vide order dated 05.06.2020 and stated that the applicants of thirteen similar OAs are held entitled to grant of Dress Allowance and if any recovery has been made, the same may be refunded to the relevant individuals involved in these cases.&lt;/p&gt;&lt;p&gt;The responsibility to implement Hon’bie CAT Chandigarh order is of concerned administrative Ministry/Department/Organization where the Govt. servant/servants is serving or served last, after getting legal opinion of Govt. Counsel. The actual payment of such revised disability pension would be payable only w.e.f. 01.01.2006. AICPIN Consumer Price Index for Industrial Workers (CPI-IW) for June, 2020&lt;br /&gt;
&lt;br /&gt;
The Labour Bureau, an attached office of the M/o Labour &amp;amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the country. The index is compiled for 78 centres and All-India and is released on the last working day of succeeding month. The index for the month of June, 2020 is being released in this press release.&lt;br /&gt;
&lt;br /&gt;
The All-India CPI-IW for June, 2020 increased by 2 points and stood at 332 (three hundred and thirty two). On 1-month percentage change, it increased by (+) 0.61 per cent between May and June, 2020 compared to (+) 0.64 per cent increase between corresponding months of previous year.&lt;br /&gt;
&lt;br /&gt;
The maximum upward pressure in current index came from Food group contributing (+) 1.65 percentage points to the total change. At item level, Rice, Groundnut Oil, Fish Fresh, Goat Meat, Poultry (Chicken), Milk (Buffalo), Brinjal, Cauliflower, Green Coriander Leaves, Potato, Tomato, Refined Liquor, Cooking Gas, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Wheat Atta, Arhar Dal, Garlic, Onion, Arum, Coconut, Lady’s Finger, Lemon, Mango, Kerosene Oil, etc., putting downward pressure on the index.&lt;br /&gt;
&lt;br /&gt;
At centre level, Jharia recorded the maximum increase of 9 points. Among others, 8 points increase was observed in 3 centres, 7 points in 2 centres, 6 points in 3 centres, 5 points in 7 centres, 4 points in 12 centres, 3 points in 7 centres, 2 points in 10 centres and 1 point in 12 centres. On the contrary, Ranchi-Hatia recorded the maximum decrease of 8 points. Among others, 3 points decrease was observed in 5 centres, 2 points in 2 centres and 1 point in 1 centre. Rest of 12 centres’ indices remained stationary.&lt;br /&gt;
&lt;br /&gt;
The indices of 31 centres are above All-India Index and 45 centres’ indices are below national average. The indices of Chhindwara and Jalandhar centres remained at par with All-India Index.&lt;br /&gt;
&lt;br /&gt;
Year-on-year inflation based on all-items stood at 5.06 per cent for June, 2020 as compared to 5.10 per cent for the previous month and 8.59 per cent during the corresponding month of the previous. year. Similarly, Food inflation stood at 5.49 per cent against 5.88 per cent of the previous month and 5.47 per cent during the corresponding month a year ago.&lt;br /&gt;

The recommendations of 7th CPC on allowances were accepted by Government with 34 modifications as per Ministry of Finance’s Resolution No. 11-1/2016-IC dated 06.07.2017 which was also adopted by Ministry of Railways and orders regarding various allowances admissible to Indian Railway personnel were issued by Railway Board.&lt;br /&gt;
&lt;br /&gt;
In this regard, an Office Memorandum had been issued by Ministry of Finance in accordance with Para 8.2.5 of the Report of the 7th CPC wherein it was mentioned that any-allowance not mentioned in the Report (and hence not reported to the Commission), shall cease to exist immediately. This order shall apply mutatis mutandis in Ministry of Railways also.&lt;br /&gt;
&lt;br /&gt;
In this regard, it is advised that payment of any allowance not mentioned in 7th Central Pay Commission’s Report or Ministry of Finance’s Resolution dated 06.07.2017 shall be stopped with immediate effect and any payment that has been made inadvertently, recovery may also be made w.e.f. 01.07.2017/ date of such payment being made. Further, if any such allowance is required to be restored, a detailed self contained proposal, containing suitable functional justification along with expected financial implications may be forwarded to the concerned Directorate in Railway Board after the same being concurred by Associate Finance of the concerned Railway and approval of Competent Authority for further processing in consultation with Ministry of Finance as mandated in their resolution dated 06.07.2017.&lt;br /&gt;

I am directed to refer to the relevant provisions for recording of PAR under the AIS(PAR) Rules, 2007 as amended, including also the provisions regarding the reporting I reviewing / accepting authorities to record PAR not after one month of their retirement and also to this Department’s letters of even number dated 27.03.2020 and 30.03.2020.&lt;br /&gt;
&lt;br /&gt;
In view of the pandemic caused by the spread of COVID 19 and the consequent nation-wide Iockdown extended from time to time, AIS officers are involved in various activities relating to management and control of the pandemic, continuance of essential services and maintenance of law and order etc. Further, most of the government offices, except those involved in essential services and law and order, are working with skeletal staff strength. In the light of Exigent situation, the timelines for online generation of PAR, and submission of self-appraisal, recording of comments by reporting/reviewing / accepting authorities and also retired/retiring government officers were extended vide this Departments’ letter of even number dated 27.03.2020 and 30.03.2020.&lt;br /&gt;
&lt;br /&gt;
In view of the continuance of the restrictions imposed due to spread of COVID 19, it would still be practically difficult for the AIS officers to either submit their self-appraisal or to record the PAR for the year 2019-2020 as reporting / reviewing I accepting authority within extended timelines. To overcome this, it has now been decided with the approval of competent authority, to further revise the existing cut-off dates prescribes for self-appraisal, reporting, reviewing and acceptance of PAR in respect of AIS officers for the year 2019-2020, in relaxation of Rule 4 A(1), Rule 5(1) read with Schedule 2 of the AIS (PAR) Rules, 2007 as amended, so as to give sufficient time to each authority, as indicated below:-&lt;br /&gt;
&lt;br /&gt;
Extension of timelines for recording of PAR for the year 2019-20 in respect of AIS officers&lt;br /&gt;
It has also been decided with the approval of Competent Authority, that irrespective of their date of retirement, the reporting/reviewing / accepting authorities, retiring from 29.02.2020 to 31.12.2020 shall be allowed to record PAR for the year 2019-2020 beyond the extended timeline on one month after their retirement and as per the revised timeline mentioned in para 3 above in relaxation of Rule 7A of AIS (PAR) Rules, 2007 as amended.&lt;br /&gt;
&lt;br /&gt;
Further, it may cause a burden on healthcare system as well as risk to AIS officers to get medical examination done for submitting mandatory summary of Medical Report with self-appraisal, therefore, with the approval of competent authority it has also been decided to delink the submission of summary of medical report from recoding and completion APAR for the year 2019-2020 in respect of AIS officers. Also, it has been decided to extend the timeline for conduct of Annual Medical Examination and thereafter submitting the summary of Medical Report for the Par year 2019-2020 for a further period up to 31.12.2020.&lt;br /&gt;
&lt;br /&gt;
Notwithstanding anything contained herein, no remarks may be recorded after 31st December 2020 in the PAR of AIS officers for the PAR year 2019-2020, in accordance with the 2nd proviso of the AIS (PAR) Rules, 2002 as amended.&lt;br /&gt;

Reporting of death cases due to COVID-19 for&amp;nbsp; compensation of Rs.10 Lakh for i.r.o GDS and all Postal Employees&lt;br /&gt;
3. GDS Employee will be eligible only once for financial grant at Para No.1 above.&lt;br /&gt;

4. The amount may be sanctioned from Circle Welfare Fund for GDS and CPMG will be the Competent Authority / Sanctioning Authority.&lt;br /&gt;

5. The amount should be sanctioned after duly scrutinizing and verifying all supporting documents like Doctor’s Prescription, Medial Bills etc.&lt;br /&gt;

6. Circles have sufficient fiends in Citric Welfare Fund for GDS as per their closing balance for the year 2019-20. In case any additional funds are required in the GDS Welfare fund (when circle do not have sufficient fund in GDS Welfare fund), matter may be taken up with Directorate at the earliest.&lt;br /&gt;

Implementation of Government decision on 7th CPC’s recommendations on Night Duty Allowance (NDA).&lt;br /&gt;
Consequent upon the decision taken by the Government on the recommendations made by the 7th Central Pay Commission on the subject of Night Duty Allowance, the following instructions are being issued in supersession of this Department’s O.M.s No. 12012/4/86-Estt.(Allowances )dated 04.10.1989 and OM No.15020/2/92- Estt.(Allowances) dated 05 .05 .1994 [Read This Post : 7th CPC Recommendation for Night Duty Allowance ]&lt;br /&gt;
&lt;br /&gt;
(i) Wherever the working hours have been arrived at after taking into account the night weightage factor, no further compensation may be admissible.&lt;br /&gt;
&lt;br /&gt;
(ii) Night Duty will be defined as duty performed between 22:00 hours and 6:00 hours&lt;br /&gt;
&lt;br /&gt;
(iii) A uniform weightage of 10 minutes shall be given for every hour of night duty performed.&lt;br /&gt;
&lt;br /&gt;
Ceiling of basic Pay for Night Duty Allowance in 7th CPC&lt;br /&gt;
(iv) The ceiling of basic pay for entitlement of Night Duty Allowance shall be Rs. 43600/- per month.&lt;br /&gt;
&lt;br /&gt;
(v) The hourly rate of NDA equal to [(BP+DA)/200] will be paid and the basic pay and DA for the calculation of NDA rates shall be the basic pay and DA prevalent as per 7th CPC.&lt;br /&gt;
&lt;br /&gt;
(vi) This formulation will extend to all employees across all Ministries/ Departments who were already in receipt of NDA.&lt;br /&gt;
&lt;br /&gt;
(vi) The amount of NDA will be worked out separately for each employee depending upon the basic pay the concerned employee is drawing on the date of performing the night duty. The existing practice for giving same rate of NDA to all employees with a particular Grade Pay should be discontinued.&lt;br /&gt;
&lt;br /&gt;
(vii) A certificate should be given by the supervisor concerned that Night Duty is essential.&lt;br /&gt;
&lt;br /&gt;
2.The above instructions will be applicable with effect from 1st July 2017&lt;br /&gt;

