Chris D'Elia Comedy Chris D'Elia has become one of the most in-demand performers in comedy. His highly successful podcast CONGRATULATIONS WITH CHRIS D'ELIA has been a mainstay on iTunes' comedy podcast charts since its debut in February 2017. He is also a co-star on THE GOLDEN HOUR with Brendan Schaub and Erik Griffin. As a stand-up comedian, D'Elia has toured the US and Canada. Born into a Welsh musical family living in London, Judith Owen grew up surrounded by classical music, ballet, theatre, and the fine arts. Owen was exposed by her parents to many jazz icons and Broadway musicals, and that mixture would become her signature sound. Owen began performing at different venues around London, where her unique sound fusing classical/jazz/musical theatre soon landed her a regular gig at Ronnie Scott’s. Judith’s new live album “Comes Alive” follows on the heels of her hugely successful 2022 album “Come On & Get It” (over 2.6 Million album streams and more than a million YouTube views). “Judith Owen Comes Alive” – released worldwide in early spring 2024 – features 16 tracks recorded live over a weeklong residency in Bern, Switzerland at the legendary Marians Jazzroom in January of this year. Revisiting some of the jewels featured on “Come On & Get It” with brand new live interpretations of Lady Be Good, Teach Me Tonight, Down With Love, Skylark, and Fever to name a few new tracks, Judith once again looks to the music of the unsung “badass” ladies of Jazz and Blues. Local Emergency Planning Commission Meeting

Local Emergency Planning Committees (LEPCs) are appointed by State Emergency Response Commissions (SERCs). The Emergency Planning and Community Right-to-Know Act of 1986 (SARA Title II) requires all 50 states and U.S. Territories to set up a state SERC. The SERCs were established to ensure that all states’ emergency response programs are integrated with federal laws. SERCs and LEPCs work together with government agencies (such as the Environmental Protection Agency (EPA), local Community Advisory Panels (CAPs), chemical companies, and various groups involved in emergency response to educate the general public, law enforcement, and first responders about the safe handling of chemicals; better known as product stewardship.

Jazz Scene “A prodigy." -Michael Feinstein A New York-based jazz singer and composer, Anaïs has been artistically very active, involved in the performing arts since age 8. After winning the 2016 Forte International Competition’s Platinum Award at Carnegie Hall, she won the jazz award in the American Traditions Vocal Competition, the Mabel Mercer competition and the Julie Wilson award. Studying voice since 2013 with Sarah Tolar as a recipient of the Recanati-Kaplan Scholarship Program at the 92nd Street Y as well as with her father, a former opera singer, Anaïs graduated in the spring of 2021 from LaGuardia High School studying drama, and now attends SUNY Purchase, studying jazz voice and operatic technique with Sherry Overholt as an Ella Fitzgerald scholar. Anaïs has had a rapidly growing career as a singer with a love for jazz and the Great American Songbook. Since age 10, she has had the opportunity to perform in prominent venues such as 54 Below, Birdland, Carnegie Hall, Rose Hall, The Django, Dizzy’s Club, Chris' Jazz Café, Madison Square Garden, the Caramoor Jazz Festival, PizzaExpress, the Edinburgh Jazz Festival, and others. While at these venues, she has been joined and hired by a slew of acclaimed jazz musicians such as Gary Smulyan, Chris Byars, Emmet Cohen, Peter Bernstein, and many more. Anaïs’s debut album celebrating the music of Duke Ellington and Billy Strayhorn, titled Lovesome Thing: Anaïs Reno sings Ellington & Strayhorn with the Emmet Cohen trio, was released in 2021 and received international critical acclaim, climbing to number 6 on the jazz chart after performing in the Top 10 for 4 consecutive weeks. Tapestry, A New Thread is the realization of Carole King’s collection of songs from her monumental 1971 recording. Chloe Haynes, William Lenihan and band perform the entire LP in the spirit of King’s expression and artistry, from So Far Away, It’s Too Late - to You’ve Got a Friend, Will You Love Me Tomorrow - each and every song from this historic recording. Chloe Haynes brings the spirit of Carole King’s music alive on stage as a new thread in the legacy of Tapestry. In addition, she performs a set of her own fascinating songs from her new studio release of 2026. CHLOE HAYNES, singer, guitarist, and songwriter has been performing professionally since the age of seven. She is a studied classical guitarist and singer having performed vocal roles with Winter Opera St. Louis and Opera Theatre of St. Louis/St. Louis Symphony Orchestra. In her teen years, playing in indie rock bands she began to write songs of extraordinary brilliance and originality. She later teamed up with professional jazz and studio musicians demonstrating her wide breadth of musical expression, giving birth to numerous exhilarating performances at festivals at concerts. Chloe Haynes’ wide reaching musical palette shines in her performances of the music of the great singers, composers and songwriters. Equally, her magic comes alive in her own very special, idiosyncratic and lyrical songs. Carole King’s Tapestry as a collection of stories, melodies of a time now past is an ideal stage for Haynes’ expressivity and artistry. WILLIAM LENIHAN, composer, guitarist, pianist performs throughout the world in broad-ranging musical environments. He has worked as a studio musician and composer in film and television in Los Angeles composing music for productions of George Lucas, Ron Howard, and has performed with numerous singers including Julie Andrews, Bernadette Peters and others. As a jazz musician, he has performed with the great Bob Brookmeyer, Ron Carter, Marc Copland, Dave Weckl, John Patitucci and many others. In the world of classical music William has concertized in solo, chamber, orchestral music and opera throughout Europe and USA. He has played with the Saint Louis Symphony Orchestra, Opera Theatre of St. Louis and numerous other studio orchestras. As a theatre guitarist, he performed over decades for numerous Broadway productions in New York and throughout USA and Europe on tour. As musical director he has composed and arranged for numerous singers on national tours, as well for opera and chamber music. His recording, The Reprieve, with Gary Husband, John Patitucci, Dave Weckl is released in 2026. His musical association with Chloe Haynes in recent years has yielded numerous concert appearances including their Tapestry, A New Thread show. There are numerous professional and musical connections to this music. One to mention - William, with Jay Oliver recorded with the great Russ Kunkel, studio drummer of the 1971 Tapestry LP. Interactive ZOUP Workshop to Review Draft Zoning Map & Standards

