Veuillez noter:

Section 3. Il est du devoir du comité des candidatures pour sélectionner une liste de candidats pour le Conseil. Aucune personne, autre que le représentant des membres du personnel, après avoir servi à titre de dirigeant ou conseiller pour un mandat complet dans une catégorie mai être en nomination pour un autre mandat en moins de trois ans. Le représentant des membres du personnel, après avoir servi un mandat d'un an, mai être nommé immédiatement à la réélection pour un autre terme que dans la même capacité. À la fin de l'une ou l'autre expression, ou à tout autre moment par la suite, que le conseiller, si elle est admissible en vertu de l'article II.

D'un autre côté, comme indiqué dans la section 4 des Statuts,

Le Comité de nomination, de désignation des membres pour combler ces postes, se garder à l'esprit l'opportunité de disposer de tous les groupes linguistiques représentés au Conseil… Autres candidatures mai à partir de la parole [à l'assemblée générale] dans les limites de la réglementation ci-dessus.

Kindly note:

Section 3. It shall be the duty of the Nominating committee to select a full slate of nominees for the Council. No person, other than the representative of the personal members, having served as an officer or Councilor for a full term in any category may be nominated for another term in less than three years. The representative of the personal members, having served a one year term, may be nominated immediately for re-election for one more term only in the same capacity. At the end of either term, or at any time thereafter, that councilor, if eligible under Article II,

From another standpoint, as indicated in Section 4 of the Bylaws:

The Nominating Committee, in nominating members to fill these positions, will bear in mind the desirability of having all language groups represented to Council… Additional nominations may be made from the floor [at the General Assembly] within the limitations of the above regulations.

Presentation of nominees will be made at the first General Assembly in Gosier, Guadeloupe.

Nótese lo siguiente, por favor:

Sección 3. Será el deber del Comité de Nominaciones seleccionar un cuadro de nominados para el Consejo. Ninguna persona, que no sea representativa de miembros personales, que haya servido como oficial o consejal por un periodo completo en cualquier categoria podra ser nominado por un termino adicional en menos de tres años. El representante de miembros personales, que haya servido por el término de un año, podrá ser nominado inmediatamente por un año adicional solo en esa capacidad. Al finalizar el término y en cualquier momento luego de cualquier término, el consejal, puede ser elegido dentro de los canones del Artículo II.

Por otra parte, como se indica en la Sección 4 del Reglamento:

El Comité de Nominaciones, al nominar miembros para ocupar estas posiciones, deberá observar la deseabiidad de contar con grupos linguisticos representativos en el Consejo…Se podrán hacer nominaciones adicionales del pleno [en la Asamblea General] dentro de las limitaciones de las estipulaciones indicadas.

La presentación de los nominados se hará en la primera Asamblea General en Gosier, Guadeloupe.

The President of the Association of Caribbean University, Research and Institutional Libraries (ACURIL), Mme Bea Bazile, invites proposals for paper presentations at ACURIL XXXIX, to be held from June 2-5, 2009, at the Hotel Arawak. The theme of the conference is The Future of Libraries within the Framework of Sustainable Development.

This Call for Papers is open to all information specialists including, librarians, archivists, record administrators, and educators in the field of information science, as well as information providers.

During the United Nations Rio de Janeiro Conference in 1992, 180 nations showed their will to participate in a series of actions whose objective was to seek for a "sustainable development". Still we are pursuing the same objective. This sustainable development must be able to satisfy today's needs without compromising the capacity of future generations to meet their own.

In this conference we will seek to explore strategies and practices that will allow us to develop libraries, archives and other information units in the Caribbean region within the framework of sustainable development, for the benefit of the diverse communities that we serve. It is intended to be a forum for persons to share ideas, innovative developments and proactive solutions to the issues and challenges we face as information professionals in a developing region, operating in a world of continuous change.

Paper presentation proposals may be practical or theoretical. Presenters are encouraged to relate their papers to the content area groups of ACURIL, namely Agriculture and the Environment, Health, Medicine and Natural Sciences, Knowledge Management, Organization and Retrieval of Information, and Law.