2. The Chairperson welcomed all the participants. Opening the discussions, Secretary (HFW) thanked all central government employees who have been working tirelessly during the ongoing COVID pandemic to keep moving the work of Government. She also outlined the steps taken by the Ministry of Health &amp;amp; Family Welfare (MoHFW) regarding treatment and care of both Non-COVID and COVID positive patients during the pandemic period. After a brief round of introduction, Joint Secretary (CGHS) briefed about the agenda items raised by Staff Side and these items were taken up one by one for discussion.&lt;br /&gt;

At the outset, Shri Shiva Gopal Mishra, Secretary, National Council expressed his gratitude towards Secretary (HEW) for holding this Meeting at a short notice as well as proactively taking decisions for the benefit of central government employees. This is to inform you that in spite of your&lt;br /&gt;
instructions to all the Chief Secretaries&lt;br /&gt;
of the State Governments, even now some&lt;br /&gt;
of the Private hospitals, especially CGHS&lt;br /&gt;
empanelled private hospitals are refusing&lt;br /&gt;
to give medical treatment to the Central Govt.&lt;br /&gt;
employees. The CGHS empanelled Hospital&lt;br /&gt;
whichever is at present giving treatment for&lt;br /&gt;
other diseases is insisting that before admitting&lt;br /&gt;
the patient for treatment, the patient have to&lt;br /&gt;
undergo COVID-19 tests and for that purpose&lt;br /&gt;
the hospital are charging almost Rs.10,000, which&lt;br /&gt;
include the testing charges and the PPE charges&lt;br /&gt;
both for the patients and for the care taker.&lt;br /&gt;
At present, there is no provision for reimbursement&lt;br /&gt;
of this COVID-19 test charges either under the&lt;br /&gt;

2020 have issued instructions that&lt;br /&gt;
Considering the guidelines for&lt;br /&gt;

individuals, the CGHS beneficiaries are&lt;br /&gt;
permitted to purchase medicines based&lt;br /&gt;
on the prescription already with them.&lt;br /&gt;
However this benefit has not been&lt;br /&gt;
extended to CS (MA) beneficiaries.&lt;br /&gt;
Majority of the Defence Civilian Employees&lt;br /&gt;
are governed under CS (MA) Rules.&lt;br /&gt;
Therefore it is requested that the CS (MA)&lt;br /&gt;
beneficiaries also may be permitted to&lt;br /&gt;
procure medicine from the local Pharmacy&lt;br /&gt;
and to reimburse the same with the existing&lt;br /&gt;

Nationwide lockdown as a preventive&lt;br /&gt;
measure against the spread of COVID-19&lt;br /&gt;
Virus some of the CGHS recognized the&lt;br /&gt;
hospitals are refusing for giving treatment&lt;br /&gt;
to the Central Govt. Employees including&lt;br /&gt;
Defence Civilian employees. Some of the&lt;br /&gt;
Hospitals are admitting the patients with the&lt;br /&gt;
conditions that they will not be given&lt;br /&gt;
cashless treatment and that they should&lt;br /&gt;
deposit the treatment charges in&lt;br /&gt;
advance, in case they want medical attention.&lt;br /&gt;
You will appreciate when the whole country&lt;br /&gt;
is in crisis and the medical community is&lt;br /&gt;
struggling to save human beings from the&lt;br /&gt;
COVID-19 Virus, we fail to understand how&lt;br /&gt;
these corporate hospitals are refusing to treat&lt;br /&gt;
the Govt. Employees and their families.&lt;br /&gt;
Therefore it is requested that you may kindly&lt;br /&gt;
intervene in the matter and necessary instructions&lt;br /&gt;
may please be issued to all the CGHS empanelled&lt;br /&gt;
hospitals to compulsorily give medical treatment to&lt;br /&gt;
all the central government employees and pensioners&lt;br /&gt;
by extending the Cashless treatment facilities.&lt;br /&gt;

Staff Side requested the Ministry to make arrangement for the supply of immunity boosting drugs/ medicines to the beneficiaries.&lt;br /&gt;
&lt;br /&gt;
JS(CGHS) informed the Staff side that there are number of AYUSH dispensaries under CGHS and the beneficiaries may avail the services of these dispensaries to obtain such immunity boosting Homeopathy / Ayurveda formulations.&lt;br /&gt;
&lt;br /&gt;
(b) Extension of Health Insurance facility under COVID-19 to all central government employees.&lt;br /&gt;
&lt;br /&gt;
Staff side requested that the insurance scheme under COVID-19 provided to Health Care workers by the Ministry of Health &amp;amp; Family Welfare be extended to all central government employees.&lt;br /&gt;
&lt;br /&gt;
On this, the chairperson apprised the Staff side that this is beyond the purview/ mandate of this Ministry.&lt;br /&gt;
&lt;br /&gt;
(c) Different food charges levied by Railways empanelled hospitals&lt;br /&gt;
&lt;br /&gt;
Staff side members raised the issue of different food charges being levied by Railways empanelled hospitals.&lt;br /&gt;
&lt;br /&gt;
On this, the chair assured Staff side members that this issue would be forwarded to Ministry of Railways for action as deemed fit.&lt;br /&gt;
&lt;br /&gt;

8 The adjustment claim is submitted within 30 days from the date of completion of return journey.&lt;br /&gt;
&amp;nbsp;9 Prefer separate claims for Self and Family if moves have taken place on different dates. If claim for any family member will be submitted at latter date mention the same.&lt;br /&gt;

13 The Officer and his dependant family members can travel from duty station to home town once in year.&lt;br /&gt;

15 Officer and family members can travel on different dates, however return journey of family members should be completed within six months only.&lt;br /&gt;
&lt;br /&gt;
16 Home town declared by the officer at the time of commissioning is treated as his declared home town, if the same has been changed get it notified through DO part II.&lt;br /&gt;
&lt;br /&gt;
17 Journey up to the home town has to be shown( may be under own arrangement) in the claim if same differs from NRS/ nearest Air Port for which claim has been preferred.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;LTC to Any where in India 177 B&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
18 The Officer and spouse &amp;amp; children can travel from duty station to any station in India once in alternate year in which LTC to home town is not availed.&lt;br /&gt;

19 LTC under 177B is not admissible to parents and other dependent family members.&lt;br /&gt;
&lt;br /&gt;
20 Officer and spouse &amp;amp; children can travel at different dates in batches but all the members have to visit the same station only. Return journey of family members must be within six months.&lt;br /&gt;
&lt;br /&gt;
21 Officers posted in field area can travel from their duty station to visit station and their family members can travel from SPR/hometown to visit station.&lt;br /&gt;
&lt;br /&gt;
22 Journey performed by circular routes is not admissible. Officer has to choose one destination and LTC is admissible from duty station to that destination by direct shortest route only.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;LTC to Officer posted in field area 177C&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
23 The Officer posted in field area and not residing with the family are entitle to avail LTC 177 C from their duty station to home/SPR in addition to LTC 177A or 177B.&lt;br /&gt;

24 The LTC is not admissible to those Officers who have been allotted Govt Accommodation at field unit and are residing with the families.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;LTC in lieu of Home Town&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
25 Officers and their family members may avail LTC in lieu of home town to visit any place in NER / Andaman &amp;amp; Nicobar / Jammu &amp;amp; Kashmir by forgoing home town LTC of that year.&lt;br /&gt;

26 Officers whose home town and place of posting is the same are not allowed to avail this LTC.&lt;br /&gt;

27 Similarly Officers who are serving in field area and their families are residing at home town, family of these are officers are not allowed to avail this LTC, as family do not have title for home town LTC.&lt;br /&gt;
&lt;br /&gt;
28 Journey can be undertaken to J &amp;amp; K, NER, A&amp;amp;N by private airlines however fare will be restricted to LTC 80 fares only. Provisions of purchase of a ticket from authorised agent / Air Line are not relaxed.&lt;br /&gt;

