications Day, May 12th, 2013. The theme to be discussed is &#8220;Social Networks: Portals of Truth and Faith, New Spaces for Evangelization&#8221;.</p>

<p>Welcome back to a brand new year to serve God and Canada through The Catholic Women&#8217;s League of Canada!&#160; On a personal note, I should let you know that I retired from my position at the Archdiocese of Vancouver December 19<sup>th</sup> and you can find me at home a bit more now!</p>
<p>We immediately started retirement with a trip to Hawaii for Christmas with our son and his wife and three children &#8211; the first time I have been in a hot climate for Christmas &#8211; walking on the beach Christmas Day and then out to a fabulous dinner in a lovely restaurant &#8211; all cooked and cleaned up by someone else!!&#160; It included a fantastic sunset to end our perfect day!</p>
<p><b><span style="text-decoration: underline;">Themes</span></b></p>
<p>Please note our new national and provincial themes above.&#160; How beautiful are they!&#160; They open the window for so many options for our diocesan themes!&#160; I am so looking forward to seeing what you all come up with.</p>
<p><b><span style="text-decoration: underline;">Annual Reports</span></b></p>
<p>As I have previously sent out the 2012 Annual Report forms by Email, I thought a reminder about due dates (as found in the national P&amp;P) is important:</p>

<p>Further to annual reports, when speaking about them at the Catch the Fire workshop, I suggested that executive members keep a journal of their activities over the year.&#160; This can be kept on the computer and updated every day as you go along.&#160; It is also a good reminder of what you have done (i.e., I even make a note of when I send a get well or condolence card to someone &#8211; just so I remember I have already done it!).&#160; At the end of the year, when you go to do your annual report, it is so easy!</p>
<p><b><span style="text-decoration: underline;">Membership</span></b></p>
<p>We all know that national has asked that we have membership dues in to their office by February 28<sup>th</sup>.&#160; You don&#8217;t need to wait that long however, and can send them in at any time.&#160; Please make every attempt to use the On-line Membership Remittance program on the national website: cwl.ca.&#160; If you have any difficulties, call the national office or myself for help.</p>
<p>Our membership for 2012 as reported by national office was 9,377.&#160; We are working very hard to bring our numbers up to 10,000 members for 2013.&#160; However, in reports I have been receiving, the non-renewal numbers seem to be up.&#160; Please phone those non-renewing members personally to see if there is a problem that you can do something about, or if they have just forgotten (quite easily the case).&#160; This year with the Catholics Come Home Program on the TV and the Catch the Fire CWL initiative in dioceses, we have a golden opportunity to see those numbers improving!&#160; Who have you personally invited lately?</p>
<p>When accepting a new member into your council, be sure to &#8216;partner&#8217; her with a member who is familiar with League procedures to mentor her, so that the new member can become informed.&#160; She could phone to offer her a ride to the meeting.&#160; Also be sure to give the new member a &#8220;Welcome Kit&#8221;.&#160; Folders are available from national office and you could make them up to have them ready when a new member comes to a first meeting.&#160; Suggestions on how to put them together are on Page 37 of Leading the League. You might want to include pamphlets such as the Stylized Madonna, a Constitution &amp; Bylaws, The League Prayer, explanation of our patroness Our Lady of Good Counsel and a welcome letter from your Pastor and council president, along with your own personal parish information and a calendar of events for your council.&#160; Use League stickers to make it attractive.&#160; Be creative!</p>
<p><b><span style="text-decoration: underline;">Awards</span></b></p>
<p>I would encourage all councils to present League Pins and Awards as a special occasion in their parishes.&#160; It is really nice to celebrate the good service given by council members.&#160; There is a ceremony for the presentation of these awards in the Ceremonies Booklet, available from National office.&#160; Besides the years of service pins, there are other &#8216;special&#8217; pins or awards:</p>
<p><b>Maple Leaf Service Pin</b></p>
<p>This pin is awarded to members who have served the League in an exceptional or meritorious manner.&#160; You should have a parish council criteria for presenting this pin, which could include serving as an active member over ten years, or have performed a specific outstanding service on a one-time basis or over several years.&#160; Pins available by application to national office.&#160; The cost is $60 and applications are on the national website.</p>
<p><b>Bellelle Guerin Award</b></p>
<p>This award may be presented to members who do not qualify for life membership but who have been in the League for at least 25 years.&#160; They must be an exemplary member of the League, serving at more than one level.&#160; The criteria can be found on page 29 in the National P&amp;P.&#160; Applications are on the national website and need to be signed by the parish, diocesan (where applicable) and/or provincial president who in turn forward to national with a cheque for $75 (paid by the nominating council).</p>
<p><b>Certificate of Merit</b></p>
<p>This certificate is to recognize anyone, League member or not, Catholic or non-Catholic, male or female, who has aided the work of the council generally or with a specific project.&#160; (See details on P22 in the National P&amp;P.)&#160; The presenting council completes the details and sends the application to the national office.&#160; The certificate bears the League crest on a gold seal and is mailed back to the council.</p>
<p><b><span style="text-decoration: underline;">&#160;</span></b><b><span style="text-decoration: underline;">Travel to Conventions</span></b>:</p>
<p>It has been stated over and over again how important it is for all members to attend diocesan, provincial and national conventions.&#160; They are an extremely valuable training tool in League procedures.&#160; Personal leadership guidance and training is provided, along with so many spiritual activities, and this year&#8217;s convention promises to be very rich in spirituality.&#160; It is also such fun!&#160; I know that the Victoria members are working very hard to make it a great convention in their always beautiful city.&#160; Come and enjoy!</p>
<p><b>Development Fund #1</b> &#8211; Subsidy for Travel to a Provincial Convention &#8211; <b>due to me by March 31<sup>st</sup></b>.&#160; Application forms on our website cwl.bc.ca for 2/3 of bus fare from home to the site of the provincial convention <b>June 6-8, 2013</b> in Victoria.</p>
<p><b>Development Fund #2</b> &#8211; Subsidy for a Diocesan President to Attend National Convention &#8211; <b>due to me by March 31<sup>st</sup></b>.&#160; Diocesan Presidents can find the application forms in the BC &amp; Yukon Policy &amp; Procedures manual for $1,000 to cover accommodation, travel and/or food costs.&#160; The national convention is <b>August 11-14, 2013</b> in Regina, SK.</p>
<p><b><span style="text-decoration: underline;">Catch the Fire Update</span></b></p>
<p>The enthusiasm of all members attending the Catch the Fire workshops that I have helped to facilitate here in Vancouver is overwhelming and gratifying.&#160; We have six workshops coming up on Vancouver Island, Vancouver has three more booked and Kamloops also has three more booked.&#160; Wonderful, wonderful.&#160; I&#8217;m sure we&#8217;ll set this province on fire for CWL and also build our membership to that magic 10,000 number!&#160; If there is any help I can give to anyone, please don&#8217;t hesitate to call me.</p>
<p>As a reminder to you, or in case you haven&#8217;t heard the good news &#8211; national office has announced an incentive to get members to attend the Catch the Fire workshops.&#160; The parish council with the most members attending a Catch the Fire workshop will have their national membership fees paid by the national office!&#160; Wow &#8211; incentive indeed!</p>
<p>Along with Doreen Gowans Provincial President, Gisela Montague Resolutions Chair and Agnes Geiger Legislation Chair, I will hopefully be visiting the provincial MLAs and the various ministries in Victoria on February 26-27, 2013 to present our Resolutions, and I ask for your prayers for us during that time.</p>

<p>Whereas child-appropriate detoxification and counseling services and independent, supportive housing options do not exist in British Columbia for sexually exploited children, and</p>
<p>Whereas the vast majority of sexually exploited children are drug and/or alcohol addicted, and</p>
<p>Whereas the government and the people of British Columbia are legally responsible for the protection and care of sexually exploited children, therefore, be it</p>
<p>Resolved that the BC &amp; Yukon Provincial Council of The Catholic Women&#8217;s League of Canada urge the Government of British Columbia to provide a safe, supportive residence that:</p>
<p>a) is specifically designed for sexually exploited children, and</p>
<p>b) provides a continuum of integrated services that includes child appropriate detoxification, counseling and stabilization.</p>

