सुरेश राज: भारतको सर्वोच्च अदालतमा पनि पहुँच लगाउने की?

दशैँको पूर्वसँध्यामा नेपालका शिक्षा माफिया सुरेश राज लगायत राजनैतिक संरक्षण प्राप्त अन्य धेरै माफियाहरुलाई भारतको सर्वोच्च अदालतले दे-दनादन दनक दिएको छ । नेपालीहरु चीनमा पढन जाँदा आफ्ना व्यापारीक निकायहरु घाटामा पर्ने सोचले ग्रस्त भएका सुरेश राजले नेपाली मेडिकल काउन्सील लगायत अन्य धेरै निकायहरु प्रयोग गर्दै चीनमा दीक्षित नेपाली डाक्टरहरुलाई नेपालमा चिकित्सकको अभ्यास गर्न नपाउने व्यवस्था गर्न लगाएका थिए । नेपाल मेडिकल काउन्सील, स्वास्थ्य मन्त्रालय लगायत सँबद्ध निकायहरुमा रहेका भ्रष्ट जमातको प्रयोग गर्दै सुरेश राज लगायतका "मेिडकल एजुकेशन माफिया"ले चीनमा एमबिबिएस पुरा गरेका नेपाली विध्यार्थीहरुले नेपालको कुनै अस्पतालमा इन्टर्नशीप गर्न नपाउने प्रावधान राखेका थिए। फलस्वरुप, यसले चीनमा अध्ययनरत धेरै नेपालीहरुलाई निक्कै अप्ठेरोमा पारेको थियो। आफ्नै देशमा अभ्यास गर्दै चिकित्सकको धर्म निभाउन तयार कुनै नेपालीलाई सो अवसर प्रदान नगरिनु निक्कै घटीया कुरा हो। त्यसमा पनि सरकारको कुनै लगानी विना नेपालीहरु आफै शिक्षामा लगानी गर्छन भने सरकार र सँबन्धित निकायले टाउको दुखाउनु पर्ने कुनै कारण छैन। नेपालमा हाल कमी रहेको चिकित्सकको सँख्यालाई ध्यान दिने हो भने मित्र राष्ट्र चीनबाट कोही दीक्षित हुन्छन र नेपाललाई कर्मभूमी बनाउँछन भने त्यो कुनै हालतमा पनि नराम्रो कुरा थिएन।

तर, शिक्षालाई व्यापार बनाउँदै आएकाहरुलाई नाफा बाहेक अरु केही कुराको मतलब हुँदो रहेनछ। टन्न नाफा कमाउनका लागी यी कालाव्यापारीहरु जुनसुकै हालतमा पनि एकाधिकार कायम गर्न चाहँदो रहेछ। भारत, श्रीलँका, बँगलादेश, मौरिशस, फिजी लगायत अन्य मुलुकबाट भारतीय मूलका विध्यार्थीहरुसँग चर्को ट्युशन फी उठाउँदै आएका सुरेश राजले नेपाली विध्यार्थीहरुलाई विदेश जानुबाट रोक्नुको एउटै कारण थियो-त्यो हो विदेशीहरु नेपालमा पढन नआएका बखतमा नेपालीहरुलाई उनका व्यापारिक थलोमै पढन बाध्य गर्नु। हो, त्यसैले हो, कुनै नेपाली मेडिकल डाक्टर बन्ने हो भन्ने आफ्ना महँगा तर निम्न स्तरका मेिडकल स्कूलनै छान्न बाध्य होस भन्ने हेतुले सुरेश राज शर्मा र यीनका माफिया मतियारहरुले नेपाल मेडिकल काउन्सिल तथा अन्य निकायलाई प्रभावमा पार्दै केही नेपालीहरुलाई मर्कामा पारेका थिए।

वर्षौँ आफूसँगै काम गर्ने शिक्षाविदहरुलाई गुन्डा लगाउँदै पिटाउन सक्ने, आफ्नै कर्मचारीलाई जातीय हेयवचन प्रयोग गर्दै मार्न सक्ने, आफ्नै कर्मचारीका जीवनसँगिनीका सँबन्धमा भ्रामकरुपमा यौनसँबन्धी दुष्प्रचार गर्न सक्ने सुरेश राजले फाईदा लिनकै लागी अन्य नेपालीहरुलाई पनि हमला गर्न सक्दछ भन्ने कुराको ठूलो प्रमाणको रुपमा चीनमा अध्ययनरत नेपाली विध्यार्थीहरुमाथी गरेका यीनले गरेका अवान्छित हमला हामीले लिनु पर्दछ।

तर, अहिले लाग्दछ सुरेश राजका प्रत्येक चालहरु उनीतर्फ नै बुमर्याङ्ग हुँदैछ। खोक्रो प्रचारमा मग्न सुरेश राजका मेडिकल स्कूलहरुका वास्तविक क्वालिटी अहिले विश्वभर छताछुल्ल हुँदैछ। लागुऔषध दुर्व्यशनका घटनाले गाँजेका सुरेश राज शर्माका मेडिकल स्कूलहरुमा वास्तवमै बेकामे विध्यार्थीहरुको जमात बढदै छ। सेवाभावनाले अोतप्रोत भएर सच्चा चिकित्सककर्मी बन्ने ध्येय बोकेकाहरु भन्दा बाबु-आमाका सम्पतीका आडमा मस्ती गर्दै मेडिकल पढनेहरुका लागी सुरेश राजका मेडिकल सँस्थाहरु स्वर्गसरी बनेका छन। चिकित्सा शास्त्रका राम्रा विध्यार्थीहरु पनि यस्ता वातावरणमा बिग्रन्छन र आफ्नो अध्ययनबाट विमूख हुन्छन भन्ने कुरा काठमाडौँ विश्वविध्यालयमा समय-समयमा देखिसकेका छन। यीनै कुराहरु अहिले एककान-दुईकान हुँदै भारतसम्म पुगेको छ र भारतका सचेत जमातले नेपालमा (मूलत: काठमाडौँ विश्वविध्यालयमा दीक्षित) विध्यार्थीहरुलाई चिकित्सकीय अभ्यास अगाडी कडा परीक्षा लिनु पर्ने कुरामा जोड दिएका हुन। फलस्वरुप, रेशिप्रोकल बेसिसमा मान्यता पाउन सक्ने काठमाडौँ विश्वविध्यालयका विध्यार्थीहरु माथि पनि भारतको सर्वोच्च अदालतले परीक्षाको प्रावधानलाई सदर गरेको छ।

एसोशिएसन ईन्डियन युनिवर्सिटिजका सदस्य हौँ भन्ने ध्वाँस सुरेश राज शर्माले पटक-पटक जमाएका छन। आफ्ना पहुँचहरुलाई यिनी जहिले पनि प्रयोग गर्न तम्सन्छन। अब हेर्नु छ; के सुरेश राजले नेपालमा जसरी भारतमा पनि र त्यसमा पनि भारतको सर्वोच्चमा पनि आफ्नो पहुँच लगाउन सक्लान त?

सुरेशराजलाई सोधिनु पर्ने २१ प्रश्नहरु

भारतको साँस्कृतिक प्रभाव नेपालमा कहिले कम भएको छैन। त्यो बेलामा हाम्रा सुरेश राज सरहरु देवानन्दका गाना गाउँथे "वहाँ कौन है तेरा मुसाफिर, जायेगा कहाँ?" चालु सीतारामले "हम हैँ" भन्ना साथ भ्याली क्याम्पस चल्न थाल्यो। अनि त के छ? अभिभावकको शोषण, विध्यार्थीको शोषण, शिक्षक‍-शिक्षिकाको दोहन अनि नातावादको पोषण। हालत अहिले यस्तो छ की सुरेशराजलाई हामीले एकैचोटी "नीहाव" पनि गर्नु परेको छ, अनि"नमस्तेजी" पनि गर्नु परेको छ। भारतको पनि साथ, चीनको पनि साथ। "मुसाफिर"लाई चालु सीतारामले साथ दिँदा खेरी सबैको साथ।

" के लोग्नेलाई मार्ने सोचाई मनमा आएको थियो?,"

"के आफ्नो छोरी भन्दा कान्छी केटीसँग यौनसँबन्ध राखेका थियौ?"

"के विवाहेतर सँबन्धमा कायम छौ?"

"के तिमीमा जातीय भावना छ?"

"के तिमीले आफ्नो कुनै सहकर्मीका केटी साथीसँग यौन सँपर्क गरेका छौँ?

"के तिमीलाई कुनै नातेदारले यौन शोषण गरेको थियो?"

गजबका प्रश्नहरु र साहसीला सत्यतथ्यहरु अहिले हामी हेर्दै छौँ हाम्रा उपहारप्रदानकारी देशमा चलिरहेको "सचका सामना"मार्फत । सुरेश राजका उमेरका युसुफ हुसैनले स्विकारेको सत्यता वास्तवमा तितो सत्य हो। यतिकै तितो सत्य आफ्नै नातेदारद्वारा बािलका अवस्थामा यौन शोषणको शिकार हुनु परेकी मीना साहको पनि। झन विमर्श रैनाजीका त के कुरा गर्नु? खुलेआम स्विकारे उनले की उनमा जातीय उच्चताको भावना छ भन्ने कुरा।

अचम्मको कुरा के छ भन्ने "सचका सामना"मा सोधिएका अधिकाँस प्रश्नहरु भने सुरेशराजलाई सोधिरहेका प्रश्नकै ठेलीबाट निस्केका देखिन्छन । सबैभन्छन मास्टरका रुपमा सुरेश राज कलँकीत व्यक्ति हुन भन्ने कुरा। आफ्नै विध्यार्थीसँग पहिले यौनसँबन्ध राख्ने अनि पछि बिहे गर्ने सुरेश राजले विवाहेतर यौन सँबन्ध राखेको कुरा पनि त्यतिकै छर्लँग छ। परिक्षा शाखामा यिनले सहकर्मीकै सहधर्मीसँग मच्चाएको यौन लिला बाहिर आएकै कारणहो हाडनातावादी शिक्षकहरुलाई यिनी मजाले प्राध्यापक/उपप्राध्यापक बनाउँछन। बुद्धिजीका बलिदानले त निकै पुष्टी गरिसकेको छ कि सुरेश राज २१औँ शताब्दीमा जन्मेका १८औँ शताब्दीका व्यक्ति हुन भन्ने कुरा।

सुरेश राजलाई सोधिरहेका प्रश्नहरु "सचका सामना"मा देखिए पछि मेरो मनमा एउटा प्रश्न आएको छ, त्यो के हो भने, अब हामीले सुरेश राज स्वयमलाई "सचका सामना" गरिरहेको देख्ने मौका पाउन सक्दछौँ र ? त्यो जे सुकै होस, सुरेश राजलाई करोडपति बनाउने २१ वटा प्रश्नहरु भन्ने तपाँईहरुलाई म देखाउँदैछु;

१) के सुरेशराजले आफ्नै विध्यार्थीसँग यौन सँपर्क राखेको हो?

२) के सुरेशराजलाई कालोमोसो दलिने भयले वैवाहिक सँबन्धमा बाँधिने विचार आएको हो?

३) के सुरेशराजले शिक्षण पेशालाई मागी-खाने भाँडो बनाएका छैनन?

४) के सुरेश राजले भ्रष्टाचार गरेका छैनन?

५) के सुरेश राज र सीतारामका विचमा समलैँगिक सँबन्ध छैन?

६) के सुरेशराज र सीतारामका विचमा स्वास्नी साटासाट हुँदैन?

७) के सुरेशराज आफ्ना विध्यार्थीहरुसँग अहिले पनि आकर्षित छैनन र?

८) के सुरेशराजलाई रामकन्ठ श्रेष्ठ मनपर्नुको मुख्य कारण रामकन्ठकी श्रीमति मन पर्नु होइन र?

९) के सुरेशराजलाई सीतारामकी श्रीमतीसँग यौनसँपर्क गर्ने विचार आउँदैन र?

KU shut down for 25 days

DHULIKHEL, July 10 - The Kathmandu University (KU) in Dhulikhel has been closed down for 25 days from Friday. Citing the disruption of academics and regular administrative work due to the obstruction by the locals of Dhulikhel where the university is located, the KU administration today decided to close down the university for 25 days. Bakhundol locals at Dhulikhel Municipality-7 of Kavre district have been blocking the roadway to the KU to press the university administration to fulfill their demands like employment for locals, scholarship for their children and allowing locals to run the university cafeteria.

Also, the university was compelled to postpone the regular examinations of different faculties due to the obstruction.

के केयूका स्थानिय जनताको माग जायज छ?

काठमाडौँ विश्वविध्यालयमा जे भइरहेको छ, त्यसले एउटै कुरालाई मात्र प्रमाणित गर्दछ-त्यो हो, "ढाँटेको कुरा काटे पनि मिल्दैन।" २२ वर्ष अगाडि देखि ढाँट, छल-कपट, बलमिच्याँई गर्दै आएका सुरेश राज, सीताराम, भद्रमान मन्डली अहिले आएर स्थानिय जनताको तीव्र आक्रोशको शिकार बन्दैछ। यो आक्रोश अब घटनु भन्दा झन बढने निश्चित छ। किनभने विगत ३ वर्षदेखिका घटनाक्रमले सत्ताधारीहरुले जे सुकै सोचुन, विद्वत वर्ग, प्राध्यापक वर्ग, विद्यार्थी वर्ग, कर्मचारी वर्गका साथ-साथै स्थानीय जनताको काविका भ्रष्ट, नातावादी, साम्प्रदायिक प्रशासनको नाङ्गो तस्वीर अगाडी आइसकेको छ। निमुखा दलित कर्माचारीलाई मर्न बाध्य गर्ने साम्प्रदायिक, जातिवादी सुरेश राजले स्थानिय जनतालाई घर-खेतबारी छोडन विवश गरेको कुरा वास्तविकता हो। काठमाडौँ विश्वविध्यालयका शिक्षक, विद्यार्थी र कर्मचारीहरुलाई जसरी नै झुठो आश्वासनका पोका सुरेश राजले विश्वविध्यालयको शुरुआत गर्दा निर्धक्क बाँडेका थिए।

"विश्वविध्यालय यहाँ आयो भने होटल व्यवसाय गर्न पाइन्छ, कोठा भाडा दिन पाइन्छ, तपाँईहरुले जागीर पनि पाउनुहुनेछ, तपाँईका छोरा-छोरीहरुलाई प्राथमिकताका साथ इन्जिनियरीङ्ग-मेडिकलमा भर्ना दिईन्छ।" यस्ता अनेकौँ आश्वासनका पोका बुडोलबासीहरुले पाएका थिए। आश्वासन दिने लर्कोमा सुरेश राज भन्दा सीताराम केही कम थिएन। बोल्नै नजान्ने भनेर जहिले पनि सीताराम पुत्र बृजेश अधिकारीबाट आलोचित भद्रमान तुलाधरले पनि त्यसवेला जमेर आश्वासन दिएका थिए। तर, त्यो आश्वासन फगत आश्वासन मात्र थियो। अन्यले यी कुराहरु पहिले बुझे, अब बुडोलबासीहरु बुझ्दै छन।

बुडोलबासीहरुलाई वास्तवमा सुरेश राजहरुले जहिले पनि प्रयोग मात्र गरेका थिए। बुडोलबासीका जग्गामा आफ्नो पारिवारीक साम्राज्य खडा गर्ने सुरेश राजले विगतका पहिलो १९ वर्ष यहाँका बासिन्दाहरुलाई न कुनै जागिर दिए, न तिनका छोराछोरीलाई पढने बाटोको जोहो गरे। "काम गर्ने कालु, मकै खाने भालु" गर्न चम्केका सुरेश राजले बरु बुडोलबासीका ठाउँमा धुलिखेलका मन्डलेहरु र तीनका शाखा-सन्तानको कल्याण गरे। आफ्नो राजनैतिक सहधर्मी बेलप्रसादका नातेदारहरुलाई यिनले सित्तैमा पढाए र होटल व्यवसायको चाँजो-पाँजो पनि बेलप्रसाद र रामकन्ठकै नातेदारहरुलाई दिए। तर, जब काठमाडौँ विश्वविध्यालयका प्राध्यापकहरुले ३ वर्षअगाडी आन्दोलनको बिगुल फुके, तब भने धुलिखेलका मन्डलेहरुले गरेका आक्रमणलाई बुडोलबासीहरुका प्रतिकृयाका रुपमा सुरेश राज फुक्दै हिँडे।

विश्वविध्यालय भित्रको कुनै मुद्दामा कुनै स्थानिय व्यक्तिले बोल्नु पर्ने जरुरतै छैन। केही सोच्न सक्षम जो कोहीले यो कुरा बुझ्दछ। तर, विश्वविध्यालयका आन्दोलनलाई तुहाउन ज्यान लिन तम्सेका सुरेश राजलाई यस्तो कुराको केही मतलब थिएन। अनि, आफूलाई चोखो देखाउन बुडोलबासीहरुलाई नै गुन्डागर्दीमा उत्रने जमातका रुपमा उनले चित्रण गरे। जग्गा बुडोलबासीको , नातावादी-भ्रष्टाचारी साम्राज्य भने आफ्नो तर विश्वविध्यालय जोगाउन प्राध्यापक-विद्यार्थीको आन्दोलनको विरोध गर्न कम्मर कस्ने पनि बुडोलबासी?

