Town Center Boulevard Improvements

On Monday, May 21, 2012, Cross Construction, Inc. will start construction of improvements along Town Center Boulevard between Neil Street and Ryder Lane. The project includes:

A traffic signal at the intersection of Moreland Boulevard and Town Center Boulevard. An eastbound left turn lane from Town Center onto northbound Moreland. A westbound left turn lane from Town Center onto southbound Ryder Lane. Intersection lighting at both the Moreland and Ryder intersections with Town Center. Pavement Patching at several locations within the project limits. Replacing the pavement markings along Town Center from Prospect Avenue to Neil Street. Reconfiguration of the sidewalk ramps at Moreland Boulevard to improve accessibility.

Lane closures will be necessary to complete the work. Delays may occur, but one lane of traffic in each direction on Town Center Boulevard will remain open throughout the project. Access to businesses will also be maintained at all times. The project is expected to be completed by the end of August, 2012.

The City asks that drivers pay attention to traffic control changes and drive with care through the construction zone. City staff apologizes in advance for any inconvenience this work will cause area businesses, employees and visitors and appreciates the cooperation of everyone in order to maintain a safe environment.

City Response to Mobile Food Truck Concerns

In response to the interest regarding the regulations for locating mobile food trucks on City right-of-way, there has been no change in the current ordinance or its interpretation. However, Staff has begun a thorough review of the existing requirements with the goal of proposing amendments that would clarify where mobile food trucks are allowed and for how long. The City realizes that the existing regulations need to be updated to adequately address the growing interest in mobile food truck vending. An analysis of how mobile food trucks are accommodated in other communities will also be performed.

The Champaign City Council will hold a Study Session on the topic at the Tuesday, June 26, 2012 meeting. Prior to this meeting the City of Champaign will also work closely with the Champaign Center Partnership to solicit input from interested mobile food truck vendors as well existing Downtown and Campustown businesses. This input will be presented at the City Council Study Session. Park Street Closure for Eden Supportive Living Construction at 222 N. State

Beginning on Monday, May 21, 2012, McShane Construction will begin a project at 222 N. State Street that will require a road closure on a portion of Park Street between State and Randolph. The Eden Supportive Living project will renovate the existing building, add three stories to this structure and construct a new eight-story tower. In order to stage construction, both lanes of Park Street will be closed just east of State Street, between State and Randolph. The closure will begin on May 21, 2012, and will reopen by April 12, 2013, to accommodate EbertFest 2013. Through traffic will not be permitted in the area however access will be maintained to Champaign County Mental Health, Champaign-Urbana Public Housing Authority, the Virginia Theatre, and Emmanuel Episcopal Church. The road will only be closed at the west end of this block and local traffic will still have access to properties and parking in the area via Randolph Street.

Rising Road – Road Closure

In order to install a water main across Rising Road, Illinois American Water and Cross Construction will be closing Rising Road from Springfield Avenue to Kirby Avenue for two days. The road closure will begin on Thursday, May 17, 2012, at 7 a.m. and will reopen by Friday, May 18, 2012, by 5 p.m. Local traffic will be allowed to properties just south of Springfield Avenue. All efforts will be made to complete construction, restore pavement, and reopen as quickly as possible.

John Street

O’Neil Brothers is near the terminus to the John Street Drainage Improvement Project, Daniel and Willis Street. Over the last couple of weeks, the new storm sewer system has worked as designed and prevented flooding at the intersection of Daniel and Willis. Pavement has been constructed to the final intersection of Daniel and Willis. Remaining items to be completed include paving the intersection of Daniel and Willis, sidewalk along Willis and landscaping. Landscaping will be completed within the next few weeks. Below is a picture of a completed rain garden on New Street. The project is on budget and on schedule for a June 2012 completion.

Staley Road Project

The Staley Road Project is currently slightly ahead of schedule for stage 1 (Springfield Avenue – Route 10 to Bradley Avenue). Patching is complete and Open Road Paving Company continues to work on pipe culvert extensions, sidewalk ramps, pipe under drains, concrete curb and gutter, full depth road widening, and earthwork items. Later next week, the paving crew will be laying the first layer of asphalt leveling binder on the deteriorated existing roadway. Stage 1 construction items are scheduled to be completed by the first of July. Open Road Paving Company has indicated they are planning to have the project complete by the early completion date of August 25. This will allow for the expected early harvest and earlier than normal grain deliveries into the Anderson grain elevators.

Garden Hills Sidewalk Project

Cross Construction will begin constructing new sidewalk along the north side of Paula Drive from Melanie Lane to Honeysuckle Lane on Monday, May 21. All work is scheduled to be completed by June 30, 2012. This work is funded by a grant from HUD.

2012 Slurry Seal Project

AC Pavement Striping Company is on schedule and will complete the Slurry Seal Project on Friday, May 18 (providing any unforeseen events). The project has concentrated work on the oil and chip type streets south of Church Street and east of Prospect Avenue and will seal approximately 17 lane miles of City oil and chip type streets.