<p>In British Columbia there are no child appropriate detoxification and counseling services and few, if any, independent, supportive housing options for sexually exploited children. Those under 16 years of age fall under the auspice of Social Welfare and foster care (Child Family and Community Services Act Part 1, Part 2.1, 12.1). Those over 16 years of age have access to adult services.</p>
<p>The British Columbia Child Protection Act (Child Family &amp; Community Services Act Part 1 Guiding Principles 2) states &#8220;This Act must be interpreted and administered so that the safety and well-being of children are the paramount considerations and in accordance with the following principles: a) children are entitled to be protected from abuse, neglect and harm or threat of harm;&#8230;&#8221;</p>
<p>The Act (Child Family &amp; Community Services Act Part 3, Div. 1-13) also states in part that a child needs protection if:</p>
<p>&#8226; a child has been sexually exploited</p>
<p>&#8226; a child is deprived of necessary health care</p>
<p>&#8226; and/or a child is emotionally harmed</p>
<p>While most street youth do not become involved in prostitution, the great majority of those who do are far more likely to become active substance abusers. (Sexual Exploitation of Youth in British Columbia Section III.12)</p>
<p>Sexual exploitation occurs when children trade sexual activities for money, drugs, gifts, food, services or anything similar. The average age children are first exploited is between 13 and 15 years of age. Up to 1 in 3 reported first being sexually exploited before age 14. (It&#8217;s Not What You Think-UBC School of Nursing Study p. 12 &amp; p. 22)</p>
<p>Studies commissioned by the British Columbia government (BC Government Asst. Deputy Minister Report: Sexual Exploitation of Youth in BC 11.8 &amp; 11.9) clearly illustrate that our Province lacks the necessary services as described below:</p>
<p>a) Detoxification and treatment beds specifically for youth</p>
<p>One of the biggest gaps in services is access to alcohol and drug detoxification, treatment and counseling specific to children. Children currently placed in detoxification are often re-victimized by adult males.</p>
<p>b) Mental health services</p>
<p>Many of these children have serious mental health issues that are undiagnosed.</p>
<p>c) Safe, supportive, residential environment specifically designed for sexually exploited children.</p>
<p>Foster care does not work for these children. They need independent living with support and supervision in which to receive a continuum of care.</p>
<p>There is no clear exit route for these children. Service providers need to be able to provide an integrated continuum of services that include child-appropriate detoxification, counseling and stabilization within a safe environment (Senate Committee on Human Rights Study: The Sexual Exploitation of Children in Canada: the Need for National Action p. 60)</p>
<p>The Government of British Columbia as our representative has the responsibility to protect and care for children, especially the most vulnerable. We urge the Government of British Columbia to take immediate action to provide protection and the necessary care as indicated herein for the sexually exploited children of this Province.</p>

<p>The season of Advent is upon us and many of us are bustling about, working to make this a Blessed and Merry Christmas. My prayer for each of you is that you take a moment to stop, take a deep breath and remember that all God wants is Love, nothing more, nothing less, and if there is Love in your heart, there will be a Very Blessed Christmas!</p>
<p>Elections: Elections are just around the corner for many councils, and overseeing the election process is one of the duties of the past president. I have enclosed a wonderful workshop on elections that our former Provincial Past President, Marianna Caldwell developed. Please pass this workshop on to all parishes. I believe it will be an invaluable tool for councils for years to come. To quote from our national Past President&#8217;s Communique #2 &#8220;Let&#8217;s offer encouragement and support to potential leaders, particularly those individuals lacking confidence or knowledge of the League.&#8221;</p>
<p>C&amp;B: Every parish council will soon be receiving the proposed amendments to the League&#8217;s Constitution &amp; Bylaws. There will be a set of amendments that will need to be ratified by each council to comply with the new Canada Not-for-profit Corporations Act. To remain an incorporate organization we must pass these amendments. There will also be six other proposed amendments that councils may vote to approve or reject. The instructed votes will need to be processed through each level of the League and the amendments that are adopted at the 2013 national convention will become part of the League&#8217;s newest Constitution &amp; Bylaws. Please contact me if you have any questions or concerns regarding these amendments or the instructed vote.</p>
<p>Archives: Being in the era of digital cameras can be wonderful! Yet, if we neglect to place our pictures onto a disc these pictures could easily be lost or deleted on our memory cards. Many councils (including provincial) are also in the situation of having numerous photo albums from the past and various discs from our present. We must find ways to compile our history so that it can be passed on to future generations. One suggestion is to contact an audio visual company to help place all photos onto discs (with their written information included) and then have them as power point presentations at your conventions or general meetings. ~ Let&#8217;s work to keep our history updated and alive!</p>

<p>Dear Ladies and Fr. Tran:</p>
<p>As Saint Paul states &#8220;Allow God to &#8216;make you increase and abound in love for one another and for all&#8217; and &#8216;strengthen your hearts in holiness.&#8221; On this the 1st Sunday of Advent let&#8217;s take the time to make plans to deepen our spirituality as we make ready a warm and welcoming home for the Christ child to arrive.</p>
<p>At the same time discern how your council will embrace our two new themes that will start on January 1, 2013. Our new national Catholic Women&#8217;s League theme for the next two years is &#8220;WE HAVE SEEN THE LORD&#8221; and our BC &amp; Yukon Provincial theme is &#8220;LET YOUR FAITH SHINE&#8221;. As we journey through the &#8216;year of faith&#8217; these themes give us lots to act on and to share with our members.</p>
<p><span style="text-decoration: underline;"><strong>New Themes</strong></span>: In a memo I recently received from our National President Betty Anne Brown Davidson she has given us some phrases to meditate on to help elevate our spirituality to new heights and challenge our faith. The following are to ponder on from Betty Anne:</p>

<p><span style="text-decoration: underline;"><strong>Reflect: Ask yourself each of following questions for each meditation above:</strong></span></p>
<p>How does each mediation speak to you?</p>
<p>How does it make you feel?</p>
<p>What could it mean?</p>
<p>What must you do?</p>
<p>Who must you tell?</p>
<p>What is your God story?</p>
<p>How has He manifested Himself to you lately?</p>
<p>Does it fill you with awe and wonder, joy and gratitude, trust and courage?</p>
<p>Betty Anne has asked us to communicate our &#8220;God Story&#8221; to others, to share our spiritual experiences with our members as a means of taking part in the new evangelization &#8211; one on one, as we share the good news of Jesus.</p>
<p>May I suggest in your home and/or at your Catholic Women&#8217;s League meetings take time to reacquaint yourself and your members with the Catechism of the Catholic Church and the smaller version entitled Compendium &#8211; Catechism of the Catholic Church. Introduce your members to YOUCAT the new Catechism written for school age and young adults. YOUCAT is an accessible, contemporary expression of the Catholic Faith. As stated in the write up about the book it explains:</p>
<p>&#8226; What Catholics believe and why (doctrine)</p>
<p>&#8226; How Catholics celebrate the mysteries of the faith (sacraments)</p>
<p>&#8226; How Catholics are to live (moral life)</p>
<p>&#8226; How they should pray (prayer and spirituality)</p>
<p>The questions are direct and honest, even at times tough; the answers straightforward, relevant, and compelling. YOUCAT will likely become the &#8220;go-to&#8221; place for young people to learn the truth about the Catholic faith. Illustrated.</p>
<p>We as adults might find YOUCAT very interesting and it may provide us with information to questions we&#8217;ve always had but have never ventured to find the correct answers.</p>
<p>I am asking you to share your ideas for celebrating our national and spiritual themes with all of us, by sending your ideas to our BC &amp; Yukon Provincial Spiritual Development Chair Sharon Geiger at sjwgeiger@hotmail.com.</p>
<p><span style="text-decoration: underline;"><strong>Velma&#8217;s Dream:</strong></span> The Infant Welfare Center in Bethlehem is nearing completion thanks to our many generous members. If your council wishes to contribute, visit the &#8220;Catholic Near East Welfare Association&#8221; web site at www.cnewa.org.</p>
<p><span style="text-decoration: underline;"><strong>Catholic Women&#8217;s League Leadership Foundation:</strong></span> is the name given to the Sisters of Service and the Catholic Women&#8217;s League leadership foundation. The necessary paperwork for incorporation have been filed. Honorary Life Member Claire Heron is the founding chairperson and national is in the process of assembling the board of directors. It is hoped that at the national convention in Regina the $500,000 gift from the Sisters of Service may be transferred and the training of Catholic women for positions of leadership in church and society can begin.</p>
<p><span style="text-decoration: underline;"><strong>Catch the Fire:</strong> </span>is a national initiative to help educate our members to take on leadership roles within parish/diocesan/provincial/national levels. It is a daylong fun filled, interactive workshop that everyone from the age of 16 &#8211; 90 will enjoy and benefit by participating. 2013 National membership incentive has been announced. The parish council from each province that brings the highest percentage of women to participate in Catch The Fire presentation will have the national portion of their 2014 membership fee (i.e. $13.00 per member) paid for by the national office. Invite women from your parish, your community, whether they are members or non members, catholic or non catholic this will enhance your numbers of participants taking part in Catch the Fire (continued): the workshop. The total number of women participating will be counted towards your councils members taking part in Catch the Fire. We hope we will plant seeds for these non-members to take out a CWL membership.</p>
<p>Recruit, Retain and re-member: Marketing studies have shown that if we keep in contact with new members at least once each year for the 1st 2 years this will help her feel welcome and connected to the League, and therefore she will retain her membership for the long haul. Won&#8217;t you try this in your parish council? All it will take is a phone call, a card, or a welcome letter, to become her friend. By doing this you have an opportunity to find out her gifts and talents and invite her to become more actively involved in you parish council. She may become a president if given the invitation and the opportunity.</p>
<p>Annual Reports: reminder parish council reports are due to Diocesan counterparts by December 15th. This is a time for your council to SHINE! Tell us what you have accomplished in the past year, what fun you have had working with others, how your faith has grown through your spiritual programs. We invite you to share your good ideas with us.</p>
<p>Instructed votes: Parish council presidents you should have received 3 instructed votes:</p>
<p>1. BC &amp; Yukon Provincial Per Capita Increase &#8211; Sent to all parish council presidents September 17, 2012. Share the information in the package with your members, pray on it and I encourage you to speak in favour of the increase. This increase will help your Provincial council operate in a spiritual and educational manner to educate all of us in the ways of the League as we work together for God and Canada.</p>
<p>2. National CWL:</p>
<p>&#61692; Notice of Motion to Amend the Constitution &amp; Bylaws (2006): This motion pertains to proposed amendments one through six.</p>
<p>&#61692; National CWL Notice of Motion to Amend the Constitution &amp; Bylaws (2006): to comply with the Not-for-Profit Corporations Act. The proposals A &#8211; Q result from a compliance review of the new Not-for-Profit Corporations Act, legislation the League MUST follow to remain federally incorporated, councils are asked to ratify amendments A &#8211; Q.</p>
<p>&#61692; Both of the above notices of motion were sent out from national office and dated November 26, 2012. Please read carefully, follow the instructions as given and submit as requested.</p>
<p>Diocesan Presidents: for your information this was posted on the National web site so some councils may not be aware that the packages have been sent out. &#8220;Attention Parish Council Presidents: 2013 membership packages have been sent to all presidents of parish councils who submit memberships manually. If your council has not received your package, please contact national office as soon as possible. Good luck with your membership drives!&#8221;</p>
<p><span style="text-decoration: underline;"><strong>BC &amp; Yukon Provincial Convention:</strong> </span>For the BC &amp; Yukon Provincial Council executive the convention will start on June 5, 2013 with the pre-convention meeting and ending on June 9 after the post convention meeting. It will be held at the Harbour Towers in the beautiful city of Victoria, BC. The members of the Victoria Diocese are working hard to make this convention a wonderful experience for us and our members. For general members the convention will take place from June 6 -8, 2013. I encourage all of you to promote this convention by inviting all your members to attend. As we know costs may be a concern to some of our members, so suggest members fundraise, and start saving for the convention now. Perhaps put it on their Christmas wish list. It is through attending conventions that our members and councils grow spiritually, and educationally. Parish councils for the most part cannot afford to have the caliber of speakers we have at conventions. Not to mention the fun and friendships that are formed. Maybe parish councils would implement a contest, or fund raiser with the proceeds going to help offset some of the convention costs for members.</p>
<p><span style="text-decoration: underline;"><strong>Calendar of Events:</strong></span></p>
<p>&#8226; National Meeting: February 28 &#8211; March 2, 2013 in Toronto &#8211; please have any concerns for the Provincial President`s round table discussion to me no later than Feb. 20, 2013.</p>
<p>&#8226; Spring Mid-Term meeting: March 14 &#8211; 17, 2013 at Rosemary Heights.</p>
<p>&#8226; BC &amp; Yukon Provincial Conventions: June 6, 7 &amp; 8, 2013 &#8211; Harbour Towers, Victoria, BC</p>