GENERAL GUIDELINES&lt;/div&gt;
&lt;br /&gt;
In supersession of all the guidelines governing admissions in Kendriya Vidyalayas that have been issued in the past, the following guidelines are issued to regulate admissions in the Kendriya Vidyalayas with effect from the academic session 2020-21 &amp;amp; onwards. These guidelines are not applicable to Kendriya Vidyalayas located abroad.&lt;br /&gt;
&lt;br /&gt;
DEFINITIONS&lt;br /&gt;
Unless the context suggests otherwise, the definition of the following terms used in these guidelines would be as below: –&lt;br /&gt;
&lt;br /&gt;
(i). CENTRAL GOVERNMENT EMPLOYEES: An employee who is regular (i.e. an employee working on that post sanctioned by the Government in substantive capacity) and draws his emoluments from the Consolidated Fund of India.&lt;br /&gt;
&lt;br /&gt;
(ii). TRANSFERABLE: An employee who has been transferred at least once in the preceding 7 years shall be deemed to be transferable.&lt;br /&gt;
&lt;br /&gt;
(iii). TRANSFER: An employee would be treated as transferred only if he/ she has been transferred by the competent authority from one place/urban agglomeration to another place/urban agglomeration which is at a distance of at least 20 Kms. and minimum period of stay at a place should be six months.&lt;br /&gt;
&lt;br /&gt;
(iv). AUTONOMOUS BODIES / PUBLIC SECTOR UNDERTAKINGS:&lt;br /&gt;
&lt;br /&gt;
Organizations which are fully financed by the government or where the government share is more than 51 per cent would be deemed to be autonomous bodies/ public sector undertakings.&lt;br /&gt;
&lt;br /&gt;
(v). SINGLE GIRL CHILD: Single Girl Child means the only child i.e. only girl child to the parents, with no other siblings.&lt;br /&gt;
&lt;br /&gt;
PRIORITIES IN ADMISSION IN KENDRIYA VIDYALAYAS&lt;br /&gt;
The following priorities shall be followed in granting admissions in Kendriya Vidyalayas: –&lt;br /&gt;
&lt;br /&gt;
(A) KENDRIYA VIDYALAYAS UNDER CIVIL/DEFENCE SECTOR:&lt;br /&gt;
&lt;br /&gt;
1.Children of transferable and non-transferable Central government employees and children of ex- servicemen. This will also include children of Foreign National officials, who come on deputation or transfer to India on invitation by Govt. of India.&lt;br /&gt;
&lt;br /&gt;
2.Children of transferable and non-transferable employees of Autonomous Bodies / Public Sector Undertaking/Institute of Higher Learning of the Government of India.&lt;br /&gt;
&lt;br /&gt;
3.Children of transferable and non-transferable State Government employees.&lt;br /&gt;
&lt;br /&gt;
4.Children of transferable and non-transferable employees of Autonomous Bodies/ Public Sector Undertakings/Institute of Higher Learning of the State Governments.&lt;br /&gt;
&lt;br /&gt;
5.Children from any other category including the children of Foreign Nationals who are located in India due to their work or for any personal reasons. The children of Foreign Nationals would be considered only in case there are no Children of Indian Nationals wait listed for admission.&lt;br /&gt;
&lt;br /&gt;
Note: Preference in Admission to wards will be based on the number of transfers of the parents in the last 7 years.&lt;br /&gt;
&lt;br /&gt;
KENDRIYA VIDYALAYAS UNDER PUBLIC SECTOR UNDERTAKINGS/ INSTITUTES OF HIGHER LEARNING&lt;br /&gt;
1.Children and grandchildren of employees of the Project Sector/Institutes of Higher Learning which are the sponsors of the Vidyalaya, Children of Project employees &amp;amp; Post Graduate students who are working on long term research projects, Children of regular Council of Wardens (COW) employees and children and grandchildren of retired employees.&lt;br /&gt;
&lt;br /&gt;
Note: Preference in Admission will be given to children of serving employees, grand children of serving employees and children and grandchildren of retired employees in that order.&lt;br /&gt;
&lt;br /&gt;
2.Children of transferable and non-transferable Central government employees and children of ex- servicemen. This will also include children of Foreign National officials, who come on deputation or transfer to India on invitation by Govt. of India.&lt;br /&gt;
&lt;br /&gt;
3.Children of transferable and non-transferable employees of Autonomous Bodies/Public Sector Undertaking/Institute of Higher Learning of the Government of India.&lt;br /&gt;
&lt;br /&gt;
4.Children of transferable and non-transferable State Government employees.&lt;br /&gt;
&lt;br /&gt;
5.Children of transferable and non-transferable employees of Autonomous Bodies/ Public Sector Undertakings/Institute of Higher Learning of the State Governments.&lt;br /&gt;
&lt;br /&gt;
6.Children from any other category including the children of Foreign Nationals who are located in India due to their work or for any personal reasons. The Children of Foreign Nationals would be considered only in case there are no children of Indian Nationals waitlisted for admission.&lt;br /&gt;
&lt;br /&gt;
Note: Preference in Admission to wards will be granted based on the number of transfers of the parents in the last 7 years.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Eligible Age for Admission in KV School for 2020-21&lt;/b&gt;&lt;br /&gt;
Eligible Age for Admission in KV School for 2020-21 Academic year as per KV admission guidelines is given below&lt;br /&gt;
&lt;br /&gt;
A Child must be 5 years old as on 31st March in the academic year in which admission is sought for Class I. (Child born on 1st April should also be considered.)&lt;br /&gt;
&lt;br /&gt;
A. The minimum and maximum age limit for admission in Kendriya Vidyalayas in various classes is given below: (Child born on 1st April should also be considered.)&lt;br /&gt;

B. There is no age restriction for admission to Class XI provided the student is seeking admission in the year of passing Class X examination. Similarly, there will be no upper &amp;amp; lower age limit for admission to class XII provided there has been no break in the continuous study of the student after passing class XI.&lt;br /&gt;
&lt;br /&gt;
CLASS STRENGTH AND COMPETENT AUTHORITIES FOR ADMISSION&lt;br /&gt;