हुनै नसक्ने कुरा थियो-त्यो। त्यो अहिले प्रमाणित हुँदैछ-बुडोलबासीका आन्दोलन मार्फत।

बुडोलबासीको वर्तमान आन्दोलन काठमाडौँ विश्वविद्यालयमा चल्दै आएको आन्दोलनको नयाँ शृँखला मात्र हो। सुरेश राजको शोषण र दोहनका विरुद्धमा अब बाँकी बचेकाहरुले पनि आवाज उठाउन थालेको प्रमाण हो। धुलिखेलका मुट्ठीभर मन्डलेका भरमा आफू नमरुन्जेल उप-कूलपति हुने सुरेश राजको वास्तविक चाहना खाली आफू र वरिपरिकाहरुका विकास गर्नु मात्र हो। त्यसैले हो, काविबाट सित्तैमा वा छात्रवृतिमा दीक्षित समूहमा हामी सुरेश राज, सीताराम र भद्रमानका सेरोफेरोका मान्छेहरु बढी देख्दछौँ। अब, कर्मचारी भर्नाको त झन के कुरा गर्ने? केयूको कर्मचारी हुनका लागी उपयुक्त एउटै मात्र योग्यता छ, त्यो हो सुरेश राज, सीताराम, भद्रमान, रामकन्ठ, बेलप्रसाद आदिहरुका नातेदार हुनु पर्ने। निश्चित छ, बुडोलबासीहरुमा यो योग्यता छैन।

बुडोलबासीहरुको आन्दोलन वास्तवमा निक्कै जायज र सर्हानीय छ। बुडोलबासीहरुका आन्दोलनमा उठेका कुराहरु काविका प्राध्यापकहरुले तीनवर्ष अगाडि देखी उठेका कुराहरु हुन। काविमा बुडोलबासीहरुले निर्धक्क शिक्षा र जागीर त्यसवेला पाउँदछ, जब सुरेश राज-सीताराम-भद्रमानहरुका नातावादी-भ्रष्ट सँयन्त्रको यहाँ अन्त्य हुँदछ। यसका लागी बुडोलबासीहरुले अब आफ्नो आन्दोलनलाई समर्थन दिनका लागी कुपासँग वार्ता गर्नु पर्दछ र आन्दोलनलाई तीनतिरबाट बढाउँदै सुरेशराजहरुलाई उनीहरुका कू-कर्मको सजाय दिनुपर्दछ। वर्तमान आन्दोलनमा बुडोलबासीका तर्फबाट केही उत्तेजित आवाजहरु पनि सुनिन आएका छन। विश्वविद्यालय ध्वस्त गर्ने काम सुरेश राजहरुबाट हुँदै आएको छ, त्यसैले हाम्रो काम विश्वविद्यालय बनाउने हो भन्ने हामीले बुझ्नु पर्दछ। त्यसका लागी कुपा, कुसा र विद्यार्थी सँगठनसँग हातेमाले गर्दै बुडोलबासीहरुले सुरेशराजलाई परास्त गर्नु पर्दछ। आफ्नो हक-अधिकार प्राप्तीका लागी सुरेश राजले जस्तै मर्न बाध्य गर्ने, पढन पाउने अधिकारबाट वन्चित गर्ने काम हामी कसैले गर्नु हुँदैन।

केयूअगाडि प्रदर्शन

स्थानीय बासिन्दाले २२ वर्षअघि अगाडि सारिएका माग विश्वविद्यालयले पूरा नगरेको आरोप लगाएका छन् । माग पूरा नगरिए आइतबारदेखि विश्वविद्यालयमा नाकाबन्दी गर्ने चेतावनी दिएका छन् ।

स्थानीय बासिन्दाले स्थानीय विद्यार्थीलाई छात्रवृत्तिको व्यवस्था गर्नुपर्ने, रोजगारीमा स्थानीयलाई प्राथमिकता दिनुपर्ने, स्थानीय सडक फराकिलो पार्नुपर्ने र खानेपानीको समस्या समाधान गर्नुपर्नेलगायतका माग अगाडि सारेका छन् । बखुन्डोल सामाजिक तथा शैक्षिक सरोकार समाजका अध्यक्ष युद्धबहादुर थापाका अनुसार स्थानीयले ०४४ सालदेखि आन्दोलन थालेका हुन् । तर, माग पूरा गर्न विश्वविद्यालय प्रशासनले चासो नदिएकाले कडा आन्दोलनमा उत्रेको उनले बताए ।

स्थानीयले माग पूरा नभए विश्वविद्यालय नै बन्द गर्नेसम्मको चेतावनी दिएका छन् । 'हाम्रा माग पूरा नभए विश्वविद्यालयलाई तहस-नहस पार्छौंं,' अध्यक्ष थापाले भने, 'नयाँ भर्ना हुन आउने विद्यार्थीलाई समेत फर्काइदिन्छौं ।' उनका अनुसार आइतबारदेखि स्थानीय बासिन्दाले अरनिको राजमार्गदेखि काठमाडौं विश्वविद्यालयसम्म कुनै पनि सवारीसाधन चल्न नदिने र विश्वविद्यालयमा खाद्यान्न तथा तरकारीसमेत आपूर्तिमा अवरोध गर्दै छन् ।

यसअघि स्थानीय बासिन्दाले ७ असारमा विश्वविद्यालयमा ज्ञापनपत्र बुझाएका थिए । तर, विश्वविद्यालयले माग पूरा गर्न नसक्ने जनाएपछि उनीहरू आन्दोलित भएका हुन् ।

विश्वविद्यालय स्थापनाअघि नै स्थानीय बासिन्दालाई शिक्षा र रोजगारीमा प्राथमिकता दिने सहमति भएको स्थानीय रामकृष्ण कर्माचार्यले बताए । उनले भने, 'यहाँका ८६ प्रतिशत अंक ल्याउने विद्यार्थीलाई नपढाई ६६ प्रतिशत आउने बाहिरका विद्यार्थीलाई प्राथमिकता दिइन्छ ।' रोजगारीमा पनि स्थानीयलाई भन्दा बढी बाहिरकालाई नै प्राथमिकता दिइएको उनले दाबी गरे ।

स्थानीय बासिन्दाले विश्वविद्यालयमा सञ्चालित कक्षामध्ये स्नातक, स्नातकोत्तर र नर्सिङमा दुई/दुई सिट र एमबिबिएस तथा जियोमेटि्रक इन्जिनियरिङमा एक/एक सिटको छात्रवृत्ति मागेका छन् । विश्वविद्यालय स्थापना भएपछि धुलिखेल नगरपालिकालाई पाँच र बखुन्डोलका बासिन्दालाई दुई सिटको आरक्षण व्यवस्था गरिएको थियो । तर, अहिलेसम्म आरक्षण नदिइएको स्थानीयको भनाइ छ । धुलिखेल नगरपालिकालाई दिइएको कोटा भने नगरपालिकाले अनुदान नदिएको भन्दै केही वर्षदेखि रोकिएको छ ।

स्थानीय बासिन्दाको आन्दोलनका कारण विश्वविद्यालयमा जारी केही संकायको परीक्षा प्रभावित भएको छ । केही संकायको भने यही सातादेखि सञ्चालन हुँदै छ ।

तर, हाम्रो नेपाली परिवेशमा खडकिने कुरा के छ भने-त्यो हो नायक जहिले पनि नायक नै रहने र नायक हुन नसक्नेहरु खलनायक नै बन्नु पर्ने। काठमाडौँ विश्वविध्यालयमा सुरेश राजका हातमा हात मिलाउँदै आफ्ना लगानी दिएकाहरु अहिले ओझेलमा छन । सुरेश राजले जस्तै नखाईकनै यिनीहरु खटेका थिए र सँस्थापनमा लागेका थिए। तर, यिनीहरुका लगानी अहिले बालुवामा पानी जस्तै हुन पुगेको छ। कारण के हो भने यिनीहरु सुरेश राजजस्तै नायक बन्न सकेनन र समाजले नायक बन्न नसक्ने लाक्षीहरु तिमीहरु खलनायक हौ भनिदिए।

बल्ने आगो ताप्ने यो समाजमा सत्ताधारीहरु र पदाधिकारीहरु जहिले पनि सही हुन्छन। गलत हुन्छन त ती व्यक्तिहरु जो व्यक्तिको सर्वोच्चता भन्दा नियमको सर्वोच्चतालाई मान्छन। काठमाडौँ विश्वविध्यालयमा सुरेश राजका शुरुआती दलका सदस्यहरुका विचारमा सुरेश राज अपरिहार्य छैनन। तत्कालीन टिम नेपालमा राम्रो सँस्थापन र नियममा रहेका विश्वविध्यालय बनाउन चाहन्थे। उनीहरुका प्राथमिकतामा भाईलाई प्रशासक बनाउने, छोरीलाई प्रबन्धक बनाउने, भतिजाहरुलाई प्राध्यापक बनाउने काम कहिले पनि परेका थिएनन। सुरेश राज र सीतारामले चाहे जसरी उनीहरु पनि छोरा-छोरी-ज्वाँई-भान्जा-भान्जीलाई घुसाउन सक्थे। भद्रमानले जसरी बोल्नै नजान्ने छोरोलाई प्राध्यापक बनाउन सक्ने अवस्थामा थिए। तर, गरेनन। किनभने उनीहरु यस्ता कार्यले विश्वविध्यालयमा विकृती आउँछ, नियममा चल्ने सँस्था बन्दैन र व्यक्तिवादी सँस्था बन्छ भन्ने विचारका थिए। हो, यही विचारले हो उनीहरुले आफुलाई अपरिहार्य ठानेनन र सुरेश राजजस्ता षडयन्त्रकारीसँग झै-झगडा गरिरहनु भन्दा शान्तिमार्गमा लाग्नु श्रेयष्कर थाने।

कोही भन्छन यो पलायनवादीता हो। मुख्यत: सीताराम सुपुत्र वृजेश, सुरेश राज भान्जा मनिष र हिटमेन भोलाको विचारमा केयुवाट सुरेश राज विरोधीहरु हटनु भनेको सुरेश राजको पूर्ण विजय हो रे। अर्को शब्दमा, अहिले भर्खर मात्र सुरेश राजले काविको सत्ता कब्जा गर्न सक्यो रे। अनेकौँ छ तिनीहरुका दुष्प्रचारहरु र कथाहरु। तर, एउटा कुरा चाँही के भने नियमभन्दा नेतृत्व ठुलो हो भन्ने उहाँहरु जब नेतृत्वका मरणशील रुपलाई देखाईन्छ, तब भने बोल्नै सक्दैनन। " सुरेश राज सर, बित्नु भए त खै के भन्ने? जस्तो पर्ला, त्यस्तो टर्ला!"

डा. रामकन्ठ पश्चात धुलिखेल अस्पताल के राम्रोसँग चल्छ र? यसको जवाफ वास्तवमै गार्हो छ। किनभने स्टालिनवादी शैलीमा अहिले रामकन्ठ भनेकै धुलिखेल अस्पताल हो र धुलिखेल अस्पताल भनेकै रामकन्ठ हो भन्ने प्रचार व्याप्त छ। रामकन्ठको अस्ट्रियन स्वास्नी अगाडी आउँछिन तर नत्थु शर्मा अगाडी छैन। न छन अरु श्रेष्ठ काजीहरु। त्यसैले, व्यक्तिगत प्रयासलाई अहिले सँस्थागत रुप दिईएको कुरा गरिएको छ र सँस्था भन्दा ठुलो व्यक्ति हो भन्ने देखाउने कोशिस गरिँदैछ। । तर, यो सँस्थागत रुपपनि ४०० जनाको नेतृत्व भने डा. रामकन्ठ नै हो भन्ने हिसाबमा मात्र सिमित छ। वास्तवमा हामीलाई डा. रामकन्ठ नेपालका ७५ जिल्लामा चाहिन्छ। ७५ जिल्लामै हामीलाई रामकन्ठहरु चाहिएका छन। यो समाजमा एक ठाउँमा रामकन्ठ हुन सक्छ भने अर्को ठाउँमा पनि जन्मन सक्छ। समर्पण, लगनशीलता र कर्तव्यनिष्ठताले रामकन्ठहरु जन्मन सक्दछ भने अर्को ठाउँमा किन रामकन्ठ नजन्मने त? अनि त्यही रामकन्ठले अर्को स्थानमा किन धुलिखेल अस्पताल जस्ता सँस्थाहरु किन नजन्माउने त?

छोटो समयमा यति प्रगति गर्न सक्ने र विदेशीहरुलाई पनि सरिक गर्न सक्ने व्यक्ति एकै ठाउँमा सिमित भएर बस्नु कुनै हालतमा ठीक हुँदैन। यदि डा. रामकन्ठ साँच्चिकै निर्माता हुन भने हाम्रो चुनौती छ, जाउ अन्य ठाउँमा पनि गएर र गरेर देखाउ। राजनैतिक र प्राज्ञिक स्वार्थलाई भजाउन नचाहनेहरु कतै जडतापूर्वक बस्दैनन। ठाउँठाउँमा म जान्छु र ठाउँठाँउमा म गर्छु भन्ने चुनौतीलाई स्विकार्छन र गरेर देखाउँछन। होईन, प्रचार मात्र गर्ने र आफुलाई धुलिखेल अस्पतालमै मात्र उहाँ सिमित राख्नु हुन्छ भने हामीले बुझ्नु पर्छ, यी सब कुराहरु खोक्रा प्रचारवाजी मात्र हुन। सहयोगीका परिश्रमका आधारमा नातावाद, कृपावाद र अवसरवाद लादेर आफुलाई अपरिहार्य बनाउ ने सुरेश राज पथको पछ्याई मात्र हो। अनि, समाजलाई परिवर्तन गर्छु भन्ने अगुवाहरुले बाटैमा..........परिचायक मात्र हो।

नेपाल विद्यार्थी संघले काठमाडौं विश्वविद्यालय बन्द गराएको छ । विद्यार्थी कल्याण परिषद् विघटन गर्ने काठमाडौं विश्वविद्यालयको निर्णयको विरोधमा नेविसंघले विश्वविद्यालय बन्द गरेको हो ।

नेपाल विद्यार्थी संघको नेतृत्वमा रहेको विद्यार्थी कल्याण परिषद् अखिल क्रान्तिकारी र अनेरास्ववियुले अविश्वासको प्रस्ताव दर्ता गराएपछि विश्वविद्यालयले परिषद् विघटन गरेको थियो । विश्वासको प्रस्तावको परिणाम सार्वजनिक गर्नु पर्ने माग गदै काठमाडौं विश्वविद्यालय विद्यार्थी युनियनले बिहीबार सो विश्वविद्यालयमा तालाबन्दी गरिएको एयुनियनका अध्यक्ष सुनिल बानियाले दैनिकीलाई जानकारी दिए ।

उनले सो अविश्वासको प्रस्तावमाथि पनि विश्वासको प्रस्ताव आइसकेको अवस्थामा विश्वविद्यालय प्रशासनले परिणाम सार्वजनिक नगरेको भन्दै विद्यार्थी युनियनले ८ बुँदे माग राख्दै विश्वविद्यालयमा ताला लगाएको बताए । उनले विगत एक हप्तादेखि सो प्रस्तावको परिणाम सार्वजनिक गर्नको लागि एक हप्ते अल्टीमेटम दिए पनि प्रशासन मौन रहेको भन्दै ताला लगाइएको बताए ।

विद्यार्थीहरुको ८ बुँदे मागमा विश्वासको प्रस्तावको नतिजा सार्वजनिक हुनुपर्ने, विश्वविद्यालयका रजिष्टारको राजीनामा हुनुपर्ने, विद्यार्थीहरुले विश्व विद्यालयमा अतिरिक्त क्रियाकलापमा सहभागी हुन पाउनुपर्ने, परिक्षाको समयमा विद्यार्थीहरु बिरामी भएमा अर्को पटक परिक्षा दिन पाउनु पर्नेलगायत रहेका छन् ।

KATHMANDU, June 4 - Student Welfare Council in Kathmandu University (KU) padlocked all the departments and administration offices on Thursday pressing for their demands.

The agitations have been upped since the KU turned dead ear to taking action against the Registrar, increasing co-curricular activities and representation of the council members in the university senate, the Council president Sunil Baniya said.

The council had padlocked the office of the Registrar Professor Bhadra Man Tuladhar on Tuesday.

The deadlock situation has hindered the studies of more than 2,000 students studying in the University.

Prachanda and KU drinking episode

Since yesterday, Nepal’s media have become busy reporting on “KU drinking episode” in which the son of PM Prachanda was caught dozing off after a binge drinking in camera. No sooner than Mr. Prakash Dahal issued denial through FACEBOOK‘फेसबुक’ बाट प्रकाश दाहालको स्पष्टिकरण, another vernacular Nepali weekly JanaAstha carried a feature report प्रमपुत्रले रक्सी पिउँदा हामीलाई पेलान clearly indicating roles of Prof. Suresh Raj Sharma and Dr. Ram Kantha Shrestha. Similarly enepalnews.com has प्रधानमन्त्री पुत्रको रक्सी प्रकरण सम्वन्धमा थप समाचार carried both the JanaAstha Weekly report as well as Facebook denial of Mr. Prakash Dahal.

(1) Present discussion in Media:
As reported in www.weeklynepal.com by Moti Ram Timsina, intially both Suresh Raj Sharma and Ram Kantha Shrestha tried to prevent entry of the journalists in the “binge drinking academic meeting of KU.” When the journalists persisted to stay in Dhulikhel Lodge resort, Ram Kantha Shrestha, asked his hotel owner brother Mr. Prem Kantha to “entertain” the journalists. From this report, it is clearly established that Suresh Raj Sharma of Kathmandu University has been wasting hard-earned cash as well as financial assistance of international donors in wining and dining. Especially, in this recession hit time, it is extremely detestable to know that a Vice-Chancellor of an impoverished nation goes out of his way to finance a binge party.