To effectively explore the conference theme, The Future of Libraries within the Framework of Sustainable Development, three broad subject areas have been chosen as sub-themes for ACURIL 2009.

The Conference Sub-Themes are:

• The sustainable development in society and libraries: a new paradigm?
• Changes in the perception of the Library concept to ensure social responsibility with imagination and innovation: buildings, collections. Staff and users, with what vision, mission and goals…
• From local to global: changes in directions in order to change behavior: solidarity, cooperation and training

Topic Guidelines:

Paper presentations must address one of the sub-themes, as stated above, for ACURIL XXXIX
Presentation Format:

• Each presenter will be given 20 minutes maximum to present his/her paper.
• It is recommended that presenters highlight key points and not read their papers.
• 10 minutes will be allowed for questions and answers.
• All presenters must prepare a full paper for inclusion in the conference proceedings.
• All papers to be included in the proceedings must be received by May 8, 2009.

How to submit a Paper presentation Proposal:

The deadline for paper presentations proposals is April 25, 2009.
Papers can be presented in any of the three official languages of ACURIL - English, French or Spanish.
Proposals may be submitted by e-mail or hard copy. Proposals must include:
• Title of paper
• Abstract (200 - 500 words)
• Name of presenter(s)
• Position/title of presenter
• Employer/institutional affiliation
• Mailing address
• Telephone/fax numbers
• E-mail

Notification of acceptance of a paper presentation will be made no later than April 30, 2008.

CALL FOR POSTER PRESENTATIONS

The President of the Association of Caribbean University, Research and Institutional Libraries (ACURIL), Mme Bea Bazile, invites proposals for poster presentations at ACURIL XXXIX, to be held from June 2-5, 2009, at the Hotel Arawak. The theme of the conference is The Future of Libraries within the Framework of Sustainable Development.

This Call for POSTER PRESENTATIONS is open to all information specialists including, librarians, archivists, record administrators, and educators in the field of information science, as well as information providers.

What is a Poster Presentation?

The aim of the poster presentation is to provide opportunities to share experiences. It is, therefore, a presentation in a poster board that advertises a service, a product, a topic, a research endeavor. It allows viewers to walk by and observe a particular work being presented, discuss and share ideas. At ACURIL XXXIX GUADELOUPE, the poster sessions will aim to provide a forum for information professionals to highlight and share successful ideas and experiences with colleagues by presenting a research study, a special project, a problem-solving strategy, an innovative program or service in library and /or information services focusing on the conference topics. Bulletin boards will be provided to display the posters. Presenters will be required to bring finished displays to Guadeloupe.

Topic guidelines:

How to Submit a Poster Proposal Abstract:

The deadline for poster board presentation abstract is April 25, 2009. Poster presentations can be in any of the three official languages of ACURIL - English, French or Spanish.

Proposals may be submitted by e-mail or hard copy. Proposals must include:

Notification of acceptance of a poster presentation will be made no later than April 30, 2009. Poster session abstracts will be published in the final program.

Format of Poster Presentations :

No electrical support or Internet connections are available in the poster area. An effective poster presentation must visually demonstrate the key elements or significant points of a theme, product or service related to the conference.

• The dimensions of posters should be 3 feet wide x 4 feet high; that is, 36 x 48 inches.
• Impresions may be in paper, from a Power-Point presentation or common poster characteristics.
• Screen prints, charts, drawings, photographs, and other graphics along with text, to illustrate the presentation, are encouraged.
• Lettering should be simple, bold, and easily legible from a distance of four feet.
• Posters may be accompanied with handouts.
• All materiasl to be displayed should be prpared before arrival. Supplies will not be available at the conference site.

By May 8, 2009, each presenter must provide one hard copy and one electronic format document. The electronic format document must be sent as a Microsoft Word file.

The President of the Association of Caribbean University, Research and Institutional Libraries (ACURIL), Mme Bea Bazile, invites proposals for poster presentations at ACURIL XXXIX, to be held from June 2-5, 2009, at the Hotel Arawak. The theme of the conference is The Future of Libraries within the Framework of Sustainable Development.

This Call for POSTER PRESENTATIONS is open to all information specialists including, librarians, archivists, record administrators, and educators in the field of information science, as well as information providers.