RESERVATIONS IN KV SCHOOL ADMISSION&lt;br /&gt;
&lt;br /&gt;
A. SCHEDULED CASTE, SCHEDULED TRIBE AND OTHER BACKWARD CLASSES CATEGORY&lt;br /&gt;
&lt;br /&gt;
15% seats for Scheduled Caste, 7.5% seats for Scheduled Tribes and 27% seats for Other Backward Classes (OBC-NCL) shall be reserved in all fresh admissions in all Kendriya Vidyalayas.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;B. DIFFERENTLY ABLED CATEGORY&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
3% seats of total available seats for fresh admission will be horizontally reserved for Differently Abled-children as per the provisions of RTE Act, 2009.&lt;br /&gt;
&lt;br /&gt;
Read in conjunction with Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;ADMISSION WITH KV TRANSFER CERTIFICATE INCLUDING LOCAL TRANSFER (TC).&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
(i). Admission of children with KV TC will be automatic (over and above Class Strength) if the parent has been transferred from one station to another. When the class strength reaches 55, the efforts should be initiated to open additional sections.&lt;br /&gt;
&lt;br /&gt;
(ii). Defence personnel and Para-military Forces who shift their families to a station of their choice whenever they are transferred to some non-family areas or posted in Naxal affected areas, can admit their children on KV TC in a KV located at the station where they will keep their family.&lt;br /&gt;
&lt;br /&gt;
(iii). In all other cases where transfer of the parent is not involved, the admission with KV TC would be done only with the prior approval of the Deputy Commissioner of the region concerned.&lt;br /&gt;
&lt;br /&gt;
(iv). All cases of local transfer on KV TC will be done with the approval of DC concerned on merit.&lt;br /&gt;
&lt;br /&gt;
(v). A student with KV TC may also be permitted in project KVs only up to class strength of 45 with the prior concurrence of Chairman, VMC. Beyond this no admission on KV TC would be done in project schools. However, Deputy Commissioner of the region is empowered to allow admission in the project/nearest KV in extremely deserving cases.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;STUDENTS OF N.I.O.S / STATE BOARDS / ICSE FOR ADMISSION IN CLASS XI IN KENDRIYA VIDYALAYAS&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
The students of State Boards/ICSE/NIOS may be considered for admission in class XI if vacancies exist.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;FRESH ADMISSION IN KV FOR CLASS X AND XII&lt;/b&gt;&lt;br /&gt;
Fresh admissions to class X &amp;amp; XII, other than KV students, will be entertained subject to availability of vacancies. Such admissions to class X and XII will be considered by the Deputy Commissioner of the Region concerned, only if, the average strength in class X/XII is below 40. This will further be subject to the following conditions:&lt;br /&gt;
&lt;br /&gt;
(i) The child has been in the same course of studies i.e. in a CBSE-affiliated school.&lt;br /&gt;
&lt;br /&gt;
(ii) For Class X, the child must have obtained not less than 55% marks in aggregate in class IX.&lt;br /&gt;
&lt;br /&gt;
(iii) For admission to class XII, 55% marks in class XI examination is mandatory.&lt;br /&gt;
&lt;br /&gt;
(iv) The child should otherwise be eligible as per KVS admission guidelines.&lt;br /&gt;
&lt;br /&gt;
(v) The combinations of subjects opted by the student are available in Kendriya Vidyalayas.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;ADMISSION OF CHILDREN STUDYING ABROAD SEATS&lt;/b&gt;&lt;br /&gt;
A KV Student, who went abroad with his parents on their deputation to a foreign country, will be admitted to corresponding class on their return to India by the Principal of Kendriya Vidyalaya, where admission is being sought (such admissions will be over and above the class strength)&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;ADMISSION FOR VACANT SEATS IN KENDRIYA VIDYALAYA&lt;/b&gt;&lt;br /&gt;
In case seats remain vacant after 30th June as the case may be, in the year of admission, Deputy Commissioner of the Region is empowered to allow admissions up to the prescribed strength as per priorities in admission up to 31st July.&lt;br /&gt;
&lt;br /&gt;
Note: In case of any issue related to the interpretation of Admission Guidelines, the decision of Commissioner KVS, will be final.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Documents required for KV Admission 2020-21&lt;/b&gt;&lt;br /&gt;
• For Class I, certificate of proof of age in the form of a birth certificate issued by the authority competent to register births. This will include certificates from Notified Area Council / Municipality / Municipal Corporation extract about the date of birth from records of Village Panchayat, Military Hospital and service records of Defence personnel. For other classes, the date of birth recorded in the transfer certificate issued by a school recognized by the State Education Department would be accepted. The original certificate of date of birth should be returned to the parent after verification. Admissions up to class-VIII may be granted without any school transfer certificate provided the child is otherwise eligible and his birth certificate has been issued by a Govt. body.&lt;br /&gt;
&lt;br /&gt;
• For grandchildren of Hon’ble Member of Parliament and PSU employees a proof of relationship of either of the child’s parents with the Hon’ble Member of Parliament or PSU employees would be needed.&lt;br /&gt;
&lt;br /&gt;
• For grandchildren of KVS employee a proof of relationship of either of the child’s parent with the KVS employee (serving or retired) would be required.&lt;br /&gt;
&lt;br /&gt;
• A certificate that the child belongs to the Scheduled Caste/Scheduled Tribe/EWS/OBC (Non-Creamy Layer)/BPL wherever applicable, issued by the Competent Authority in concerned State Government/Union Government. The certificate in respect of either of the parents may be accepted initially, for the purpose of admission, if this certificate is not available for the child. However, the certificate in respect of the child has to be submitted within a period of 03 months from the date of admission.&lt;br /&gt;
&lt;br /&gt;
• A certificate from the civil surgeon/rehabilitation centre or any other competent authority defined by the Government of India O.M. No. 36035/5/88/Estt. (sct) dated 4.5.1999 certifying the child is handicapped, wherever applicable. In case, where the handicap of the child can be visually seen by the Principal, the child may be accepted as handicapped even without a certificate. However, the parent may be advised to obtain the relevant certificate from the Competent Authority and submit the same to the school.&lt;br /&gt;
&lt;br /&gt;
• A service certificate showing the number of transfers during the preceding 7 years duly signed and stamped by the head of office bearing the name, designation and other relevant particulars in block letters.&lt;br /&gt;
&lt;br /&gt;
• A certificate of retirement for uniformed Defence employees.&lt;br /&gt;
&lt;br /&gt;
• Proof of Residence.&lt;br /&gt;
&lt;br /&gt;
Note:&lt;br /&gt;
&lt;br /&gt;
(i) Mere registration will not confer a right to admission.&lt;br /&gt;
&lt;br /&gt;
(ii) Incomplete application forms shall normally be rejected. In case vacancies remain, Principal may allow completion of the form later at his/her discretion.&lt;br /&gt;
&lt;br /&gt;
(iii) Admission secured on the basis of any wrong certificate shall be cancelled by the Principal forthwith and no appeal against such action of the Principal shall be entertained.&lt;br /&gt;
&lt;br /&gt;
(iv) When a child is registered for admission in class I in a Kendriya Vidyalaya but, before declaration of the selection list, his parent is transferred to another station, the child should be deemed to have been registered for admission in the Kendriya Vidyalaya at the station of posting even if the last date of registration at that place has expired. The registration form in original is transferred to the Kendriya Vidyalaya of new place of posting and a photo copy of the same be retained in the school where the child was initially registered.&lt;br /&gt;
&lt;br /&gt;
(v) In respect of Category I, II, III and IV admissions, the veracity of the Certificates submitted by the parents in proof of their service must be invariably verified by the Principal.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Selection Method of Admission for Class I in KV for 2020-2021&lt;/b&gt;&lt;br /&gt;
Out of the available seats of fresh admission 25% shall be reserved for Right To Education (Hereafter referred to as ‘RTE’), 15% shall be reserved for SC, 7.5% shall be reserved for ST and 27% seats shall be reserved for “OBC- Non Creamy Layer”. (Hereafter referred to as “OBC-NCL”)&lt;br /&gt;
&lt;br /&gt;
After admission of students under RTE Act followed by Differently Abled (Hereafter referred to as ‘DA’), the children belonging to Cat-1 will be taken up. The students admitted under Cat-1 will also include SC/ST/OBC-NCL. Similarly, after admission of Cat-1, admission of Cat-2 will be taken up which will include SC/ST/OBC-NCL (up to Cat-3 in case of Project/IHL School)&lt;br /&gt;
&lt;br /&gt;
The shortfall in the number of candidates on seats reserved for SC, ST and OBCNCL will be worked out after considering the number of SC/ST/OBC-NCL children admitted under RTE quota and Priority Cat-1 and Cat-2.&lt;br /&gt;
&lt;br /&gt;
The reservation norms shall be applicable within approved class strength 40 students per section&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;RTE 25% : 10 seats&lt;/b&gt;&lt;br /&gt;
&lt;b&gt;SC 15% : 06 seats&lt;/b&gt;&lt;br /&gt;
&lt;b&gt;ST 7.5% : 03 seats&lt;/b&gt;&lt;br /&gt;
&lt;b&gt;OBC 27% : 11 seats&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
(3% seats for the differently-abled applicant would be reserved horizontally)&lt;br /&gt;
&lt;br /&gt;
The sequence of conduct of lottery by each Kendriya Vidyalaya for Admission 2020-21&lt;br /&gt;
After closing of process of registration, the sequence of conduct of lottery by each Kendriya Vidyalaya will be as under:&lt;br /&gt;
&lt;br /&gt;
(a) RTE Lottery&lt;br /&gt;
(b) All DA Lotteries&lt;br /&gt;
(c) CAT I&lt;br /&gt;
(d) CAT II&lt;br /&gt;
(e) SC&lt;br /&gt;
(f) ST&lt;br /&gt;
(g) OBC&lt;br /&gt;
(h) CAT III&lt;br /&gt;
(i) CAT IV&lt;br /&gt;
(j) CAT V&lt;br /&gt;
(k) CAT VI (If applicable)&lt;br /&gt;
(l) Single Girl Child (Hereafter referred to as ‘SGC’)&lt;br /&gt;
&lt;br /&gt;
The following sequence is to be adopted for the fresh admissions to Class-I in Kendriya Vidyalayas from the academic session 2020-21 and onwards.&lt;br /&gt;
&lt;br /&gt;
(I) First Lot: 10 seats (out of 40 seats) in Class I per section are to be filled as per RTE Provisions (25% of seats) and these 10 seats will be filled by draw of lots from all applications of SC/ST/EWS/BPL/OBC (Non-Creamy Layer) /Differently abled taken together who are the resident of Neighbourhood.&lt;br /&gt;
&lt;br /&gt;
(II) Second Lot: Lottery for Differently Abled candidates of SC/ST/OBCNCL/Unreserved is to be conducted as per Priority Category.&lt;br /&gt;
&lt;br /&gt;
(III) Third Lot: Remaining seats (after deducting RTE and Differently Abled applicants, if any) will be filled as per the existing Priority Category of Cat-1 and Cat-2 (Cat-1 to Cat-3 in case of Project/IHL KV) only up to the sanctioned strength or till all the registered candidates from Cat-1 and Cat-2 (Cat-1 to Cat-3 in case of Project/IHL KV) is filled.&lt;br /&gt;
&lt;br /&gt;
(IV) Fourth Lot: – The total number of SC/ST/OBC-NCL will be counted from the admitted summary of RTE, DA, Cat-1 and Cat-2 (Cat-1 to Cat-3 in case of Project/IHL KV) admissions done till third phase. Thereafter, the shortfall in the seats reserved for SC/ST/OBC-NCL, if any, shall be covered by admitting SC/ST/OBC-NCL applicants as per the order of priorities of admission, irrespective of sanctioned strength.&lt;br /&gt;
&lt;br /&gt;
(V) Fifth Lot: – After all these processes, if sanctioned strength is not filled and seats are vacant, applicants from Priority Cat-3 (Cat-4 in Project/IHL KV) onwards will be taken up for admission as per existing priority list for unreserved seats only.The unfilled leftover reserved seats of RTE/SC/ST/OBC (NCL) should be kept vacant.&lt;br /&gt;
&lt;br /&gt;
(VI) Filling of leftover vacant reserved seats, in case adequate number of candidates registered online are not available: For filling unfilled quota of reserved seats for RTE/SC/ST/OBC, a separate advertisement is to be given, in the month of April, as per schedule of Admission by the concerned Kendriya Vidyalaya, for offline registration of the candidates belonging to that particular category only to fill the shortfall of reservation quota. The candidates thus registered offline may be admitted based on their Priority Category to fulfil the shortfall of reservation quota. Even after going through the above exercise, if these seats remain vacant, then the following procedure may be adopted:&lt;br /&gt;
&lt;br /&gt;
(a) In no case the seats reserved as per RTE will be de-reserved.&lt;br /&gt;
&lt;br /&gt;
(b) In case of vacant seats of SC/ST: SC/ST seat should be filled after interchanging the seat as per the availability of registered candidates from the available SC/ST social category priority list i.e. vacant SC seats may be filled with ST or vice versa, only if total SC and ST candidates admitted taken together fall short of total reserved seats of SC and ST taken together. This aggregation may be obtained by counting all the admitted SC and ST candidates of all the categories e.g. in a single section KV total SC and ST seats are 9 (6 SC + 3 ST). Now suppose 8 SC and 1 ST is already admitted and there are no more ST candidates available to admit, in this case these 2 seats of ST will not be given to SC as already 9 SC/ST candidates have been admitted. Clarification: OBC seats cannot be interchanged with SC/ST or RTE.&lt;br /&gt;
&lt;br /&gt;
(c) In case of vacant seat of OBC:&lt;br /&gt;
&lt;br /&gt;
(i) Within the sanctioned strength: After going through the process mentioned in para 4(vi) still reserve seats for OBC (NCL) are unfilled, it may be filled with remaining wait listed eligible candidates from Priority Categories within approved class strength.&lt;br /&gt;
&lt;br /&gt;
(ii) Over and Above the Sanctioned Strength: No action is to be taken.&lt;br /&gt;
&lt;br /&gt;
(d) The definition/eligibility criteria of Disadvantaged Group/Weaker Section/BPL/OBC (Non-creamy layer) will be as per the notification of the concerned State Governments. (The DC KVS RO Concerned may issue guidelines regarding BPL/EWS as per the latest notification of the concerned State Governments).&lt;br /&gt;
&lt;br /&gt;
(e) Admission test will not be conducted for Class I.&lt;br /&gt;
&lt;br /&gt;

