A second suspect has been arrested in connection with an August stabbing that left a 47-year-old man with life-threatening injuries.

Winnipeg police responded to a stabbing in a park near Young Street and Broadway on August 8 at approximately 10 p.m. Officers found the victim suffering from life-threatening injuries and provided emergency care until paramedics arrived.

The victim was taken to hospital in critical condition, later upgraded to stable.

Police say the victim was approached by two unknown suspects in the park, which escalated into a physical altercation. The second suspect assaulted the victim with an edged weapon, causing serious injuries.

One suspect, a 31-year-old man, returned to the scene while officers were still present and was arrested. He was charged with aggravated assault and released on an undertaking.

Jamie Nathanial Neilson, 46, was arrested by police on Tuesday in the 700 block of Selkirk Avenue. He has been charged with aggravated assault and remains in custody.

Police say a former law dean at the University of Manitoba is facing extradition on a fraud charge after he was arrested in France.

A Canada-wide arrest warrant was issued earlier this year for Jonathan Black-Branch, who was the law dean at the post-secondary institution from 2016 before leaving suddenly in 2020, on the charge of fraud over $5,000.

Winnipeg police would not provide additional details relating to Black-Branch’s arrest, saying the matter is currently before the French court system.

“Further information will be provided should the extradition application be successful and Black-Branch be returned to Winnipeg,” Const. Stephen Spencer said in an email on Wednesday.

An internal investigation done by the University of Manitoba, based off a complaint, found Black-Branch misused and mismanaged more than $660,000 of the school’s funds for personal bills, pricey meals at a members-only club and personal education at Ivy League schools.

Black-Branch was disbarred by the Law Society of Manitoba in 2024 after the investigation.

The university asked police in Winnipeg to investigate its former law dean after the law society’s decision. It also sued Black-Branch for breaching the terms of his employment agreement.

In May 2025, the Manitoba Court of King’s Bench ordered Black-Branch to repay the school more than $682,000, as well as the cost of interest.

The university has said it is pursing all available collection options to recoup the misused funds.

In a statement on Wednesday, it said that process is ongoing.

“(The University of Manitoba) is grateful for the work of international and local police agencies on this case,” the statement said.

It referred further questions to police.

Black-Branch moved to Europe in 2020. Court documents relating to the lawsuit said it was believed he was living in Switzerland.

A Sanford man has died following a two-vehicle crash on Highway 3 in the RM of Macdonald early Tuesday morning.

Manitoba RCMP responded to the scene just after 5 a.m. at the intersection of Highway 3 and PR 334.

Officers learned that a semi-truck was travelling east on Highway 3 when it collided with an SUV that was travelling south on PR 334.

The 62-year-old man driving the SUV was pronounced deceased on scene.

The driver of the semi, a 58-year-old man from Morden, was treated for minor, non-life-threatening injuries.

RCMP continue to investigate.

Two Swan River-area men face multiple charges after an RCMP investigation linked them to a string of incidents over the past week, including a sexual assault.

RCMP began investigating on September 18 after receiving a report that a female had been sexually assaulted the previous day at a Swan River residence. Police identified two suspects and linked them to a September 15 assault near a skate park, where a 38-year-old man was chased and beaten by three men, and a September 17 break-in on Parkview Drive.

Both suspects were arrested on September 18. Police said the 24-year-old suspect tried to flee and was struck with a 40-mm extended range impact weapon before surrendering.

Marcus George, 24, of Swan River, and Jericho Flatfoot, 30, of Pine Creek First Nation have been charged with multiple offences.

A third man, Mackenzie Macdonald, 26, of Swan River, was arrested and charged with aggravated assault in connection with the skate park incident.

All three were remanded into custody.

Manitoba’s premier is challenging students in the province to get faster, stronger or even just walking more.

Wab Kinew says the fitness challenge he announced Tuesday is about encouraging all students to end the year more active than they started as part of building a healthier future.

The program encourages students to set personal goals they can track throughout the year, like trying a new sport or increasing their daily steps.

Kinew says the challenge is provincewide, and schools where students manage to improve will get a banner for the gym and up to $10,000 in funding.

He made the announcement at the groundbreaking for a $10-million gym and track for École Secondaire Kelvin High School in Winnipeg.

The province launched a pilot program just before the school year started to make in-person physical education mandatory for all students from kindergarten to Grade 12.

A pilot and passenger were taken to hospital with non-life-threatening injuries after a small plane went off the runway during an air show at the Portage la Prairie Airport.

Manitoba RCMP received a report of the incident at approximately 4:10 p.m. last Sunday.

Officers learned the aircraft was taking off from the runway during the air show when it malfunctioned. The pilot aborted the takeoff and attempted to bring the plane to a safe stop, but it went off the end of the runway and into a ditch.

The pilot, a 61-year-old man, and a 54-year-old female passenger were taken to hospital in Portage la Prairie for treatment.

The Transportation Safety Board of Canada has been notified of the incident.

A 48-year-old man has been charged after allegedly threatening several youths outside a Winnipeg community centre last Saturday.

Winnipeg police responded to a report of threats at a community centre in the 1-99 block of Warnock Street at approximately 3 p.m.