In political circle, this episode has turned into a god-send opportunity for opposition Nepali Congress. Not taking a chance, pro-congress vernacular “Ghatana ra Bichar” has reported प्रकाशको ‘क्रान्तिकारी ढलान’ that overspeeding Mr. Prakash Dahal nearly killed some scribes before proceeding to the binge party organized by Suresh Raj Sharma. The way the report was presented, it appears that the pro-congress newspaper is now hell-bent in projecting Mr. Prakash Dahal as a neo-Parash. Then crown-prince Parash has remained extremely unpopular in Nepal because of some fatal hit-and-run accidents attributed to him. Political pundits believe that this story could have been planted at the behest of over-ambitious daughter of Congress leader G.P. Koirala. She has been sulking for a long time against the Maoists leaning newspaper for reporting on her personal relations with many Congress leaders. So, it is probable that she might have been revenging by instigating her supporters in the media to present Mr. Prakash Dahal negatively in public eye.

On the other hand, general public has started to show their disgust against the Maoists. In the popular Nepali blog MySansar प्रधानमन्त्रीपुत्रलाई कसले कारबाही गर्ने ?, around 300 comments have been received. A kind of war of words is now taking place between pro-Maoists and anti-Maoists. Some serious voices, claiming to be those of Maoists supporters, have bitterly lamented that the Maoists have ultimately turned out to be no different from other political outfits. There are some voices demanding action against Mr. Prakash Dahal also. They opine that if the Maoist party can suspend a CA member for not attending an important CA meeting under the influence of alcohol, why not Mr. Prakash Dahal be also taken action against?

2) Is it a political sabotage?
Looking back at the chronological events, it appears that there are some political conspiracy involved in this episode. Moreover, involvement of both Suresh Raj Sharma and Ram Kantha Shrestha, clearly indicate this. Suresh Raj Sharma has remained loyal to Royal Palace throughout his life. He became Professor of Tribhuvan University through the royal decree without facing any interview/test in Tribhuvan University. His academic credentials show that he does not deserve to be a professor. For making him professor, he has always remained loyal to the Royal palace. With his supporters, even today, he openly talks about possibility reinstitution of Monarchy in Nepal. On the other hand, Dr. Ram Kantha Shrestha is politically motivated younger brother of Mayor Bell Prasad Shrestha. When King Gyanendra took full control, Mr. Bell Prasad Shrestha was quite powerful and got nomiated as Mayor of Dhulikhel Municipality.

Besides these political pasts, Suresh Raj Sharma has recently started to grumble against the Maoist government. After his crackdown on KUPA and KUSA in KU, and harassment triggered death of Mr. Buddhi Bahadur Biswokarma, many eyebrows were raised against Suresh Raj Sharma regime in KU. Some prominent left leaning intellectuals have openly called for ouster of Suresh Raj Sharma from KU. Sensing his possible removal, Suresh Raj Sharma has been recently spotted in a number of closed door meetings with Mr. Radheshyam Adhikary, Nepali Congress C.A. member and another confident of Sujata Koirala.

If one combines Suresh Raj’s political past, present association and fear of his removal, it is not difficult to see that Suresh Raj has once again availed his services to defame the Maoists. The number of reasons why Suresh Raj did it are as follows;

(i) Had Suresh Raj had no intention to defame Prachanda and his family, he would have organzied the meeting between Chancellor Prime-Minister Prachanda and himself within KU premise. Many, who have been to KU, knows very well that there are venues within KU premise as well as in Dhulikhel Hospital to hold meetings and discussion.

(ii) It is normal that visiting dignitaries are provided basic snacks/lunch/dinner. There are many occasions when lunch or dinner have been ordered to arrange in KU premise itself. So, Had Suresh Raj wanted, he could have arranged the dinner party within KU premise. This would have prevented both the entry of the journalists/reporters as well as free-flow of alcohol. And this would have saved Prime-minister Prachanda and his family from the present embarassment.

(iii) Suresh Raj organized binge party in Dhulikhel Lodge resort with clear intention of exposing the Maoists. His hesitation to answer the jounalists on presence of the Prime-minister was a cover up to shroud his own mobilization of the journalists. It is highly likely that his younger brother Mr. Mukunda Prasad Upadhyay might have tipped off the journalists about possible sensational news in Dhulikhel Lodge resort.

3) Academic Morality:
Many Nepalese have discussed about this issue from pro and anti-Maoists viewpoints. Mainly those, who suffered during the people’s war because of total prohibition exercised by the Maoists, are now baying for the blood of Prakash Dahal. In this vengeful pursuits, none has bothered to ask about how come a University meeting take place amidst a heavy drinking binge party?

There are many universities in South Asia where drinking is total no-no inside University premise. Mainly the universities, schools and colleges in India and Nepal are considered temple of learning or temple of goddess Sarswoti. So, many Principals, Vice-Chancellors and Directors refrain from spending institution’s money for binge party. Neither they alllow alcohol inside university nor they ever spend a single penny on alcohol. It is a generally accepted norm that most of the parties thrown by presiding officers should be without alcohol.

However, in case of Kathmandu University, all rules are broken at the whims and fancies of Prof. Suresh Raj Sharma. Though he generally complains of blood-pressure, yet he generally visits Dhulikhel lodge resort to satiate his thirst for alcohol. One would have never complained, had he paid his own bill. Even for his personal binge drinking, the bill is footed by KU. Regular gathering, in Dhulikhel Lodge Resort, of Suresh Raj Sharma, Sitaram Adhikary, Bhadraman Tuladhar, Pushpa Raj Tuladhar, Bhola Thapa, Brijesh Adhikary and their family members have been noticed by many teachers and students of KU. And we have been consistently reporting that most of the decisions taken by Suresh Raj to crush the voices of academic freedom, KUPA, and KUSA emanated from Dhulikhel Lodge resort.

It is highly lamentable that a large sum of money is lost by KU in organizing binge drinking party for Suresh Raj Sharma. There are many meritorious students leaving the campus because of financial constrait. Many parents have been working hard in the belief that the money they pay to KU will be used for both betterment of education and shaping up the future of their wards. There is a great scarcity of good teachers because of low pay-scale in Kathmandu University. Had Suresh Raj been somewhat more thoughtful, he would have cut down on his binge parties and arranged to pay for either tuition fees of the students or for remuneration of the teachers. But, he has never done it. He has consistently used Dhulikhel Lodge resort to arrange binge parties such that it has now started to trigger another suspicion, whether Suresh Raj is involved in a corrupt dealing over there also?

Now the time has come for every one, students, teachers, staffs, and international donors to recognize that KU has financial constraint not because of less payment of tuition fee. Students need to protest on the lowering the tuition fee and the teachers and staffs need to inform Suresh Raj that the money he generally spends in organizing binge parties should be provided to them. Similarly, international donors must question Suresh Raj on how transparently he is spending money in KU.

4) Conclusions:
a) This episode clearly establishes our charges that Suresh Raj is ingratiating himself by wining and dining powerful personalities of Nepal.
b) It is quite likely that Suresh Raj Sharma must be hand in glove with Radheshyam Adhikary, Sujata Koirala and G. P. Koirala. Given present animosity between Rukmangat Katwal, who even dispatched his army band to KU to show solidarity with Suresh Raj, and Prachanda, Royalits of all ilks could have come together to defame Prachanda and his family.
c) Suresh Raj Sharma is berefet of any morality. He uses money paid by the students on wining and dining.
d) The Maoists, mainly PM Prachanda, must take cognizance of the fact that had Suresh Raj Sharma and Ram Kanth Shrestha organized the meeting either within KU premise or Dhulikhel Hospital, this embarassment could have been averted.
e) PM and Chancellor Prachanda must take note of the fact that one dean and relative of Prof. Suresh Raj Sharma, Dr. Mana Prasad Wagley has openly accused him of playing a dubious role. No sitting dean has ever accused of a Chancellor of playing politics. Dr. Mana Prasad Wagley had done so at the behest of Prof. Suresh Raj Sharma and therefore, it is more than enough to establish malafide intention of Prof. Suresh Raj Sharma in organizing this meeting in Dhulikhel Lodge resort.
f) Series of incidents, wherein Suresh Raj Sharma is involved in defaming the Maoists and Prachanda, demand that PM and Chancellor Prachanda must immidiately sack Suresh Raj Sharma, Sitaram Adhikary, Bhadraman Tuladhar, Pushpa Raj Adhikary and constitute a probe committee.

Suresh Raj's new scandal

When we talked about Dhulikhel Lodge Resort as an entertainment hub of Suresh Raj, no body believed us. Many claimed that we are badmouthing a very good educationist. Suresh Raj has never hesitated to use hard-earned money to spend on whisky, wine and women. He has entertained a great deal of leaders, ministers, ministers' wives, ministers' sons and daughters at Dhulikhel Lodge resort. But, this time he has moved one step further to entertain Prime-minister Prachanda himself.

Whatever expectation we had of the Maoists are dwindling very fast. The Maoists have also proved that they are no different from other politicians. Prime-ministers, be it Girija or Surya Bahadur or Sher Bahadur or Prachanda, have always like Suresh Raj. But, unlike others, in case of Prachanda, it appears that Prime-minister Prachanda's son Prakash seems to have liked Suresh Raj very much.

Recent media reports (My Sansar,Samacharpatra) which show Mr. Prakash sleeping after consuming alcohol, clearly indict Suresh Raj Sharma. By organizing such party, Suresh Raj has been cajoling many politicians and their family members. The hard-earned money of KU is being used for saving his chair only. Though it is painful to the Maoists, yet it is very good that Suresh Raj's name has once again surfaced in a scandal. Prime-minister Prachanda, need to be aware of the fact that Suresh Raj must have organized this party to defame his government and his family.

Furthermore, this blogger views that recent incident involving Mr. Prakash is a direct result of the Maoists' indicision. Instead of immidiately sacking corrupt, nepotist, communal, racist and casteist elements like Suresh Raj Sharma, the Maoists have also started to maintain status quo. As a result, the Maoists are getting trapped by the influences of the elements of status quo and started wining and womanising. If the Maoists continue to ignore righteous voices and refrain from sacking elements like Suresh Raj, then days are not far away when they will be pushed to the fringes of politics. Hope the Maoists would learn from Prakash episode and identify how dangerous the shadow of Suresh Raj is.

Ghajini of KU

Recent watching of Aamir Khan starrer Ghajini in Gopi Krishna was worth my money. It was a thrilling movie I had watched in almost a decade. Moreover, it revealed how one single incident brings in cataclysmic changes in someone's life. Kalpana would have never died had she not tried to save those young girls. She would have been pleasantly surprised that the Sachin she was dating was actually the Sanjaya Singhania. But, in between came traffickers of human organs, human traffickers and finally came the Mafia Ghajani. A goody-goody comical and romantic fare turned into a revenge story only because of the Mafia.

The Ghajani is a perfect Mafia in that he was quite capable of maintaining societal reputation by extending huge donations as Ghajani Dharmatma. But, behind this facade of social philantrophy lies his hidden trade of organs and flesh. And to conceal his real traits and trades, he not only kills those innocent girls but also the beautiful Asin.

When I look back into KU and start thinking of the role of Suresh Raj Sharma, there comes only one question to my mind. Why do the murderers and mafias have similar streaks?

Suresh Raj Sharma of KU claims that he is also a Sadhu because he has presided over setting up of KU. Through newspaper articles, he tries to praise himself and he becomes much obliged when manipulators like Dr. Jaya Raj Acharya and Karna Shakya praise him. But, inside he remains a pure nepotist who has not hesitated to kill the essence of academia. When the faculties and staffs oppose him openly, he becomes more dangerous and starts using goons like Bhola Thapa to harass one hapless Dalit employee to death. Aamir Khan's Gajani has traded in human organs and humans themselves. Suresh Raj has traded in academic values at the expense of academicians and academic staffs. For sheer benefit, Suresh Raj has also done similar things Ghajani has done.

Aamir Khan has nothing to do with Gajani's business. He was involved in it because he was restless to meet his fiance. Similarly, Buddhi Bahadur was never concerned with Suresh Raj's business. He never uttered a single word when Suresh Raj appointed Mukunda as Chief Administrative Staff. Nor he ever spoke against continuation of Brijesh, Manish, Daniel and Sharad as KU teachers and managers. But, he was attacked when he went to receive his cherished rights. And with this attack there comes the short term memory loss for so called intellectuals of KU.

Aamir Khan starred Ghajani unfailingly depicts that for no mistake of ours, the mafias and the murderers inflicts us with short term memory loss. It also depicts that if determined, a person with 14 minutes 52 seconds long memory can also take on a cruel criminal. I believe that there are many professors and professionals who are associated with KU at one point in their lives. Can they remain in a state of memory loss for ever? Should not they take on the Ghajani of KU and dislodge him? I hope that many who detest nepotism, corruption and high-handedness of Suresh Raj Sharma would raise their voice to finish off this Ghajani for ever.

ऊर्जा सङ्कटको उपयुक्त विकल्प : नवीकरणीय ऊर्जा

अदूरदर्शिता र भ्रष्टाचारले गर्दा उत्पन्न विद्युत् समस्याको समाधान खोज्न फेरि गलत बाटो नअपनाइयोस्।

आइन्स्टाइनले आफ्नो जीवनको पछिल्ला वर्षतिर भनेथे "समस्याको जन्मको कारण बन्ने पद्धतिले समाधान दिन सक्दैन"। अहिले हाम्रो देश र समग्र विश्वका ऊर्जासम्बन्धी नीतिनियम, र पद्धतिले आइन्स्टाइनको यही कथनको पुष्टि भइरहेको छ। आजको विश्वमा ऊर्जा सङ्कट र परम्परागत ऊर्जाले निम्त्याएको जलवायु परिवर्तन मानव सभ्यता र यस्को अस्तित्त्वसँग गासिएको महत्त्वपूर्ण सबाल हो। यसको राजनीतिक तहबाट रणनीतिक, आर्थिक र नीतिगत पक्षमा उचित सम्बोधन नभए विश्वको अस्तित्त्व नै समाप्तिउन्मुख हुनेछ।

यस विषयमा विश्वको आधिकारिक निकाय मानिने जलवायु परिवर्तनसम्बन्धी अन्तरसरकारी समूह इन्टरगभर्मेन्टल प्यानेल फर क्लाइमेट चेन्ज (IPCC) ले वातावरण एवम् ऊर्जा वैज्ञानिकका अनुसन्धान निस्कर्षका आधारमा १९९० को समग्र विश्वको हरितगृह ग्यास उत्सर्जनलाई २०५० सम्ममा ६०% ले कटौती गर्नैपर्ने प्रस्ताव अनुमोदन गरिसकेको छ। तर कार्यान्वयनमा भने २००८ देखी २०१२ सम्ममाका लागि क्योटो प्रोटोकोलमात्र छ। यसले २०१२ सम्ममा १९९० को आधारमा मात्र ६% को हाराहारीमा मात्र हरितगृह ग्यास कटौती गर्ने सम्झौता गरेको छ। यसैमा पनि अमेरिका, चीन, भारत, अष्ट्रेलियाजस्ता विश्वको ५०% भन्दा बढी हरितगृह ग्यास उत्सर्जन गर्ने राष्ट्रहरू विभिन्न बहानामा सहभागी भएका छैनन्। हालसाल पोल्यान्डमा सम्पन कन्फरेन्स अफ पार्टिजको १४ औं महासभामा पनि कुनै उत्साहजनक सहमति भएन। अब २००९ को अन्त्यतिर डेनमार्कको कोपनहेगनमा हुने महासभासम्म पर्खनु पर्नेछ।

सकारात्मक सहमतिको आशा गर्नुको विकल्प छैन। इयु- २७ ले घोषणा गरेको २०२० सम्ममा २०/२०/२० योजना अर्थात कार्बन उत्सर्जनमा २०% कटौती, सम्पूर्ण ऊर्जा खपतमा २०% नवीकरणीय ऊर्जाको प्रयोग, र ऊर्जा खपतमा २०% कटौती सरहानीय कदम हुँदाहुँदै पनि माथि उल्लेखित अमेरिका, चीनजस्ता धेरै कार्बन उत्सर्जन गर्ने राष्ट्र सहमत नभए १५%को हाराहारी कार्बन उत्सर्जन गर्ने इयु २७ मात्रको प्रयासले मानव अस्तित्व खतरामक्त हुनेछैन। अहिलेकै अवस्थामा भने ६०% मात्र कटौती हुनेछ र विश्वको तापमानमा ४ डिग्री सेन्टिग्रेड जति वृद्धि हुनेछ र कैयौं देश र सहरको अस्तित्व समाप्त हुनेछ।

आउने दिनमा ऊर्जा सङ्कट मात्र नभएर वातावरणी रअभावजन्य सङ्कट ( उदाहरणका लागि फोसिल र न्युक्लियर ऊर्जाको स्रोत सकिँदै जानु, माग निरन्तर बढ्ने र आपूर्ति घट्दै जाँदा) विश्वले आजसम्म नभोगेको हिंसा र अराजकताको लागि तयार हुनुपर्ने हुन्छ। कारण ऊर्जाबिना केही पनि सम्भव छैन। अरब खाडीमा, ईराकमा तेलको सट्टा नास्पाती या सुन्तला भएको भए त्यहाँ ती युद्ध हुने थिएनन‍्।), परम्परागत र आणविक ऊर्जा उत्पादनमा हुने अत्यधिक पानीको खपतले अहिलेनै अपर्याप्त पानीको सङ्कट थपिने छ। यस्तै जनस्वास्थमा पर्ने प्रतिकूल प्रभाव, पेट्रो-केमिकल स्रोतबाट बन्ने रासायनिक मलको अभाव भएर खेतिपातीमा हुने सङ्कटसमेतका कारणले गरर्जा सङ्कटलाई बहुआयमिक रूपमा हेर्नुपर्ने बाध्यता हुनेछ।

अहिले कथित ऊर्जा विशेषज्ञहरू आर्थिक र प्राविधिक पक्षलाई देखाएर नवीकरणीय ऊर्जाको पूर्ण कार्यन्वयनमा जान हिच्किचाइरहेको देखिन्छ। प्राविधिक पक्षको समाधान भये पनि आर्थिक पक्ष झिकी नवीकरणीय ऊर्जाको विकास र विस्तारमा अल्झो हाल्ने गरेको देखिन्छ। परम्परागत ऊर्जाविद्हरू समाधान नभएर समस्याको अंशका रूपमा छन्। अब हामीसँग धेरै समय छैन।‌

