&lt;br /&gt;
According to the Financial Times report, landlords are taking advantage of weaker house prices to snap up bargain rental prospects in premier locations. While some are cash purchasers, others are using cheap borrowing costs to expand their portfolios.&lt;br /&gt;
&lt;br /&gt;
Expatfindaproperty.com’s own research suggests that rental yields in many parts of London, in particular, are starting to rise steeply, following many years of static, or only gently-rising, prices. In particular, demand for rental homes near to prime commuting transport links, such as those in the &lt;a href="http://clapham-lettings.blogspot.com/"&gt;Clapham&lt;/a&gt;, Earlsfield, Wimbledon and Raynes Park areas of South West London, has seen agents arranging block viewings, with would-be tenants forced to bid against each other to secure a property.&lt;br /&gt;
&lt;br /&gt;
Emboldened by the strength of the demand, says Expatfindaproperty, agents and landlords are now pushing rents higher, which means that new landlords can expect enhanced returns, as well as realistic prospects of capital growth, when capital prices eventually start to recover. Prospective tenants, however, will find this news less welcome.&lt;br /&gt;

Erica Evans, of Expatfindaproperty.com, comments, “Our straw poll of agents in South West London has revealed high levels of optimism for landlords. For those thinking of entering the market from abroad, providing they have a 30% deposit for an expatriate or international mortgage, now is an excellent time to be looking at the market, but location is absolutely critical.&lt;br /&gt;
&lt;br /&gt;

&lt;br /&gt;
Based on the Halifax’s own house price data, the average selling price in Woking, a commuter town within easy reach of central London by rail, was 16% higher than in the previous year. Prices increased from £257,590 in 2010 to £299,654 in 2011.&lt;br /&gt;
&lt;br /&gt;
Falkirk in Scotland experienced the second biggest rise in house prices with a 12% gain. Like Woking, Falkirk is within easy commuting distance of major commercial centres, lying almost equidistant between Edinburgh and Glasgow. The town also has relatively low average property prices, making it more affordable than many other areas close to Scotland’s two largest cities.&lt;br /&gt;
&lt;br /&gt;
Towns in London and the South East accounted for nine of the 20 towns recording the strongest price rises in 2011. Overall, 28% of the towns surveyed saw some increase in prices over the year.&lt;br /&gt;
&lt;br /&gt;
The majority of worst performers were outside southern England. Kettering in Northamptonshire and Dunfermline in Scotland experienced the largest falls in average selling prices in 2011, both recording declines of 15%.&lt;br /&gt;
&lt;br /&gt;