Officers learned the suspect approached several youths outside the centre and made threatening gestures toward them. The youths reported the incident to a staff member inside, who contacted police. When the staff member went outside to speak with the suspect, he continued the threatening behaviour, according to police.

Officers located the suspect in the 1200 block of Logan Avenue at approximately 3:30 p.m. and took him into custody.

Sean Michael Woo, 48, has been charged with uttering threats to cause death or bodily harm. He was detained in custody.

Winnipeg’s Northern Super League club has appointed Dayna Spiring as its new president ahead of its inaugural 2027 season.

Spiring, a Winnipegger with extensive experience in business, economic development and community leadership, will oversee the club’s business operations and help lead its growth as Winnipeg prepares to welcome its first professional women’s soccer team.

She joins a leadership group that includes Canadian soccer star and club co-founder, vice-president, community & player experience Desiree Scott, and Rob Gale, co-founder and chief sporting officer.

“Dayna is exactly the kind of leader we envisioned helping build this club,” said Christina Litz, president of the Northern Super League, in a statement. “She understands Winnipeg, she understands business, and she knows what it takes to build organizations that bring people together.”

Spiring previously served as president and CEO of Economic Development Winnipeg. In 2016, she became one of the first women to serve on the CFL’s board of governors, and in 2019, became the first woman to chair the Winnipeg Football Club board of directors.

“It was going to take something pretty special to bring me back into a full-time role, and this is exactly that,” said Spiring. “There is something pretty magical about building a professional team, let alone the first professional women’s team, from the ground up and doing something that has never been done in our city. Winnipeg has always been a city that rallies around big ideas, and I can’t wait to see this community come together around this club.”

Winnipeg was officially awarded the NSL’s seventh franchise in July 2026, marking the league’s first expansion and bringing the first professional women’s soccer to Manitoba beginning with the 2027 season.

The club also recently announced plans for a new modular stadium at the Ralph Cantafio Soccer Complex.

A 14-year-old boy is in hospital after being stabbed at Portage Collegiate Institute in Portage la Prairie Monday morning.

RCMP received a report of the assault at approximately 10:05 a.m., sending officers and paramedics to the scene. Emergency crews found a boy being treated for a stab wound, and he was transported to hospital in Winnipeg in stable condition.

Officers learned the teen had been stabbed by another male youth, who fled the scene. The collegiate and nearby daycares were briefly locked down as a precaution.

The suspect was located minutes later at a home in Portage la Prairie and taken into custody without incident.

Charges are pending against a 15-year-old boy from Long Plain First Nation.

A 19-year-old man has been arrested and charged after a stolen vehicle crash at the intersection of Leila Avenue and McGregor Street left one woman dead and another with life-threatening injuries.

Officers were in the area shortly after 7 a.m. on Sunday when they observed a 2022 Honda CR-V travelling northbound on McGregor Street at a high rate of speed. The vehicle ran a red light and collided with a 2023 Kia Seltos, causing the CR-V to become airborne, strike a traffic light standard, roll over and collide with a tree, resulting in catastrophic damage to both vehicles.

Officers provided emergency medical care to those involved before ambulance crews arrived.

Four occupants were in the CR-V at the time of the collision. A 20-year-old woman and a 22-year-old woman were transported to hospital in critical condition; the 20-year-old later died of her injuries, while the 22-year-old remains in hospital with life-threatening injuries. A 20-year-old man was taken to hospital in stable condition.

The lone occupant of the Seltos, a 43-year-old man, was transported to hospital in stable condition and treated for minor injuries.

Dorian Beardy, 19, was arrested at the scene and taken to hospital in stable condition, where he was treated for minor injuries. Police say speed and impairment were major contributing factors in the collision.

Beardy has been charged with multiple offences, including impaired driving, and remains in custody.

Police continue to investigate and say additional charges are anticipated to be filed.

Winnipeg-born television and radio host Chantal Desjardins is joining Energy 106 as the station’s new afternoon drive host.

Evanov Communications announced Monday that Desjardins, also a comedian and voice actor, will host weekdays from 2-6 p.m. beginning today.

Desjardins has spent the past 20 years in Montreal, most recently co-hosting mornings on CHOM 97.7. She was also heard on Virgin Radio Montreal and CJAD 800, including anchoring Montreal Canadiens broadcasts on Sportsnet, hosting “Breakfast Television” and reporting for CTV Montreal.

“I’m so excited to be back in my hometown,” said Desjardins in a statement. “I’ve had an amazing time in Montreal and Toronto, doing stand-up, television and radio, but there’s nothing like coming home, especially at this stage of my life and career. My kids will get to spend time with their grandparents, and I get to spend every afternoon yakking on air to my favourite people — Winnipeggers!”

Manitoba RCMP are investigating the suspicious death of a 72-year-old man outside the Lynn Lake detachment on Sunday.

A cell guard alerted officers at around 7:30 a.m. that a man was lying on the ground outside the detachment. Officers attending located a man with serious injuries and provided first aid while EMS was called, but he was pronounced deceased at the scene.