What is a Poster Presentation?

The aim of the poster presentation is to provide opportunities to share experiences. It is, therefore, a presentation in a poster board that advertises a service, a product, a topic, a research endeavor. It allows viewers to walk by and observe a particular work being presented, discuss and share ideas. At ACURIL XXXIX GUADELOUPE, the poster sessions will aim to provide a forum for information professionals to highlight and share successful ideas and experiences with colleagues by presenting a research study, a special project, a problem-solving strategy, an innovative program or service in library and /or information services focusing on the conference topics. Bulletin boards will be provided to display the posters. Presenters will be required to bring finished displays to Guadeloupe.

Topic guidelines:

To effectively explore the conference theme, The Future of Libraries within the Framework of Sustainable Development, three broad subject areas have been chosen as sub-themes for ACURIL 2009, as follows:

• The sustainable development in society and libraries: a new paradigm
• Changes in the perception of the Library concept to ensure social responsibility with imagination and innovation: buildings, collections. Staff and users, with what vision, mission and goals…
• From local to global: changes in directions in order to change behavior: solidarity, cooperation and training

Posters will be presented from Monday, June 1 through June 5, 2009.

Poster presentations must address any of the sub-themes of the conference:
• The sustainable development in libraries: a new paradigm?
• Changes in the perception of the Library concept to ensure social responsibility with imagination and innovation: buildings, collections. Staff and users, with what vision, mission and goals…
• From local to global: changes in directions in order to change behavior: solidarity, cooperation and training.

The theme of the conference is The Future of Libraries within the Framework of Sustainable Development.

This Call for Papers is open to all information specialists including, librarians, archivists, record administrators, and educators in the field of information science, as well as information providers.

During the United Nations Rio de Janeiro Conference in 1992, 180 nations showed their will to participate in a series of actions whose objective was to seek for a “sustainable development”. Still we are pursuing the same objective. This sustainable development must be able to satisfy today’s needs without compromising the capacity of future generations to meet their own.

In this conference we will seek to explore strategies and practices that will allow us to develop libraries, archives and other information units in the Caribbean region within the framework of sustainable development, for the benefit of the diverse communities that we serve. It is intended to be a forum for persons to share ideas, innovative developments and proactive solutions to the issues and challenges we face as information professionals in a developing region, operating in a world of continuous change.

Paper presentation proposals may be practical or theoretical. Presenters are encouraged to relate their papers to the content area groups of ACURIL, namely Agriculture and the Environment, Health, Medicine and Natural Sciences, Knowledge Management, Organization and Retrieval of Information, and Law.

Topic Guidelines:

Paper presentations must address one of the sub-themes, as stated above, for ACURIL XXXIX
Presentation Format:

• Each presenter will be given 20 minutes maximum to present his/her paper.
• It is recommended that presenters highlight key points and not read their papers.
• 10 minutes will be allowed for questions and answers.
• All presenters must prepare a full paper for inclusion in the conference proceedings.
• All papers to be included in the proceedings must be received by March 30, 2009.

This official activity will be held on MONDAY, June 1, 2009, at 19.00h. (7:00 p.m.). A reception follows the ceremony. It is the ideal forum to meet with old and new friends in order to initiate the participant’s interaction within the conference. Attire: Semi-formal.

Yesterday, Thursday, August 14, 2008, in the afternoon, more or less at 4:00 o’clock, in Room 2000 of the Québec Convention Centre, scheduled for the Closing Session of the 77th IFLA World Congress of Libraries and Information, with IFLA (http://www.ifla.org) delegates, members of the IFLA 2008 Québec National Committee, colleagues and friends, IFLA President, Claudia Lux, announced: …and the Winner is: San Juan, Puerto Rico.

It was a most precious moment. We had already distributed many little Puerto Rican flags among the delegates and friends attending the session and the joy filled the air manifesting itself with a strong applause.

The World Congress of Libraries and Information is held traditionally every year in a country, selected by IFLA’s Governing Board, after visiting the prospective countries, study its infrastructure, and consulting with information professionals that could be in charge of the event organization. The organization of the Congress is really in the hands of IFLA Headquarters and the National Committee of the selected country. IFLA has hired a Professional Conference Organiser who handles all the arrangements and also takes care of the on-site management of the event. This structure and collaborative effort ensures the total success of the library and information world event.

