<h3><em>Neighborhood Services braces for uptick in tall grass, weeds violations</em></h3>
<p>Spring has arrived — which means sunshine, blooming flowers, and the annual return of Bartlesville’s most persistent warm‑weather visitor: the nuisance complaint.</p>
<p>Neighborhood Services, a small team of three field officers and a supervisor, investigates more than 3,000 complaints a year, with 50–60 calls per week once the grass starts growing.</p>
<p>“We always see complaints climb in the spring and summer, mostly because of vegetation and other outdoor maintenance concerns,” Community Development Director Larry Curtis said. “Since our staff can’t be everywhere at once, we depend on residents to let us know when something needs attention.”</p>
<p>Below is a closer look at the violations we see most often — and how you can help keep your neighborhood looking good (and avoid a courtesy letter of your own).</p>
<h4>Top Code Violations</h4>
<p><strong>1. Tall Grass and Weeds</strong></p>
<p>If your yard is starting to resemble a nature preserve, it’s time to mow. Grass over 12 inches is a violation, and vines pulling down fences definitely count as “unmanaged vegetation.”</p>
<p><strong>2. Accumulation of Junk and Trash</strong></p>
<p>Cans, bottles, scrap wood, tires, old appliances, boxes, rags — if it looks like the aftermath of a yard sale that never ended, it’s a violation.</p>
<p><em>From the code: “Filthy, littered, debris, junk, or trash‑covered exterior areas… including items such as cans, bottles, wood, metal, plastic, rags, boxes, paper, tires, auto parts…”</em></p>
<p><strong>3. Deteriorated Fencing, Walls, Buildings and Structures</strong></p>
<p>Missing boards, leaning posts, peeling paint, sagging sheds — if it looks like it might fall over in a strong breeze, it’s on the list.</p>
<p><strong>4. Broken Windows</strong></p>
<p>A broken or missing window isn’t just an eyesore — it’s a structural violation. (And no, cardboard does not count as a permanent repair.)</p>
<p><strong>5. Parking on the Grass</strong></p>
<p>Your lawn is not a parking lot. Vehicles must be parked on approved surfaces, not sprinkled across the yard like lawn ornaments.</p>
<p><strong>6. Inoperable Vehicles</strong></p>
<p>That “project car” that hasn’t moved since 2019? If it’s visible from the street and hasn’t run in seven days, it’s a violation unless it’s in the garage, behind a six‑foot opaque fence, or fully covered with an opaque car cover.</p>
<p><em>From the code: “Any inoperable vehicle… located outside of a completely enclosed building… for a period exceeding seven (7) days.”</em></p>
<p><strong>7. Improper Storage of an RV or Trailer</strong></p>
<p>RVs, fifth-wheels and boats must be parked beside the home when possible — not in the driveway, not blocking the sidewalk, and definitely not creating a blind corner for your neighbors.</p>
<p><strong>8. Unauthorized Signs</strong></p>
<p>Signs advertising a business that no longer exists and signs that have seen better days fall under this category. It also includes signs placed where they’re not allowed – including utility poles, traffic signs, fire hydrants, medians, islands or the right-of-way. If it’s public property, it’s not a place for your sign.</p>
<p><strong>9. Garage Sales</strong></p>
<p>No permit needed, but sales are limited to two every three months and up to 3.5 days each. Up to four signs are allowed (two on-site, and two off-site on private property with permission), and they also cannot go on poles, medians or other public property listed in No. 8. Remove them when you’re done.</p>

<h4>“But I own the property, so I can do whatever I want …”</h4>
<p>It’s a phrase Neighborhood Services hears every spring, usually right after someone learns that parking a truck on the lawn is, in fact, not a landscaping choice. (It’s right up there with “But I was just about to mow.”)</p>
<p>“Property ownership gives you freedom, but it doesn’t exempt anyone from the City codes that keep neighborhoods safe, healthy and looking good,” Curtis said.</p>
<p>A simple way to think about it: Owning property gives you rights — and responsibilities to your neighbors. Codes exist so one yard, fence or vehicle doesn’t create hazards, attract pests or drag down the whole block.</p>
<p>You can do plenty with your property — just not the things that create problems for everyone else.</p>
<p>&nbsp;</p>
<h4>How the City Handles Violations</h4>
<p>Neighborhood Services is complaint‑driven — officers rely on residents to report issues so they can prioritize the most urgent concerns.</p>
<p>Once a complaint is filed:</p>
<ul>
<li>An officer verifies the issue.</li>
<li>A courtesy letter is sent, giving the property owner 10 days to fix the problem.</li>
<li>Depending on the issue, if the problem is not fixed, the City may hold a hearing to address the violation (for non-weed and trash violations) or simply abate the property if the owner does not (weed and trash violations).</li>
<li>The owner is billed for any abatement work.</li>
</ul>
<p><em><strong>What does “abate” mean?</strong> — When the City steps in to fix a violation, followed by a bill to the property owner that arrives with all the enthusiasm of a Monday morning.</em></p>
<p>Officers aim for voluntary compliance, but action is taken when safety or neighborhood property values are at risk.</p>

