But the most recent data reports that more than one in five pregnancies end in an abortion. &lt;b&gt;America is better than this, so we will continue to work for a culture of life where a woman with an unplanned pregnancy knows there are caring people who will support her &lt;/b&gt;; where a pregnant teen can carry her child and complete her education; &lt;b&gt;where the dignity of both the mother and child is honored and cherished &lt;/b&gt;.&lt;br&gt; &lt;br&gt;&lt;b&gt;We aspire to build a society where each one of us is welcomed in life and protected in law &lt;/b&gt;. We haven&amp;#39;t arrived, but we are making progress. Here in Washington we passed good laws that promote adoption and extend legal protection to children who are born despite abortion attempts. We came together to ban the cruel practice of partial birth abortion. And in the past year we have prevented that landmark law from being rolled back.&lt;br&gt; &lt;br&gt;We&amp;#39;ve seen the dramatic breakthroughs in stem cell research that it is possible to advance medical science while respecting the sanctity of life. &lt;b&gt;Building a culture of life requires more than law; it requires changing hearts. And as we reach out to others and find common ground, we can see the glimmerings of a new America on a far shore. This America is rooted in our belief that in a civilized society, the strong protect the weak. This America is nurtured by people like you, who speak up for the weak and the innocent. Yet, as science brings us ever closer to unlocking the secrets of human biology, it also offers temptations to manipulate human life and violate human dignity. Our conscience and history as a Nation demand that we resist this temptation. With the right scientific techniques and the right policies, we can achieve scientific progress while living up to our ethical responsibilities.&lt;br /&gt;&lt;br /&gt;In 2001, I set forth a new policy on stem cell research that struck a balance between the needs of science and the demands of conscience. When I took office, there was no Federal funding for human embryonic stem cell research. Under the policy I announced 5 years ago, my Administration became the first to make Federal funds available for this research, but only on embryonic stem cell lines derived from embryos that had already been destroyed. My Administration has made available more than $90 million for research of these lines. This policy has allowed important research to go forward and has allowed America to continue to lead the world in embryonic stem cell research without encouraging the further destruction of living human embryos.&lt;br /&gt;&lt;br /&gt;H.R. 810 would overturn my Administration&#39;s balanced policy on embryonic stem cell research. If this bill were to become law, American taxpayers for the first time in our history would be compelled to fund the deliberate destruction of human embryos. Crossing this line would be a grave mistake and would needlessly encourage a conflict between science and ethics that can only do damage to both and harm our Nation as a whole.&lt;br /&gt;&lt;br /&gt;Advances in research show that stem cell science can progress in an ethical way. Since I announced my policy in 2001, my Administration has expanded funding of research into stem cells that can be drawn from children, adults, and the blood in umbilical cords with no harm to the donor, and these stem cells are currently being used in medical treatments. Science also offers the hope that we may one day enjoy the potential benefits of embryonic stem cells without destroying human life. Researchers are investigating new techniques that might allow doctors and scientists to produce stem cells just as versatile as those derived from human embryos without harming life. We must continue to explore these hopeful alternatives, so we can advance the cause of scientific research while staying true to the ideals of a decent and humane society.&lt;br /&gt;&lt;br /&gt;I hold to the principle that we can harness the promise of technology without becoming slaves to technology and ensure that science serves the cause of humanity. Bush is 53. (Applause.)&lt;br /&gt;&lt;br /&gt;The union of a man and woman in marriage is the most enduring and important human institution. For ages, in every culture, human beings have understood that marriage is critical to the well-being of families. And because families pass along values and shape character, marriage is also critical to the health of society. Our policies should aim to strengthen families, not undermine them. And changing the definition of marriage would undermine the family structure.&lt;br /&gt;&lt;br /&gt;America is a free society which limits the role of government in the lives of our citizens. In this country, people are free to choose how they live their lives. In our free society, decisions about a fundamental social institution as marriage should be made by the people. (Applause.)