Sub: Instructions regarding timely release/ payment of Gratuity (DCRG) for avoiding payment of interest on delayed payment of Gratuity – reg.&lt;br /&gt;
Sir,&lt;br /&gt;
&lt;br /&gt;
Of late, it has come to the notice of BSNL Corporate Office that in many cases different Courts of f Law have directed UOI/BSNL for payment of&amp;nbsp; interest on delayed payment of Gratuity ( DCRC) to the applicant, which have resulted in huge financial burden on BSNL. These cases had been caused due to unnecessary delay in releasing/ payment of Gratuity ( DCRG) to the employees by the Circles.&lt;br /&gt;
&lt;br /&gt;
2 . In this regard, it is intimated that in case of retirement of an employee, Gratuity (DCRG) is to be released/ paid immediately to the retired employee. As per GOl Decision (2) under Rule 68 of CCS ( Pension) Rules, 1972 , where the payment of DCRG has been delayed beyond three months from the date of retirement, an interest at the rate applicable to GPF deposits is to be paid to retired / dependants of deceased Government servants. However, of late it has been observed that various Telecom Circles of BSNL are withholding/ delaying the release/ payment of Gratuity on the pretext of pendency of disciplinary proceedings against the concerned BSNL employee, citing instructions given vide Rule 9 of CCS (Pension) Rules, 1972 .&lt;br /&gt;
&lt;br /&gt;
3. In this regard, it is intimated that as per Rule 9 of CCS (Pension) Rules, 1972, the President reserves the right of withholding a pension or gratuity, or both, either in full or in part, or withdrawing a pension in full or in part, whether permanently or for a specified period , and or ordering recovery from a pension or gratuity of the whole or part of any pecuniary loss caused to the Government , if, in any departmental or judicial proceedings, the pensioner is found guilty of grave misconduct or negligence during the period of service. However , as per GOI Decision (6) under Rule 9 of CCS ( Pension) Rules, 1972, minor penalty proceedings have no effect on pension . Further, various instructions under GOI Decision (10) under CCS ( Pension) Rules, 1972 clearly explains the situations under which pension/gratuity cannot be withheld.&lt;br /&gt;
&lt;br /&gt;
4 . It may be seen from the above that the main purpose of withholding pension and/ or gratuity is for recovering pecuniary loss caused to the Government/BSNL. Hence, withholding the Gratuity in the cases should be done judiciously and as per the provisions of rules only and not as a matter of routine.&lt;br /&gt;
&lt;br /&gt;
5. Further, it has been observed in many instances that the concerned Circles are not taking up the matters immediately with the BSNL Corporate Office, where the decision of the Courts of Law have gone against the Government/ BSNL in the cases involving BSNL employees. Had the Circles taken up the matters immediately with the BSNL Corporate Office, appropriate remedial measures could have taken/appropriate instructions could have been issued on the matter.&lt;br /&gt;
&lt;br /&gt;
6. Accordingly, it has been decided that in the cases where any Court of Law directs for payment of interest on delayed payment of Gratuity, action might be taken for recovery of the said amount from the Officers/ Officials responsible for the delayed release/ payment of Gratuity, in addition to initiation of disciplinary action against them.&lt;br /&gt;
&lt;br /&gt;
7. Hence, All Heads of Telecom Circles/ Other Administrative Units/ Cadre Controlling Authorities in BSNL Corporate Office are requested to release/ pay the Gratuity (DCRG) to the retired employee, without any delay. Further, the Circles arc requested to take up the matter immediately with the BSNL Corporate Office, where the decisions of the Courts of Law have gone against the Government/ BSNL in the cases involving BSNL employees.&lt;br /&gt;

CGHS rates for treatment at private healthcare organizations empanelled under CGHS in view of the COVID-19 Pandemic&lt;br /&gt;
&lt;br /&gt;
With reference to the above mentioned subject the undersigned is directed to state that in view of the current Corona Virus Disease (COVID-19) Pandemic this Ministry is in receipt of representations seeking clarifications and guidelines regarding rates applicable for treatment in private healthcare organizations empanelled under CGHS. This matter has been reviewed by the Ministry and it is now decided to issue guidelines and rates for treatment / investigations at private healthcare organizations empanelled under CGHS as per the details given under&lt;br /&gt;
&lt;br /&gt;
a) CGHS rates for treatment for COVID-19 in private empanelled hospitals in respect of CGHS beneficiaries in a City shall be as per the package rates prescribed by the concerned State Government. In case no such rates have been prescribed by the State Government in any CGHS City, the rates prescribed by Govt. of NCT Delhi shall be applicable, till rates are notified by the concerned State Government.&lt;br /&gt;
&lt;br /&gt;
b) For non COVID related treatment in private hospitals empanelled under CGHS the Normal CGHS package rates shall be admissible CGFIS beneficiary shall undergo COV/0.19 test as per the approved rate before elective treatment procedure.&lt;br /&gt;
&lt;br /&gt;
c) For treatment, .ender emergency — the patient shalt be treated in Isolation ward till the COVID-19 test results is not available and rates as per isolation ward rates for one day shall be applicable.&lt;br /&gt;
&lt;br /&gt;
If the beneficiary is COVID-19 negative, he/ she shall be shifted to normal wards and normal CGHS rates will be applicable and if COVID-19 positive, he/she shall be under treatment’ in COVID ward and prescribed rates shall be applicable.&lt;br /&gt;
&lt;br /&gt;
d) COVID test shall be permitted as per ICMR guidelines, and CGHS rate shall be as per the rates fixed by concerned State Government or actual, whichever may be less. If State Government has not notified such rates in any CGHS City, the rates prescribed by ICMR are applicable till rates are notified by State Government.&lt;br /&gt;
&lt;br /&gt;
It is once again reiterated that all CGHS empanelled hospitals which are notified as COVID-Hospitals by State Governments shall provide treatment facilities to CGHS beneficiaries as per the CGHS norms and as per the rates prescribed above , for all COVID related treatments.&lt;br /&gt;
&lt;br /&gt;
Similarly, it is again reiterated that all the CGHS empanelled hospitals, which are not notified as COVID Hospitals shall not deny treatment facilities / admission to CGHS beneficiaries and shall charge as per CGHS norms, for all other treatments. Suitable action shall be taken in case of violation of the guidelines.&lt;br /&gt;
&lt;br /&gt;
CGHS empanelled healthcare organizations shall perform the treatment / test on Cashless basis in respect of pensioners. etc.. and submit the bills to CGHS through UTI-ITSL The reimbursement for the cast of expenditure on the test at approved rate shall be reimbursed by concerned Ministry / Department / Organization in respect of serving employees and beneficiaries of Autonomous Bodies.&lt;br /&gt;

These orders come into effect from the date of issue till further orders.&lt;br /&gt;

Extension of EPF contribution 24% – Cabinet approves the proposal to extend the EPF contribution 24% (12% employees share and 12% employers share) for another three months from June to August 2020 under PMGKY/AATMANIRBHAR BHARAT&lt;br /&gt;

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today has given its approval for extending the contribution both 12% employees’ share and 12% employers’ share under Employees Provident Fund, totaling 24% for another 3 months from June to August, 2020, as part of the package announced by the Government under Pradhan Mantri Garib Kalyan Yojana (PMGKY)/ Aatmanirbhar Bharat in the light of COVID-19, a Pandemic.&lt;br /&gt;
&lt;br /&gt;
This approval is in addition to the existing scheme for the wage months of March to May, 2020 approved on 15.04.2020. The total estimated expenditure is of Rs.4,860 crore. Over 72 lakh employees in 3.67 lakh establishments will be benefitted.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Salient Features:&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;The salient features of the proposal are as under:&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
For the wage months of June, July and August, 2020, the scheme will cover all the establishments having upto 100 employees and 90% of such employees earning less than Rs. 15,000 monthly wage.&lt;br /&gt;
About 72.22 lakh workers working in 3.67 lakh establishments will be benefited and would likely to continue on their payrolls despite disruptions.&lt;br /&gt;
Government will provide Budgetary Support of Rs.4800 crore for the year 2020-21 for this purpose.&lt;br /&gt;
The beneficiaries entitled for 12% employers’ contribution for the months of June to August, 2020 under Pradhan Mantri Rozgar Protsahan Yojana (PMRPY) will be excluded to prevent overlapping benefit.&lt;br /&gt;
Due to prolonged lockdown, it was felt that businesses continue to face financial crisis as they get back to work. Therefore, the Hon’ble FM, as part of Aatmanirbhar Bharat, announced on 13.5.2020 that the EPF support for business and workers will be extended by another 3 months viz. for the wage months of June, July, and August, 2020.&lt;br /&gt;
The steps taken by the Government from time to time to ameliorate the hardships faced by the low paid workers are well accepted by the stakeholders.&lt;br /&gt;

Till now unmarried permanently disabled and financially dependent sons of ECHS beneficiaries after attaining the age of 25 years are not considered dependant and hence are not eligible for availing medical facilities under Ex-servicemen Contributory Health Scheme (ECHS). This is as per the Central Government Health Scheme (CGHS) Rules which are followed by ECHS. However, vide their OM No 4-24/96-C&amp;amp;P/CGHS(P)/EHS dated January 1, 2020, the CGHS has declared such sons of CGHS beneficiaries who have become disabled after attaining the age of 25 years, dependant and hence eligible for availing CGHS benefits subject to fulfilment of conditions laid down in the Ministry of Health and Family Welfare (MoHFW) Office Memorandum (OM) No 4-24/96-C&amp;amp;P/CGHS(P)/EHS dated May 5, 2018.&lt;br /&gt;
&lt;br /&gt;
It has now been decided by the Ministry of Defence (MoD), Department of Ex-Servicemen Welfare (DESW) to similarly treat unmarried permanently disabled and financially dependent sons of ECHS beneficiaries who have become disabled after attaining the age of 25 years as dependant and hence eligible for availing benefits under ECHS subject to fulfilment of conditions laid down in the MoHFW OM of May 7, 2018.&lt;br /&gt;

Consumer Price Index for Industrial Workers (CPI-IW) – May, 2020&lt;br /&gt;