Distinguished Members of the IFLA Governing Board, Madam President Claudia Lux, Executive Secretary Peter Lor, Designated Executive Secretary Jennefer Nicholson, Delegates, Colleagues, Friends convened at this Closing Session,

Good Afternoon,

The Capital City of San Juan, Puerto Rico, has been selected by IFLA to host the 77th World Congress of Libraries and Information in 2011, and we are highly honored.

The information professionals in Puerto Rico: librarians, archivists, documentalists, educators in the information field, representatives of the information industry, and others related, express our humble and rejoiced gratitude to IFLA’s Governing Board for the gentle deference bestowed upon us.

For a country within the Caribbean region, the smallest within the Greater Antilles, to be selected as site for IFLA’s World Congress is a special challenge. For a long time, we had been dreaming how all IFLA members could come to our country, to our region, to share experiences. And, today, when the dream really comes true we accept the challenge, filled with emotion.

The information professionals in Puerto Rico commit ourselves to work proactively and continuously, with lots of enthusiasm, to contribute to the organization of this professional event, that we envision will allow us to share knowledge, develop skills, exchange experiences, share new theories and trends with all colleagues in the world; to propiciate the establishment of collaborative agreements, fostering the cultural and linguistic diversity, aligned with the requirements of the information profession in the 21st Century, and geared to benefit all the communities that we serve globally.

Our goal, from now on, will be to work continuously to generate the required synergistic environment, that will contribute to the effective development of a professional program for IFLA 2011 that will be of interest and of benefit to all. Our efforts will be devoted to stimulate the development of learning communities and communities of practice in such a way to achieve the international understanding desired by IFLA and for all of us IFLA members.

We anticipate that this global encounter of librarians, archivists, documentalists, library and information science educators, representatives of the information industry, will open new avenues to undertake joint studies, research, teaching and continuing education, and trigger the motivation for a higher level of shared creativity and collaborative innovation.

We hope that the new innovative avenues developed by all of us, together, will enrich and strengthen our raison d’être of our profession, allowing all libraries, archives, mediathèques, and other information units related, be placed and recognized in the corresponding key place where they belong, in an effort to stimulate achieving the highest well being and the sustainability of our countries, within a global brotherhood endeavor: our library and information global agenda.

The libraries, archives, documentation centers and other information units related, in San Juan and in all of Puerto Rico, will open its doors to all colleagues attending the IFLA-Puerto Rico2011, to share our experiences and best practices.

Puerto Rico is a humble country, friendly, proud of its Indian, African and Spanish roots. Our country values hospitality, the exchange of ideas, the rescuing, preservation and conservation of the patrimony; we treasure the cultural diversity, the solidarity, the equitable access to and use of documentation and information.

And, as a preamble, to bring you just a gist of what is, in part, the treasure of Puerto Rico: its people, its environment and ecology, its culture and economy, its art and music, its tropical flavor, allow me to introduce to you my friend Rosa Luke, from the Puerto Rico Convention Bureau, presenting the video Puerto Rico at a glance.

ALA Reaccredits the GSIST/UPR Master's Program until 2015

On June 29, 2008, the American Library Association (ALA) reaccredited the Master’s Program of the Graduate School of Information Sciences and Technologies (GSIST), of the University of Puerto Rico (UPR), for 7 more years. As stated by ALA, the accreditation of a master’s program in library and information sciences is “a voluntary, non-governmental system of evaluation used to protect the public interest and to verify the quality of service provided by member institutions." The next comprehensive review of the School is scheduled to occur in 2015.

ALA assigns a standing Committee on Accreditation (COA), the responsibility "for the implementation of the accreditation of library and information studies programs. The COA develops and formulates standards of education for library and information studies and policies and procedures for ALA accreditation."