नवीकरणीय ऊर्जा र परम्परागत ऊर्जामा रहेको प्रमुख भिन्नता हो - प्रदूषणरहित र प्रदूषणयुक्त ऊर्जा। सीमित स्रोत र असीमित स्रोत, थोरै स्थानमा केन्द्रित र जताततै उपलब्ध हुने स्रोत। विश्व बजारमा फोसिल ऊर्जाको करीब ६०% वार्षिक आपूर्ति जम्मा ४० वटा स्रोतबाट हुन्छ र ती सबै मध्यपूर्व एसिया र अफ्रिकामा छन्। यही केन्द्रित स्रोतकै कारण अतिरिक्त राजनीतिक, आर्थिक र सुरक्षाका प्रश्नहरू विश्व राजनीतिमा तेर्सिएका छन्। केही प्रतिनिधि उदाहरण हेर्ने हो भने क्यासपिअन खाडीको पाइप लाइनमा मात्र १० हजार सशस्त्र सुरक्षाकर्मीले दिनरात पहरा गरिरहेका हुन्छन्। तर तेस्को मूल्य ऊर्जामा जोडिएको हुन्न। यस्तै धेरै पक्षका आधारमा अब ऊर्जा बजारमा प्रचलित मान्यता बदल्नुपर्ने समय आएको छ। सौर्य, हावा, पानी, बायोमास, जिओथर्मल नवीकरणीय ऊर्जा जस्ता सुर्यजन्य स्रोतमा सुर्य रहेसम्म आपूर्तिमा कुनै समस्या हुँदैन। र खगोल विज्ञानअनुसार सुर्यको आयु ५-७ अर्ब रहेको छ। तेसैले पनि अहिलेनै चिन्ता गर्नु पर्ने छैन। सुर्यको किरण निसरणमात्र पिन अहिले विश्वमा भएको दैनिक फोसिल र न्यूक्लिअर ऊर्जाको खपत भन्दा ५० हजार गुना बढी छ। तेसैले नवीकरणीय ऊर्जा अहिलेको एक मात्र समाधान हो।

परम्परागत ऊर्जाको सीमितता : करिब ४ दशकमा तेल ऊर्जा, ५ दशकमा ग्यास र १ शताब्दीभित्र कोइलाको स्रोत सकिने छ। साथै आउने ३ -४ दशकिभत्र सम्पूर्ण विश्व प्रदूषणरहित ऊर्जाको स्रोतमा परिवर्तन गरी सक्नुपर्ने हुन्छ। जैविक वृत्तको सीमितताले पनि समस्या विकराल बनाएको छ। र यही नै यस शताब्दीको प्रमुख चुनौती हो।

यस्तो महत्त्वपूर्ण सबालमा नेपालजस्तो देशले विश्व जनमतका प्रभाव पार्न नसके पनि आफ्नै देशको हितका लागि निम्न कुरामा ध्यान दिनैपर्ने हुन्छ। राज्य, अग्रज नागरिक समाज र विशेषज्ञले भविष्यको स्पष्ट खाका र आधार दिन सक्नुपर्छ। हालै निकै चर्चामा रहेको थर्मल प्लान्ट नेपालमा उपयुक्त नरहेको धेरै विज्ञले लेखिसकेका छन्। वातावरणीय पक्षलाई बिर्सने हो भने पनि देशको समग्र अर्थतन्त्रमा पर्ने प्रभाव र सजिलै नपाइने ऊर्जा भएकाले थर्मल प्लान्ट उचित नभएको साबित हुन्छ।

भुगोलअनुसार मात्रामा धेरथोर भए प्राकृतिक स्रोतको नवीकरणीय ऊर्जा सबैतिर उपलब्ध हुन्छ। यसको संरचनामा कुनै लागत लाग्दैन। प्रविधिमा मात्र लगानी भये पुग्छ। सुरुको लगानी केही बढी भए पनि लाभलागत विश्लेषण गर्दा यो सस्तो पर्न आउँछ। यसमा इन्धन खर्च छैन। वातावरणीय प्रभाव, सुरक्षा, ढुवानीसमस्या लगायत केही बहुराष्ट्रिय कम्पनीको एकाधिकारबाट आइपर्ने समस्या पनि हुनेछैन। छेत्रीय ऊर्जा नीतिनियम बनाएर प्रत्येक क्षेत्रमा सानतिनादेखि ठूला कम्पनी सबैले उत्पादन र वितरण गर्न सक्ने हुँदा बजार पनि एकाधिकारबाट मुक्त हुन्छ। फोसिल ऊर्जाले समष्टि अर्थतन्त्रमा ल्याउने समस्याविपरीत नवीकरणीय ऊर्जाले व्यष्टि अर्थतन्त्र दिने लाभ लिन सके नेपाल जस्तो ग्रामीण अर्थ व्यवस्था भएको मुलुकको हितमा हुनेछ।

विगत सरकारका अदूरदर्शिता र भ्रष्टाचारले गर्दा आएको अहिलेको विद्युत् समस्याको समाधान खोज्न गलत बाटो नअनाइयोस्।

नातावादको आरोप र बाबुरामको प्रतिकृया

नातावाद कहिँ पनि हुनु हुँदैन। नातावाद हुनु भनेको योग्यतालाई गलहत्याउनु हो। योग्यतालाई गलहत्याउनु भनेको जहाँनिया प्रथा चलाउनु हो, जातिवादीतालाई प्रश्रय दिनु हो, चाटुकारीतालाई चुम्बन गर्नु हो र दलालीलाई जीवन दर्शन बनाउनु हो। सचेत मानिसहरु डराउँछन नातावादको आरोप लाग्ला भनेर। ईमान्दार व्यक्तिहरु धेरै त्रसित हुन्छन यस्ता आरोपसँग। किनभने एकचोटी यो आरोप लाग्नु भनेको जीवन भरका लागी कलँकित हुनु हो। यो आरोपलाई न नातेदारको योग्यताले ढाकछोप गर्न सकिन्छ न आफ्नो विकासवादी वा क्रान्तिकारी योगदानको बखानले ओझेलमा पार्न सकिन्छ।

भयँकर खतरनाक कुरा हो नातावाद। नेपालको विकास वास्तवमा अरुले होईन नातावादले ध्वस्त पारेको हो। नेपालको शिक्षा क्षेत्र, प्रशासन र राजनिती सबैतिर नातावादले त्राहिमाम मच्चाएको छ।

नातावाद र सुरेश राज

एकताका सुरेश राज खुब बखान गर्थे किन काठमाडौँ विश्वविध्यालय चाहियो भन्दै। अप्रत्यक्ष रुपमा नातावादलाई उनले प्रहार गरेका थिए। उनी बोल्दै थिए नेपालमा विश्वविध्यालयको आवश्यकताका लागी। उनी भन्दै थिए सचिव लगायत दरबारका नजीकका प्रशासक र पहुँचवालाहरुले ईन्जिनियरिँग र मेडिकलमा आफ्नै भाई-भतिजा, भान्जा-भान्जी मात्र पढन पठाए। भारत निर्वासनमा रहेका काँग्रेसका नेताहरुले भारतीय नेताहरुका आशिर्वादले आफ्ना नालायक छोरा-छोरीलाई पनि ईन्जिनियर -डाक्टर बनाए। कम्युनिष्टहरुले रुस र चीनमा आफ्ना छोरा‍-छोरीलाई एकलौटी पठाउन थाले। न दरबार र नेपाल प्रशासनका सचिवहरुका छोरा-छोरी योग्य र मेधावी छन न काँग्रेस वा कम्युनिष्ट नेताहरुका छोरा-छोरीहरु मेधावी छन। पहुँच नभएका तर मेधावी नेपालीहरु डाक्टर वा ईन्जिनियर नहुने हो भने देशको विकास कहिले हुन्छ? देशको विकासकै लागी हो हामीले काठमाडौँ विश्वविध्यालयको स्थापना गरेको। योग्य र मेधावी नेपालीहरुलाई नै डाक्टर-ईन्जिनियर बनाउनकै लागी हो हामीले काठमाडौँ विश्वविध्यालय बनाएको।

थर्ड क्लासहरु नेता हुने, सचिव हुने, प्रशासक हुने र पहुँचवाला हुने नेपालको वर्तमान अवस्थामा सुरेश राजको जति प्रशँसनिय सोचाई कसैको छैन। योग्यतालाई मात्र प्राथमिकता दिने हो र योग्य नेपालीहरुलाई निर्धक्क काम गर्न दिने हो भने देशको विकास अवश्यँभावी छ। कसैले नराम्रो भन्दैन सुरेश राजको कुरालाई। तर, काम हेर्नुस त?

अयोग्य छोरीलाई योग्य बनाउन आवश्यक प्रतिशतलाई‌ पचासबाट रातारात पैतालिसमा झारे। बक नफुटने लाटो भाईलाई चौबिसै घन्टा थुतुनो चलाउनु पर्ने जिम्मा सुम्पँदै प्रमूख प्रशासकिय अधिकृत बनाए। मतियार सीतारामले केयु पारस बृजेशलाई वर्षभरि कुनै विषय नपढाईकन शिक्षक बनाईराख्दा, "यस्तो हुँदैन, कसैले वर्ष भरि तालिम लिन पाईँदैन" भनेर कहिले बोलेनन । यसरी नालायकलाई लायक बनाउन पाईन्न भनेर कहिले बोलेनन। सीतारामले कनिष्ठ पुत्र शरदलाई टेक्निशियन मात्रै हो भन्दै आईएसएमयु (Internet Service Maintenance Unit) मार्फत मेनेजर बनाउँदा, कहिले आपत्ति जनाएनन। बरु, हाल दिवगँत छोरीलाई पनि मेनेजर बनाउने बाटोको जोहो भयो भन्दै नातावादी पथ-प्रदर्शनका लागि सीतारामलाई चुमे होलान।

भाषण, भेट-घाट र छलफलमा सुरेश राजले बोलेका हरेक शब्दलाई यीनको व्यवहारले खन्डीत गरिसकेको छ। यीनले काठमाडौँ विश्वविध्यालयमा नातावाद लादेका मात्र छैनन, सीताराम देखी लिएर भद्रमानसम्मका नातेदारहरुलाई नातावादी सँयन्त्रमार्फत काठमाडौँ विश्वविध्यालयका प्राध्यापक, मेनेजर, प्रशासक हुँदै खर्दार, सुब्बासम्म बनाएका छन। नातावादमा सुरेश राजको अत्यन्त विश्वास र भरोसा रहेको ठुलो प्रमाण भने जागीर भन्दा बाहेक गुन्डागर्दीमा समेत नातावाद अँगाल्नु नै हो। जलन कुमार जस्ता खुँखार भ्रष्टाचारी यदि सुरेश राज शर्माकै भ्राता-अनुज नभएका भए धुलिखेलसम्म गएर आक्रमण गर्ने थिएनन। सयौँ प्राध्यापक-कर्मचारीका माझमा सँस्थापक प्राध्यापकमाथि नातावादी हमला गर्ने हिम्मत यीनले कुनै हालतमा गर्नेवाला थिएनन।

सुरेश राजको नातावादको सबैभन्दा डरलाग्दो पक्ष भनेको यीनको रक्तपिपासुपन नै हो। नातावादको आरोपबाट उठेको आन्दोलनलाई दबाउन अन्तत:गोत्वा यीनले निमुखा दलितलाई बाँच्नै दिएनन।

चरम नातावादको उदाहरण

काठमाडौँ विश्वविध्यालयको पूर्व प्रारुप भ्याली क्याम्पसका उत्पादक डेनियल तुलाधर प्रवीणता प्रमाणपत्र तहमा निक्कै निम्नस्तरका विध्यार्थि थिए। पछि का.वि. रजिष्ट्रार डा. भद्रमान तुलाधरले यिनलाई आफ्ना रसियन सँबन्धको प्रयोग गर्दै युक्रेनमा पढन पठाए। मिल्दो विषय नपाएपछि यिनले पढनु परेको विषय हो हाईवे ईन्जिनियरिँग। तर, पढाई सकिना साथ भने आफ्ना डिनकालमा दरबन्दीको म्याद गुज्रिसके पश्चात पनि डा. भद्रमान तुलाधरले यिनलाई मेकानिकल विभागमा असिस्टेन्ट प्रोफेसर बनाए। बाबु डिन वा रजिष्ट्रार हुने हो भने हाईवे ईन्जिनियर पनि मेकानिकल ईन्जिनियर बन्ने अनुपम उदाहरण काठमाडौँ विश्वविध्यालयमा छ। सुरेश राज शर्मा काठमाडौँ विश्वविध्यालयको सेवा आयोग अत्यन्त निष्पक्ष रहेको कुरा अन्तर्वातामा छाँटछन। तर, यिनी कहिले भन्न सक्दैनन कि काठमाडौँ विश्वविध्यालय सेवा आयोग र लोकसेवा आयोगका तालिकामा समानता छ भनेर। लोकसेवा आयोगका दरबन्दी र त्यहाँ प्रचलित नियमलाई हेर्ने हो भने कुनै हाईवे ईन्जिनियरले मेकानिकल ईन्जिनियरिँगको प्राध्यापक कहिले हुन सक्दैनन। यो सानो उदाहरण हो काठमाडौँ विश्वविध्यालयमा झ्याँगिएको नातावादको स्वरुपको।

नातावाद र बाबुरामको भूमिका

बाबुराम भट्टराईका सँबन्धमा हामिले केही कुरा पहिले पनि स्पष्ट गरिसकेका छौँ। हेर्नु हाम्रो पुरानो ब्लग "बाबुरामलाई चुनौती"। हाम्रा भनाईलाई पुष्टि गर्दै डा. भट्टराईले आफ्नो सफाई दिनु भएको छ। राजनैतिक रुपमा नातावाद नयाँ कुरा होईन। प्राज्ञिक क्षेत्रसँग दाँज्ने हो भने राजनितिक क्षेत्रमा हुने नातावादी नियुक्ति आवधिक नियुक्ति मात्र हो। रित नपुगेको र योग्यता नपुगेको नियुक्ति छ भने यस्ता नियुक्ति दिने मन्त्री-नेता-प्रधानमन्त्री छिट्टै गन्हाउँछन। दुर्गन्धितहरुलाई तह लगाउन जनताले पाँच वर्षे अवधि पनि पाउँछन। राजनैतिक रुपमा प्रचलित नातावादको विरुद्द यिनै प्रावधान काफि छन। तर, विश्वविध्यालय सेवामा भने यस्तो हुँदैन। काठमाडौँ विश्वविध्यालयको अनुभवलाई हेर्ने हो भने नातावाद यहाँ जागिरका लागी मात्र होईन, शैक्षिक उपाधि बढाउन र भविष्यमा जहाँिनया रितले प्रशासक बनाउन अगाडी आएका देखिन्छन। माथि उल्लेखित डेनियल तुलाधरको उदाहरण हेर्ने हो भने, यिनी प्राध्यापनका लागी कुनै हालतमा ठीक व्यक्ति होईनन। आई.एस्सी देखी नै निम्न स्तरका विध्यार्थि थिए यिनी। तर, काठमाडौँ विश्वविध्यालयमा यीनको उठान हेर्ने हो भने, सुरेश राजको ठाउँमा मनिष पोखरेल, सीतारामको स्थानमा बृजेश अधिकारी आउने परम्परा अनुरुप यिनलाई भद्रमानका ठाँउ लिन तयार पारिएको देखिन्छ। त्रिमूर्तीको परम्परालाई अर्को पुस्तामा हस्तान्तरण गर्ने सुरेश राजको अभिष्टले स्पष्ट सँकेत गर्ने कुरा हो प्राज्ञिक क्षेत्रमा नातावादको प्रादुर्भाव काठमाडौँ विश्वविध्यालयबाटै भएको हो।

अर्को तर्फ, आवधिक रुपमा लगाम कसिने अवस्था हुँदा-हुँदै पनि मानिसहरु चरित्र हत्यामा लागेका छन। गिरिजाले अत्यन्त अयोग्य छोरीलाई मन्त्रि र पार्टी सुम्पिने प्रकृयामा लाग्दा प्राकृतिक हस्तान्तरण हो भन्नेहरु अहिले डा. बाबुरामका विरुद्धमा विष अोकल्न थालेका छन। माओवादी सरकारबाट हटने बितिक्कै माओवादीका वर्तमान नियुक्तिहरु बदर हुन सक्ने सँभावना छ। राजनैतिक नियुक्तिलाई राजनैतिक रुपबाटै अवकाशमा परिणत गर्न सकिन्छ। यस्तो अवस्थामै पनि कोही बदनाम गर्न तम्सन्छन भने, उपाय के त?

शायद एउटा उपाय त्यही हो जुन डा. बाबुरामले गरेका छन। आफु विरुद्ध लागेका नातावादको आरोपका सँबन्धमा डा. बाबुराम भट्टराईले आफ्ना पत्रमा खुलारुपमा नातालाई खुलाउन चुनौती दिएका छन। यो यस्तो कुरा हो जुन काठमाडौँ विश्वविध्यालयका सुरेश राज शर्मा, सीताराम अधिकारी र भद्रमान तुलाधर कहिले गर्न सक्दैनन।

नेपालमा हाल नातावादको विरुद्ध सशक्तरुपमा कोही आन्दोलनमा छ भने त्यो हो काठमाडौँ विश्वविध्यालयमा। नातावादको विरुद्ध कसैको तार्किक कुरा अगाडी आएको छ भने त्यो हो यहाँ रहेका विद्धत वर्गको। अर्थमन्त्रि बाबुराम भट्टराईले नातावादको आरोपबाट बच्नका लागी केही सफाई दिएका छन। उनी आफु चोखिने बाटोमा लागेका छन र पत्रकारहरुलाई दुष्प्रचारमा लागेर प्रतीगमनलाई नसघाउन बोलेका छन।

तर, के बाबुराम भट्टराई व्यक्तिगत रुपमा चोखिएर मात्र पुग्छ र? के अर्थमन्त्री र वर्तमान मन्त्रिमन्डलका वरिष्ठ सदस्यका नाताले उनले सुरेश राजलाई भाई मुकुन्द, सीतारामलाई छोरा द्वय बृजेश र शरद, रजिष्ट्रार भद्रमानलाई छोरा डेनीयललाई तुरुन्त सेवाबाट हटाउन निर्देशन दिनु पर्दैन? के उनले सुरेश राजको सम्पूर्ण नातावादी सँयन्त्रलाई तुरुन्तै खारेज गर्न सुरेशराजलाई पत्र लेख्नु पर्दैन?