This is restricting the amount of new accommodation available to meet increasing demand.&lt;br /&gt;&lt;br /&gt;Prepared by Michael Ball, Professor of Urban and Property Economics at the University of Reading, the Report highlights that rents remain significantly below their early 2008 levels, when adjusted for inflation. The Report used a new economic model fed with financial data from over 200 landlords. &lt;br /&gt;&lt;br /&gt;Following a survey of landlords' costs and returns, the Report found that present rent levels do not cover landlords' expenses when all factors are taking into account, including refurbishment and borrowing costs, agents' and legal fees, voids and arrears, energy and safety certificates, repairs, depreciation and regulatory compliance. &lt;br /&gt;&lt;br /&gt;Additionally the tax burden on the private rented sector is much more than on other types of tenure, averaging £1,000 a dwelling. Sharp real falls in the value of their properties over the past four years have pushed total annual returns for many landlords into negative territory.&lt;br /&gt;&lt;br /&gt;Currently, almost 90% of English landlords are private individuals and couples and many residential investors would have been better-off if they had invested their money elsewhere.&lt;br /&gt;&lt;br /&gt;The Report warns that the consequences for tenants will be "grim" as they face increasing rents and a chronic shortage of properties. Economic recovery will also be significantly held back by a lack of affordable rental housing. It calls for Government reforms to the taxation and regulatory treatment of the sector to alleviate pressures on rents.&lt;br /&gt;&lt;br /&gt;Commenting ahead of the formal launch of his Report today (November 22nd) at the House of Commons at a meeting of the All Party Parliamentary Group for the Private Rented Sector, Professor Ball said:&lt;br /&gt;&lt;br /&gt;"There is much hype about the private rented sector at present, but the reality is that landlord returns are generally poor and with a weak economy are likely to stay that way. Investment in the past was driven by rising house prices, now there is a need to rethink taxation and regulation so that rental returns come to the fore at rent levels that are affordable for tenants."&lt;br /&gt;&lt;br /&gt;Responding to the report, Alan Ward, Chairman of the Residential Landlords Association commented:&lt;br /&gt;&lt;br /&gt;"Professor Ball's report demonstrates clearly that the private rented sector is taken for granted - the returns are only superficially rewarding because few landlords account for the cost of regulation and taxation. According to Gary Hall, partner at the organisation, these rises are showing no signs of abating. "It's looking pretty healthy as a landlord - the rental market will continue to grow and the rental prices are going to head up," he stated. Mr Hall explained that a lack of new properties coming on to the market is likely to help boost rents further, particularly at the middle and bottom ends of the sector.&lt;br /&gt;&lt;br /&gt;He also suggested that the Olympic Games in 2012 could affect the rental sector in different ways, noting that some landlords may terminate long-term contracts in favour of the money they can generate through short-term lets during the sporting event. If this happens, "there could be a flood of new properties coming on once the Olympics finish in September", Mr Hall added. Last month, Liam Bailey, head of research at Knight Frank, predicted that rental growth in London will begin to slow by the end of 2011.&lt;br /&gt;&lt;br /&gt;Mr Bailey commented that there remains "scope for future ongoing rental growth", although estimated that more moderate rises of between four and five per cent per year are more likely in the medium to long term. Mr Hall agreed with this assessment, noting that steady growth is anticipated, with "a bit of a conservative figure" throughout the coming 12 months. He added that an increase of five per cent annually is probable until 2015. Lenders focused more on targeting wealthier borrowers as fears over a stagnant economy and constricted credit conditions grew, reports the Henley Standard.  &lt;br /&gt;&lt;br /&gt;Approvals with a deposit of 25 per cent or under fell to their lowest number since February, accounting for less than half of all lending, compared to almost two-thirds in September 2007. Approvals in the highest loan-to-value brackets fell at more than double the pace of the total market because of lenders’ desire to target low loan-to-value borrowers. &lt;br /&gt;&lt;br /&gt;London bucked the national trend, and cushioned the overall decline in approvals nationally, with an increase of 20 per cent (non-seasonally adjusted), thanks to the bigger pool of wealthier buyers in the capital who are less constrained by tighter lending conditions. First-time-buyer numbers rose to their highest since June, with approvals on price brackets up to £250,000 — typical first-timer property in the capital — accounting for 42 per cent of the total &lt;a href="http://www.paramount-properties.co.uk/"&gt;London market&lt;/a&gt;, compared to 40 per cent in August. &lt;br /&gt;&lt;br /&gt;The uptick can be attributed to buyers in London being much less dependent on high loan-to-value lending than the rest of the country. Approvals with an loan-to-value of more than 75 per cent accounted for just a quarter of all lending in September, compared to over a third nationally, because the wealthier pool of buyers in London typically have larger deposits so don’t require access to higher loan-to-value products, and because even a small percentage deposit represents a very large sum due to higher house prices in the capital. &lt;br /&gt;&lt;br /&gt;The market outside London was much more subdued. The North West (11 per cent), North East (10 per cent) and Cumbria, and the Midlands (four per cent) saw the biggest falls. Although rents increased across Great Britain, it was London and the South East which saw the most notable increases.&lt;br /&gt;&lt;br /&gt;Comments from surveyors reveal that rents in some areas have now risen so sharply that previously affordable homes are now unattainable to many, as an increasing number of renters are priced out of the market. &lt;br /&gt;&lt;br /&gt;Meanwhile, home ownership remains out of reach for many would-be buyers, partly because of the high deposits required by lenders, but also due to the cost of available mortgage finance.&lt;br /&gt;&lt;br /&gt;As a result, surveyors report that many people have little choice but to rent. In the three months to April, 35 per cent more respondents reported demand rose rather than fell – the highest level for over two years.  &lt;br /&gt;&lt;br /&gt;Turning to supply of rental property to the market, 6 per cent more surveyors reported new instructions from landlords increased rather than fell – taking the net balance into positive territory for the first time since April 2009.&lt;br /&gt;&lt;br /&gt;Instructions from landlords to let flats showed the most pronounced change, with a net balance of +6 per cent (from -7 per cent). The increase for houses was slightly less than in the previous three month period (+2 compared with +5 per cent).  &lt;br /&gt;&lt;br /&gt;Despite an upturn in new instructions, supply to the market still remains unable to keep up with demand. Tenants are staying longer, resulting in less availability, while fewer landlords are selling their properties at the end of a tenancy. Just 2.8 per cent of landlords sold property in the three months to April (down from 4 per cent).&lt;br /&gt;&lt;br /&gt;Looking ahead, the overall rental outlook remains strong, with 33 per cent more surveyors expecting rents to rise rather than fall. Eight of the sales during the month were for properties which sold for over £1,000,000.&lt;br /&gt;&lt;br /&gt;For March the average sale price was £719,851 an all-time monthly high.&lt;br /&gt;&lt;br /&gt;The average property in Chiswick cost more than £680,000 in the first three months of this year. The way that a lot of people have overpaid is they have just kept their standing order or direct debit the same and, as a result of that, they have overpaid," she pointed out.&lt;br /&gt;&lt;br /&gt;"I think they should carry on for a while because even if rates go up, it is still going to be very low. London continues to buck the national trend as generally the UK saw a much larger average price fall of -3.2%.&lt;br /&gt;&lt;br /&gt;Miles Shipside, director of &lt;a href="http://www.rightmove.co.uk/news/newsletter/flight-to-quality-in-the-london-market"&gt;Rightmove&lt;/a&gt; comments: “In times of economic uncertainty, there is a flight to quality when it comes to where people choose to invest. London’s limited property supply and domestic as well as international demand are helping to insulate its property prices from some of the downward pressures being experienced elsewhere in the country”.&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.paramountproperties.co.uk/"&gt;London’s property&lt;/a&gt; investment health is also shown when comparing average asking prices compared to a year ago, with a growth annual rate of 3.5%. This is the highest of any region and compares to the national average of 1.3%.