<p>We had our first snowfall last night and it looks beautiful and pure outside this morning. My hope for each of us is that, by taking advantage of the gift and graces of the sacrament of reconciliation, when we awaken Christmas morning, with or without fresh snow, we will delight in that beauty and purity in our hearts and in our souls as we celebrate the birth of Jesus.</p>
<p>In my first communiqu&#233;, I included a list of Diocesan secretaries. I have again included it with this communiqu&#233;. Please note that there are some changes including addresses. I hope you are sending your communiqu&#233;s to your Diocesan counterparts so that they can benefit from your ideas.</p>
<p>I look forward to receiving the annual reports from each Diocesan secretary so that I may present your good works, challenges, accomplishments, and suggestions in my provincial report. The deadline for submission of your 2012 Diocesan report (copy attached) is Feb. 15. However, I would appreciate receiving it sooner rather than later as my personal timeline is a little tighter than that.</p>
<p>The new national and provincial themes have been selected. I mention this so that all secretaries can change their communiqu&#233;s and any other necessary paperwork to reflect the new themes beginning January 2013. I will be sending a new and updated communiqu&#233; template to each Diocesan president.</p>
<p><strong>&#160;National theme: We have seen the Lord</strong></p>
<p><strong>BC &amp; Yukon Council theme: Let Our Faith Shine</strong></p>
<p>I believe that the dioceses of Kamloops, Prince George, Vancouver and Whitehorse will be holding elections in 2013 as will many parish councils.</p>
<p>Diocesan secretaries should prepare or update their register of candidates eligible for diocesan election by January 1. If this year is an election year, you will provide that list to your Diocesan Nomination and Elections committee, usually chaired by the past president. (Eligibility for Nomination to Office at the Diocesan level is outlined in the Constitution and Bylaws Article XV, page 34).</p>
<p>It is critical that I receive a 2013 Annual Register of Officers and Chairpersons both parish and diocesan councils following the elections.</p>
<p>1. If a council is having an election this year, please send the annual register to me as soon as the election is completed. (parish council form is attached to this communiqu&#233;; diocesan form will come with a communiqu&#233; closer to your convention). If some positions are unfilled, leave those blank. You can email me later with changes/additions etc.</p>
<p>2. If a council is not having an election this year, please send me the 2013 Register of Officers and Chairpersons at your earliest convenience. If there are no changes, I still need a copy dated 2013.</p>
<p>As I continue to be educated in faith, I have learned from reading past communiqu&#233;s that November 25th is the feast day of St. Catherine of Alexandria &#8211; the patron saint of secretaries. May she, together with our Lady of Good Council intercede for us as we work together for God and Canada. God Bless you this Advent season and always.</p>

<p><strong>BC &amp; Yukon Life Member Liaison 2012-2014</strong></p>
<p>Dear Sisters; I pray that this communiqu&#233; finds you all well. I wanted to get this off to you as this is a really busy time of year for me, as I am sure it is also for you. Some things to note, some things to ponder on and a few reminders to think about while we wait for our Lord to arrive.</p>
<p>&#8226; The BC &amp; Yukon in down in membership by 370. This includes 202 deceased. We really need to personally invite ladies to come to our meetings to see what we are about. I am sure that all councils have membership brunches of some sort where we can invite. Maybe we should ask our priest to really promote our League at certain Masses of the year. National has a video out called &#8220;We Have Seen the Lord&#8221;. It is to introduce the new theme for 2013, which can be used in January 2013. You may want to recommend it to the other Life Members to see if they want to obtain it and show it at their council meeting. Provincial Executive came up with a beautiful sub-theme &#8220;Let Your Faith Shine&#8221; to go with it. National President Betty Ann Brown will be sending out cards with action items such as &#8220;Go Tell Everyone&#8221;. So look for them to come your way.</p>
<p>&#8226; The next National Spiritual Advisor will be installed in Regina 2013 at the National Convention. The New National Spiritual Advisor is to be Bishop William McGrattan auxiliary bishop of central Toronto.</p>
<p>&#8226; Nelson Diocese: Three councils have amalgamated; Trail OLPH, Warfield, and Trail St. Joseph&#8217;s. They are now called &#8220;Trail Community CWL&#8221;. Prince George Diocese: Burns Lake will join with Fraser Lake.</p>
<p>&#8226; This year&#8217;s Provincial Convention will be in Victoria BC, June 6-8th 2013. The registration information for this convention will be out in March. So look for them. You should maybe suggest to the life members to encourage their councils to fund raise to assist members to go to conventions. If for some reason you can&#8217;t make the provincial convention, try and get to your Diocesan convention. The places and dates are; Kamloops diocese, April 12-14 in Williams Lake, Nelson diocese, May 12-14 in Cranbrook, Prince George diocese, April 12-14 in Dawson Creek, Vancouver diocese, May 2-4 at St. Ann&#8217;s Abbotsford, Victoria diocese, May 6-7 in Nanaimo and Whitehorse diocese, May 10-11 at Whitehorse. Some of these dates may be subject to change so keep your eyes and ears open.</p>
<p>&#8226; The BC &amp; Yukon Newsletter/Communicator #25 is out. Ask your parish president for a copy to read&#8212;interesting stories and articles are in this issue.</p>
<p>&#8226; Reminder; the Arts and Culture Award; find the application and criteria on line. The dead line date is March 31st and the amount awarded is $500. In order to keep the award ongoing we as life members have be asked to contribute to the &#8220;Awards Account&#8221; in order to maintain a balance of $1,000.00. The suggested amount for donation is $15.00. Monies to be sent to Sandra Stajduhar, Provincial Treasurer, should be earmarked &#8220;Awards Account&#8221;. Thank you in advance for keeping this award going.</p>
<p>&#8226; SOS (Sister of Service) the first chairperson of the CWL Leadership Foundation will be past National President Claire Heron. The board will include immediate Past President Velma Harasen and National Executive Director Kim Scammel. The purpose of this foundation is to enhance the Role of Catholic Women in Church and Society.</p>
<p>National Life Member Liaison, Glenda Klein has asked that we keep Muriel Murphy in our prayers as she is recuperating from surgery in the London area. Also prayers are requested for Marion Haramis and the repose of the soul of her brother, Fr. Cleary Villeneuve of the Scarboro Missions.</p>
<p>Glenda sent me a prayer to share with you for the victims of hurricane Sandy.</p>
<p>Prayer to Avert Storms &amp; Hurricanes; Father, all the elements of nature obey your command. Calm the storms and hurricanes that threaten us and turn our fear of your power into praise of your goodness. Grant this through our Lord Jesus Christ your Son, who lives and reigns with you and the Holy Spirit One God forever and ever. Amen.</p>