The Labour Bureau, an attached office of the M/o Labour &amp;amp; Employment, has been compiling Consumer Price Index for Industrial Workers every month on the basis of the retail prices of selected items collected from 289 markets spread over 78 industrially important centres in the country. The index is compiled for 78 centres and All-India and is released on the last working day of succeeding month. The index for the month of May, 2020 is being released in this press release.&lt;br /&gt;
&lt;br /&gt;
All-India CPI-IW for May, 2020 increased by 1 point and stood at 330&lt;br /&gt;
The All-India CPI-IW for May, 2020 increased by 1 point and stood at 330 (three hundred and thirty). On 1-month percentage change, it increased by (+) 0.30 per cent between April and May, 2020 compared to (+) 0.64 per cent increase between corresponding months of previous year.&lt;br /&gt;
&lt;br /&gt;
The maximum upward pressure in current index came from Food group contributing (+) 0.67 percentage points to the total change. At item level, Arhar Dal, Masur Dal, Moong Dal, Urd Dal, Groundnut Oil, Mustard Oil, Fish Fresh, Goat Meat, Poultry (Chicken), Milk, Cabbage, French Bean, Green Coriander Leaves, Potato, Country Liquor, Refined Liquor, Cooking Gas, Petrol, etc. are responsible for the increase in index. However, this increase was checked by Rice, Wheat, Garlic, Onion, Bitter Gourd, Coconut, Gourd, Lady’s Finger, Mango, Parval, Tomato, Torai, Banana, Kerosene Oil, etc., putting downward pressure on the index.&lt;br /&gt;
&lt;br /&gt;
At centre level, Warrangal, Chhindwara and Ahmedabad recorded the maximum increase of 6 points each. Among others, 4 points increase was observed in 6 centres, 3 points in 11 centres, 2 points in 9 centres and 1 point in 8 centres. On the contrary, Doom-Dooma Tinsukia recorded the maximum decrease of 10 points followed by Salem (9 points), Munger-Jamalpur (8 points) and Lucknow (7 points). Among others, 5 points decrease was observed in 1 centre, 4 points in another 1 centre, 3 points in 6 centres, 2 points in 9 centres and 1 point in another 9 centres. Year-on-year inflation based on all-items stood at 5.10 per cent for May, 2020 as compared to 5.45 per cent for the previous month and 8.65 per cent during the corresponding month of the previous year. Recently published provisional payroll data by EPFO highlights the ever growing trend of increasing subscriber base for EPFO, since the collation of payroll data from September 2017. The payroll data, presents the consolidated annual figures for 2018-19 and 2019-20. Net addition to subscriber base rose from 61.12 lakh added in 2018-19 to 78.58 lakh in 2019-20, registering a 28% growth. The data published comprises of all the new members who have joined during the month and whose contribution is received.&lt;br /&gt;
&lt;br /&gt;
The subscriber growth is on account of lower exits and higher rejoining by exited members. The tax free returns of 8.5% for 2019-20, which is one of the highest among other social security instruments and fixed deposits, has helped EPFO reduce its exits for 2019-20 by around 10% as compared with previous year.&lt;br /&gt;
&lt;br /&gt;
Moreover, there has been a robust increase of around 75% in terms of rejoining by the members exited from 43.78 lakh in 2018-19 to 78.15 lakh in 2019-20. The auto-transfer facility which enables hassle free transfer of PF balance from the old account to the new account on change of job has played a big role in ensuring continuity of membership in many cases.&lt;br /&gt;
&lt;br /&gt;
Age wise analysis during 2019-20 indicates that for the age group 26-28, 29-35 and beyond 35 the net enrolment has increased by more than 50% compared to previous year. Rapid improvement in quality of service delivery in online mode has attracted the workforce of the country towards services of EPFO. Moreover, PF accumulation is no longer looked at as locked-in money. With EPFO settling COVID-19 advances within 3 days, PF accumulations are now seen as liquid assets that can timely meet the need of the subscribers during crisis. Similarly, PF advances can be availed in case of unemployment, marriage expense, higher education, housing and medical treatment.&lt;br /&gt;
&lt;br /&gt;
Further, enrolment of female workers has gone up by around 22% during 2019-20 compared to previous years indicating greater female participation in formal workforce.&lt;br /&gt;
&lt;br /&gt;
The data published indicates that a total of 1.13 lakh new establishments have commenced compliance for the first time during 2018-19 and 2019-20. Simplification of compliance process enabling establishments to obtain PF Code easily through portal and facility of filing electronic challan cum return (ECR) online has promoted voluntary compliance by establishments.&lt;br /&gt;
&lt;br /&gt;
Category wise analysis of industry indicates that Hospitals and Financing Establishments have shown greater than 50% growth while Trading &amp;amp; Commercial establishments, Textiles and establishments providing cleaning &amp;amp; sweeping services have all grown at greater than 20% in terms of net enrolment. It is indeed an indication that greater formalisation of jobs is taking place in the Indian employment market which is also corroborated by the 2019-20 Economic Survey.&lt;br /&gt;