व्यक्तिगत रुपमै नातावादको आरोपबाट मर्माहन्त हुने व्यक्तिहरु नातावादलाई मन पराउँदैनन। डा. बाबुरामको भनाई र खन्डनलाई हेर्ने हो भने यिनी नातावादीहरुलाई कुनै हालतमा राम्रो मान्न तयार छैनन। तर, यस कुरालाई के बुद्धिविलासकै चरणमा मात्र सिमित राख्ने त? नेपालमा परिवर्तन ल्याउँछु भन्नेहरुले के सबै किसिमका नातावादीहरुलाई तह लगाउनु पर्दैन त?

पिटाई कुन बेला खाईन्छ?

प्राणी जगतमै सबभन्दा चेतनशील हो मानव। तर, कुटपिट-हमला-आक्रमणमा भने सबै भन्दा अगाडी मानव नै छ। कहिले कुरा मिलाई-मिलाई आक्रमण गर्छ, कहिले कुरा नमिल्दा अाक्रमण गर्छ। कहिले दु:खको पीडाले हृँशक हुन्छ भने कहिले उन्मादमा हृँशक। यस्तै, कहिले पत्रकार हुँ भन्दा पिटाई खाईन्छ भने कहिले काविको कर्मचारी हुँ भन्दा पिटाई खाईन्छ। पत्रकार हुँदा खाईएको कुरा र प्राध्यापक हुँदा खाईएको कुरामा केही फरक छैन। पिटाई खाने दुबैलाई दुखेको छ, चोट पुगेको छ र आत्मसम्मानमा धक्का लागेको छ। तर, चर्चा पत्रकारले पिटाई खाँदा धेरै भएको छ। यस्तो लाग्छ कि मास्टरहरु भनेका त पिटाई खान जन्मेका हुन, विश्वविध्यालय कर्मचारी बन्न पिटाई नखाई हुँदैन। त्यो पनि अरुबाट हैन, उपकूलपति स्वयमले उचालेका र परिचालित गरेका गुन्डाहरुबाट।

काठमाडौँ विश्वविध्यालयका सँस्थापक प्रा.डा. सुरेन्द्र राज काफ्ले, कुनै दिक्षित र तिवारी भन्दा निक्कै सम्माननिय ब्यक्ति हुन। शिक्षाको ज्योती प्रज्वलित गर्ने अभिभारालाई वहन गर्दै जीवन ब्यतित गरेका गुरुहरु निसन्देह पुजनीय छन। लक्ष्मीको स्थानमा सरस्वती र द्रव्यको स्थानमा अमूर्त सम्मानको खोजीमा लागेकाहरु सम्मानका हकदार हुन। तसर्थ, विध्यार्थि, सहकर्मी सबैले सम्मान गर्छन यस्ता व्यक्तित्वहरुलाई। तर, सहकर्मीहरुमै कोही यस्ता पनि हुँदा रहेछन, जो आफ्नो कुर्सीको सुरक्षाका लागी हमला गराउँछन र त्यो पनि अख्तियार धाईरहेका अभियुक्तका मार्फत। वास्तवमा काठमाडौँ विश्वविध्यालयमा आफ्नो कुर्सीको सुरक्षार्थ हमलाको सुरुआत गराउने व्यक्ति सुरेश राज शर्मा वाहेक अरु कोही होईनन। कृषि विकास बैँकका पूर्व अधिकृत तथा उक्त सँस्थामा कार्यरत रहँदा भ्रष्टाचारको आरोप लागेका जलन कुमार शर्माले हतपत काठमाडौँ विश्वविध्यालयमा प्रवेश पाउने वाला थिएन। सुरेश राज शर्माका आफ्नै अनुज नभएका भए यिनी एक्लै काठमाडौँ देखि धुलिखेलसम्म गएर कुनै वरिष्ठ-सँस्थापक प्राध्यापकमाथि हमला गर्ने हिम्मत गर्नेवाला थिएनन। सुरेश राज शर्माबाटै अभयदान पाएका कारण यिनले निर्धक्क भएर विश्वविध्यालय हातामै हमला गरेका हुन। तर, यो कुरा अहिले ईतिहाँस बिलिन भइसकेको छ। प्रा. डा. काफ्ले पनि कुनै सम्पादक वा कार्यकारी अधिकृत भएका भए शायद कुरा अर्कै हुन्थ्यो की? यो अहिलेको घटनाक्रमले सिर्जना गरेको प्रश्न हो।

काठमाडौँ विश्वविध्यालय प्रशासन शाखामा कार्यरत दन्डपाणिजी एक कर्तव्यनिष्ठ कर्मचारी हुन। आफ्नो मेहनत र लगनशीलताले विश्वविध्यालयको प्रगतीका लागि गरेका उनका योगदान आफ्नै ठाँउमा छ। कर्तव्य पालनाको सिलसिलामा उनले न कसैसँग झगडा गरेका छन न कसैलाई मुख छोडेका छन। घरबाट कार्यालय र कार्यालयबाट घर उनको नियमित प्रकृया हो। तर, हठात धुलिखेलका पूर्व मन्डले मेयर मनसुमन श्रेष्ठका अगुवाईमा आएका साँघातिक जत्थाको आक्रमणमा उनी पर्छन त्यो पनि मास्टर जस्तो देखिएर। काठमाडौँ विश्वविध्यालयमा आन्दोलनको नेतृत्व प्राध्यापकहरुले गरेका छन तर पिटाई खानेमा प्राध्यापक जस्तै देखिएका हुनाले दन्डपाणिजी पर्नु भएको छ। प्रतिकृया के त? न प्रहरीमा उजुरी न कुनै आमरण अनसन। सक्दो गरे काठमाडौँ विश्वविध्यालयका कर्मचारीहरुले कुसा (Kathmandu University Staff Association) बनाएर। गुन्डा परिचालनबाट एउटा समूहको साँगठानिक अधिकारलाई रोक्न खोज्दा सुरेश राजले अर्को जमात जुर्मुराएको देख्नु पर्यो।

काठमाडौँ विश्वविध्यालय मेकानिकल ईन्जिनियरिँग विभागका वरिष्ठ टेक्निशियन बुद्धि बहादुर विश्वकर्मा विश्वविध्यालय भरिकै शिक्षक-कर्मचारीहरुमा अत्यन्त विनम्र व्यक्तिमा दरिन्थे। धुलिखेल क्याम्पसबाट दिक्षित अधिकाँस विध्यार्थिहरुले बुद्धि बहादुर विश्वकर्मासँग बोलेका छन, कुरा गरेका छन र केही सिकेका छन। एक दशक भन्दा बढी समय उनले विश्वविध्यालयलाई प्रदान गरे। आफ्नो सीप र ज्ञानलाई काठमाडौँ विश्वविध्यालयबाट दिक्षित विध्यार्थिहरुलाई तिखार्नका लागी उपयोग गरे। तर, जब उनी प्रशासकहरुका दमनकारी व्यवहारले वाक्क-दिक्क हुँदै आफ्नो हक-अधिकारको सूचना दिन्छन, तब उनीमाथि अठारौँ शताब्दीको मानसिकताले हमला गर्छ। आत्मसम्मानमा ठूलो चोट, पढेलेखेका प्रशासकहरुका साम्प्रदायिक-जातिवादी सोचले उनमा ठूलो आत्मग्लानी पैदा गरिदिन्छ र अन्तमा हामीसबैलाई किँकर्तव्यविमुढ बनाईदिन्छन। बुद्धि वहादुर दिक्षित वा बुद्धि बहादुर तिवारी भएका भए यस्तो घटना कुनै हालतमा हुनेवाला थिएन। किनभने, यिनले त्यसवेला अठारौँ शताब्दीका मानसिकतालाई सिडीमा टिप्थे र रेकर्डरमा भर्थे र दुनियाँ भर प्रचार गर्दै सहानुभूति बटुल्थे। तर, दिक्षित र तिवारीका ठाउँमा उनी बुद्धि बहादुर विश्वकर्मा पर्न गए फलस्वरुप उनको देहअवसान पश्चात उनकी श्रींमतिले किटानीका साथ दिएको बयानले पनि न कुनै पत्रिकामा स्थान पायो न कुनै अठारौँ शताब्दी माथि कार्यवाही भयो।

हिमाल मिडियामा भएको घटनाक्रमले नेपाली समाजको स्तर निर्धारण गरेको छ। यसले देखाउँछ नेपालमा कुनै तिवारीको मुखमा मुक्का बर्सनु र कुनै दिक्षितको टाउकोमा किक पर्नु भनेको सारा जीवन शिक्षाक्षेत्रमा बिताउने व्यक्तित्वले सहनु परेको आक्रमण भन्दा निक्कै सँवेदनशिल हो। यो स्तरले कावि कर्मचारी भएकै कारणले पिटाई खानु परेको कुरालाई भन्दा पत्रकार भएकै कारण पिटाई खानु परेको कुरालाई अहिले चर्चामा ल्याएको छ। म गम्दैछु, भोली कुनै जमरकट्टेलले धम्काएको आधारमा कुनै दिक्षित वा तिवारीले आत्महत्या गर्ने हो भने यो सामाजिक स्तरले कस्तो परिणति दिने हो? सरकार परिवर्तन, जनआन्दोलन -३ वा गृहयुद्ध?

पिटाई, आक्रमण, हमला, र हिँसालाई २१औँ शताब्दीमा कुनै स्थान छैन। तर नेपालमा भने केही महानुभावहरु यसलाई हतियार बनाउँदै आफ्नो पकड बलियो बनाईरहेका छन। राजनैतिक वृतमा हेर्ने हो भने कोही चोखा छैनन-कोईराला, नेपाल, दाहाल हुँदै उपेन्द्र यादव समेत हिसँालाई साधन बनाउनेहरुमा पर्छन। त्यसैले म कुनै उदेक मान्दिन कुनै राजनैतिक दलका कार्यकर्ताले कसैलाई हमला गर्दाखेरी। तर, मलाई दिक्क लाग्छ जब म देख्छु प्राज्ञिक क्षेत्रको साधु हुँ भन्नेहरु नै शैतान बनेको देख्दा। नेपालका पत्रकार र सम्पादकहरुले एउटा कुरा स्पष्ट बुझ्नु पर्छ। राजनिती समाजको प्रतिबिम्ब हो र समाजलाई सही मार्गमा लाने केन्द्र विध्यालय हो। यदि सक्छौ भने आक्रमणकारी उपकुलपतिहरु विरुद्ध लेख र समाजलाई केन्द्रबिन्दु देखि नै सुधार। त्यस अवस्थामा मात्र राजनितीमा असल पात्रहरु आउनेछन र कुनै व्यक्तिले पत्रकार भएकै नाताले पिटाई खानु पर्ने बेला आउँदैन।

Himal Media Episode-2

The Himal Media episode has taken a political turn. It appears that this episode is being blown out of proportion to defame the Prachanda led coalition government of Nepal. Though Nepalese media is full of news reports expressing solidarity with Himal Media, yet there are voices which try to present the issue in a different perspective. Mainly for ordinary Nepalese, I believe that, listening to these voices will be better instead of running to conclusion hurriedly. Moreover, we have also felt, how disgustingly management of so called private sector can attack, humiliate and cause deaths of hapless workers.

Some of the views clearly indicate that the Management of Himal Media acted in a way similar to what Suresh Raj Sharma has been doing. Suresh Raj Sharma of KU has completely forbidden organizational rights of employees of KU. His management has never recognized formation of KUPA and KUSA. At the same time, he has helped create other entity like "Teacher's welfare council" in KU. This double standard on the part of Suresh Raj and his management has exposed his hollow claim of the employees not having right to organization. Had it been so, Suresh Raj would have never allowed "Teacher's welfare council" in KU. "Teacher's welfare council" is recognized though it was created hurriedly after most of the teachers started getting membership of KUPA in KU. This simply shows that Management of so called private sector in Nepal wants to prevent or suppress genuine demands of employees.

Be aware of these two “media captains”

Himalmedia Himalmedia, established in 1998, has five founders; Ambika Shrestha chairperson and Kanak Mani Dixit, Kunda Dixit, Rajiv Raj Bhandari and Sajib Raj Bhandari directors. The three publications of Himalmedia – Himal Khabarpatrika, Nepali Times and Wave — are being published under the involvement and direction of Kunda Dixit and Kanak Mani Dixit, who are brothers by blood relation and journalists by profession.

While Kanak is the publisher and editor of Himal Khabarpatrika, Kunda is the publisher and editor of Nepali Times and Wave. Himal Khabarpatrika covers politics, economic sector and other areas, Nepali Times is targeted diplomatic crop and Wave covers youth and entertainment. Besides serving public, all the three publications are being published to aid their own other businesses and are making good profits alone from advertisement with Rs 50 million standing profit every year.

However, the expense is only around Rs 30 million. High prices of the three newspapers have also been significantly contributing to the company. Listed as “Number 1″ three years ago, Himal Khabarpatrika is ranked at Number 2 on circulation basis and Number 3 on news content’s basis. But the Dixit brothers, on the pretext of incurring losses, have been collecting grants from several donor organizations.

On various occasions and pretexts, they have also been collecting around Rs 10 million from the government. Similarly, threatening businessmen of publishing negative news, some Rs 50 million have been amassed. On the other hand, some businessmen provide advertisement on the condition of not publishing their news.

The Dixit brothers are active being wolf in sheep’s clothing, but the other partners stay mum. The list of their malpractice continues. They also gain various benefits from I/NGOs on the banner of Himalmedia. 

The Dixit brothers, who also claim themselves the leaders of civil society, have sowed a seed of dispute between Dr. Devendra Raj Pandey and Krishna Pahadi. It is due to their ill act, Pandey has to cut off relation with Pahadi.

Himal South Asia has also become a breeding ground for them to launch sordid acts of gaining advantage illegally.

Himalmedia at present:

Ever since the inception of the company, employees have been working permanently at Himalmedia. However, suddenly Dixit brothers introduced new system and made staffers work on contract. This gave them a ground to treat workers as servants and lead a life of landlords. On numerous occasions, they sacked workers and hired new ones.

Without serving their interest, no worker could be their employee. Evident is the case of editors. No editor was employed for more than a year. However, Rajendra Dahal’s case was exceptional. This is because Dahal was their family brother-in-law, so he was able to work for more than a year. Time-bound salary and facility were a far cry for workers. Those staffers, recruited on 5000-7000 salary per month five years ago are still drawing the same scale. Repeated pleas of workers to hike salary and facility fell on the Dixit brothers’ deaf ears. In this way, fours years went down the drain. Irked workers, hoping for bright fate, established a non-political union for their welfare. However, the Dixit brothers shattered their dreams when they refused to meet them recently after the union was established. The workers got a shot in the arms after Ashutosh Tiwari, who was later nominated as the Chief Executive Officer, pledged to fulfill their genuine demands. He assured to act on the commitment with in a month.

However, even though a year passed, the demands were gathering dust. Worst, the Dixit brothers did not even hand over the permanent letters to working journalists and other staffs. This proves that the Dixit brothers always cultivate false promises.

———–घटनाको बास्‍तबिकता——(Reality of the incident)——–

(English translation is informally done by me)

1)हिमाल मिडियामा कार्यरत कर्मचारी/मजदुरहरूले गत भदौ १७ गते अखिल नेपाल छापाखाना तथा प्रकाशन मजदुर सङ्घको इकाई गठन गरेपछि विवाद सुरु भएको थियो ।

1) Dispute started once the workers in Himal Media formed All Nepal Printing and Publishing Labour Union on September 2, 2008.

2)मजदुरहरूले अधिकारका लागि सङ्गठित हुनेबित्तिकै हिमाल मिडियाले कम्पनी घाटामा गएको भन्दै कर्मचारी कटौतीको निर्णय गरी सङ्गठनमा आबद्ध १६ जना मजदुरलाई निष्काशन गरेको थियो ।

2) After formation of the Labour Union, the Himal Media sacked 17 workers affiliated with newly formed union on the pretext of finanacial losses of the company.

3)सङ्गठनमा आबद्ध भएकै कारण इकाईका अध्यक्ष दीपक सङ्ग्रौला र अर्का कर्मचारी आशिष खड्कालाई हिमाल मिडियाले कात्तिक २७ गते एक सूचनाका भरमा निष्काशन गर्ने प्रयास गरेको थियो ।

3) Because of association with newly formed union, the Himal Media tried to fire Dipak Sangroula and Aashish Khadka on filmsy ground on November 12, 2008.

4)दुवैजनालाई सरुवा गर्न नपाइने व्योहोराको पत्र श्रम कार्यालयले कात्तिक २४ गते हिमाल मिडियामा पठाएको ३ दिन नबित्दै मजदुरहरूलाई निष्काशनको प्रयास गरिएको थियो । टे्रड युनियन गठन गरेपछि कम्पनी घाटामा गएको बहाना बनाउँदै कम्पनीका कर्मचारी कटौतीको लागि अनुमति माग्दै प्रेस रजिष्ट्रारकहाँ निवेदन दिएको जनाइए पनि निवेदनविपरीत बजार शाखामा नयाँ कर्मचारी भर्ना गर्न विज्ञापन गरिएको थियो ।

4) The Himal Media tried to fire these two employees despite having received a prior notification of Labour department 3 days before. Though the Himal Media claims to have applied for permission to sack employees in the office of Press Registart on the ground of financial losses, yet it has published new vacancies for Marketing Department.