<p>REMEMBRANCE DAY &#8211; WE WILL REMEMBER</p>
<p>On October 26 &amp; 27 I attended Fall Midterm Meetings with the Provincial Executive at Rosemary Heights Retreat Centre in Surrey. It was there that a Provincial theme was chosen for 2013-2014. &#8220;Let Our Faith Shine&#8221; is an extension of the National Theme revealed at the national Convention in Edmonton &#8220;We Have Seen the Lord&#8221;. The themes will be expanded upon and there will be action plans forthcoming.</p>
<p><strong><span style="text-decoration: underline;">&#160;Resolution 1981.16 Development &amp; Peace:</span></strong> On November 5 a joint statement by Archbishop Richard Smith, President of the Canadian Conference of Catholic Bishops and Ron Breau, President of the National Council of Development and Peace (D &amp; P) was released. This document encourages us to support D &amp; P&#8217;s Fall campaign by encouraging personal and group reflection, as well as discussions in parishes and families. The campaign is also an invitation for concerned Catholics and other Canadians to <strong>talk with or write to their members of Parliament</strong>, to join D &amp; P as active members, and to make a contribution to assist D. &amp; P. in advancing and promoting integral human development in the Global South. Details on the D &amp; P Website.</p>
<p><span style="text-decoration: underline;"><strong>&#160;Resolution 2005.1 Christmas Postage Stamps</strong></span> &#8211; As many of you are aware the Nativity Christmas Stamps are now available, please make use of them and when the Christmas Season is over make sure you buy all the Christmas Stamps available at the Canada Post Outlets. This is to ensure that these stamps will continue to be produced. Write a letter to thank Canada Post for the Nativity Stamps.</p>
<p><span style="text-decoration: underline;"><strong>&#160;Resolution 2010.01 Chrysotile Asbestos.</strong> </span>- This resolution urged the government to stop the export of chrysotile asbestos to developing countries by the year 2015 and to call for a ban on the mining of chrysotile asbestos by the year 2015. Canada defended its right to export the cancer causing mineral from Quebec to underdeveloped countries but since Sept 15 Canada is ending its practice of defending asbestos mining on the world stage.</p>
<p>Asbestos is not used in developed countries anymore because of well-documented risks of deadly lung disease from the dust.</p>
<p>The Canadian Public Health Association quickly applauded the government&#8217;s about-face. &#8220;Canada has a moral obligation, backed by well-grounded evidence, to close down this industry and stop exporting a potentially hazardous material to countries that are ill-equipped to protect the health of workers,&#8221; said Erica Di Ruggiero, chair of CPHA&#8217;s board.</p>
<p><span style="text-decoration: underline;"><strong>Provincial Convention</strong></span> will be in Victoria at the Harbour Towers on June 6 &#8211; 8, 2013. It is imperative that the ladies attend this Convention. The hotel costs are reasonable at around $115/night for two double beds. See you there!</p>
<p><span style="text-decoration: underline;"><strong>Prayers needed</strong></span>: Jocelyn, Past President of the CWL University of Victoria Council needs our prayers.</p>
<p><strong><span style="text-decoration: underline;">ADVENT PRAYER:</span> &#8220;As I light this candle I am grateful for all of the people in my life who show me your love. Help me to bless my family and friends with patience and kindness this season. May I be a light in the darkness for them. Help me to open my eyes to all of those around me whose needs are so much greater than my own. Give me the courage and strength to respond to their needs as I can. Amen.&#8221;</strong></p>
<p><strong>Pick one question to reflect on: How did I respond to the grace of God&#8217;s love today? Where did I shine a light? What person or people do I think need a special light in their lives? How could I bring that to them? Name a light someone brought into my life today.</strong></p>

<p>&#8226; First, I would like to thank all Diocesan Chairpersons of Communications for responding to my recent memo. I received enough information to meet a deadline for the diocesan press. Topics submitted recently included Catch the Fire, Provincial Mid-term Meeting, and Presence not Presents. At least one diocese has submitted a report of Catch the Fire activities to Be League.</p>
<p>&#8226; In enclosure #1 you will find a list of the diocesan newspapers with contact information. Please note the deadlines and try to submit a news item for each issue during your term. Before submitting an item, do send it to your diocesan president for approval. If sending a photo be sure to obtain permission to publish since these items will eventually appear on-line. Also, especially in this Year of the Faith, encourage your parish councils to submit short reports of their activities to their local secular papers which often welcome reports of community activities.</p>
<p>Diocesan Communiqu&#233;s-Annual Reports</p>
<p>I have enjoyed reading your diocesan communiqu&#233;s which I hope you will continue to share with your diocesan counterparts, and I was pleased to note that all contained reminders to your parish counterparts about completing their annual reports before December 15th. Your reports to me are due February 15th, 2013.</p>
<p>&nbsp;</p>
<p>Appeal to CRTC re Objectionable Portrayal of the Blessed Virgin Mary</p>
<p>I have appealed the Canadian Broadcasting Standards Council (CBSC) ruling with regard to the objectionable segment in A Russell Peters Christmas to the Canadian Radio-television Telecommunications Commission (CRTC). See my letter in enclosure #2. As yet there is no reply.</p>
<p>Provincial Website Update</p>
<p>&#8226; Just a reminder that this can be accessed at www.cwl.ca. Our former website manager is preparing a tutorial which will educate successors in how to manage the provincial website. Bil Gowans is presently managing the site until I am ready to take over.</p>
<p>&#8226; At the national convention in Edmonton I met a member who was promoting Website Wednesday, one day each week to check out the CWL websites. Why not try it?</p>