										<content:encoded><![CDATA[<p>City of Bartlesville Water Department crews continue testing and flushing fire hydrants as part of the City’s annual flushing program to ensure hydrants are in proper working order.</p>
<p>The process will be completed in sections. Flushing will be conducted from 6:30 a.m. to 3:30 p.m. Monday through Thursday, and 6:30 a.m. to 10 a.m. on Fridays.</p>
<p><em>NOTE: During the flushing process, discoloration of water may occur. Please use caution when laundering clothes.</em></p>

<p><strong>Zone 9</strong>: From Nowata Road south to Price Road, from Kane Hill east to Washington Boulevard</p>

<p>Ward, who was offered the position following an internal application process that closed last month, will officially become Bartlesville police chief on July 2, following the retirement of Chief Kevin Ickleberry.</p>
<p>&#8220;Deputy Chief Ward has the full confidence of both the City administration team and the men and women of the Bartlesville Police Department,&#8221; said Assistant City Manager Laura Sanders. &#8220;Throughout this process, it was clear that not only is he prepared to lead, but he is deeply committed to doing so with integrity, transparency, and dedication.</p>
<p>&#8220;As part of our internal selection process, we engaged independent subject matter experts to support our evaluation — a reflection of the City’s commitment to a thorough and fair process. Both affirmed — without hesitation — that Deputy Chief Ward is the right choice to guide the future of public safety in Bartlesville. Their conclusions aligned with what we have consistently observed: a thoughtful, principled leader who approaches every decision with integrity and intention.&#8221;</p>
<p>Ward began his career in law enforcement with the Kay County Detention Center in 2010 and the Blackwell Police Department in 2011. He joined the Bartlesville Police Department in 2012, where he served as a K-9 officer from 2012 to 2022. He earned the ranks of corporal in 2018 and sergeant in 2020. He was named captain in 2022 and was promoted to deputy chief in 2024. He has served in Operations, Patrol, and the Investigation divisions of the department.</p>
<p>Ward holds degrees in Criminal Justice Administration and has earned several certifications in advanced law enforcement and leadership training, including the Oklahoma Municipal Assurance Group New Chief&#8217;s Training School and the Southern Police Institute Administrative Officer&#8217;s Course.</p>

<p>Ward will continue in his role of deputy chief pending Ickleberry&#8217;s retirement in July. Ickleberry has been on personal leave due to a medical issue since December 2025. Deputy Chief Troy Newell has served as Acting Chief in his absence. Newell, who announced in March he would not seek the chief position, will continue as acting chief until Ickleberry&#8217;s retirement.</p>
<p>&#8220;I have had the privilege of working alongside D.C. Ward for many years, and I can say without hesitation that he is exceptionally well-qualified to lead the Bartlesville Police Department,&#8221; Newell said. &#8220;He approaches every decision with thoughtfulness and professionalism and always strives to do what is right rather than what is easy or popular. This has earned him the respect and trust of both his peers and the community he serves. He is one of the finest individuals I know, and I look forward to serving under his leadership.&#8221;</p>
<p>&#8220;Deputy Chief Ward steps into this role with genuine enthusiasm and a clear vision for strengthening relationships both inside the department and throughout the community,&#8221; said Sanders. &#8220;We are confident he will lead with professionalism, accountability, and a strong commitment to serving the people of Bartlesville.&#8221;</p>