5)उद्योगधन्दा र व्यवसायका रूपमा सञ्चालन गरिएका निजी सञ्चारमाध्यमहरूमा कर्मचारीहरूले कानुनसम्मत न्यूनतम सेवा सुविधा माग गर्नासाथ प्रेस स्वतन्त्रतामाथि नै हस्तक्षेप भएको गलत हौवा पिटेर प्रेसको शक्तिको दुरुपयोग गर्नसमेत मिडिया पछि नपरेको तथ्य कान्तिपुर, आप्का हाउस, समाचारपत्र, इसीआर एफएम, एचबीसी एफएमलगायतका सञ्चारमाध्यममा भएको आन्दोलनले सावित गरिसकेका छन्।

5) Private Media has never hesitated to misuse of the power of press to make a hue and cry about "Freedom of expression" whenever employees demanded minimum benefits they are legally entitled to. Various agitations in Kantipur, Apca House, SamacharPatra, ECR FM, HBC FM clearly indicate this.

6)मजदुरहरूको सङ्गठित हुने र सामूहिक सौदाबाजी गर्ने श्रम ऐन २०४८ प्रदत्त अधिकार साथै श्रमजीवी पत्रकार ऐन पहिलो संशोधन २०६४ को दफा ३४ क मा उल्लेखित पत्रकार मजदुरहरूको टे्रड युनियन अधिकारलाई नेपालका सञ्चारमाध्यमका व्यवस्थापनले कुण्ठित गर्ने प्रयासलाई संस्थागत गर्न खोज्दा बेलाबेलामा प्रतिष्ठित भनिएका सञ्चारमाध्यमहरू विवाद र बद्नाम हुँदै आएका छन् ।

6) So called reputed media houses have come into controversy whenever they tried to institutionalize suppression of organizational rights as envisaged in acts of 2048 and 2064.

7) छलफल चलिरहेको बेला व्यवस्थापन पक्षले पहिले नै बोलाएर राखेका युवाहरूले एकजना मजदुर प्रतिनिधिलाई ‘जहिले पनि माओवादीकै माग पूरा गर्नुपर्ने, गरिन्न के गर्छौ गर’ भन्दै हातपात गरेका थिए । हिमाल खबर पत्रिकाको व्यवस्थापनले वार्ता गर्न बोलाएका आफ्ना मजदुरहरूमाथि उल्टै गुन्डाहरू बोलाएर आक्रमण गरेको दाबी । ‘वार्ता गर्न बोलाएर मजदुरहरू त्यहाँ गएका थिए । तर, एक्कासि गुन्डाहरू लगाएर मजदुरहरूमाथि आक्रमण गरियो–’हिमाल मिडियाले वर्षौंदेखि काम गरिरहेका स्थायी कर्मचारीहरू विनाकारण निकाल्दा चुप लाग्ने दलहरूले मजदुरहरूको पक्षमा कुरा उठ्दा माओवादीले आक्रमण गर्‍यो भनेर आरोप लगाउनु कहाँको जायज कुरा हो,??????

7) During negotiation, some youths deployed by the Management tried to manhandle representatives of employees. Employees claim that Himal Media tried to take help of goons to attack employees. And they further state that the political parties, who remained mute when employees were expelled on baseless grounds, have no right to accuse the Maoists for involvement.

After so called attack on Himal Media, Editors of Nepal have reportedly formed one alliance called "Editor's alliance." While browsing the Net, I came across Ms. Bhumika Ghimire's blog in Global voices entitled "Press under attack in Nepal.". She did not fail to take notice of our viewpoint which is quite different from others'. On the other hand, I was quite taken aback by one posting in My Sansar(पत्रकार कुटेर उस्को आवाज बन्द गर्ने सपना छोड), which has listed, various newsreports against Himal Media in vernacular Nepalese weeklies.

It appears that present hullabaloo in Himal Media was a result of simmering tension between the Management and the workers.

सुरेश राजले टपक्क टिपेर बनाईएका डीन मन प्रसादका अधिकाँश लेखहरु सुरेश राज भक्तीमै सिमित छ। यिनका लेखहरुमा प्राज्ञिकताको वकालत कम मनपरितन्त्रको वकालत धेरै भेटिन्छ। विश्वविध्यालयमा राजनीति हुनु हुँदैन भन्ने कुरा यिनी गर्छन तर बिस-बसि वर्ष कुनै प्रशासक एउटै पदमा बस्दा पदलोलुपताको गन्ध आउँछ भनेर यिनी भन्दैनन। शिक्षक-कर्मचारीहरु सँगठनका माध्यमबाट एकतामा बाँधिन खोज्दा राजनिती हुने कुरा यिनी गर्छन, तर बाबु तथा आमाका साथ-साथै छोरा-छोरी, भाई, भतिजा, भान्जा-भान्जी, ज्वाईँ-बुहारी एक-एक गर्दै जागिर खान पुग्दा नातावादको पारिवारिक एकता कायम गर्ने राजनिती भयो भन्ने कुरा यिनी गर्दैनन। यिनलाई चिन्ता छ नेपालका महिलाहरु साक्षर नभएकोमा, तर यिनलाई कुनै चिन्ता छैन साक्षर बन्ने विध्यार्जनको थलोमा महिलाहरुमाथि यौन दुर्व्यवहार हुने गर्दा।

डा. मन प्रसाद प्रखर लेखक हुन। यसमा कुनै शँका छैन। यति प्रतिभाशाली व्यक्तित्व अहिले किन सुरेश राजको गुलामी गर्दैछन र प्रचन्डलाई गाली गर्दैछन? सोच्नु पर्ने कुरा बनेको छ यो अहिले। काठमाडौँ विश्वविध्यालय भित्रको पदको राजनितीलाई हेर्ने हो भने यिनको गुलामीले एउटा कुरा स्पष्ट सँकते गर्छ-‍त्यो हो यिनी अब कुनै प्रभावशाली पदका लागी सुरेश राजलाई रिझाउने प्रयास गर्दै छन। सुरेश राज रमायो भने काम बन्छ भन्ने मानसिकताको यिनी शिकार बन्दैछन। फलस्वरुप, प्रशासकिय मर्यादाको समेत कुनै मतलब नराखी यिनी विश्वविध्यालयकै कुलपतिमाथि हमला गर्दैछन।

प्रचन्ड माथि किन हमला?

डा. मन प्रसादले अखिलको हवाला दिँदै प्रचन्डमाथि गरेको हमला वास्तवमा यिनको प्राज्ञिक स्वतन्त्रताको पीडा भन्दा पनि सुरेश राजको निर्देशन हो। वास्तवमै यिनी प्राज्ञिक स्वतन्त्रताका हिमायती रहेका भए, कुपाका सदस्य बन्ने थिए न कि स्कूल अफ एजुकेशनका डीन। सुरेश राजको दलाली नगरी बस्न नसक्ने पदमा यिनी बस्नुको सीधा मतलब हो यिनी सुरेश राजमा अन्ध विश्वास गर्छन। सुरेश राजले अर्हाएका र खटन-पटनमा लगाएका कामगर्नु यिनी देवत्वका नजिक पुग्नु हो भन्ने ठान्छन। फलस्वरुप, अलबर्ट आईन्सटाईनने भने जस्तै सुरेश राजप्रति यिनको अन्धविश्वास अहिले सत्यताकै ठूलो दुश्मन रुप धारण गर्न पुगेको छ (Albert Einstein-"Blind belief in authority is the greatest enemy of truth."

पहिलो सत्यता: प्राज्ञिक स्वतन्त्रताका नाममा पदासिन डिनले विश्वविध्यालयको कुलपतिलाई सार्वजनिक रुपमै द्वैद्ध चरित्र बोकेको भन्न मिल्दैन। किनभने कुलपति दैनिक कार्य व्यवहारमा खटिने व्यक्ति होईन। कुलपतिले गर्ने काम भनेको सिनेट बैठकको अध्यक्षता र उप-कुलपतिसँग स्पष्टिकरण सोध्नु हो। डा. मन प्रसादले प्रधानमन्त्री प्रचन्डमाथि अखिल क्रान्तिकारीलाई कन्ट्रोलमा राखेन भन्ने आरोप लगाउनुको सीधा अर्थ हो यिनी लगायत सुरेश राज शर्मा कुलपति प्रचन्डमाथि काठमाडौँ विश्वविध्यालयमा राजनिती गरेको आरोप लगाईरहेका छन।

दोस्रो सत्यता: विश्वविध्यालयका प्रशासनिक टिममा स्कूलहरुका डीनहरु महत्वपूर्ण प्रशासकहरु हुन। विश्वविध्यालयका उपकूलपतिले आफ्नो कार्यभार हलुको बनाउन केही अधिकार समेत डिनलाई प्रत्यायोजन गरेको हुन्छ। अर्को अर्थमा भन्ने हो भने डीन पदमा रहेका व्यक्ति र डीनहरुले उपकुलपतिकै लाईनमा बोल्ने गर्छन। तसर्थ, डा. मन प्रसादले अहिले प्रचन्डको विरुद्ध बोल्नु भनेको सुरेश राजले प्रचन्डको विरुद्ध बोल्नु हो। उपकूलपति र कुलपतिका बिचमा खुला छलफलगर्ने परिपाटी विश्वविध्यालयमा छ। व्यक्तिगत भेटमै उपकुलपतिले आफुलाई परेका अप्ठेराहरु कुलपतिलाई प्रकट गर्न सक्छन र वैधानिक सहयोगका लागी अपील गर्न सक्छन। तर, अहिले त्यस्तो केही भएको छैन। एक्कासी डा. मन प्रसाद मार्फत सुरेश राज अहिले प्रधानमन्त्री प्रचन्ड विरुद्ध आक्रोश पोख्दैछन। यसको सीधा अर्थ हो कुलपतिले अहिले सुरेश राजलाई मन पराएका छैनन र यिनका सम्पूर्ण कुकृत्यसँग प्रधानमन्त्री तथा कुलपति पुष्प कमल दाहाल प्रचन्ड परिचित भै-सकेका छन।

कुलपतिले के गर्ने?

कुलपति पदमा जो-सुकै रहोस, तिनले काठमाडौँ विश्वविध्यालय सँबद्ध हरेकका कुरा सुन्नु पर्छ। पूर्व प्राध्यापक, जबर्जस्ती हटाईएका प्राध्यापकहरु लगायत आत्महत्या गर्न पुगेका दलितका जीवनसँगिनीका कुरापनि कुलपतिले सुन्नु पर्छ। त्यस्तै विध्यार्थि सँगठनका कुराहरु कुलपतिले नसुन्ने भन्ने कुरै हुँदैन। सुरेश राजकै षडयन्त्रकारी कुरामात्र सुन्ने, सीतारामको घरमा डिनर खाँदै, सीतारामको गफ सुन्ने,केयुपारस-वृजेशको जोक सुन्ने, भद्रमानको अभद्र बोली सुन्ने र पुष्पराजको "चियर्स" सुन्ने काम पहिलेका कुलपति-सहकुलपतिहरु धेरैले गरिसकेका छन। जसका कारण काठमाडौँ विश्वविध्यालयमा नातावाद र भ्रष्टाचार एकदम झ्याँगिएको हो।

सुरेश राजको विगत, काठमाडौँ विश्वविध्यालयमा यिनले मच्चाएको तान्डव नृत्य यावतका कुराहरुलाई हेर्दै हामीले भन्ने एउटै मात्र कुरा छ-अब कुलपतिले कुपा र कुसाको कुरा सुन्नु पर्छ र सुरेश राजलाई तुरुन्त पदबाट बर्खास्त गर्नु पर्छ। सुरेश राजका टीममा रहेका सबैलाई केही समयावधि निलम्बनमा राखेर जाँचबुझ गर्नु पनि अति आवश्यक छ।

सुरेश राजको खतरनाक व्यक्तित्वलाई हेर्ने हो भने काठमाडौँ विश्वविध्यालय छोडने बेलामा ज्ञानेन्द्रले दरबार छोडेका अवस्थामा भन्दा बढी तहस-नहस यिनले गर्न सक्ने सँभावना छ। लेखा, प्रशासन, सम्पति विभाग, भवन निर्माण विभाग, खरीद विभाग लगायत सबै महत्वपूर्ण स्थानमा यिनका आफ्नै नातेदारहरु छन। यीनका भ्रष्टाचारका कुनै दसी-प्रमाण तथा सँदिग्घ कागजातहरु यीनको बहिर्गमनका साथै हराउन सक्ने सँभावना छ। साथै, यिनका नातेदारहरुले साविककै पदमा कायम रहँदै नयाँ प्रशासनलाई असफल बनाउने प्रयास पनि गर्न सक्ने सँभावना छ। तसर्थ, कुलपतिले लिने निर्णय सुरेश राजको बहिर्गमनका साथ-साथै नातावादी सँयन्त्रपनि ध्वस्त गर्ने हुनु पर्दछ।

Suresh Raj supporter Ashutosh Tiwari attacked

When I heard that Ashutosh Tiwari, CEO, of Himal Media was attacked, I immidiately sensed that inevitable has happened. But, the problem is that for this attack also the Maoists are being blamed. It is true that general people, mainly the ones who have been exploited and abused so far, have become aggressive with ascendancy of the Maoists in Nepal. Employees, teachers, and many other have been subject to exploitation in Nepal. Rampant termination, caste harassment and persecution of the voices against nepotism and corruption had become an order of the day. When ordinary people go to administration, the administration never take action. And when they raise their voices in public forums, people like Ashutosh Tiwari, advise that "Take the complaints to the KU governing board, and NOT to the newspapers at this point. The results of washing the dirty laundry in public have NEVER been favorable to the plaintiffs in Nepal (in my limited observations!). Nepali newspapers print so many bad things about so many people all the time that nobody believes them for anything any more except read the stuff for juicy gossip for a day or two."

Given recent spate of media reports and uproar in Constituent Assembly of Nepal, it is likely that some untoward incident might have taken place in Himal Media. But, it is very difficult to believe what Himal Media is saying. In the past, we have bitter experience with Himal Media as it biasedly favoured Suresh Raj Sharma without listening to the voices of the agitating teachers and staffs. Himal Media claims that the Maoists attacked them because of their Feature report in vernacular weekly "Himal." At the same time, it is an open secret that the Himal Media is terminating jobs also. So, a neutral Nepali, who do not have to earn livelihood by writing in Newspapers, find it very difficult to ascertain who is right and who is wrong. It is quite possible that the Management itself might have carried out this kind of attack to hurry closure of the office to give permanency to the job termination.

Borrowing the words of Ashutosh Tiwari, I like to suggest him and Himal Media to take the complaints to Press council, Police and even to supreme court. In my limited observations, washing the dirty underwear in public have never been favorable to the plaintiffs. Nepali newspapers print so many bad things that people are considering recent uproar in CA against attack on Himal Media also as a ploy of G.P. Koirala to defame the Maoist government led by Prachanda. Girija many become happy as he has some juicy gossip to discredit the Maoists. But, others will forget this story after a couple of days.

Arrogance has to go

This refers to the edit page article KU needs change, more than ever (THT, Dec. 17). Kathmandu University (KU) was established with the vision of providing Nepali students with a disciplined academic institution. Scheduled and fair examinations, hiring competent faculties and staff and eliminating nepotism, favouritism and corruption were the main things that led to the founding of KU.

Almost two decades on, however, KU is mired in controversy, which is mostly to be attributed to the evils fostered by its current VC Prof. Suresh Raj Sharma. The weakest aspect of his administration lies not only in his promotion of the practice of nepotism but also in his penchant for coming down heavily on dissenters. Added to it is the adoption of highly undesirable methods to suppress agitating teachers.

The VC and his cronies claim that unions lead to politicisation of the university. This cannot be refuted. But at KU, we need teachers’ union to bring an end to the VC’s dictatorship. For instance, Sharma generally selects teachers’ representative in the “Executive Council” from amongst his relatives and sycophants. If it is mandatory to have a teachers’ representative in the “Executive Council”, why not allow this selection to be made through consultations with the teachers. To serve that cause, the importance of a non-political professional body like KUPA is beyond dispute.