<p>You may remember the 14.5cm X 21cm book called the BC&amp;Y Parish Directory which contained information about all the parishes and organizations within BC &amp; Yukon. This is now on-line. How do you access it to find your Diocesan Council information?</p>
<p>1. Type in: directory.rcav.org</p>
<p>2. You will see the title Catholic Directory Listings with nine pale blue bars below.</p>
<p>3. Click on the one for your diocese.</p>
<p>4. Scroll down to click on Organizations within the Diocese or click on Catholic Directory Listings in Outside Offices.</p>
<p>5. Scroll down and click on Catholic Women&#8217;s League.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;">List of Parish Communications Chairpersons</span></p>
<p>Vancouver and Victoria have already submitted the requested lists. Could the rest of you please send me a list of your parish communications chairpersons with email addresses and names of parishes as soon as possible. The information you provide will be of use to me when dealing with urgent notices during the possible absence of Diocesan Communications Chairpersons. If there is no email address a phone number and parish name will suffice.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;">The WRAP Campaign</span></p>
<p>For this year&#8217;s campaign one council reported using a petition from Catholic Family Action</p>
<p>(CFA) which asked the government to amend the Sex Offender Information Registration Act (SOIRA). The format was altered from letter to legal size to leave more room for signatures. All diocesan presidents received hard copies of this petition at the Provincial Fall Mid-term meeting. There is still time to run the petition because plans are to present it during Parliament&#8217;s spring session. Completed petitions should be mailed to the CFA address in the footer by January 1st. It is also a good idea to inform your Member of Parliament about how many signatures you collected. Please note that signatories must be Canadian citizens.</p>
<p>&nbsp;</p>
<p>In her recent second communiqu&#233;, National Chairperson of Communications, Cecile Miller informed us that the CWL has struck a committee of three to address pornography, a task formerly spearheaded by Canadians Addressing Sexual Exploitation (C.A.S.E.). For further details see page 2 of Cecile&#8217;s 2nd communiqu&#233; posted on the national website: www.cwl.ca. If you have any questions, suggestions or concerns for the members of this sub-committee please contact them through National Office.</p>
<p><span style="text-decoration: underline;">The Canadian League-Opting out?</span></p>
<p>Now that our league magazine is posted on-line, you can opt out of receiving a hard copy of it. Some members prefer to receive it on-line because it cuts down on mail clutter and also reduces National Office&#8217;s mailing and printing expenses. If you wish to join this group, simply email Diane Havens in membership and your name will be taken off the magazine mailing list. You can access the magazine through www.cwl.ca and you can print out pages as you need them, view back issues on-line, and copy and paste text into your council reports.</p>
<p><span style="text-decoration: underline;">Communicating the Faith</span></p>
<p>Have you had a chance yet to study the new communication tool, YOUCAT? This book, designed for youth, is written in a language easily understandable by young people, and is presented in question and answer form, like a hard copy search engine. I know of some adults who have been captivated by it, and use it as a first reference when a question arises. There are answers to 527 questions about our Faith, accompanied by links to the fuller answers in The Catechism of the Catholic Church. The side bars hold a glossary of terms used in the main body of the text, along with scriptural references, and all is attractively illustrated and well laid out, with a wonderful foreword by Pope Benedict XVl. If you are trying to communicate the wonders of our faith to your grandchildren, this is a wonderful resource. On their next visit you might invite your teens to quiz you about your knowledge, and then together you can compare your answer with the one in YOUCAT. There are multiple possibilities for its use.</p>
<p><span style="text-decoration: underline;">Advent</span></p>
<p>As we approach Christmas, think of ways you can communicate the real joy of the season. Do you display a Knights of Columbus cr&#232;che car decal? When store personnel recognize the season as &#8220;Christmas&#8221; how do you communicate your pleasure? Are you aware that every time you buy and use a religious Christmas stamp you are supporting Resolution 2005.1, and not only evangelizing the recipients of your mail, but also the mail sorters and carriers? Perhaps consider a gift of YOUCAT for a member of your family. If a store does not stock religious Christmas cards express your concern.</p>
<p>The mincemeat may be made, the Christmas puddings may be next, along with other time-honoured traditions, but more importantly we try to make time to prepare for the celebration of Christ&#8217;s birth in our homes and churches with carols, communal and private prayer, and the grace that flows from daily Mass and the Sacraments.</p>
<p>&nbsp;</p>
<p>May you and your families have a joy-filled and peaceful Christmas.</p>

<p>As most of you will know by now the Motion 312 put forward by Stephen Woodworth &#8211; &#8220;That a special committee of the House be appointed and directed to review the declaration in Subsection 223(1) of the Criminal Code of Canada which states that a child becomes a human being only at the moment of complete birth&#8221; was defeated on Wednesday September 26 in the House of Commons by a vote of 203-91. For a list of the yeas vs nays go to Inside Politics M312 and see how your MP voted. Please also take the time to write to those MP&#8217;s who voted for the motion to congratulate them on their stand for human life.</p>

<p>Dear Sisters: I hope that all is well with you and your families.&#160; Please read the information below.&#160; I know that I really should be only sending you at least two communiqu&#233;s per year.&#160; But I find it difficult when I receive important information that should be passed on.&#160; I am placing the information I received on Kateri Tekakwitha from our National Life Member Liaison in its entirety&#160; for your perusal and action.</p>
<p>This is to remind you about a wonderful event for the Canadian and North American Churches.</p>
<p>If you are not already involved, check out the opportunities for an activity near you and try to participate.</p>
<p>The Canadian Martyrs&#8217; Shrine in Midland, Ontario, will host a major celebration,</p>
<p>Sunday, October 21, 2012, to mark the canonization of Blessed Kateri Tekakwitha.</p>
<p>The celebration at this national shrine will include a procession with the relics and statue of Blessed Kateri at 11:00 am, Mass and a blessing with the relics at 12:00 noon followed by refreshments. There will also be a media presentation of the Mass of Canonization at the Vatican.</p>

<p>There are several pilgrimages to the tomb of Kateri, and you can visit to St. Joseph&#8217;s Oratory, in Montreal, QC where activities have been planned such as Saturday Mass and evening vigil</p>
<p>and Sunday rebroadcast of canonization ceremonies from Rome, with Mass,</p>
<p>and Adoration throughout the day along with opportunities to visit the museum and tomb.</p>
<p><strong>One in the Spirit</strong> &#8211; At least two of our life members (Lorette Noble and Barb Dowding) will be in Rome on October 21st for the canonization of Kateri Tekakwitha. May we join them in spirit!</p>
<p>On the &#8220;octave&#8221; of Kateri&#8217;s canonization, October 28th, the dioceses in Canada</p>
<p>are invited to mark, in their own way, a day of awareness, reconciliation and gratitude concerning indigenous peoples.</p>
<p>Check your local diocesan website for info and/or check out the CCCB website below for more details.</p>

<p><strong>Bellelle Gu&#232;rin</strong> Award:&#160; Our National Life Member Liaison, Glenda Klein reminds us that as a Life Member, we have probably worked with many dedicated women who will never qualify for life member status, but nevertheless have given years of dedicated service through their League membership.&#160; They too would be eligible for special recognition if they meet the criteria which are available on the League web-site or through the National Manual of Policy and Procedure.&#160; She asked that we get our councils to check it out and maybe nominate a worthy volunteer.</p>
<p><strong>Shirley A.</strong>: Shirley is home now and is being well cared for by her family.&#160; She appreciates everyone&#8217;s prayers and good wishes.&#160; Please continue to pray for her.</p>

<p>In a Communiqu&#233; recently received from Peggy Roche, National Chairperson of Education and Health, I was reminded to send along a few points of interest.</p>
<p>Resolutions:&#160;&#160;&#160; Two resolutions have been referred to committee for action:</p>
<ul>
<li>From Newfoundland/Labrador -&#160; action to train CWL members in cardiopulmonary resuscitation.</li>
<li>FromManitoba- a service to have ID numbers for Canadian Blood Services.</li>
</ul>
<p>Catholic Education in Canada is not free to all.&#160; Only three Provinces totally fund Catholic Education, two Provinces partially fund and all other Provinces do not fund at all.&#160; So it is left up to parents and Catholic organizations to help out.</p>
<p>We must continue to pray and support catechism classes in our parishes where there are no Catholic schools.</p>
<p>September is Life Literacy Month.&#160; Let us encourage all Canadians to try something new, whether it is going back to school, upgrading or learning a new activity.&#160;Visit: <a href="http://www.abclifeliteracy.ca/" target="_blank" class="liexternal">www.abclifeliteracy.ca</a>.</p>
<p>National bursaries are ongoing.&#160; Check the <a href="http://www.cwl.ca" target="_blank" class="liexternal">CWL National website</a> for forms and information.</p>
<p>A reminder to all parishes to continue to fund the Coady International Institute.&#160; Many valuable programs are offered by this organization.</p>
<p>Your own health is mostly in your own hands.&#160; Be very vigilant about symptoms.&#160; Ask your doctor questions and ask for a second opinion if you have a worrisome condition or problem.&#160;If you are in good health and fit, think about getting trained in CPR.&#160; Make a good choice and save a life.&#160;I also encourage you to learn how to do the Heimlich manoeuvre.&#160; An informed member saved my life when I choked at the National Convention.&#160; Thank God she was sitting close by and thanks to the member who noticed my problem and acted quickly to get help!</p>
<p>Blessed Kateri Tekakwitha will be canonized very soon.&#160; She is the Patroness of ecology, nature and the environment.</p>
<p>&#8220;So what does the Church say about the genetic engineering of humans?&#160; The majority of Catholics would likely say that the church opposes any genetic modification in human.&#160; But that is not what our Church teaches.&#160; Actually, the Church does support human genetic engineering.&#160; It &#160;just has to be the right kind.&#8221;</p>
<p>&#8220;So why is the distinction between gene therapy and genetic enhancement important?&#160; The Catholic Church is clear that gene therapy is good, while genetic enhancement is morally wrong.&#8221; See <a href="http://www.ncregister.com" target="_blank" class="liexternal">www.ncregister.com</a></p>

