“We are looking at a classic spring market in Clark County, with activity picking up across the board and listings moving faster, when they’re priced right. Price growth has smoothed and the affordability index, while still not where we would want to see it, has stabilized which is making the market more predictable for both buyers and sellers. We need more listings and more housing opportunities in the median sales price range where there’s lots of competition for listings, especially if we want Clark County to continue to be an attractive destination for new businesses and new residents, and to retain those who are already here.”

“Clark County’s housing market is showing encouraging year-over-year strength, with double-digit increases in new listings, pending sales, and closed sales compared to February 2025. While price growth has moderated compared to the volatility of the early 2020s, that stabilization is bringing a welcome level of predictability back to the market for both buyers and sellers.

One metric we’re watching closely is average total market time, which has been trending upward since summer 2025 and reached 94 days in February—about three months. With interest rates remaining higher, buyers have less flexibility when making offers. As a result, accurate pricing at the time of listing has become even more important for sellers.

“Early signs show that 2026 is heading towards balanced market territory. While some of the slowdown in closed sales can be attributed to the usual cooling in the winter market, we are seeing a large jump in new listings both month-over-month and year-over-year. 
 
This is a welcome sign for buyers, who have waded through years of a low inventory market and are now looking at a little more than four months of inventory on the market, with total market time sitting just above 90 days. For both sides of a deal, heading into the transaction with a clear head and realistic expectations is going to be paramount. • NAR releases a statement on institutional real estate investors in response to recent statements made by President Trump. The quote is attributable to Shannon McGahn, NAR Executive Vice President and Chief Advocacy Officer. NAR Calls for Federal Incentives to Spur Investor Sales 

Regarding institutional buyers: 

At the national level, the share of residential purchases made by corporations, companies, and LLCs has remained relatively stable over the past decade, averaging around the mid-teens. After falling during the early pandemic period, investor participation rose in 2021 and peaked in 2022 at 17.1%, before easing in 2023 and 2024. The 2024 reading of 15.7% is broadly in line with pre-pandemic norms, suggesting that institutional activity has cooled from its peak but not surged beyond historical ranges. 

A key distinction in the data is the role of LLCs, which account for the majority of entity purchases. When purchases by corporations and companies only are isolated, the national share falls to 3.2% in 2024, underscoring that large, institutional buyers represent a much smaller portion of total market activity than headline figures sometimes imply. 

Washington State institutional buyer data:  

•  Share of Residential purchases (Corporations, Companies, LLCs): 10.9% 

• Share of Residential purchases (Corporations, Companies): 1.5% 

• Court to hear oral arguments in Sitzer-Burnett settlement appeal 

A panel of appellate judges Wednesday will hear arguments in support of and in opposition to the March 2024 Sitzer-Burnett settlement. Both the plaintiffs and defendants in that case, including NAR, will argue that the settlement should stand. Importantly, the settlement-required practice changes on broker compensation remain in place.

• EPA to begin enforcement of stricter lead-based paint rules 

The Environmental Protection Agency’s enforcement of penalties went into effect Monday, Jan. 12 under the revised “Renovation, Repair and Painting (RRP) Rule” designed to protect against lead-based paint hazards. Property managers who engage in renovation and repair of residential properties on behalf of the owner and fail to comply with the updated standard could face costly lawsuits, project shutdowns, future insurance denial, and fines of up to $40,000 per violation.

“We closed out 2025 with positive momentum in the market, with double digit closed sales growth and price resilience. New listings and median sale price both showed moderate year-over-year increases, suggesting that the market may be balancing out from its frenzied peak. While inventory remains below balanced levels at 2.8 months, total market time is at 83 days – showing that there’s more balanced negotiating power in recent months.” notes 2026 CCAR President Anthony Stroud. 

“Demand is shifting towards the $400,000 – $600,000 price range, with higher-priced sub-markets such as Camas, Bush Prairie/Hockinson, and Ridgefield continuing to outperform the market at large. With constrained inventory, modest price growth, and improving buyer optionality, the market is entering 2026 positioned for balance rather than volatility, contingent on rate trajectory and listing supply.”

Here’s what CCAR President Amy Wells had to say about the October market:

“We’re seeing a bit of a settling in the market as the summer and fall selling season wraps up. To some extent, this is expected, and we will really need to see the year end numbers after December to make any clear pronouncements about where the market could be headed. 

One thing that is different this year compared to the past though is how steady inventory has been. We have ended the last three months – August, September, and October, with 3.6 months of inventory on the market in each month. In 2023 and 2024, we saw more noticeable fluctuations from month to month. This is partly explained by the increase in total market time – listings on average are taking longer to move – and that there has been more listings on the market all year long than in the prior two years. 

It remains to be seen how the rest of the year plays out. Lower interest rates may bring some relief, but that could be counter-balanced by economic uncertainty due to a variety of factors heading into year end. “Even as the weather is starting to get colder, the market continues to show signs that the ‘lock in effect’ may be starting to thaw. We’re seeing slight – but consistent – increases year-over-year in closed sales and overall inventory levels vs 2024, and the market seems to have settled in at around three and a half months of inventory. Historically that’s still low, but it’s a lot better than what we were looking at in 2023. 
 
What this suggests is that despite persistently high interest rates and economic uncertainty, life finds a way. People end up needing to move for a variety of reasons, a growing family, looking to downsize, or finding the house of their dreams, and we’re starting to see a willingness for some to move on from a loan with historically low rates to find their next home that fits their needs better.”

Here’s what CCAR President Amy Wells had to say about the August market:

“As we close out the summer market in Clark County, we are seeing a gradual shift towards a more balanced market that’s moving at a slower pace than we have become accustomed to over the last five years or so. New listings are increasing year over year when we compare August 2025 to August 2024, and a 3.3% increase in new listings when we compare the first eight months of this year to last year. 
 
One of the big things to note from this past month is the increase in market time to 62 days, an increase of 13 days over July. It’s important to have realistic expectations when you’re entering the market as a buyer or seller: it’s definitely not 2021 out there any more. Sixty two days, or just over two months, is still a very quick moving market in historic context, but it is a significant shift from the lightning-fast market of the post-COVID years.