शक्ति कपुर र सुरेश राज

सन २००५मा शक्ति कपुरले एउटा नचाहिने काम गर्न पुगेका थिए। रक्सीको मातले बेहोस यिनी एक छदमवेशी महिला पत्रकारको जालोमा परेका थिए। "तिमीले मैले भनेको जस्तो मानँ, म तिमीलाई बलिउडको टप हिरोईन बनाईदिन्छु" भन्दै शक्ति कपुरले रानी मुखर्जी देखी लिएर प्रीति जिन्टासम्म कसैसँग सुतेको कुरा गरेका थिए। घरबाट जवान छोरीले "पापा, व्हाट यु आर टल्किँग अबाउट सेक्स, एभरिवन ईज वाचिँग" भन्दै मोबाईलमा फोन गरेपछि शक्तीजीको होश खुलेको थियो। मलाई बदनाम गर्न यो षडयन्त्र रचेको हो, विपक्षी राजनीति पार्टीको षडयन्त्र हो भन्दै रुन-कराउन थालेका शक्ति कपुरलाई अहिले पनि धेरैले विश्वास गर्दैनन। आफ्नै समकक्षि महिलाहरुलाई बदनाम गर्ने, नाम चलेका निर्माता-निर्देशकहरुलाई यौन शोषक भन्ने कुरा सारा दुनियाँका अगाडी गरेपछि शक्ति कपुरले त एकहिसाबले प्रतिबन्ध नै भोगेका थिए। बेकाम भएर नै शक्ति कपुर अहिले नेपालमा आएका हुन। तर, हेर्नुस त आउन पाएका छैनन, सेक्स साईरन रेखा थापालाई तान्न भ्याईहाले।

भन्छन नी, "नानी देखी लागेको बानी" हटन गार्हो हुन्छ रे। शक्ति कपुरका सँबन्धमा सत्य प्रतीत यी कुराहरु काठमाडौँ विश्वविध्यालयका सुरेश राज शर्मामा लागु हुन्छ कि हुँदैन? घोरिएर सोचेँ मैले, र देख्छु शक्ति कपुर र सुरेश राजमा केही भिन्नताहरु छन र केही समानताहरु छन। शक्ति कपुरका सँबन्धमा हात तान्ने, सुमसुम्याउने, वक्षस्थलवरिपरि खेलाउँदै पुर्याउने काम निकै सामान्य काम हो। महिलाको शरिरलाई एउटा भोगको साधनको रुपमा हेर्ने भोगवादी सोचले ग्रस्त मान्छेहरु यसो गर्छन। यता काठमाडौँ विश्वविध्यालयमा भने परिक्षा शाखामा गरेका काम बाहेकका काममा पनि सुरेश राजले यस्तै केही सँकेत दिएका छन। सुरेश राजको लागी बुढानिलकन्ठ स्कूल, नयाँ शिक्षा योजना, भ्याली क्याम्पस र काठमाडौँ विश्वविध्यालय एउटा भोगको साधनका विविध रुपहरु मात्र हुन। हाकिम भै टोपल्दै भोग्ने काममा अभ्यस्त यिनी कहिले प्राज्ञिकताको वक्षस्थलमा नातावादी हात सुमसुम्याउँछन भने कहिले प्राज्ञिकताको गालामा भ्रष्टाचारी चुम्बन गर्न पुग्छन। कहिँ नबिकेका बक नफुटने लाटो भाईलाई मुख्य प्रशासक बनाउँदै प्राज्ञिकताको चिरहरण गर्न पुग्छन। प्राज्ञिकताको सुन्दर कायामा कुनै भाग छैन जहाँ सुरेश राजले बलात्कारी कुचेष्टा नगरेको होस। डेनीयल, मनिष, भोला, शरद, वृजेश, मुकुन्द, नभेन्द्र, कुमार देखी लिएर धेरै छन अहिले सुरेश राजको कुकर्मको प्रतिफलका रुपमा।

शक्ति कपुरले गरेका हरेक कामलाई सुरेश राजले गरेका छन। यिनिहरुमा रहेको टडकारो समानता भनेको रुन सक्ने विशेषता हो। शक्ति कपुर गल्ती आफै गर्छन तर पछि भन्छन-"त्यो दिन मलाई आत्महत्या गर्ने स्थितीमा पुर्याईदियो। मेरो जवान छोरा छन-छोरी छन, मेरो ईज्जत मिट्टीमा मिलाईदियो।" अपरिचितसँग सीधै यौन प्रस्ताव राख्ने मान्छेले यस्तो कुरा गर्नुको मतलब उनी रोईरहेका छन भन्नु वाहेक अरुकेही होईन। यस्तै, काठमाडौँ विश्वविध्यालयमा पनि गल्ती अरु कसैले गरेका छैनन। स्वयमं सुरेश राजले गरेका छन। सीताराम जस्तालाई बारम्बार रजिष्ट्रार हुने प्रस्ताव राख्नु भनेको विश्वविध्यालयमा भ्रष्टाचार र नातावादको एडस फैलाउनु हो। भ्रष्टाचार र नातावादको विरोध हुन थाले पछि भने" विकासवादीलाई पेल्न थाल्यो, काम गर्ने दिएन" भन्दै गलफति गर्नु भनेको रुनु सिवाय केही होईन। बिडम्बना के छ भने सुरेश राज रुँदाखेरी भने अरु कसैलाई आत्महत्या गर्न बाध्य गर्छन। यस बिन्दुमा सुरेश राज शर्मा भन्दा शक्ति कपुर केही नरम र मानविय गुणले भरिपूर्ण देखिन्छन। किनभने उनी "मलाई आत्महत्या गर्ने स्थितिमा पुर्याईदियो" भन्दै रुन्छन मात्र, कुनै वुद्धि बहादुरहरुलाई मृत्युवरण गर्ने स्थितिमा धकेल्दैनन।

सुरेश राज र शक्ति कपुरका बिचमा रहेको ठुलो विषमता भनेको आफ्नो शृजना र आफ्ना छोरा-छोरी प्रतिको सदभावले देखाउँच। शक्ति कपुर छोरीका आवाजले लज्जित हुन्छन, मरेतुल्य हुन्छन, सुरेश राज भने गर्भवती छोरीलाई "प्रोपोगान्डा मेशीनरी"को जिम्मा सुम्पँदै आफ्नो कुर्सीको बचाउका लागी छोरीलाई मृत्युका नजिक पुर्याईदिन्छन। जैविक शृजना बाहेकका शृजनामा पनि शक्ति कपुर निकै ईमान्दार देखिन्छन। आफ्नो कलाकारिता र आफ्नो शृजना आफ्नो गलत कृयाकलापले खन्डीत नहोस भन्दै शक्ति कपुर सबैसँग माफी माग्छन। "म मान्छे हुँ, म बाट गल्ती भयो, एकचोटी माफ गरिदेउ भन्दै" आफ्नो कलाकारीतालाई शक्ति कपुर जोगाउन चाहन्छन। उता सुरेश राज भने "म छैन भने-विश्वविध्यालय छैन, मेरो विरोधीहरु सबैलाई निकाल्छु-निकाल्छु" भन्दै राम्रा र असल पात्रहरुलाई धपाउँदै काविको तेजिलो क्वालिटीलाई धमिल्याउँदै छन। " म जान्छु, मलाई माफ गर्नुस, राम्रा शिक्षक-मित्रहरु काविका खाँचो हुन" भन्ने जस्ता कुराहरु सुरेश राजको मुखबाट अहिले सम्म निस्केको छैन। यसले के देखाउँछ भने, "काविको सँस्थापक-मै हुँ" भन्ने सुरेश राजमा आफ्नो सृजनाको निरन्तरता र सफलताप्रति कुनै चासो छैन।

KU needs change, more than ever

Kathmandu University (KU) was established some 17 years ago, at a time when absolute monarchy gave way to constitutional monarchy. The end of the Panchayati era meant the country was looking forward to new ideas and vision. Upholding the spirit for change, Valley Campus transformed into Kathmandu University. The unified strength of the teachers, administration and the students made KU a respected institution within a very short time. Since its establishment, KU has gone from having barely 10-15 employees to over 250 in recent years. This has brought about massive administrative and policy changes within the structure of this institution. Unfortunately, with success comes power, and with power, sometimes, autocracy. The leadership of Kathmandu University too fell into this trap, albeit in some ways innocently to start with, but enjoying it more with time. This has meant that the academic freedom within the boundaries of this institution has been curtailed on the pretext of academic excellence and efficiency.

There has been a steep decline in the number of students pursuing PhD. The KU medical school is focusing on quantity rather than quality. Very recently, a Master’s level programme run by KU at Manipal College was disqualified by the Indian Medical Council. In its management schools, KU has not been able to retain good faculty. In the School of Engineering, fresh graduates are employed as teachers. The School of Arts and School of Education are simply too small to have any significant impact, but have KU leadership’s relatives and cronies in decision making roles. To top this, the current Vice Chancellor of KU has not been able to call even one single general meeting, of all staff and teachers in the last three years.

The School of Science is the most successful, and ironically, is also the school which has voiced concern against the leadership’s highhandedness, non-transparency as well as deteriorating quality of education at KU.

Kathmandu University Professors Association (KUPA) was formed to ensure that academics at KU could play a constructive role in the development of KU. It was formed to support the administration, as is the case in most universities of Nepal. KUPA consists of senior academicians, teachers of long standing, young foreign-returned academics, and most importantly, those who want to create a proactive working environment at KU. KU now needs change, more than ever. Change in thinking, change in communication, change in activity and change in leadership. KU cannot go ahead basking in its past glory: it needs to look to the future. It cannot keep comparing itself to other less developed universities in Nepal: those universities either cater to the actual population of this developing country, or are relatively new themselves (and not necessarily worse as compared to KU). KUPA is vocal about its concerns, and it has earned the wrath of the university leadership. The present state of affairs does not augur well for Kathmandu University.

Is Man Prasad a mad sychophant?

There is a limit to sychophancy. Why Man Prasad is writing on behalf of Suresh Raj? We all know that Suresh Raj can pen articles very well. He is quite capable of urging people to consider him as a "saint." Prof. Surendra K.C. of TU even "congratulated" Suresh Raj for this. But, you see, Man Prasad is hyperactive now defending Suresh Raj and his nepotistic-corrupt regime in KU. He thinks that KU should be given full autonomy without governmental intervention. This means Suresh Raj wants to kill many other staffs and destroy the lives of many other faculties. Please have a look at the article of the sychophant. And, of course, find letters tom-toming his thesis.

Higher education : Prachanda’s perspective and realities

The vision of the head of the government plays the most significant role in the development of the education sector. Prime Minister Prachanda, for the first time, has expressed his views about the need to bring reformation in the education sector. He opened up his ideas not in front of his cadres but at a gathering of eminent academicians, prominent political leaders, representatives of the international community and the media.

During the 14th Convocation of Kathmandu University, where former president of India Dr. Abdul Kalam and the president of Mahidol University Thailand presided as chief guests, PM Prachanda appraised Thailand’s educational reforms and added that it should inspire KU in transforming itself as an institution of values and competency not only at the national but also at the regional and multi-regional level. He also valued the message given by Abdul Kalam and praised him for being “the source of inspiration for developing university education with value and wisdom”. If Prachanda is really impressed by the message and is committed to the value and wisdom of university education we can hope that he would be the first to contribute to the noble cause of improving the quality of higher education in Nepal.

Unfortunately, the sister organisation of his own party, ANNFSU (R), demanding representation in the University senate has been obstructing it from holding the meeting. Can the Prime Minister control such undesirable activities that have ‘de-systematised’ the entire educational system? Can he take the progressive step of depoliticising Nepali higher education by promoting value and wisdom more than anything else? Notably, the Prime Minister also praised the chief guests for their guidance in striving to achieve multi-dimensional effectiveness of educational governance with cultural, managerial and professional transformation. The prime minister deserves appreciation for expressing his commitment to the much-needed educational reforms.

The only concern is whether he will have enough time to reflect on his commitments. He outlined the need for universities “to emphasise that it is much an institution that builds on wisdom, and explores and experiments with knowledge.”

In addition, the PM also elaborated on “knowledge economy” and the significant role a university plays in bringing about social transformation.

This is not possible as long as the practice of appointing political cadres as university heads continues. Appointments at Tribhuvan University, PU, PoU, NSU, BPKIHS, NAMS and LBU are made on much the same lines. How can we ever imagine inculcating values and wisdom in our educational system as long as such practices take precedence over merit?

He has also said that educational institutions should not be commercially motivated. However, Finance Minister Baburam Bhattarai has encouraged commercialisation of schools by levying a tax of 5 per cent. One wonders whether the Prime Minister and the finance minister, who coincidentally belong to the same party, do not belong to the same school of thought. The Prime Minister, however, extolled Kathmandu University for setting a high benchmark of the quality of higher education in Nepal.

Definitely, if Prachanda, who is also the Chancellor of other universities in the country, keeps his commitments on improving the quality of education, we can expect our educational establishments to undergo massive transformation.

For this, the government needs to understand the key to KU’s enviable success. The value system of the university has been the biggest contributing factor in this regard. The government itself should support the version of the Prime Minister and help KU and other universities focus on quality education. For this, all universities, including KU, should be given full autonomy and kept away from unnecessary interventions (including party politics) from outside. The Prime Minister has also judged KU’s role in areas of research, which is guided by its visionary professional team.

Urging other institutions to follow in the footsteps of KU, the Prime Minister said, “the institution has been moving forward with the cultivation of culture of decency, service orientation, self-esteem, value-based education and the culture of competition”. The support that KU has received should also be extended to other universities, so that they do not serve merely as the breeding ground of politics.

Judging by the tenor of Prime Minister’s seriousness, the PM expects universities to focus on education more than anything else. However, the maximum politicisation in academic institutes will not let PM’s dreams come true. So the academia, civil society and the media should all come together to persuade the government and political parties to commit to a common education policy.

KU brand of elitist politics

Apropos of the edit page article “Higher education: Prachanda’s perspective and realities” (THT, Dec 8), I take exception to writer Dr Mana Prasad Wagley nit-picking the Maoist policy towards higher education in Nepal and, in particular, to private leadership for “international quality” education at Kathmandu University.

Central to his argument is his thesis that inclusion of “politics” such as the demand for the Maoist supported students’ representation in Kathmandu University (KU) Senate is counterproductive to the politics-less value system that has led to KU’s enviable success. But, Professor Wagley in saying so is actually advocating a brand of elitist politics, where decisions are made by the elite and self-professed ‘visionary’ leaders such as the KU Vice Chancellor (VC), the writer himself who is the dean, PM Prachanda and Finance Minister Dr Baburam Bhattarai. Granted this was the only option when educated and politically conscious citizenry, including students, were negligible in number. But the current Maoist revolution is a gesture towards large-scale participation of the Nepali people, who can assert new ways of doing things.

If the current leadership can take credit for the great success of KU, can’t Nepal expect even better leadership with greater participation rather than the elitist, “we know what is best” brand of politics advocated by Professor Wagley? If even USA limits leadership of its President to two terms, or eight years, why should KU be subjected to 17 years under the leadership of the same VC? KU and the system that has been put in place, if really effective, will not only survive but thrive under new leadership and encourage wider participation rather than the narrow elitist politics.

Cover-up attempt

This is in reference to the edit page article, “Higher Education: Prachanda’s perspective and realities” (THT, Dec. 8). Though most of the time I admire Dr Mana Prasad Wagley’s write-ups, but his high praise of the management of Kathmandu University (KU) is cosmetic. In the bad name of politics and its intervention, and in the good name of former Indian president Dr. Abdul Kalam and his views, the author has tried to cover up mismanagement and irregularities rampant within KU administration. Moreover, it is difficult to understand which values the writer implies the KU education to be upholding. The values like truth, transparency, equality, rule of law, justice and personnel replacement, which the society cherishes, are miles away from KU. Prachanda extolled KU’s success story but, unlike normal practice, refrained from glorifying KU administration under its present vice-chancellor and his coterie. He knows that KU survives because of the people working at the ground level, e.g. in the classrooms. Likewise, the message from Dr. Kalam is there to absorb and assimilate within oneself first.

कानुनविद सभासद राधेश्याम अधिकारी नेपाली काँग्रेसका नेतामात्र होईनन, सुरेश राज शर्माका चर्का समर्थक पनि हुन। सुरेश राजका आजिवन रजिष्ट्र्ार चालु सीतारामका भ्राता तथा केयुका पारस बृजेशजीका काका यिनी समय-समयमा बहस पनि गर्छन। साथै, कलम चलाउनु त यिनको अर्को विशेषता पनि हो। अहिले यिनी सँविधान सभामै रोष प्रकट गरिरहेका छन। राधेश्यामजीले रोष प्रकट गरेरे भन्ने सुन्दा मलाई हाँसो उठ्यो। सुरेश राजले रोष प्रकट गर्ने, सीतारामले रोष प्रकट गर्ने, भद्रमानले रोष प्रकट गर्ने, पुष्पराजले रोष प्रकट गर्ने, मनिषले रोष प्रकट गर्ने, वृजेशले रोष प्रकट गर्ने, पारिवारिक छोरा भोला थापाले रोष प्रकट गर्ने, डेनियलले रोष प्रकट गर्ने, टिकादत्तले रोष प्रकट गर्ने हुँदा-हुँदा अहिले राधेश्यामजीले पनि रोष प्रकट गर्ने थालेका रहेछन।

सुरेश राजहरुले काविमा रोष प्रकट गर्दा कुपा र कुसाले राजनीति गर्न थाल्यो भन्ने गर्थे। राम्रो सँस्थापनलाई उखेलेर काविलाई धरासायी पार्न खोजेको आरोप लगाउँथे। नातावाद विरोधीहरुलाई अवसरवादी भन्ने गर्थे। भ्रष्टाचारविरोधीलाई चरित्रहीन-अनैतिक भन्ने गर्थे र अन्तमा केही आरोप नपाउँदा नेताबन्नका लागी यो सब गरेका भन्ने गर्थे। सुरेश राज र सीतारामले धेरै ठाउँमा बोलेका छन, काठमाडौँ विश्वविध्यालय सँबद्ध कसैले कुनै राजनैतिक दलमा लाग्नु हुँदैन भनेर। काठमाडौँ विश्वविध्यालयको शिक्षक-कर्मचारी नियमावलीमा पनि राजनैतिक पार्टीको सदस्यता प्राप्त व्यक्तिहरु सेवामुक्त हुने कुरा स्पष्टरुपमा लेखिएको छ। यो कुरा काठमाडौँ विश्वविध्यालयका कानूनी सल्लाहकारमा लागु हुने कि नहुने?