&lt;br /&gt;&lt;br /&gt;The American people have spoken clearly on this issue through their elected representatives and at the ballot box. In 1996, Congress approved the Defense of Marriage Act by large bipartisan majorities in both the House and the Senate, and President Clinton signed it into law. And since then, 19 states have held referendums to amend their state constitutions to protect the traditional definition of marriage. In every case, the amendments were approved by decisive majorities with an average of 71 percent. (Applause.)&lt;br /&gt;&lt;br /&gt;Today, 45 of the 50 states have either a state constitutional amendment or statute defining marriage as a union of a man and a woman. These amendments and laws express a broad consensus in our country for protecting the institution of marriage. The people have spoken. Unfortunately, this consensus is being undermined by activist judges and local officials who have struck down state laws protecting marriage and made an aggressive attempt to redefine marriage.&lt;br /&gt;&lt;br /&gt;Since 2004, state courts in Washington and California and Maryland and New York have ruled against marriage laws. Last year, a federal judge in Nebraska overturned a state constitutional amendment banning same-sex marriage, an amendment that was approved by 70 percent of the population. And at this moment, nine states face lawsuits challenging the marriage laws they have on the books.&lt;br /&gt;&lt;br /&gt;Some argue that defining marriage should be left to the states. The fact is, state legislatures are trying to address this issue. (Applause.) But across the country, they are being thwarted by activist judges who are overturning the expressed will of their people. And these court decisions can have an impact on our whole nation.&lt;br /&gt;&lt;br /&gt;The Defense of Marriage Act declares that no state is required to accept another state&#39;s definition of marriage. If that act is overturned by the courts, then marriage recognized in one city or state may have to be recognized as marriages everywhere else. That would mean that every state would have to recognize marriage as redefined by judges in, say, Massachusetts or local officials in San Francisco, no matter what their own state laws or their state constitutions say.&lt;br /&gt;&lt;br /&gt;This national question requires a national solution. And on an issue of such profound importance, that solution should come not from the courts, but from the people of the United States. (Applause.) An amendment to the Constitution is necessary because activist courts have left our nation with no other choice. When judges insist on imposing their arbitrary will on the people, the only alternative left to the people is an amendment to the Constitution, the only law a court cannot overturn.&lt;br /&gt;&lt;br /&gt;The constitutional amendment that the Senate will consider this week would fully protect marriage from being redefined. It will leave state legislatures free to make their own choices in defining legal arrangements other than marriage. A constitutional amendment is the most democratic process by which our country can resolve this issue. In their wisdom, our founders set a high bar for amending the Constitution. An amendment must be approved by two-thirds of the House and the Senate, and then ratified by three-fourths of the 50 state legislatures. This process guarantees that every state legislature and every community in our nation will have a voice and a say in deciding this issue. (Applause.)&lt;br /&gt;&lt;br /&gt;A constitutional amendment would not take this issue away from the states, as some have argued. It would take the issue away from the courts and put it directly before the American people. (Applause.)&lt;br /&gt;&lt;br /&gt;As this debate goes forward, every American deserves to be treated with tolerance and respect and dignity. (Applause.) On an issue of this great significance, opinions are strong and emotions run deep. And all of us have a duty to conduct this discussion with civility and decency toward one another. All people deserve to have their voices heard and a constitutional amendment will ensure that they are heard. (Applause.)&lt;br /&gt;&lt;br /&gt;I appreciate you taking an interest in this fundamental issue. It&#39;s an important issue for our country to debate and to resolve. Next week, the United States Senate will begin debate on a constitutional amendment that defines marriage in the United States as the union of a man and woman. On Monday, I will meet with a coalition of community leaders, constitutional scholars, family and civic organizations, and religious leaders. They&#39;re Republicans, Democrats, and independents who&#39;ve come together to support this amendment. Today, I want to explain why I support the Marriage Protection Amendment, and why I&#39;m urging Congress to pass it and send it to the states for ratification. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Marriage is the most enduring and important human institution, honored and encouraged in all cultures and by every religious faith. Ages of experience have taught us that the commitment of a husband and a wife to love and to serve one another promotes the welfare of children and the stability of society. Marriage cannot be cut off from its cultural, religious, and natural roots without weakening this good influence on society. Government, by recognizing and protecting marriage, serves the interests of all. &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;In our free society, people have the right to choose how they live their lives. (Laughter.) &lt;br /&gt;&lt;br /&gt;When I first came out here and saw how comfortable these chairs looked, I was a little worried you thought I might be giving quite a long speech. (Laughter.) &lt;br /&gt;&lt;br /&gt;I&#39;m so thrilled to be here with the cardinals of the church. Cardinal McCarrick I know is here, and Cardinal Bevilacqua -- must make you feel good to see there&#39;s not a slice of bacon around. (Laughter and applause.) My spirits are always uplifted when I&#39;m in the presence of Their Excellencies, and it&#39;s great to see you both. &lt;br /&gt;&lt;br /&gt;I&#39;ve been looking forward to this breakfast, but I&#39;ve got to tell you, I was slightly concerned when I saw the draft of the program went like this: &quot;We will mark the conclusion of the President&#39;s speech with the hymn, &#39;Now Thank We All Our God.&#39;&quot; (Laughter.) &lt;br /&gt;&lt;br /&gt;Laura sends her love and her best. I want to thank the leadership of the National Catholic Prayer Breakfast for having me, and, more importantly, having this chance for all to worship together. &lt;br /&gt;&lt;br /&gt;I appreciate so very much the Chief Justice joining us. I&#39;m proud you&#39;re here, Chief Justice. (Applause.) I haven&#39;t got to the best part of the family yet. (Laughter.) And Jane. (Applause.) &lt;br /&gt;&lt;br /&gt;Secretary Nicholson, I appreciate you being here. Jim Nicholson and Suzanne, as you might recall, he was our Ambassador to the Vatican, and he did a fantastic job. (Applause.) &lt;br /&gt;&lt;br /&gt;Other members of the administration, thanks for coming. Don&#39;t tarry too long. (Laughter.) Get back to work. (Laughter.) &lt;br /&gt;&lt;br /&gt;Looking around, I see members of the United States Senate -- Santorum; members of the House of Representatives. Thank you all for coming. Proud you&#39;re here. Thanks for taking time out of your day. (Applause.) Smith, Beauprez, Lungren, I can&#39;t -- I don&#39;t dare name them all. &lt;br /&gt;&lt;br /&gt;We needed a hopeful moment for this world of ours. It&#39;s a time when more people have a chance to claim &lt;strong&gt;freedom that God intended for us all&lt;/strong&gt;. It&#39;s also a time of great challenge. In some of the most advanced parts of our world, some people no longer believe that the desire for liberty is universal. Some people believe you cannot distinguish between right and wrong. The Catholic Church rejects such a pessimistic view of human nature -- (applause) -- and offers a vision of human freedom and dignity rooted in the same self-evident truths of America&#39;s founding. &lt;br /&gt;&lt;br /&gt;This morning we ask God to guide us as we work together to live up to these timeless truths. When our founders wrote the Declaration of Independence, they called liberty an unalienable right. An unalienable right means that freedom is a right that no government can take away because freedom is not government&#39;s to give. (Applause.) &lt;br /&gt;&lt;br /&gt;Freedom is a gift from the Almighty because it is -- and because it is universal, our Creator has written it into all nature. To maintain this freedom, societies need high moral standards. And the Catholic Church and its institutions play a vital role in helping our citizens acquire the character we need to live as free people. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;In the last part of the 20th century, we saw the appeal of freedom in the hands of a priest from Poland. When Pope John Paul II ascended to the chair of St. Peter, the Berlin Wall was still standing. His native Poland was occupied by a communist power. And the division of Europe looked like a permanent scar across the continent. Yet Pope John Paul told us, &quot;Be not afraid,&quot; because he knew that an empire built on lies was ultimately destined to fail. By reminding us that our freedom and dignity rests on truths about man and his nature, Pope John Paul II set off one of the greatest revolutions for freedom the world has ever known. &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Pope John Paul has now been succeeded by one of his closest friends and colleagues, Pope Benedict XVI. Pope Benedict, when he was a Cardinal, and recently -- when he was a Cardinal, Laura and I had a chance to meet him, and recently she went back to Rome to see him again. He was such a gracious host, wonderfully kind man. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Like his predecessor, Pope Benedict understands that the measure of a free society is how it treats the weakest and most vulnerable among us. In his Christmas homily, the Pope noted that the Savior came to earth as a &quot;defenseless child,&quot; and said that the splendor of that Christmas shines upon every child, born and unborn. (Applause.) Here in the United States, we work to strengthen a culture of life, through many state and federal initiatives that expand the protections of the unborn. These initiatives reflect the consensus of the American people acting through their elected representatives, and we will continue to work for the day when every child is welcome in life and protected in law. (Applause.)&lt;/strong&gt; &lt;br /&gt;&lt;br /&gt;I appreciate the leading role that the Catholic faith-based organizations play in our nation&#39;s armies of compassion. (Applause.) And one of the many ways that Catholic faith-based organizations serve their neighbors is by welcoming newcomers and helping them become good citizens. (Applause.) &lt;br /&gt;&lt;br /&gt;This nation of ours is having an important debate about immigration, and it is vitally important that this debate be conducted in a civil tone. I believe that the American Dream is open to all who work hard and play by the rules, and that America does not have to choose between being a compassionate society and a society of law. (Applause.) &lt;br /&gt;&lt;br /&gt;An immigration system that forces people into the shadows of our society, or leaves them prey to criminals is a system that needs to be changed. (Applause.) I&#39;m confident that we can change -- change our immigration system in ways that secures our border, respects the rule of law, and, as importantly, upholds the decency of our country. (Applause.) As the Congress continues this debate, its members must remember we are a nation of immigrants. And immigration has helped restore our soul on a regular basis. (Applause.) &lt;br /&gt;&lt;br /&gt;In this young century, our nation has been called to great duties. I&#39;m confident we&#39;ll meet our responsibilities so long as we continue to trust in God&#39;s purposes. During our time in the White House, Laura and I have been blessed by the prayers of countless Americans, including many in this room. It&#39;s really an amazing country where people walk up to you, say, Mr. President, I pray for you -- expecting to say, Mr. President, I&#39;d like a bridge. (Laughter.) But instead, they say, I pray for you and your family. It uplifts us, and I want to thank you for that from the bottom of our hearts. &lt;br /&gt;&lt;br /&gt;I ask for your prayers again, that our nation may always be an inspiration to those who believe that God made every man, woman and child for freedom. Bush to push for comprehensive immigration legislation in a March 23 White House meeting.&lt;br /&gt;&lt;br /&gt;Denver Archbishop Charles J. Chaput, who was one of three religious leaders at the session, told &lt;a href=&quot;http://www.catholicnews.com/data/stories/cns/0601697.htm&quot;&gt;Catholic News Service&lt;/a&gt; afterward that the president voiced support for policies that reflect the goals of the Catholic bishops&#39; Justice for Immigrants campaign and their concerns about pending legislation.&lt;br /&gt;&lt;br /&gt;&quot;If Congress handled things the way that meeting was handled,&quot; with its spirit of cooperation and respect for a wide range of immigration-related concerns, &quot;we&#39;d be in good shape,&quot; Archbishop Chaput said.&lt;br /&gt;&lt;br /&gt;The Senate was scheduled to resume consideration of proposals for immigration changes the last week of March.&lt;br /&gt;&lt;br /&gt;Bush has intermittently pushed for comprehensive immigration reform since his first year in office, but the White House has until recently kept some distance from the ongoing debate in Congress. A bill that passed in the House in December deals only with enforcement, including some provisions that the Catholic Church and others strongly oppose, such as criminalizing the act of aiding illegal immigrants.&lt;br /&gt;&lt;br /&gt;Earlier in March the Senate Judiciary Committee began discussing a wide range of possible legislation, including bills that mirror the House version. Some Senate bills&#39; enforcement provisions stop short of criminalizing those in the country illegally. They also include provisions that would permit illegal immigrants to apply to regularize their status, allow for the admission of temporary workers and make it easier for families to be reunited.