With $9 billion of PPP projects in the works, Virginia may be ahead of many other states in developing creative financing solutions, but that doesn’t hide the fact that governments are essentially broke and “two-thirds of transportation revenues in Virginia are tied to fuel purchases and auto sales.” In addition, says Homer, the “fabulous” TIFIA (Transportation Infrastructure Finance and Innovation Act of 1998) program is over-subscribed, so that source of funding is drying up rapidly.