&lt;b&gt;ADVISORY FOR TELE-HOMECARE OF COVID 19 PATIENTS&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
Coronavirus disease (COVID-19) is an infectious disease caused by a newly discovered coronavirus. In majority of people COV1D-19 virus causes mild to moderate respiratory illness and they recover without requiring special treatment. Older people and those with underlying medical problems like cardiovascular disease, diabetes, chronic respiratory disease and cancer may develop serious illness. MoHFW has issued guidelines for home isolation of very mild/pre-symptomatic COVID – 19 cases. The same can be accessed at the following url:&lt;br /&gt;
&lt;br /&gt;
In the case of CGHS beneficiaries, those persons who have been tested positive for Covid-19, manifest mild to moderate symptoms, have no co-morbidities and decide to opt for home isolation, can access tele-consultation from their Wellness Centre for which the present advisory is being issued.&lt;br /&gt;
&lt;br /&gt;
Criteria for Home isolation of Mild/ asymptomatic COVID 19 cases&lt;br /&gt;
Home care can be provided to a COVID-19 patient if, advised as such by a doctor for a mild/ asymptomatic patient, by following the given instructions.&lt;br /&gt;
&lt;br /&gt;
i. The patient should not be suffering from any Co-morbid illness like Hypertension or any other cardio-vascular disease, Diabetes, Chronic Asthma /COPD, Malignancy. Kidney diseases. Cerebra-vascular disease, on Immunosuppressant treatment etc..&lt;br /&gt;
&lt;br /&gt;
ii. A caregiver should be available to provide care on 24 x7 basis.&lt;br /&gt;
&lt;br /&gt;
iii. Patient / Caregiver must keep monitoring their health,&lt;br /&gt;
&lt;br /&gt;
iv. A communication link between the caregiver/patient and a healthcare facility is essential for the entire duration of home isolation.&lt;br /&gt;
&lt;br /&gt;
v. The family members of the patient shall observe isolation protocol strictly like wearing the face-mask all the time, the patient should have separate utensils &amp;amp; toilet facility for the duration of home isolation.&lt;br /&gt;
&lt;br /&gt;
vi. The children &amp;amp; elderly in the family shall not come in contact with the patient.&lt;br /&gt;
&lt;br /&gt;
Role of CMO I/C of the CGHS Wellness Centre in Tele- Homecare of COVID 19 positive patients.&lt;br /&gt;
The CGHS Wellness Centers provide comprehensive medical care to the beneficiaries, and the COVID 19 is no exception. The fever clinics are already operational in the CGHS Wellness Centres (WC) and the doctors and staff are engaged in fighting COVID 19 cases. Most people infected with the COVID-19 virus experience mild to moderate respiratory illness and recover without requiring special treatment. In view of this, the following guidelines are being issued for the CMOI/C in helping them to render the care through tele-consultation:&lt;br /&gt;
&lt;br /&gt;
i. The CMO I/C is the nodal officer for monitoring the tele-homecare to COVID-19 cases under his/her jurisdiction. He /She shall be personally responsible for the same.&lt;br /&gt;
&lt;br /&gt;
ii. The CMOI/C may designate any other Medical Officer of the VVC, who would look after the work in his /her absence.&lt;br /&gt;
&lt;br /&gt;
iii. As soon as the call is received from a COVID 19 positive CGHS beneficiary, his/her particulars as shown in the chart at Annexure I will be entered in a register. Alternatively, the database may be maintained in the computer on excel sheet or MS word table. The patient may also be requested to maintain a similar chart at his end. The format of the chart can be shared with the patient by the CMO I/C through WhatsApp or e-mail.&lt;br /&gt;
&lt;br /&gt;
iv. Through CGHS OM No F.No, 1-2/2020/CGHS/ADHQ/29 dated the 16th June 2020 CGHS patients who have been tested Covid-19 positive have been allowed to purchase one Pulse Oximeter per family as per the condition prescribed therein. CMOI/c or the designated MO will guide such beneficiaries for its use, through a video or on telephone call. The patient is also to be guided on recording of body temperature, urine output. respiratory rate, pulse rate and Oxygen Saturation as per pulse oximeter reading.&lt;br /&gt;
&lt;br /&gt;
v. The patient shall be guided to record all the parameters on the prescribed chart every morning, evening till he/she remains on home isolation and Tele-Homecare for COVID 19 illness.&lt;br /&gt;
&lt;br /&gt;
vi. It will be the duty of the CMOI/c or the designated Medical Officer to call such beneficiary on the registered mobile phone in the morning at a specified time and to fill up all the stipulated parameters in the chart.&lt;br /&gt;
&lt;br /&gt;
vii. The information in r/o the status of illness is to be shared by the CMOI/C on e-mail with the Additional Director of his/her zone or city on daily basis.&lt;br /&gt;
&lt;br /&gt;
viii.The CMOI/C shall advise the patients regarding use of paracetamol etc., for symptomatic treatment.&lt;br /&gt;
&lt;br /&gt;
ix. The patients are also to be sensitized for warning symptoms as enumerated below:&lt;br /&gt;
&lt;br /&gt;
a. Difficulty in breathing, or shortness of breath observed while walking within the room&lt;br /&gt;
b. Inability to complete sentences without being short of breath&lt;br /&gt;
c. Persistent pain, heaviness or pressure in the chest&lt;br /&gt;
d. Mental confusion or inability to arouse&lt;br /&gt;
e. Having weakness or numbness in any arm, leg or face&lt;br /&gt;
f. Slurred speech or seizures&lt;br /&gt;
g. Bluish discoloration of lips/face.&lt;br /&gt;
&lt;br /&gt;
Overall, the CMOI/C / designated MO will be guided by MoHFVV’s guidelines on home isolation referred above.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Role of CGHS Beneficiary / COVID 19 Patient :&lt;/b&gt;&lt;br /&gt;
The beneficiaries are advised to observe the golden principles of preventing the disease by hand sanitization. wearing face cover/mask and social distancing. Apart from these golden principles the beneficiaries are expected to report early when sick and also report the matter whenever they come in contact with any known case of COVID 19 to their CGHS wellness Centre, They are also advised to download Arogya Setu App and self-monitor their health status.&lt;br /&gt;
&lt;br /&gt;
They are also advised to remain in regular contact with the CMOI/C of their Wellness Centre for any health assistance. In case a beneficiary is tested COVID 19 positive, he/she will report the matter to the CMO I/C of the Wellness Centre, who will take action as detailed above.&lt;br /&gt;
&lt;br /&gt;
For availing Tele-Horne Care, the CGHS beneficiaries are required to submit their consent, preferably through the consent form. However, in case of difficulties being faced in sending the form physically the consent can be given through WhatsApp/ e¬mail.&lt;br /&gt;
&lt;br /&gt;
The patient/caregiver will fill up the chart daily as per the guidance received from the CMOI/C/ designated MO and share the parameters with CMOI/C over telephone. In majority of mild/ asymptomatic cases there may not be any need for hospitalization. In such cases, the guidance received from the CMOI/C may be followed. However, the moment the patient notices any of the symptoms or exacerbation of the same (as indicated in the segment warning signs of this Advisory) he/she will immediately contact the CMOI/C who in turn would take appropriate action.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Selecting an Isolation Room&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Patient to be isolated in a separate clean room of the house, with good ventilation.&lt;br /&gt;
ii. Room preferably should have an attached toilet and washroom.&lt;br /&gt;
iii. This room must not be shared by any other COVID-19 negative person.&lt;br /&gt;
iv. Patient must stay in this specific room and away from other family members or pets for the complete isolation duration.&lt;br /&gt;
&lt;br /&gt;
Instructions for caregivers for COVID 19 patient&lt;br /&gt;
Family Member or any other person taking care of COVID 19 patient shall become the Caregiver. He/She shall follow the guidelines given under;&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Mask hygiene&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. The caregiver should wear a triple layer medical mask appropriately when in the same room with the ill person/ asymptomatic COVID case.&lt;br /&gt;
ii. Front portion of the mask should not be touched or handled during use.&lt;br /&gt;
iii If the mask gets wet or dirty with secretions. it must be changed immediately. Discard the mask after use and perform hand hygiene after disposal of the mask.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Hand hygiene&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Hand hygiene must be ensured following contact with ill person or his immediate environment.&lt;br /&gt;
&lt;br /&gt;
ii. He/she should avoid touching own face, nose, or mouth with unclean hands.&lt;br /&gt;
&lt;br /&gt;
iii. Hand hygiene should also be practiced before and after preparing food, before eating, after using the toilet, and whenever hands look dirty.&lt;br /&gt;
&lt;br /&gt;
iv. Use soap and water for hand washing at least for 40 seconds.&lt;br /&gt;
&lt;br /&gt;
v. Alcohol-based hand rub can be used if hands are not visibly soiled.&lt;br /&gt;
&lt;br /&gt;
vi. After using soap and water, use of disposable paper towels to dry hands is desirable. If not available, use dedicated clean cloth towels and replace them when they become wet.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Exposure to patient&lt;/b&gt;&lt;br /&gt;
i. Avoid direct contact with body fluids of the patient, particularly oral or respiratory secretions. Use disposable gloves while handling the patient.&lt;br /&gt;
ii. Perform hand hygiene before putting on and after removing gloves.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Exposure to the patient’s environment&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Avoid exposure to potentially contaminated items in his immediate environment (e.g. avoid sharing cigarettes, eating utensils, dishes, drinks, used towels or bed linen).&lt;br /&gt;
&lt;br /&gt;
ii.Food must be provided to the patient in his/her room&lt;br /&gt;
&lt;br /&gt;
iii. Utensils and dishes used by the patient should be cleaned with soap/detergent and water wearing gloves.&lt;br /&gt;
&lt;br /&gt;
iv. The utensils and dishes may be re-used after thorough washing.&lt;br /&gt;
&lt;br /&gt;
v. Clean hands after taking off gloves or handling used items.&lt;br /&gt;
&lt;br /&gt;
vi. Use triple layer medical mask and disposable gloves while cleaning or handling surfaces, clothing or linen used by the patient.&lt;br /&gt;
&lt;br /&gt;
vii. Perform hand hygiene before and after removing gloves.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;The care giver will make sure that the patient follows the prescribed treatment.&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
The caregiver and all close contacts will self-monitor their health with daily temperature monitoring. Oxygen saturation and report promptly to CMG liC of their CGHS Wellness Centre, if they develop any symptom suggestive of COVID-19 (fever/cough/ sore throat/ running nose/ difficulty in breathing)&lt;br /&gt;
&lt;br /&gt;
Instructions for the COVID 19 patient&lt;br /&gt;
&lt;b&gt;Mask hygiene&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Patient should always use triple layer medical mask.&lt;br /&gt;
&lt;br /&gt;
ii Discard mask after 24 hours of use or earlier if they become wet or visibly soiled.&lt;br /&gt;
&lt;br /&gt;
iii. Mask should be discarded only after disinfecting it with household bleach (prepared as per the manufacturer’s instructions).&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Hand hygiene&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Hands must be washed often with soap and water for at least 40 seconds&lt;br /&gt;
&lt;br /&gt;
ii. Use an alcohol-based hand sanitizer with at least 60% alcohol, for cleaning hands when not visibly dirty&lt;br /&gt;
&lt;br /&gt;
iii. Hands must be cleaned after blowing nose, coughing, or sneezing: going to the bathroom; and before eating or preparing food.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Cough etiquettes&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Cover the mouth and nose with a tissue on coughing or sneezing.&lt;br /&gt;
&lt;br /&gt;
ii. Throw away used tissues in a lined trash can.&lt;br /&gt;
&lt;br /&gt;
iii. Immediately wash your hands with soap and water for at least 20 seconds.&lt;br /&gt;
&lt;br /&gt;
iv. If soap and water are not available, clean your hands with an alcohol-based hand sanitizer.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Important Precautions&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
i. Patient must stay in the identified room and away from other people in home, especially elderlies and those with co-morbid conditions like diabetes, hypertension, cardiovascular disease, renal disease. cancer etc.&lt;br /&gt;
ii. Do not share personal items with other people.&lt;br /&gt;
&lt;br /&gt;
iii. Clean surfaces in the room that are touched often (tabletops, doorknobs, handles, etc.) with household bleach (prepared as per the manufacturer’s instructions) or detergent.&lt;br /&gt;
&lt;br /&gt;
iv. The patient must strictly follow the physician’s instructions and medication advice.&lt;br /&gt;
&lt;br /&gt;
v. Patient must take rest and drink lot of fluids to maintain adequate hydration&lt;br /&gt;
&lt;br /&gt;
vi. The patient will self-monitor his/her health with daily temperature monitoring and report promptly if develops any deterioration of symptom as detailed below.&lt;br /&gt;
&lt;br /&gt;
vii. All the generated disposable items like masks and gloves that are infected must be soaked in a disinfectant (like the house hold bleach) solution before discarding.&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;Monitoring Vital Health Record&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
The primary responsibility of the patient and the care giver is to maintain the health records in respect of Pulse Rate Per Minute, Temperature in degree Celsius C), Sp02 in percentage and urine output in 24 hours, these are to be recorded in duly prescribed table and to be shared by the CMOI/C of the CGHS Wellness Centre. This is basically a history sheet monitoring the progress of the illness objectively. The same is to be shared with the CMOI/C of the CGHS VVellness Centre on daily basis. A call will come from the CMOI/C of the wellness Centre of patient (where he is registered/designated Wellness Centre) to monitor the progress of illness and guide for future course of treatment.&lt;br /&gt;
&lt;br /&gt;
How to measure temperature (if possible): Measure the temperature using a thermometer below the tongue for 1 min. and properly clean before and after use every time. Keep a record of temperature on the prescribed sheet with date and time.&lt;br /&gt;
&lt;br /&gt;
How to measure respiratory rate ( if possible) : Keep your hand over the abdomen and see for the hand movement up and down along with normal breathing. Count it for 1 minute. It is better to be examined by the care giver without making the patient aware of it, so that the respiratory rate is estimated correctly. The rate so measured must be entered in the prescribed sheet with date and time.&lt;br /&gt;
&lt;br /&gt;
Intake /output (if possible): Measure how much water is being taken per day. Also note down how much times and an approximate volume of urine passed over a period of 24 hours.&lt;br /&gt;
&lt;br /&gt;
Oxygen Saturation (SpO2) Pulse Oximeter Probe is to be put in a finger with nail upward and nail bed touching the inside of probe. A video may be shared by the CMOI/C of the CGHS Wellness Center for the convenience of the caregiver and patient preferably on VVhatsApp, the videos are also available in You tube. SpO2 and pulse may also be monitored twice a day, by inserting a finger in the probe.&lt;br /&gt;
&lt;br /&gt;
The readings of the Sp02 must be recorded on the prescribed sheet and shared with the CMOIC of the CGHS Wellness Centre.&lt;br /&gt;
&lt;br /&gt;
Patient themselves or a caregiver must keep monitoring their health to look for any&lt;br /&gt;
&lt;br /&gt;
&lt;b&gt;WARNING SIGNS&lt;/b&gt;&lt;br /&gt;
&lt;br /&gt;
Immediate medical attention must be sought if any of the warning signs or symptoms develop. These include:&lt;br /&gt;
&lt;br /&gt;
i. Difficulty in breathing, or shortness of breath observed while walking within the room&lt;br /&gt;
ii. Inability to complete sentences without being short of breath&lt;br /&gt;
iii. Persistent pain, heaviness or pressure in the chest&lt;br /&gt;
iv. Mental confusion or inability to arouse&lt;br /&gt;
v. Having weakness or numbness in any arm, leg or face&lt;br /&gt;
vi. Slurred speech or seizures&lt;br /&gt;
vii. Developing bluish discoloration of lips, face or fingers&lt;br /&gt;
viii. Decreased urinary amount or frequency in a day&lt;br /&gt;
ix. Puffiness of face or swelling of feet&lt;br /&gt;
x. Signs of low blood pressure (too weak to stand, light headedness, feeling cold, pale, clammy skin)&lt;br /&gt;
&lt;br /&gt;
This list may not be including all symptoms. Please call your doctor on phone for any other symptoms that are severe or concerning.&lt;br /&gt;
&lt;br /&gt;
The patients and care givers are also requested to keep following applications downloaded in their mobile phones and keep the help line numbers ready, so that on any eventuality they may be shifted to hospital for treatment. In case any of these warning signs are observed, the patient is to immediately report to the emergency of any nearby hospital or call the helpline number, as given below:&lt;br /&gt;
&lt;br /&gt;
(a) Downloading the application Arogya Setu on their phone and registering and updating their health status on the App. Please switch on the Blue Tooth and Location of your mobile all the time. The information in do being unsafe may also be shared with the CMOIC of the wellness Centre.&lt;br /&gt;
&lt;br /&gt;
(b) Downloading the application of Corona Delhi for vacancy position of Beds in Hospitals of Delhi&lt;br /&gt;
&lt;br /&gt;
(c) Help Line number 1031 and 1800111747 for any query.&lt;br /&gt;
&lt;br /&gt;
When to discontinue home isolation&lt;br /&gt;
&lt;br /&gt;
Patients under home isolation will end home isolation&lt;br /&gt;
&lt;br /&gt;
a) As per the current government discharge policy. There is no need for testing after the home isolation period is over or&lt;br /&gt;
&lt;br /&gt;
b) In case a patient develops moderate or severe illness &amp;amp; the patient needs hospitalisation&lt;br /&gt;