<p>You know by now that the final vote on <strong>Motion 312</strong> was defeated by a vote of 91 to 203 on Wednesday, September 26<sup>th</sup> in the House of Commons.&#160; The motion called for the review of the declaration in Subsection 223(1) of the Criminal Code which states that a child becomes a human being only at the moment of complete birth.</p>
<p>You can read a transcript of the debate from the national CWL website, and you can also view the voting record of members of parliament.&#160; I read the debate and it amazes me how much some parliamentarians fear that the abortion debate could be opened again.&#160; MP Woodworth has promised that he will not give up working on this important issue.&#160; Now is the time to write him a letter of encouragement and thanks.</p>
<p><strong>Canada changes Stance on Asbestos</strong></p>
<p>Up to September 14, 2012 Canada defended it&#8217;s right to export the cancer causing mineral from Quebec to underdeveloped countries. Since Sept 15 Canada is ending its practice of defending asbestos mining on the world stage.&#160;&#160; As per the article in the Globe &amp; Mail the change happened because premier-designate Pauline Marois&#8217; party had made an election promise to cancel a government loan guarantee that would have resurrected the only operating mine in Quebec.&#160; Others argue that Europe is putting pressure onto our government because of European trade negotiations. See our resolution 2010.01 Chrysotile Asbestos.&#160; This resolution urged the government to stop the export of chrysotile asbestos to developing countries by the year 2015 and to call for a ban on the mining of chrysotile asbestos by the year 2015.&#160; Asbestos is not used in developed countries anymore because of well-documented risks of deadly lung disease from the dust.&#160; Please read the article on the CWL website &#8220;In the News&#8221; under September 20, 2012 for more information.</p>
<p><span style="text-decoration: underline;">Delegates to the Union of B.C. Municipalities convention <strong>passed a</strong> <strong>motion </strong>September 26 calling on the federal government to <strong>decriminalize marijuana</strong>.</span> High costs to police and courts are stated as a reason, however, it was also voiced that this might&#8221; aggravate the temptation of young people to move from marijuana to being hooked on heroin, cocaine and the chemical designer drugs&#8221;.</p>
<p><span style="text-decoration: underline;">See our resolution 2004.12 Marijuana Possession/Use &#8211; A Criminal Offence.</span></p>
<p>So it is time again to write more letters to the federal minister of justice urging that the possession/use of any amount of marijuana be kept under the <em>Criminal drugs and Substance Act</em>, with a copy of your letter to your local MP and the prime minister.&#160; Contact your municipality to find out where it stands on this issue.</p>
<p><strong>Provincial Government Visit</strong></p>
<p><strong></strong>Contact with the provincial government has been made, but as you know, the legislative sitting was cancelled for this fall.&#160; Hopefully we will be able to set up a meeting date with them for the spring.</p>
<p><strong>Resolution Topics and Titles</strong></p>
<p>For the councils thinking of a resolution or for councils that have started to work on one please keep in mind that I need the <span style="text-decoration: underline;">resolution title by January 15</span> so I can report it to the national chairperson.&#160; For any proposed resolution please form your diocesan resolution committee early. One of the suggestions from last year&#8217;s annual report was that councils are made aware of a suggested resolution so that all those interested (from all councils in the diocese) could work together to finish the process.</p>
<p>Another council reported that they prepare a monthly insert for the parish Sunday bulletin to draw attention to current issues touching on our resolutions, what a great idea.&#160; It might even get parishioners interested in suggesting a resolution and join the CWL (if they are not yet a member!).</p>
<p><strong>Letter Writing</strong></p>
<p>&#8220;We write letters&#8230;We write lots and lots of letters&#8230;&#8221; Read this article, written by former National Resolution Chairperson Anne Gorman in the Winter 2011 issue of the League Magazine, page 37.</p>
<p>The federal and provincial governments want to hear the views of League members. We are to write as individual citizens of Canada, &#8220;letters of commendations, request, clarification, and concern, with appropriate questions to be answered.&#8221;</p>

<p>Hi!</p>
<p>As I begin my second term as provincial treasurer, I would like to thank all of you for your commitment to work for the league at the diocesan level. A list of diocesan treasurers is attached. I have met each of you and look forward to getting to know you better. I hope we will share communiqu&#233;s and information, and that you will contact me with any questions you may have. I will do my best to answer them &#8211; and perhaps YOU can help ME out from time to time.</p>
<p>And &#8211; even though I am starting a &#8220;new&#8221; year &#8211; I think it is time that we remind parish councils that the CWL year begins in January. Wouldn&#8217;t it be great to receive all of our per capita before our diocesan conventions? To quote from our National P&amp;P&#8230;</p>
<p>&#8220;Per capita fees are due and payable on January 1st of each year. It is important for parish councils to remit per capita fees to national office early in the year so that new members can receive all issues of The Canadian League magazine to which membership entitles them. It is not necessary to wait until all members have paid their per capita fees before remitting to national office. Submit the membership list and the per capita fees collected and, at the same time, request an updated membership list of unpaid members.</p>
<p>In order to keep the financial commitments of the League at all levels, per capita fees are due on or before February 28th. A New and Renewed Members List form is available for late-paying and new members.&#8221;</p>
<p>Less than half of BC &amp; Yukon membership was received at national office by February 28th for 2012. Let&#8217;s remember to thank those councils that remit promptly!</p>
<p>And now, without further delay, on to the &#8220;hard&#8221; stuff&#8230;&#8230;.</p>
<p>PROVINCIAL PER CAPITA INCREASE</p>
<p>If you attended the provincial convention or have kept up to date on our BC &amp; Yukon website, you are aware that all parish councils will be receiving a notice of motion to raise the provincial per capita from $5 to $10.</p>
<p>A financial rationale will be sent with the notice of motion; as well, detailed financial information was given at the convention, a summary is on the website, and I will give you any financial information you request.</p>
<p>There is no doubt in my mind that an increase is needed. The amount was debated and the consensus was to ask for the increase of $5. This should allow the provincial council to operate for another 20 years and instigate new programs and member benefits. I hope that you will support the motion and encourage our members to accept the increase. Please pass on all comments to me &#8211; both positive and negative.</p>
<p>NATIONAL INFORMATION</p>
<p>I attended the national convention in Edmonton and enjoyed the programs and the people. I wish every member could experience a national convention!</p>
<p>Congratulations are in order for Barb Dowding, our new national president-elect; and to Judy Lewis, who was elected to a second term as secretary-treasurer. We offer them, and all of the national executive, our support and prayers.</p>
<p>Voluntary Funds</p>
<p>Please watch for reports on the changes to our voluntary funds. It is national policy that funds can only be given to organizations that provide financial reports.&#160;Unfortunately, no prolife groups qualify, so money that is on hand will be returned and parish councils are asked to donate directly to local prolife endeavours.</p>
<p>Likewise, WUCWO did not supply the necessary financial information. Money will be returned to councils, and parish councils are asked to either donate directly to WUCWO or to specify donations to the &#8220;Endowment Fund&#8221; through national office.</p>
<p>CNEWA</p>
<p>The original goal of Velma&#8217;s Dream to assist children and youth in the Holy Land was surpassed, and donations are now welcomed for the new project to help pregnant women and infants.&#160;A partnership with the Sisters of Service to establish a foundation for women&#8217;s leadership was agreed to with the donation of $500,000 from the Sisters and a commitment of $500,000 from the League, beginning with $100,000 from League funds.</p>
<p>Watch for more news and information on these projects.</p>

<p>I am honored to be elected for the BC &amp;Yukon Provincial Council and even more so to be asked to be your new Spiritual Development Standing Committee Chairperson.</p>
<p>I became a member of the CWL in Mackenzie, BC in 1978 so I have been a member for 34 years. My Mother was CWL member and I saw how she loved the League so that is one of the reasons that I joined the League. I now live in Salmon Arm and have been married for 39 years. I have 4 children, and six grandchildren with another one on the way.</p>
<p>I have held many positions at the CWL parish levels and at the Diocesan level I was the Spiritual Development Chairperson as well I was President- Elect (Organization Chairperson), President and I am still the Past President of the Kamloops Dioceses.&#160;I work at our Parish as the Faith Formation For Children Coordinator, the RCIA Coordinator and Catechist, The Catholic Returning Home Coordinator and I run programs for Adult education. I also direct one of the Church Choirs and I help out at our parish CWL. I try to enjoy golfing, walking, curling and spending time with my family especially my grandchildren and friends in my spare time. For the last 3 years I have also had my Dad living in Salmon Arm so I also spent a lot of time with him.</p>
<p>I am very excited to be in this role and I hope that I will be able to give you some information that you can use.</p>
<p>As you well know The Year Of Faith inaugurated by Pope Benedict XVI will be celebrated from October 11, 2012 to November 24, 2013. Please refer to the five goals for promoting the New Evangelization in Margaret Ann&#8217;s communiqu&#233;.</p>
<p>Margaret Ann also suggests that you go to the website for resources available for the Year of Faith. Go to <a href="http://www.cccb.ca" target="_blank" class="liexternal">www.cccb.ca</a>, then What&#8217;s New, then Year of Faith, and finally access the link to the program. Under the heading Annus Fidei you will find recommendations for the Year of Faith where there are offerings for the universal church, episcopal conferences, diocesan level and parish/community/association/movements. This is where you will find practical suggestions that could be used to craft your program of activities. Under the heading We Believe, you will be able to access all of the documents to study during this year including a very interesting section on The Great Women of the Church.</p>