&lt;br /&gt;&lt;br /&gt;Senate Majority Leader Bill Frist, R-Tenn., was pushing for a bill to come to the Senate floor by the end of March.&lt;br /&gt;&lt;br /&gt;Archbishop Chaput said the president is very aware of the complications of trying to pass a law that meets security and employment needs, and that deals fairly with a population of 12 million illegal immigrants, some of whom have been in the United States for 20 years and some who are newly arrived.&lt;br /&gt;&lt;br /&gt;While Bush didn&#39;t throw his support behind any particular version of legislation, Archbishop Chaput said everyone in the meeting, including the president, &quot;was very enthusiastic about making sure that the debate is not taken over by extremists.&quot;&lt;br /&gt;&lt;br /&gt;In remarks to the press after the private meeting, Bush said that in addition to enforcing borders, part of the plan should include a guest worker program that encourages immigrants to register with the U.S. government, &quot;so that we know who they are.&quot; Such a plan &quot;says to them, &#39;If you&#39;re doing a job an American won&#39;t do, you&#39;re welcome here for a period of time to do that job,&#39;&quot; Bush said.&lt;br /&gt;&lt;br /&gt;Bush urged members of Congress and others who &quot;like to comment on this issue to make sure the rhetoric is in accord with our traditions.&quot;&lt;br /&gt;&lt;br /&gt;&quot;When we conduct this debate it must be done in a civil way,&quot; he said.&lt;br /&gt;&lt;br /&gt;One of the leading House proponents of tightening border controls and criminalizing the act of being in the country illegally is Rep. Tom Tancredo, a Colorado Republican. The decision has abortion advocates hopping mad. On his first day as president in 2001, Bush signed an executive order prohibiting taxpayer funds from being used to pay for or promote abortions in other nations. He later expanded what is known as the Mexico City Policy to cover all State Department funding. During that time, President Bush froze the level of family planning funding at $425 million annually -- the amount funded in the last year of the Clinton administration. That was done as federal funding of most other budget areas increased. Yet I believe we share one thing in common: We&#39;re united in our dedication to peace and tolerance and humility before the Almighty. We&#39;re a nation founded by men and women who came to these shores seeking to worship the Almighty freely. From these prayerful beginnings, God has greatly blessed the American people, and through our prayers, we give thanks to the true source of our blessings.&lt;br /&gt;&lt;br /&gt;&lt;span style=&quot;font-weight: bold;&quot;&gt;Americans remain a prayerful people today. I know this firsthand. I can&#39;t tell you the number of times out there traveling our country, people walk up, total strangers, and say, Mr. President, I&#39;m praying for you and your family. You are equally American if you&#39;re a Hebrew -- a Jew or a Christian or Muslim. You&#39;re equally American if you choose not to have faith. It is important America never forgets the great freedom to worship as you so choose. (Applause.)&lt;br /&gt;&lt;br /&gt;What I&#39;ve found in our country, that whatever our faith, millions of Americans answer the universal call to love your neighbor just like you&#39;d like to be loved yourself. Over the past five years, we&#39;ve been inspired by the ways that millions of Americans have answered that call. In the face of terrorist attacks and devastating natural disasters here and around the world, the American people have shown their faith in action again and again. After Katrina, volunteers from churches and mosques and synagogues and other faith-based and community groups opened up their hearts and their homes to the displaced. We saw an outpouring of compassion after the earthquake in Pakistan and the tsunami that devastated entire communities. We live up to God&#39;s calling when we provide help for HIV/AIDS victims on the continent of Africa and around the world.&lt;br /&gt;&lt;br /&gt;In millions of acts of kindness, we have seen the good heart of America. Bono, the true strength of this country is not in our military might or in the size of our wallet, it is in the hearts and souls of the American people. (Applause.)&lt;br /&gt;&lt;br /&gt;I was struck by the comment of a fellow who was rescued from the Gulf Coast and given shelter. He said, &quot;I didn&#39;t think there was so much love in the world.&quot; This morning we come together to recognize the source of that great love. We come together before the Almighty in prayer, to reflect on God&#39;s will, to seek His aid, and to respond to His grace.&lt;br /&gt;&lt;br /&gt;I want to thank you for the fine tradition you continue here today.