&lt;br /&gt;
The undersigned is directed to say that the New Pension Scheme (now called as National Pension System) was introduced vide Department of Economic Affairs’ notification No.5/7/2003-ECB.PR dated 22.12.2003. It was provided that NPS would be mandatory for all new recruits to the Central Government service from 1st of January 2004 except the Armed Forces.&lt;br /&gt;
&lt;br /&gt;
2.In this Department’s O.M. of even number dated 26.7.2005, it was provided that all employees who joined Central Government service or in the service of an autonomous body set up by the Central Government before 1.1.2004 and who were governed by old pension scheme under the Central Civil Service (Pension) Rules, 1972 will continue to be governed by the same pension scheme / rules and will count their past service if they take up new appointment in another Ministry / Department of the Central Government or a Central Autonomous Body covered by the CCS (Pension) Rules on or after 1.1.2004, subject to their satisfying the conditions laid down in Para 4 of DP&amp;amp;AR’s O.M. No.28/10/1984-PU dated 29.8.1984.&lt;br /&gt;
&lt;br /&gt;
3.Subsequently, vide this Department’s O.M. of even number dated 28.10.2009, the benefit of counting of past service under the CCS(Pension) Rules, 1972 was extended to those employees who were initially appointed before 1.1.2004 in (i) Central Government Departments covered under Railway Pension Rules or other similar non-contributing pensionable establishments of Central Government covered by old Pension Scheme /rules other than CCS(Pension) Rules, 1972 OR, (ii) State Government covered under old pension scheme similar to CCS(Pension) Rules, OR (iii) Central / State Autonomous Body covered by the old pension scheme and who resigned to join a Central Government Department / Office or a Central Autonomous Body having pensionable establishment.&lt;br /&gt;
&lt;br /&gt;
4.Representations have been received in this Department from employees who joined under NPS in Central Government / Central Autonomous Bodies after 1.1.2004 but before 28.10.2009, after technical resignation from a pensionable establishment of a Central Government Department, State Government or Central / State Autonomous Body and who were denied the benefit of counting of past service in the old pension scheme in the Central Government.&lt;br /&gt;
&lt;br /&gt;
5.The matter has been examined in consultation with Department of Personnel and Training and Department of Expenditure. It has been decided that those employees who joined Central Government / Central Autonomous body under NPS during 1.1.2004 to 28.10.2009 after submitting technical resignation from Central Govt. / Central Autonomous Body or a State Government / State Autonomous Body and who fulfill the conditions for counting of past service in terms of this Department’s O.M. dated 28.10.2009, may be given an option for induction in old pension scheme and to get their past service rendered in the Central / State Government or Central / State Autonomous Body counted for the purpose of pensionary benefits on their final retirement from the Central Government / Central Autonomous Body, subject to fulfilment of all other conditions of counting of such past service in terms of DPAR’s O.M. dated 29.8.1984 read with this Department’s O.M. dated 7.2.1986 as amended from time to time.&lt;br /&gt;
&lt;br /&gt;
6.Such option may be exercised within 3 months of issue of this O.M. Such employees who are appointed under NPS during 1.1.2004 to 28.10.2009 and are eligible to exercise option in terms of para 5 above but do not exercise the option within the stipulated period will continue to be covered by the provisions of National Pension System. Those employees who joined during 1.1.2004 to 28.10.2009 and have already been given the benefit of CCS(Pension) Rules in terms of O.M. dated 28.10.2009, will continue to be governed by those rules.&lt;br /&gt;
&lt;br /&gt;
7.Those employees who exercise option for counting of past service in accordance with the above provisions may be allowed to avail the benefit under CCS (Pension) Rules, 1972. The capitalized value of pension and gratuity for the past service in the Central / State Autonomous Body will be deposited by that Body to the Central Government / Central Autonomous Body in accordance with the instructions contained in the O.M. No. 28/10/84- Pension Unit dated 29.8.1984. In case the employee concerned has received the pensionary benefits from the Central Government Departments, State Government, Central / State Autonomous Body, etc., he would be required to deposit the amount of such pensionary benefits (along with interest to be calculated in accordance with this Department’s O.M. No. 38/34/2001-P&amp;amp;PW(F) dated 29-07-2002) with the Central Government Department /Central Autonomous Body in which he has joined, to enable counting of past service. The employee’s share in the accumulated wealth of National Pension System with interest / returns accrued thereon under the NPS, would be deposited in the GPF account of the employee. The employer’s share along with interest / returns accrued thereon under the NPS would be deposited in the account of Central Government / Central Autonomous Body in accordance with modalities provided in para 9 of this OM.&lt;br /&gt;
&lt;br /&gt;
8.In some cases, due to non-availability of benefit of counting of past services under the old pension system during 01.01.2004 to 28.10.2009, the employees of State Government/State Autonomous bodies etc. may have been compelled to take voluntary retirement before joining pensionable Central Government Department/ Central Autonomous bodies after 01.01.2004 but before 28.10.2009. It has been decided that ‘voluntary retirement’ of such employees may be treated as ‘technical resignation’ and the benefit of provisions of para 5 to para 7 above may also be extended to them subject to fulfilment of all other conditions for counting of service.&lt;br /&gt;
&lt;br /&gt;
8.1 The forwarding the application through proper channel for the post they had joined after getting voluntary retirement is a pre- requisite for considering it as technical resignation.&lt;br /&gt;
&lt;br /&gt;
8.2 The provisions of this O.M. is mandatory in all such cases.&lt;br /&gt;
&lt;br /&gt;
9.The modalities of accounting of the NPS accumulation would be as under:&lt;br /&gt;
&lt;br /&gt;
10.All Ministries / Departments are requested to bring the contents of these orders to the notice of Controller of Accounts/Pay and Accounts Officers and Attached, Subordinate Offices and Autonomous bodies under them.&lt;br /&gt;
&lt;br /&gt;
11.This issues in consultation with of Ministry of Finance, Deptt. of Expenditure vide ID Note No. 25(6)/EV/2017 Dated 06.01.2020 and in consultation with Controller General of Accounts vide their I.D. Note No. 1(7)(2)/2010/c/a/TA/860 dated 18.08.2017.&lt;br /&gt;

Attention is invited to Office Order No. 45 of 2020 containing detailed guidelines on measures to contain the spread of COVID-19 amongst officials in Board’s Office. Keeping in view the rise in number of officials testing COVID positive, it has been decided with the approval of the competent authority to regulate reporting of Officials in Board’s Office as follows-until further orders:-&lt;br /&gt;
&lt;br /&gt;
a) All Officers of the level of Executive Director/Joint Secretary and above shall attend office on all working days;&lt;br /&gt;
&lt;br /&gt;
b) Officers of the level of JD and Director, shall attend office upto 50% on any given day on functional requirement as decided by the Controlling Officer;&lt;br /&gt;
&lt;br /&gt;
c) For other Officers/staff below JD level, HODs of branches shall prepare roster so as to ensure that 33% of Officers and staff attend office with staggered timings;&lt;br /&gt;
&lt;br /&gt;
d) The duty roster in respect of personal staff attached with Officers i.e., PSO, Sr.PPS, PPS, PS, PA/Steno and MTS shall be prepared by the respective officer or Senior most personal staff,, keeping in view the minimum functional requirement;&lt;br /&gt;
&lt;br /&gt;
|e) All Officials not reporting to office, are to work from home and are to be available at all times on phone and other electronic means of communication.&lt;br /&gt;
&lt;br /&gt;