<p>The event will be held from noon to 1 p.m. at the Public Safety Complex, located at 615 S. Johnstone Ave.</p>
<p>&#8220;The ceremony is dedicated to remembering and honoring the brave men and women of law enforcement who have made the ultimate sacrifice in the line of duty,&#8221; said Deputy Police Chief Andrew Ward.</p>
<p>The ceremony will include a moment of silence, remarks from department officials and community leaders, and the ceremonial laying of a wreath.</p>
<p>The public is invited and encouraged to attend. Community members, families of fallen officers and representatives from neighboring agencies are all welcome to join in paying respects.</p>

<p>Replenysh has provided the following schedule in preparation of its departure:</p>
<p><strong>Drop-off schedule</strong></p>
<ul>
<li>Plastics (PET, HDPE, thermoforms) no longer accepted effective May 8.</li>
<li>Effective immediately, glass can no longer be accepted.</li>
<li>Friday, May 22 — last day for cardboard (OCC), aluminum, and steel</li>
</ul>
<p><strong>Site Closure</strong></p>
<ul>
<li>Week of May 25-29 &#8211; material pickups, baler pickup, site cleanup</li>
<li>Friday, May 29 — site fully closed</li>
</ul>
<p>Public Works Director Keith Henry said Public Works staff are currently talking with representatives of area providers and compiling information regarding potential services. Once this portion of the process is complete, the information will be reviewed and an action plan for moving forward will be considered.</p>
<p>&#8220;We will update the public as soon as more information becomes available,&#8221; he said.</p>

										<content:encoded><![CDATA[<p>Sales tax collections were up slightly compared to the same period last year, while use tax revenue continues to be volatile but trending toward growth, City of Bartlesville Chief Financial Officer Jason Muninger said this week.</p>
<p>According to the May report from the Oklahoma Tax Commission, the City of Bartlesville received $2,022,503 in sales tax collections and $439,468 in use tax collections for the most recent period, resulting in a 0.26 percent increase in sales tax and a 4.28 percent decrease for use tax revenues compared to the same period last year.</p>
<p>&#8220;The most recent collections continue the trend we&#8217;ve been seeing in that our sales tax revenues remain pretty flat,&#8221; Muninger said. &#8220;We were up for the period about 0.26 percent, which is roughly $5,000 more than last year&#8217;s collection at this time. We&#8217;re roughly 0.7 percent for the year, which is about $150,000 in additional collections over last year. But since we budget conservatively, we are up almost two percent, or $423,000, over budget expectations.&#8221;</p>
<p>Muninger said the numbers are somewhat misleading due to larger than average collections over the past few years.</p>
<p>&#8220;This is actually the largest collection we&#8217;ve ever received in May, but they&#8217;ve been large looking backwards,&#8221; he said. &#8220;Last year&#8217;s was the largest May at that point as well. So, comparing back to high numbers, we aren&#8217;t seeing much growth. It has been flat all year.&#8221;</p>
<p>Muninger said revenue from use tax, which is sales tax applied to online sales, is far more volatile, coming in for the period with a 4.2 decrease, or $18,000 in collections for the period.</p>
<p>&#8220;That&#8217;s a decrease of just $18,000 for the period, and it is still up almost 7 percent, or $309,000, for the year,&#8221; he said. &#8220;Compared to budget expectations, we&#8217;re up 10.3 percent., or $450,000. So it has continued fluctuating all year but continues growing, cumulatively.&#8221;</p>
<p><strong>Some Tax Facts:</strong></p>
<ul>
<li>The City&#8217;s fiscal year ends June 30.</li>
<li>Sales and use tax collections lag approximately a month and a half behind.</li>
<li>Most sales (78 percent) and all use tax revenue go into the General Fund, which provides funding for most operations of the City of Bartlesville, of which police and fire are the largest.</li>
<li>City operations are not funded by property tax, as is popularly believed. Municipalities in Oklahoma can only use property tax for debt service, so the only property tax the City utilizes is based on General Obligation bonds. Additionally, the City&#8217;s utility services are self-contained, meaning those departments are operated based on the rates and fees collected by each utility. So sales tax, which includes use tax, is used to fund everything else.</li>

<p>Monday trash routes will be collected on Wednesday, May 27, instead of on the holiday. Trash must be placed at its regular collection place by 6 a.m. on Wednesday, May 27, for collection.</p>
<p>Offices will reopen and services will resume as normally scheduled on May 26.</p>