The ALA Committee on Accreditation (COA), chaired by Dr. Richard B. Rubin, based its decision to reaccredit the GSIST/UPR's master's program on the Program Presentation submitted by the School on February 2008, the site visit and report made by the COA External Review Panel, the Response to the Report of the External Review Panel, all of the reports the program submitted to the Committee since the last comprehensive review, and the June 28th meeting with Prof. Edward Erazo, Chair of the External Review Panel, and the School’s Director, Dr. Nitza Hernández. The School’s Program Presentation Committee Chaiperson was Dr. Susan Jane Freiband.

The continued accreditation action was taken by COA at the 2008 ALA annual conference in Anaheim, California. A complete list of programs and degrees accredited by ALA can be found at http://www.ala.org/lisdir You may also view the distribution of Library and Information Science Schools accredited by ALA in a Google map.

COA/ALA based its decision on the School’s "totality of the accomplishments and the environment for learning...". The GSIST/UPR evaluation was made with the ALA 1992 Standards. With the reaccreditation action, ALA has validated once again the quality of the Master of Information Sciences (MIS) degree program at the University of Puerto Rico. In the decision letter, COA stimulates the School to culminate with the revision of its goals and objectives, the curricular revision, and to increase its research productivity. Margot Thomas honoured in St. Lucia

In a report by Kayra Williams, of The Star Online, we learned that Local "heroes" were honoured at the launch of the Students of Heroes gallery guiz championship and
imaginative expression project for Eastern Caribbean Schools. The activity was held at the Bay Gardens Hotel on Wednesday, July 2.

The project is a new initiative by Eastern Caribbean Bible Society which aims to help students learn more about icons that would
hopefully inspire them to strive for greatness.

Awardees included Acurilean Margot Thomas from St. Lucia National Archives; business executive Michael Chastaner; George James from the Ministry of Physical Development; Governor General Dame Pearlette Louisy; musician Ronald Boo Hinkson; first blind student of SALCC and UWI Scholar, Jesica Jabobie; past principal for SMC, and Leon Hess, Rupert Ellis; gospel singer Shirley Ann Cyril Mayers; cultural enthusiast Theresa Hall; and businessman Rayneau Gajadhar. There was also an award for The Star Online Hero, publisher Rick Wayne, for his contribution to journalism and sports.

All recipients of "Eagle" awards were, according to facilitators, great examples of living icons that students could look up to. The competition also features a Bible segment that will focus on heroes within the scriptures.

Podcasts for CARIBBEANA at ACURIL XXXVIII JAMAICA

Four students at the University of Puerto Rico Graduate School of Information Sciences and Technologies: Yumarys Polanco-Almonte (Dominican Republic), Cindy Jiménez-Vera (Puerto Rico), Arelys Fernández-Troche (Puerto Rico) and Yadira Avendaño-Avendaño (Mexico), contributed significantly at this conference. Particularly, the members of the ACURIL’s Dream Web Team, presented a three-sessions workshop on Podcasts to participants at the conference. Participants were avid to learn and share. The experience took place in rooms with computers and the event waas very well attended. Lots of of enthusiasm reigned!

In addition, the Team joined the effort of ACURIL's project CARIBBEANA and conducted 10 interviews of selected information professionals, under the coordination of Dr. Luisa Vigo-Cepeda. UNESCO calls on enhancing access to governmental public domain information

Countries should “recognize and enact the right of universalonline access to public and government-held records,” said Abdul Waheed Khan, UNESCO’s Assistant Director-General for Communication and Information. Mr Khan urged action at the Civil Society Forum organized in conjunction with the OECD Ministerial Meeting on the “Future of the Internet Economy” in Seoul, Republic of Korea, on 17 and 18 June 2008.

Speaking at a Roundtable on “Fueling creativity, access to knowledge and the public domain”, Mr Khan said that governments should identify and promote repositories of information and knowledge in the public domain and make them available to all. He stressed that the role and value of public domain information, especially of information produced by the public sector, is not widely enough addressed and is generally poorly understood.

In 2003, the General Conference of UNESCO adopted the Recommendation concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace recognizing the importance of promoting multilingualism and equitable access to information and knowledge, especially in the public domain.

The Recommendation proposes measures fostering universal access to digital resources and services, and facilitating the preservation of their cultural and language diversity.