<p><em></em>I am introducing myself to you as your new BC &amp; Yukon Provincial Life Member Liaison.&#160; Our Provincial President Doreen Gowans phoned me and asked if I would take this on.&#160; Part of becoming a Life Member is saying <strong>yes</strong> to the call.&#160; I am sure with the help and support of all Life Members in the BC &amp; Yukon that we will achieve together a better understanding just what being a Life Member is all about and where we can be most useful in the League while educating the members in our own councils.</p>
<p>I realize that some of us are not able to attend meetings or conventions for various reasons. That being said, we are always in need of helpful prayer as we also will continue to pray for you.</p>
<p>I have received three communiqu&#233;s from our National Life Member Liaison Glenda Klein.&#160; I will highlight what I think is important for you to know at this time.</p>
<ul>
<li>Danielle McNeil-Hessain became our newest honorary life member at the end of the National Convention.</li>
<li>Penny Petersen Life Member of Calgary Alberta, a past president of the Military Vicariate died on July 30<sup>th</sup>.&#160;&#160; A mass card was sent on behalf of the Catholic Women&#8217;s League of Canada to her husband Bob Petersen.</li>
<li>Please pray for; John Clifford bother to sister Connie Parry, died in a para-gliding accident in BC.</li>
<li>Pray for the Joan Durand family with the passing of her husband on Sept 4<sup>th</sup> and with the subsequent death of Joan on September 6<sup>th</sup> 2012 .&#160; May they rest in peace.</li>
<li>Joan Chesser called Janice at National office to inform us that Suzanne Barrette from Granby, Quebec passed away.&#160; Please keep her family in your thoughts and prayers.</li>
</ul>
<p>Please keep me informed as to what the Life Members are doing in your diocese. We need to toot our horn.&#160; It would be nice if you happen to have a Life Member in your council to use her in the form of continuing education to not only the new but seasoned members as well.&#160; Things are always changing.&#160; One way for Life Members to be active is to ask their Parish President if we could inform the members&#160; to any new changes&#160; that have taken place in the National, Provincial or Diocesan Policy and Procedures Manuals that would affect their council.</p>
<p>I would like you to tell me what you think that we should be doing as Life Members to help our parish councils.&#160; Remember we are a team and there is no I in team.&#160;Would you be so kind as to send me a list of your Life Members in your Diocese and let me know if they are active in the League i.e. are they doing anything in their council to help with projects etc.&#160; I would also like to know the year that they became a Life Member.</p>

<p>Welcome to the new diocesan Resolution Chairpersons and welcome back to the rest, including the members from Whitehorse who are taking care of the resolution business.</p>
<p>Thank you to a member for sharing her information and action incentive on the ruling of Justice Smith re &#8220;Assisted Suicide&#8221; in June this year. I hope that you received this information and were able to act on it. The former national resolutions chair Ann Gorman had asked that members keep track of the number of letters written and responses received. I would like to keep this going. It is useful information for our annual reports.</p>
<p>We had a wonderful convention in Whitehorse and I want to thank their members for their hard work and great hospitality. Little did I know following the elections that I would become the next resolution chair. My return flight was booked early Sunday morning and I was sorry to miss the post convention meeting. I will give you my brief bio: I joined the League in 1985 in Lahr, Germany, where we had a military posting. I have a diverse working career in various areas in Canada and Germany. My husband was in the military for 32 years and we moved often. Since living in Chilliwack since 1994 I have been working as a Community Health Care Worker. At the CWL parish level I served as Communication Chair, Secretary, Organization Chair and President/Elect, President and Past President. At the diocesan level I served as Communication and Legislation Chairperson, and presently am the Past President. My husband and I have been married for 44 years. We have three adult children and four grandchildren. I like to travel (CWL Conventions!) and visit family in Victoria, Ottawa and North Carolina. I also enjoy walking, cycling, golfing, music and reading.</p>
<p>This is my first time being in charge of Resolutions and I have a great deal to learn. I must admit that the resolution discussions at the conventions have always interested me. I have great respect for members that have researched and written resolutions, even if a resolution is not accepted it educates us and brings awareness to our members.</p>
<p>I would like to congratulate and warmly welcome our new National Chairperson of Resolutions Shari Guinta from Ontario. Congratulations also go to Barbara Dowding from Vancouver as the new Organization Chair/President Elect at the national council.</p>
<p>2012 Resolutions &#8211; Provincial</p>
<p>Thank you to all who worked on the resolutions and to our former Resolution Chair Pat Deppiesse who did such a great job in the past two years and answers all my questions! Thank you to Lorraine Thibeault and the members from the Prince George Diocese for their resolution: &#8220;Dangers of UV Radioation &#8211; Regulation of Tanning Facilities&#8221;. Because the provincial government proposed regulations under the Public Halth Act that will ban the use of commercial indoor tanning beds for youth under age 18 across BC to take effect in Fall 2012 it was decided not to bring this resolution to the provincial convention at this time.</p>
<p>2012.01 Protection and Care of Sexually Exploited Children (Community Life) and 2012.02 Criminalization of the Purchasing of Sex and Protection of victims of Prostitution (Community Life). The first one is directed to our provincial government and the second was forwarded to the national council, where it was accepted with some minor changes.</p>
<p>2012 Resolutions &#8211; National</p>
<p>Two resolutions were passed: 2012.01 Criminalization of the Purchasing of Sexual Services submitted by BC &amp; Yukon and 2012.02 Employment Insurance Benefits for Adoptive Mothers submitted by Alberta. The first one urges the government &#8220;to strongly enforce the criminalization of the purchase of sexual services,&#8221; noting that such legislative measures in Sweden have significantly reduced prostitution and human trafficking. The other urges the federal government &#8220;to provide for an additional 15 weeks of Employment Insurance benefits for adoptive mothers &#8220;, the same level of benefits currently enjoyed by birth mothers. These resolutions will be posted on the national website and the League Magazine with their respective action plans.</p>
<p>My first task is to make the arrangements for the meeting with the provincial government this fall. I keep praying the &#8220;Prayer for Resolutions Chairpersons&#8221;, especially&#8230;help us to work with enthusiasm, patience and understanding, sharing the joy and strength we, as CWL members, can offer each other. May the tasks we share in the resolutions standing committee be a reflection of the love God alone can give&#8230;</p>

<p>Welcome back ladies to another CWL year! A special welcome to the new Legislation Chairperson,Trudy from Victoria Diocese. Legislation Chairpersons, when you write your communiques, please share them with all your diocesan counterparts.</p>
<p>I had the privilege of attending both the Provincial Convention in Whitehorse and the National Convention in Edmonton.</p>
<p>Two resolutions were passed at Provincial Convention: 1. Protection and Care of Sexually Exploited Children &#8211; to be addressed to the BC &amp; Yukon Governments only, read on the Prov. CWL website and 2. Criminalization of the Purchasing of Sexual Services &#8211; which was carried to the National Convention.</p>
<p>Resolution Chairperson, Pat Deppiesse had the ladies write letters to their MPs, during the Convention re Resolution &#8211; 2011.01 Prohibition of Practices re Human Reproductive Material, using the Letter Writing guide attached. Suggested action &#8211; Write to the Federal Gov&#8217;t. to prohibit any practices of altering, manipulation or treatment of genetic material that would result in the death of a human embryo or the combining of species or genetic selection. Send a copy to your local MP.</p>
<p>Excerpts from my Provincial Legislation report: 2004.01 &gt; Protection of Human Life Current Concern: from Brad Trost MP for Saskatoon-Humboldt, SK &#8220;At present, Canadian law states that a child becomes a human being only after the moment of complete birth. Remarkably, this legal definition is based on British Common Law from the 17th Century. It is vital that the Canadian definition of a human being should be determined with 21st Century medicine science, not 17th Century medical science or law. Member of Parliament Stephen Woodworth has put forward a Motion in Parliament (Motion 312) that recommends that Parliament form a special Parliamentary Committee to study Canada&#8217;s 400 year old definition of a human being and to report back to the House of Commons on the medical evidence it finds, and on options to deal with this archaic law. I encourage you to write or e-mail your Member of Parliament and ask him or her to support MP Stephen Woodworth&#8217;s Motion 312.&#8221;</p>
<p>Private Member&#8217;s Motion 312 Quote from Anne Marie Gorman, the new National Legislation Chairperson</p>
<p>&#8220;Resolution 1997.10 Amendment to the Canadian Human Rights Act and the Interpretations Act to Recognize the Child as a Human Being from Inception urges the federal government to amend the Canadian Human Rights Act and the Interpretations Act by defining a child as a human being from conception, with the right to life, liberty and security of person. A private member&#8217;s motion has been introduced, (Motion 312 &#8211; attached) asking that a special committee be appointed and directed to review the declaration in Subsection 223(1) of the Criminal Code which states that a child becomes a human being only at the moment of complete birth.</p>