										<content:encoded><![CDATA[<p>The Bartlesville Police Department has implemented a new automated call tree for the City’s non‑emergency number (918.338.4001) to help route calls more efficiently and reduce the volume of non‑urgent requests received by E911 dispatchers. The system went live this morning.</p>
<p>Callers to the non‑emergency line will now hear a brief menu directing them to the appropriate division within the Public Safety Communications Center. The options include:</p>
<ul>
<li><strong>Dispatcher (1)</strong> — For non‑emergency assistance from a communications officer</li>
<li><strong>Detention Center (2)</strong> — For jail‑related inquiries</li>
<li><strong>Sheriff Administration (3)</strong> — For Washington County Sheriff’s Office administrative matters</li>
<li><strong>Police Records (4)</strong> — For reports, records requests, and documentation</li>
<li><strong>Police Administration (5)</strong> — For administrative or departmental questions</li>
</ul>
<p>Callers are also reminded that if the situation is an emergency, they should hang up and dial 911 immediately.</p>
<p>The new call tree is designed to reduce the number of non‑emergency calls that can tie up E911 dispatchers, ensuring that emergency lines remain open for urgent needs. By giving residents a quick directory of commonly requested services, the system aims to improve response efficiency and better connect callers with the information or personnel they need.</p>
<p>“We hope to eliminate some of the non-emergency calls that can tie up the E911 dispatchers,” said BPD Capt. Jay Hastings. “This update helps us keep emergency lines clear while still serving the public quickly and effectively.”</p>

										<content:encoded><![CDATA[<p>The City Council voted 5-0 Monday to approve the 2026-27 Fiscal Year operating and capital budgets. The approval followed an extensive discussion on the item during a workshop meeting held April 21.</p>
<p>The conservative budget is based on 2026 actuals in sales tax revenue with a one percent reduction applied, equating to a $234,000 reduction in revenue from actuals collected in FY 2025-26. Revenue from use tax, which is sales tax applied to online sales, was budgeted at $5.2 million, a two percent reduction, or $106,000, from actuals collected in FY 2025-26.</p>

The position was added at the request of Mayor Jim Curd and Ward 1 Councilor Tim Sherrick and was approved by all five Council members. Two officer positions were requested by the Police Department in the early stage of the budget process but were not included in the proposed budget initially due to an expected decline in sales tax revenue for the upcoming year. The department has added 21 police officer positions in the past 10 years but is still four positions short of the optimal number based on national standards.</p>
<p>Potential changes are also pending regarding proposed utility rate increases. Increases in rates are necessary to continue operating the City&#8217;s water, wastewater and sanitation services at current levels. Regarding water rate increases in particular, which was discussed at length by the Council on Monday, the increases are driven by the rising cost of materials required for the water treatment process.</p>
<p>While the budget was compiled based on an increase of 13.4 percent for the average residential utility customer, the Council indicated a desire to shift water rate increases from base rates to volumetric rates, or implementing higher increases for households that use more water to alleviate the need to increase rates for households that use less.</p>
<p>It is anticipated the Council will consider how to apply the rate increases next month, potentially in conjunction with the results of a comprehensive water and wastewater cost of service analysis that is currently underway.</p>
<p>The analysis will cover a five-year period and will include rates sufficient to pay for operations, maintenance and known capital expenses — including major wastewater plant upgrades that are mandated by the Oklahoma Department of Environmental Quality. The Council is expected to hear the results of the study in June.</p>

<p><strong>Capital projects schedule</strong></p>
<p>The Council also voted unanimously to approve a schedule for capital projects identified through the 2026 Half-cent Sales Tax Extension and the Enterprise Fund 5-Year Capital plans.</p>
<p>The list of projects includes a storm siren upgrade, street improvements, vehicles replacements, materials for drainage improvements and equipment.</p>

<p><strong>BDA, Visit Bartlesville</strong></p>
<p>The Council also approved FY 2026-27 operating budgets for the Bartlesville Development Authority and Visit Bartlesville. The BDA budget includes a $655,088 appropriation and a $202,486 carryover, for a total budget of $857,574. Visit Bartlesville received a $345,000 appropriation, contributing to a total budget of $383,190 including carryover and other revenue.</p>
<p>The BDA serves as the City’s economic development arm and is funded through the 1/4-cent Economic Development Sales Tax. Visit Bartlesville leads the City’s tourism efforts and is funded primarily through the hotel-motel tax. Both the BDA and Visit Bartlesville are governed by individual boards, though funding approval through City tax revenue requires City Council authorization.</p>