UNESCO also published Policy guidelines for the development and promotion of governmental public domain information, with particular attention to such information in digital form.

UNESCO’s action in this area is an important international instrument promoting public access to information and is a contribution to implementing the Geneva Plan of Action adopted by the World Summit on the Information Society in 2003.

Developing Information Literacy Skills Programmes-ACURIL XXXVIII Jamaica Pre-Conference

As a satellite activity of the 2008 Annual Conference of the Association of Caribbean University, Research and Institutional Libraries (ACURIL XXXVIII JAMAICA), UNESCO, in collaboration with the University of the West Indies Department of Library and Information Studies and the University Mona Library, organized a 3 days workshop (30 May - 1 June; Montego Bay, Jamaica) aimed at introducing various professional groups to techniques for developing information literacy skills and programmes.

This workshop was a regional component of the UNESCO Training-the-Trainers in Information Literacy workshop series, which incorporates twelve geographic regions. The workshop series has as an overall goal “to train a cadre of promising and qualified information literacy trainers in each of the major geographic regions so that they, in turn, can educate other trainers in their respective regions and also begin educating directly the various ultimate beneficiary groups.”

There were 26 participants - library professionals from Jamaica, Trinidad and Tobago, and USA. They represented public library networks, teachers colleges, university libraries, special libraries and other institutions such as the Jamaican Ministry of Education and the Office of the Utility Regulation. The participants received training on topics including an introduction to the concepts of information literacy, conceptualising information needs, evaluation of information sources and experiences in the development of information literacy programmes.

A key output of the workshop was the action plan developed by 10 working groups to implement information literacy programmes in their organizations. Prizes for the best presentation were awarded to Jessica Lewis (Jamaica), Gemma Creighton-Lashley (Trinidad and Tobago) and Erica Davis (Jamaica).

This workshop is expected to result in the development of information literacy programmes in the participating institutions and the establishment of information literacy clubs in these institutions.

On Monday evening, May 2, 2008, at the Grand Ballroom of the Rose Hall Resort, in a most calid ceremony, ACURIL paid homage to Mrs. Oneida Rivera de Ortiz, for her services to the organization from Executive Secretary to Executive Director 1971-2008.

Mrs. Adele Merritt Bernard, ACURIL President, chaired the ceremony. Past Presidents Jean Wilfrid Bertrand (Haiti), Astrid Britten (Aruba), Stephney Ferguson (Jamaica) and Lucero Arboleda de Roa (Dominican Republic), representing the French, Dutch, English and Spanish speaking area members of the organization, commended Mrs. Rivera de Ortiz’s work and expressed their sincere appreciation for her commitment and dedication throughout the years. Best wishes for success and happiness in the future were expressed.

A special presentation entitled Mrs. Oneida Rivera de Ortiz, 1971-2008: Do you remember? was made by ACURIL’s CARIBBEANA Team : Yadira Avendaño-Avendaño, Cindy Jiménez-Vera, Arelys Fernández-Troche and Yumarys Polanco-Almonte, through a podcast and a slideshow.

In a most emotive response, Oneida Ortiz expressed herself as follows:

My dear ACURILEAN friends. All that I can say is Thank you. I express my gratitude to ACURIL for so many good “things” I have received from ACURIL during all these years I have dedicated to this Association. Among those, just to mention some, I had the opportunity to meet and forge friendship with so many colleagues. I can say that I have friends from all the archipelago. I have learned about the profession far beyond if I had taken courses in comparative librarianship, to know about cultures, historiography, and folklore of the Caribbean; and particularly about one of my hobbies, cooking, since I learned about Caribbean cuisine.

I cannot forget that during my days of extreme sorrow, ACURIL and Acurileans helped me emotionally. I am deeply thankful.

My satisfaction and my privilege is to have contributed to the growth and development of our dear ACURIL from newborn in 1969 to its adulthood, to see most of our goals fulfilled. It is to the young generation to keep it growing further, to evaluate and seek new objectives so that ACURIL will always be the Star of the profession in the Caribbean.

May God bless you all and guide our Association to be that Star in this era of challenges to our information profession. ACURIL will always be in my heart and in my memory, and who is ACURIL? You are.