Police believe the man had been assaulted at his residence before travelling to the detachment, where he died shortly after arriving.

Manitoba RCMP, alongside with forensic identification services, continue to investigate.

Members of Parliament returned from their summer break Monday with trade tensions hanging over the country, a new but undefined alliance with Europe on the horizon, and a Liberal government ready to push forward an aggressive new infrastructure drive.

Buoyed by strong polling numbers and three recent byelection wins that expanded his majority government, Prime Minister Mark Carney said last week his government will begin the session by introducing the Building Canada Strong Act.

The bill — which the government indicated will be introduced Monday afternoon — is expected to address barriers slowing down the approvals process for major projects. The legislation is landing not long after Carney hosted an international investment summit that sought billions of dollars for infrastructure across the country, including data centres, ports, airports and energy projects.

The legislation is also expected to make substantial changes to the Canada Labour Code. Union leaders say they’re worried about the bill threatening the right to strike.

When asked if all workers should be able to walk away from a bad deal, Carney said Monday he would not talk about the legislation before it is tabled.

The legislation is being presented by Carney’s government as another step in its campaign to make the economy more resilient and less reliant on the United States through measures like additional export avenues to Europe and Asia.

The bill is sure to dominate much of the debate in the House of Commons this fall.

Monday’s question period began with Conservative Leader Pierre Poilievre calling on Carney to stand with him in support of the Jewish community and an injured police officer after a shooting at a synagogue in Belleville, Ont., on Sunday during Yom Kippur.

Carney replied that there is no place for hate of any kind in Canada.

Question period then quickly reverted to its usual tone, with Conservative MPs needling Carney as he responded to Poilievre’s question on affordability and Liberal MPs throwing their own verbal jabs across the aisle.

Finance Minister François-Philippe Champagne said he will introduce a new bill to extend the excise tax break on fuel and has a fall budget in the works.

The first order of business for the House of Commons on Monday was for Speaker Francis Scarpaleggia to read off a long list of seats which have become vacant in recent months.

Since the House rose for the summer in mid-June, nine MPs have stepped down and three byelections already have been held. The Liberals won all three, easily holding ridings in Toronto and North Vancouver and snatching a seat away from the Conservatives in Quebec.

Carney was all smiles Monday as he accompanied his three new MPs into the House for the first time: former deputy chief of staff Braeden Caley from North Vancouver-Capilano, former riding association aide Tanveer Shahnawaz from Beaches-East York, and dairy farmer Daniel Gobeil from Chicoutimi-Le Fjord.

The six remaining vacant seats will require byelections in the coming months. They include two seats previously held by the Liberals, two previously held by the Conservatives and one each held by the Bloc Québécois and NDP after the last election.

Trade tensions with the United States will be a dominant theme of the fall sitting, as President Donald Trump’s White House cranks up the pressure on Canada and continues to threaten its sovereignty. Trump has threatened to escalate his deepening trade war with additional tariffs on steel and autos if the two sides can’t reach an agreement by the end of the year.

Canada’s negotiating team walked away from a potential deal with the White House in August at the 11th hour, saying what was on the table was a bad deal for Canada.

The trade conflict then escalated, with Trump imposing another volley of tariffs and threatening even more, while Canada imposed its own counter-tariffs. Trump also has attempted to rebrand Lake Ontario as Lake America and has sought to cut off certain Canadian imports to the United States.

Carney responded by escalating efforts to deepen Canada’s ties elsewhere. In a speech to the European Parliament last week, Carney welcomed European Commission President Ursula von der Leyen’s move to work on making Canada an associate member of the European Union.

What that status would mean has yet to be determined. More detail is expected to come out of a Canada-Europe summit in Montreal in October.

Carney met over the weekend with French President Emmanuel Macron in St-Pierre-Miquelon, France’s archipelago territory just off the coast of Newfoundland, and with Norway’s Prime Minister Jonas Gahr Store in Ottawa.

Carney will be in New York for meetings at the United Nations this week, though he is not scheduled to address the General Assembly.

The prime minister is expected to have more travel over the fall months, with several summits on the horizon.

Scott Gillingham is proposing a new Winnipeg growth office as part of his re-election campaign, aimed at speeding up service for business and improving the city’s readiness for major investment.

The office, called Winnipeg GO, would be led by a new chief growth officer reporting to the city’s chief administrative officer, consolidating economic development and infrastructure staff currently spread across departments.

“New investment — large and small, public or private — often goes to cities that can say ‘yes’ faster than the others,” said Gillingham, the city’s incumbent mayor, adding the city needs to bring scattered people and plans together to grow to a million people.

Chris Lorenc, president and CEO of the Manitoba Heavy Construction Association, endorsed the proposal, saying growth depends on infrastructure, planning, permitting, transportation and investment moving in the same direction.

Key functions would include maintaining an inventory of shovel-ready infrastructure projects, working with Manitoba’s new provincewide economic development agency, and creating a “311 for small business” service connecting businesses with human case managers.

Gillingham said at least 80 percent of the new unit would be staffed through redeployment, with a maximum of six new full-time positions created.

Winnipeg voters go to the polls on October 28.