काठमाडौँ विश्वविध्यालयका कुलपति अहिले कमरेड पुष्प कमल दाहाल "प्रचन्ड" छन। सुरेश राजलाई कुनै बेला हटाउन सक्ने हैसियतमा प्रचन्ड बसेका छन। अर्को शब्दमा भन्ने हो भने सुरेश राजले प्रचन्डले दिएका निर्देशन मान्नु पर्ने बेला अहिले छ। तर, हेर्नुस त सुरेश राजको खेल, प्रचन्डलाई कुलपति मान्ने सुरेश राज काविका कानूनी सल्लाहकारमा भने सीतारामका खाँटी काँग्रेसी भाईहरुलाई प्रचन्डको मन्त्रिपरिषदविरुद्ध विषबमन गर्नका लागी तलबी सुविधा दिएर राखेका छन।

माओवादी मन्त्रिपरिषद अहिले एक हिसाबले बढो अप्ठेरो परिस्थितिबाट गुज्रिरहेको छ। समूल परिवर्तनको माओवादी नारामा विकासवादी आवरण अोढेका सुरेश राजजस्ता समाजका धमिराहरु हावी हुँदै छन। मन्डले तन्त्र, काँग्रेसतन्त्र देखि हरेक तन्त्रमा तन्त्रअनुरुप रुप बदल्न सक्ने बहुरुपियाहरु अहिले पनि सकृय छन। सँविधान सभामा यिनीहरु नै छन, न्यायपालिकामा यिनिहरुनै छन, अर्थतन्त्रमा यिनिहरु नै छन र विश्वविध्यालयमा पनि यिनिहरु नै छन। यि धमिराहरुको पहिचान परिवर्तनकामी नेपालीहरुले नगरेका होईनन। माओवादीका असल कार्यकर्ता र बुद्धिजिवीहरुले यिनिहरुलाई चिनेका छन। तरपनि यि धमिराहरु विस्थापन भएका छैनन। कारण के हो त?

कारण हो यिनिहरुको रोष प्रकट गर्ने क्षमता। व्यवस्था परिवर्तन भयो, तर मानसिकता परिवर्तन भएको छैन। राजतन्त्र गयो तर दासत्वको बन्धन अझै कायम छ। फलस्वरुप, बुद्धि वहादुरको गलपासोको दर्दनाक चित्कार भन्दा सुरेश राज जस्ता नातावादी, भ्रष्टाचारी हत्याराहरुका गनगन अहिले पनि धेरैले सुन्छन। बुद्धि वहादुरहरुले असामयिक मृत्युवरण गर्दा नचलेका हातहरु, सुरेश राजजस्ता दलालहरुका सेवाका लागी पत्रकारिता गर्छन। केही दिन नसक्ने मृतक बुद्धि वहादुरका दु:खका वर्णन गर्नु भन्दा सुरेश राजजस्ता दिनसक्ने पिपासुका सफलताका बखान गर्ने नेतृत्वकारी जिब्राहरु यो समाजमा सकृय छन। फलस्वरुप, यहाँ नेपालीको मृत्युको चित्कार भन्दा साम्प्रदायिक, नातावादी, भ्रष्टाचारीहरुका गनगन ठुलो रोष बन्ने गरेका छन। यति ठुलो रोष की आमूल परिवर्तन गर्छु भन्नेहरु पनि डराउँछन, हात कमाउछन र धमिराहरुलाई पूर्ण स्वतन्त्रताका साथ राज गर्ने मौका दिन्छन।

काठमाडौँ विश्वविध्यालयको स्थिति दिन परदिन विकराल बन्दै गएको छ। नातावाद यहाँ झन चर्कँदै गएको छ। नाम-थर फरक व्यक्तिहरु पनि अहिले पारिवारिक नाताबाट छोराछोरीमा परिवर्तन हुँदैछन। एक छोराका बाउ भद्रमानजस्ता अभद्र बाउहरु अहिले अर्का छोराका पनि बाउ बनेका रहेछन। माओवादीका असल कार्यकर्ता र बुद्धिजिविहरुले सुरेश राजजस्ताका कुरामा अब फस्नु हुँदैन। आफ्नो स्वार्थका लागी जे पनि भन्न र गर्न सक्ने सुरेश राज-सीताराम जस्ता सँदिग्ध चरित्रहरुलाई प्रश्रय दिने कुराले अब माओवादीलाई पनि बिटुल्याउने छ। मेरो विचारमा काठमाडौँ विश्वविध्यालय एक हिसाबले टेस्ट केश हो। माओवादीले केही गर्न सक्छ कि सक्दैन भन्ने कुरा सुरेश राजमाथिको कार्यवाहीमा निर्भर रहन्छ। किनभने, सुरेश राज परम्परावादी सामन्ती सँस्कृतिको निरन्तरता हो। यहाँ क्रमभँग नहुने हो भने अन्त कहिँ क्रम भँग हुँदैन। यो कुरा सबैले बुझ्नु पर्छ, माओवादीका बुद्धिजिवीहरुलाई त यो मेरो चुनौती नै हो।

अन्त:मा, राधेश्यामजीलाई माओवादीका मन्त्रीले राजीनामा माग्दा न्यायपालिकामा हस्तक्षेप गरेको महशुस भएको रहेछ। अब प्रश्न तपाँईलाई, सुरेश राजले काठमाडौँ विश्वविध्यालयका कर्मचारीहरुलाई जथाभावी हटाउने, मर्न बाध्य गर्ने, साँगठानिक अधिकारबाट वँचित गर्ने र प्राज्ञिक स्वतन्त्रताको उपभोग गर्न नदिने जस्ता काम गर्दै प्राज्ञिकतामा हस्तक्षेप गर्दा तपाईँको चेतना कहाँ गयो? सुरेश राजलाई यसो गर्नु हुँदैन नत्र रोष प्रकट हुन्छ भनेर तपाँईले किन भन्न सक्नु भएन? अहिले आएर गिरिजाकै दलालीका लागी मात्र मुख चलाउने? कसले विश्वास गर्छ तपाँईका कुराहरु? काठमाडौँ विश्वविध्यालयका सुरेश राज-सीतारामसँग सँबद्ध तपाईँका कुराहरुले विश्वशनियता गुमाईसकेको छ। कारण, प्राज्ञिकतामाथि हस्तक्षेत हुँदा मौन बस्नु।

सीताराम मनोवाद: हामीले हामीलाई नै माया नगरे?

केयु बन्छ, खुल्छ अनि हाम्रा छोरा-छोरी सब प्राध्यापक बन्छन। हाम्रा घरमा बियरको खोलो बग्छ र हामी तन्काउन थाल्छौँ। के यति सामान्य कुरालाई पनि आलोचना गर्न मिल्छ? नेपालीहरुका आँखा अहिले किन केयुमा? नातावादको कुरा हामी भन्दा पहिले पनि थियो, अहिले पनि छ र भोली पनि रहन्छ। नातावाद गिरिजाको थियो र अहिले प्रचन्डको पनि छ। भोली जोसुकै आउन, नातावाद तिनका पनि हुन सक्छन। अनि नातावाद लादन, के आफ्नै वीर्यद्वारा उत्पादित सन्तानमात्र चाहिन्छ र? जनदिशाले स्पष्ट लेखि सक्यो नी पारिवारिक नाताबाट भोला पनि मेरै छोरा हो भनेर। कुरो सिधा छ बुझ्नेलाई, तर नबुझ्ने बनाउन अलिक बँग्याउनै पर्छ। बृजेश पनि हाँस्दै भन्दै थियो, "लौ, हेर्नुस ड्याड, यस्तै फटाहा कुरा लेखेरै हो हामीले जितेको।" शुरुमा बृजेश हाँस्दा अलिक चिसो पसेको थियो। तर, त्यो लाटो बुद्धिले चाँही त्यो कुरा झुटो नै हो भनेर सोचेको देख्दा भने ढुक्क भएँ। ठीकै छ, एउटालाई अँश घरमा दिउँला, अर्कोलाई कार्यालयमा। तर, यी मोरा पत्रकारहरु भने मापाका हुन्छन। आचारसँहिताबाट वच्न पारिवारिक नाताबाट छोरा भनेर पो लेख्छन मोराहरु। के यो युगमा पनि मान्छे जिशस क्राईष्ट वा सीताजसरी जन्मन्छ र?

"नातावाद मुर्दाबाद, नातावाद मुर्दाबाद........."

झट्ट सँझदा मलाई दुई वर्ष अगाडीको यो नाराले कहिले काँही निद्रामा पनि सताउँछ। अस्ती राती तीनबजे तिर एक्कासी असिन-पसिन भएर ब्युझिएँ। सपनामा केयुमा आन्दोलन चर्केको र मलाई र सुरेश सरलाई चारपाटे मोडेर धुलिखेल बजार घुमाएको देखेको थिएँ। भद्रमानजीलाई भने बोरामा खाँदेर गोदनु गोदेछन। अनि, उता पुष्पजीलाई भने "म अन्तर्घाती जँड्याहा हुँ" लेखेको पोष्टर छातिमा टाँसेर घुमाएका रहेछन। भोला, वृजेश र मनिषलाई भने विध्यार्थिहरुले वाहियात शिक्षकहरु भन्दै मुर्गा बनाएका रहेछन। कालदाँते कुमार मोरोको अनुहारभरि मोबिल पोतेका रहेछन। नभेन्द्रको भने जुँगा एकातिरबाट मात्र उखेलेर दामोदरसँगै चलानी शाखामा थुनेका रहेछन। आफ्ना मान्छे अगाडी कोही देखा परेनन। बेलप्रसादजी र रामकन्ठजी पनि भीडसँग डराएर भागेका पो रहेछन। त्यो रात फेरी निदाउनै सकिन। यस्तो नराम्रो सपना देखेको, आज केही वित्याँस हुन्छ जस्तो लागेको थियो। नभन्दै चर्पीमा पुगेपछि पो थाहा भो। फ्लश चलाउन खोज्छु, पानी त गायब पो। धुलिखेलेहरुले बिहानै पाईपलाईनै फोडेछन। धन्न कोठामा मिनरल वाटर थियो, त्यसैले शौचको काम सिध्याएँ। भ्रष्टाचार र नातावादको ठुलो फाईदा मैले त्यसदिन पाएँ। नेपालीहरुलाई के थाहा, भ्रष्टाचार गरेपछि शौचकृया पनि मिनरल वाटरले हुन्छ भन्ने?

मलाई नाताविरोधी लेख, भाषण र गफ सुन्दा सार्है नरमाईलो लाग्छ। नेपालको प्रशासनिक सँस्कारमा म अलि बढी नै सँवेदनशील छु, त्यसैले प्रशासकहरुले जे गरेपनि हुन्छ भन्ने मेरो ठम्याई छ। नेपालको प्रशासनमा जहाँ हेरे पनि नातावादनै छ। यति धेरै नातावादका उदाहरण हुँदाहुँदै पनि नातावादकै विरोध गर्नु के मान्छेहरुको वाध्यता हो? अर्को कुरा कस्तो नातावाद हो र किन नातावाद आयो भन्ने कुरै नबुझी नातावादको विरोध गर्नु मैले हेलचेक्र्याँई बाहेक अरु केही मान्न सकिन। काठमाडौँ विश्वविध्यालयकै अधिकृत, वकिल, डिन, प्रोफेसरहरुलाई सोध्दा भने आफ्नो जागीर जाला भन्ने डरले मलाई समर्थन गर्याजस्तै गरेर झारामात्र टारे। उहाँहरुको जवाफमा अनुग्रहितताको सानो अवशेषसम्म पनि थिएन। मलाई यस्तो लाग्यो कि, यिनिहरुलाई फेरी पदोन्नतीका बेलामा झुलाउनु पर्छ। उहाँहरुमा रहेको समर्थनको कमी देख्दा एकछिन त मलाई कतै म चाहिने भन्दा बढी ईमोशनल भएको हैन त भन्ने जस्तो पनि लाग्यो।

अब एकछिन, त्यो भन्दा केही दिन अघिको अर्को कुरा गरौँ। हामीले मेडीकलमा छोरालाई भर्ना मिलाईदिएका एकजना समाजसेवीले सुरेश सरलाई दोसल्ला अोढाउने कार्यक्रम थियो। पुष्पजीको सँगतमा बियरजन्य मादकपदार्थको कुलतको शिकार भएको कारणले म कार्यक्रम शुरु भएको निक्कै बेर पछि त्यहाँ पुगे। म हलभित्र छिरेपछि अचानक लाउडस्पीकरमा सुरेश सर कडकिएको सुनेँ। अोढाईएको दोसल्ला अलि गर्हुँगो भएका कारण त्यो बोक्न उहाँले मलाई बोलाउनु भयो। उहाँ मसँग कडकिएको देखेर उपस्थित सबैजना अचम्म मान्दै हेर्न थाले। पछि स्टेजमा पुगेपछि सुरेश सरले, "उहाँ मेरो आजीवन रजिष्ट्रार सिताराम।" भन्दै मेरो परिचय दिनुभयो। नातावादमा सुरेश सर र मेरो गठजोड बुझेकै कारणले होला, एकछिन अगाडी अचम्म मान्दै बसेकाहरु पछि शान्त भए। फेरी, सुरेश सर स्वयमले मुखै फोरेर भनेपछि त मान्छेहरुले बुझ्ने त भई हाले नी। आयोजकजीले आफुबसेको कुर्सीमा मलाई राख्नु भयो र पुन: एकपटक छोराको भर्नाको लागी धन्यवाद दिनु भो।

नेपालको हरेक ठाउँमा नातावादले अन्य कुरालाई अोझेलमा पारेको छ। आमसँचारका माध्यमहरु भ्रष्टाचारका त कुरा गर्छन तर नातावादको कुरा गर्दैन। किनभने, त्यहाँ पनि नातावादनै छ नी। देख्नु भएन, कसरी हाम्रा सुरेश सरका अभिन्न मित्र हेमराज ज्ञवालीजीले प्रिय विनोदलाई हाकिम बनाउन कैलाशजीसँग अँशबन्डा गरेको?

नातावाद विरोधीहरुसँग मेरो कुनै खानदानी शत्रुता छैन। हाकिम हुनु अगाडी म आफै नातावादको विरोध गर्ने गर्थेँ। शाही औषधी लिमिटेडमै पनि मेरो कमजोरी कुनै वरिष्ठ हाकिमले देखाउँदा, म तिनीहरुलाई नातावादीहरु भन्दै गाली गर्थेँ। महेन्द्रले विरेन्द्रलाई युवराज घोषणा गर्दा खेरी त मैले यो नातावाद भयो भन्दै विरोध गरेको थिएँ। एक नँबरको नातावाद विरोधी थिएँ। तर, के गर्नु आफै हाकिम भएपछि भने केही कुरा सोच्नु पर्ने पो रहेछ। हामीले पाएका जस्तै दु:ख, र हामीले खानु परेको जस्तै हन्डर, मेरा आँखाका नानीहरुले नखाउन भनेर सोच्नु पर्ने रहेछ। मेरा शरद र वृजेशले धेरैका दलाली गर्न नपरुन भन्ने सोचेरै हो मैले नातावादलाई केयुमा प्रश्रय दिएको। अहिले हेर्नुस त कस्तो भईसक्यो? अहिले त हामी नातावादीहरुकै ठूलो जमात पो बनिसकेको रहेछ केयुमा। भद्रमानजी पनि अस्ती साउती गर्दै थिए र भन्दै थिए, यी विरोधीहरुले जतिसुकै कुरा काटुन-काटोस, तर हामीले हामीलाई नै माया नगरे, कसलाई गर्ने?

Abdul Kalam's coming to KU

When I heard that APJ Abdul Kalam is coming to Kathmandu University, I was a bit astonished. To address convocation of KU alumni, presence of APJ Abdul Kalam is really a good omen. Our graduates must listen to someone who is a living example of dedication. Abdul Kalam has, in fact, given many things to middle class. He has taught us how dedication can help us excel. Moreover, his personal life is another example which always bewilders me.

I really admire people who sacrifice their lives for a cause. Martyrs, as they are called, are heroes of our society. But, more than martyrs, I admire those people who maintain celibacy. I think that giving up life once can be easier than doing away with sex when you are alive. Next to Gandhi, Dr. APJ Abdul Kalam is another renowned Indian to have maintained celibacy. It is really a matter of great surprise that populous India has two great sons of soils who maintain celibacy.

But, more surprising issue is the chicanery of Suresh Raj Sharma. A master manipulator Suresh Raj has, by romping in Abdul Kalam, once again proved that he is the grand-master of the tricksters of Nepal. Especially, in view of mounting criticism of his nepotism and untimely death of his youngest daughter in very very suspicious environment, everyone thought that Suresh Raj would now be somewhat sombre. People hoped that intensity of devilishness on part of Suresh Raj will start to fade away. People expected that there would be no more harassment triggered suicides in KU. Above all, everybody hoped that Suresh Raj would ease himself out of KU and let KU emerge as a destination of all the scholars.

But, with one master stroke, Suresh Raj has informed everyone that he is here to call the shots till death asunders him from the chair of VCship of KU. He has once again demonstrated that not only within Nepal, he holds clout even in India to brush his shoulders with might ones. And more than that, he has tried to brush all of our allegations aside with one master sweep. Suresh Raj has, finally, used his power as resourceful VC of KU to impress on everyone that he is here to stay till he dies.

There is no doubt that presence of Abdul Kalam is a really inspirational moment for KU. Everyone, who is associated with KU, must feel very proud that Dr. Abdul Kalam has recognized our collective efforts. But, it will be much immature if we start judging his presence as something symbolizing indispensability of Suresh Raj. For people of Abdul Kalam's stature, the most important issues has always been to address the masses. They know very well that there are some parasites like Suresh Raj in the system. They know of these parasites in India and they know that they can be in Nepal too. Abdul Kalam became Bharat Ratna despite these parasites and he wants to tell every KU alumunus not to be a parasite of the system. That is why he has been addressing young South Asians everywhere.

Therefore, it is completely foolish on the part of Suresh Raj and his team that by having Abdul Kalam in KU, he has cleansed himself of his crimes. He must know very well that people like Abdul Kalam even pardons ruthless murderers lodged in Tihar jail. As a divine messenger, these godly people show mercy to everyone including murderers of Dalits in Nepal. They sometimes overlook individual frailties as they need to strengthen fountains of future. Definitely, fountains of future are our KU graduates.