<p>National Convention:</p>
<p>National Community Life Chairperson, Barb Dowding introduced Resolution 2012.01 Criminalization of the Purchasing of Sexual Services &#8211; with a few minor amendments to the Whereas clauses the resolution was passed. BC &amp; Yukon Prov. Council brought this resolution to the convention.</p>
<p>National Legislation Chairperson, Terri Scott introduced the Resolution 2012.02 Employment Insurance Benefits for Adoptive Mothers This resolution was also passed following some corrections to the grammar.</p>

<p>&#8220;The action plan asks members to &#8220;write letters to the prime minister, minister of human resources and skills development, minister of health and minister of finance with copies to your local member of parliament urging the federal government to provide equal Employment Insurance benefits to the mothers of biological newborns and adopted children alike&#8230;&#8230;&#8221;. If an adopted resolution is to have &#8220;teeth&#8221;, it is extremely important for members to write letters (one or more) urging the federal government to resolve to do the aforementioned. <p>As BC &amp; Yukon&#8217;s newest Provincial Past President I would like to welcome our two new Diocesan Past Presidents; Daisy Mah, Victoria &amp; Rose Sehn, Nelson Diocese. <p>Archives: What actually constitutes as archival? &#8220;For The Catholic Women&#8217;s League of Canada, archives are the complete records of the organization: minutes, accounts, correspondence, Constitution &amp; Bylaws, handbooks, manuals and all items used in the administrative work of the League are kept for reference or research.&#8221; This is taken from the CWL Handbook for Past Presidents. Archives are the responsibility of the Past President who is encouraged to have a sub-committee to help periodically review and select material of significant and lasting historic interest. Proper preservation and storage is of great importance for our archives as noted in our Handbook. The Past Presidents Handbook is a wonderful source of information that helps us not only better understand archiving, but all aspects of our position as Past President. ~ Each communiqu&#233; I write in these next two years I hope to delve further into the work of archiving, but in the meantime I recommend browsing through the Catholic Archivists Group website <a href="http://www.catholicarchivist.ca" target="_blank" class="liexternal">www.catholicarchivist.ca</a> it also has a wealth of information.</p>
<p>Constitution &amp; Bylaws: Bill C-4 An Act respecting not-for-profit corporations and certain other corporations of which the League falls under, will create some revisions or changes to our C&amp;B that need to be in effect by October 14, 2014. The proposed amendments will be presented for instructed vote at all levels of the League and need to be be approved by a two-thirds vote of the voting delegates. The instructed vote must be circulated to all councils at least six months before the annual national convention, therefore it is my understanding that by early spring, further information on the C&amp;B proposed amendments will have been sent to all councils at every level.</p>
<p>National Policy &amp; Procedure Manual: Any suggested changes to the National Manual of Policy &amp; Procedure need to be submitted to our National Past President,Velma Harasen by December 1, 2012 for review and recommendation at the national executive (of which our Provincial President, Doreen Gowans is a member). Velma reminds us in her first communique (August 23, 2012) that, &#8220;Policy and procedure manuals at all levels should be reviewed annually in order to keep them current.&#8221;</p>
<p>Provincial Per Capita Instructed Vote: This fall all councils will be receiving a Notice of Motion regarding an increase of provincial per capita. As Past Diocesan Presidents each of you have sat at the provincial table and know and understand the importance of the work being done at the provincial level. Therefore, since the provincial council has not had a per capita increase directed towards general revenue since 1990 and we are all very aware of the huge increases in the cost of living in the past 22 years, I pray that you will support this Notice of Motion and encourage councils to find fun and innovative means in which to raise funds without the per capita being a burden on our members. We need your help to promote growth within the League!</p>
<p>Catch the Fire: On August 16th approximately 20 of us from throughout BC &amp; the Yukon attended the national training day for Catch the Fire and we are now ON FIRE to share this experience with not only every CWL member, but with every Catholic woman!!! Stay tuned to a Catch the Fire nearest you and invite all the ladies of your parish to come and be set on Fire for the Lord. Let&#8217;s start a bonfire in the League!!!</p>

<p>I am very honoured to have been elected to the Provincial Council. I will do my best to pass on any information which I receive. I am a charter member in Mackenzie, BC and joined in 1972. I am the proud Mother of 4 children, 10 grandchildren, and 2 great grandchildren.</p>
<p>I am currently slated to do my 5th &#8220;Broken Circle&#8221; for PG Hospice Society. It is a 10-week program to help adult persons who have someone close to them pass away. This is such a worthwhile program to be involved in and to watch their progress through grief along with persons in the same circumstances.</p>
<p>I love to cook and sew and knit. I have the coach of the PG Cougars as a tenant and I trade cookies for their trips for hockey tickets to home games. As I have no one living at home and love to bake it seems a good trade to me and after the first season of doing so they now put in requests. The usual request is &#8220;Oreo Cookies&#8221; (original name was &#8220;Whoopie Pies&#8221;) but that did not seem very fitting for 15-20 year old boys. I also volunteer at my parish by counting collections and tidying hymnals each week. I took our local Lay Formation Program, which is a 2 year program in Faith studies. I have told our wonderful Bishop, I would love a refresher course.</p>
<p>My Motto has always been &#8220;Gratitude&#8221; how many times a day can you say &#8220;Thank you God&#8221; for the small things, green lights, a penny on the ground (which is, I think, a special prayer from God), the smell of lavender or a baby just out of the bath, a dishwasher, a good book, and so much more. I keep all our ill members and their families in prayer and I pray God&#8217;s Blessings on all our work for God and Canada. I look forward to working with you all.</p>
<p>Action Needed</p>
<p>The Canadian government is bringing to the floor on September 26, 2012, Motion 312, which is the vote on when they consider a fetus to be a human being. You can go to the website <a href="http://notyetborn.wordpress.com" target="_blank" class="liexternal">notyetborn.wordpress.com</a> for all the information. Also included on this website is a petition paper which you can download and it also has a link to COLF. We MUST write letters to our MPs as soon as possible. Petitions are great and the government certainly accepts them but personal letters hold MUCH more weight.&#8221; Other organizations Voices4Life and COLF are also urging support for this motion.</p>
<p>God Bless each of you for all you do for God and Canada and I pray we are successful in bombarding our MPs with letters.</p>

<p>As this is my first connection to you lovely ladies, I want to tell you a bit about myself.</p>
<p>I am a mother of 4, grandmother to 8, and great grandmother of 4. I have been a CWL member for 52 years. Yes, my mother was a long time member and made sure we 6 daughters were signed up as soon as possible. I grew up in Saskatchewan and moved to Kelowna, BC, 20 years ago, I belong to the parish of Holy Spirit, the smallest of the 7 catholic churches in our area. I am very active on our parish council. I love reading, travelling, visiting family, dancing and CWL.</p>
<p>We as Canadian women are lucky to be able to belong and have the opportunity to serve in this special organization.</p>
<p>The Catholic Health Association of BC presents Welcome Me As I Am, Understanding Mental Health Needs in Our Communities.This will be held Thursday September 20th, 2012 at the Executive Plaza Hotel, 405 North Rd., Coquitlam, BC. Registration for the day including lunch is $140.00. It starts at 9 am with Mass. Archbishop Michael Miller will be presiding. One in 5 Canadians will experience a mental illness in their life time. The remaining 4 will have a friend, family member or colleague who will. To register call 1-604-524-3427 or email smhouse@shawlink.ca.</p>
<p>On June 15th we were all shocked to learn that Justice Lynn Smith announced her decision on what is referred to as &#8220;the Carter case&#8221; that proposed to legalize assisted suicide. The BC Civil Liberties Association took the issue to the courts, despite the fact that Canada&#8217;s parliament has voted on this issue 3 times and each time the vote was defeated. Once again we must be ever vigilant about writing to MPs to let them know we are totally against this decision. We are happy to report that the government has filed an appeal. Plan to take the time NOW to call or write your MP with your concern.</p>
<p>To find current information go to www.parl.gc.ca, select English then on the centre of the opening page under House of Commons enter your postal code to find your MP.</p>
<p>You can also go to Government of Canada and follow to get the names of all MPs in Government and Opposition.</p>
<p>Just to give you a heads up I will be frequently asking for letter writing. I am a strong advocate of writing letters. It works!</p>
<p>By the way, welcome to new Education and Health chairpersons, and a big thank you to the three 2nd year chairs.</p>
<p>Having just returned from the National CWL Convention in Edmonton along with 901 other members and clergy, I am full of zeal and zest ready to go re CWL. It was great to be there.</p>
<p>We welcome Peggy Roche as the National Education and Health Chairperson; we wish her all the Blessings of God as she continues to serve in the CWL.</p>
<p>Thanks to everyone for your help and prayers as I start my new challenge in the league.</p>