The City of St. Louis invites residents, business owners, and community stakeholders to participate in an interactive public workshop as part of the ZOUP: The City’s Zoning Upgrade Project. These workshops will provide the first opportunity for the public to learn about and respond to the draft zoning district map and development standards.

During the workshops, participants will engage in facilitated discussions focused on how the draft zoning districts support neighborhood needs, clarity and usability of the code, transitions between districts, and overall alignment with adopted plans. Attendees will have the opportunity to identify areas that feel well-calibrated and areas that may need refinement before the next phase of the process.

All residents are encouraged to attend one or both workshops to review materials, talk with the project team, and share feedback.

Rootsy singer/songwriter Lilly Hiatt had a lot to live up to when she chose to make music her career — her father is John Hiatt, one of America’s leading songwriters since the ’70s. The search for answers—where she’s been, who she’s become, what it all means—lies at the heart of Hiatt’s striking new album, Forever. Written and recorded in Hiatt’s new home just outside Nashville, the collection grapples with growth and change, escape and anxiety, self-loathing and self-love. The songs are intensely vulnerable here, full of diaristic snapshots and deeply personal ruminations, but they’re also broad invitations to find yourself in Hiatt’s unflinching emotional excavations, to see your own humanity reflected back in her pursuit of something larger than herself. Procedures to Speak in Committee Meetings Virtually

The Chair of the Committee will announce when the meeting will be open for public comment. If you wish to speak, click the “Raise Hand” icon and function in the Zoom Meeting Screen while in the meeting. This will place a raised hand next to your name. Usually only people showing a raised hand will be called on to speak.

When the Chair is ready for you to speak you will be moved from the attendee list to the participant list by the meeting manager. You will be moved back to the attendee list once you are completed. Board of Aldermen Rule 34 - Public Hearing Procedures

After the presentation of a bill, resolution, or topic for discussion by City Officials or invited guests at a Committee Meeting, the proponents and the opponents of said bill or resolution shall be heard alternately, and public comment on the topic for discussion shall be heard. If the hearing is set in person, all persons who wish to testify at a public hearing shall sign a list which shall be made available by the Chair of the Committee at least one-half hour before the announced time of the hearing. If the hearing is held via electronic communication, all persons who wish to testify may, but are not required to sign up in advance. Registered persons (if any) shall be called upon first, followed by participants who request to testify during the hearing.

The initial presentation of any witness shall be no longer than five minutes except with the permission of the Committee Chair, but any witness may respond to questions by members of the Committee for an additional period of time to be determined by the Committee Chair; and any witness may submit written testimony to the Committee at any time prior to the conclusion of the hearing on the bill.

The City of St. Louis - Community Development Administration (CDA) will be soliciting comments on its draft 2025 Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is a comprehensive review of housing and community development activities undertaken in 2025 by the City of St. Louis. It is part of the Consolidated Planning process, which is a prerequisite to receiving funding allocations from the U.S. Department of Housing and Urban Development (HUD) for the following programs: Community Development Block Grant (CDBG), HOME Investment Partnerships, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPwA).

Reframing Artemisia Gentileschi’s Success: The Market Appeal of Feminist Art in the 17th Century

The annual Mary Strauss Women in the Arts lecture will be given by Sheila Barker, director of the Center for Women in Renaissance Archives, The Medici Archive Project. Artemisia Gentileschi (1593–c.1656) was one of the most celebrated artists of her time. It has long been recognized that feminist thought underlies some of her most famous images, and in popular media accounts of the artist today, she is often presented as a cultural warrior bent on vindicating the oppression of women. However, recent scholarly investigations reveal that Gentileschi formed many friendships with male associates and colleagues who were strongly supportive of her career. This new insight challenges us to understand how certain men of her era benefitted from the rise of strong women like Gentileschi and to ponder why her artworks, event those with the most strident feminist content, were celebrated and collected as ardently by men as by women.

May these poems challenge the daily language of our intercourse- — June Jordan, SOULSCRIPT home comings & goings: a diasp(h)oric experience, a presentation of new work by St. Louis-bred keyon gaskin, resists fixed meaning in favor of process, collaboration, and live construction. Working across movement, sound, light, and presence, gaskin builds a unique performance environment staged in The Luminary’s main galleries, shaped in real time through ensemble practice and improvisation. The work unfolds through relation – between performers, materials, and audience – allowing space for radical transformation, rather than interpretation. During their St. Louis residency, gaskin will cast an ensemble of local Black performers, including sound, visual and dance artists. This meeting is free and open to the public. There is designated seating in the balcony (gallery) for members of the public who wish to attend.

COVID - 19 Meeting Protocols

For those who wish to do so, the Board of Aldermen continues to encourage observing COVID-19 safety protocols while in the office and during in person meetings. This is encouraged particularly when hospital admissions are high. Until high admissions the wearing of masks is optional.

Admission to the Chamber - BOA Rule Number 39

During a meeting of the Board of Aldermen only the Mayor and/or their designee; the Comptroller and/or their designee; members of the Board of Aldermen and their spouses and/or immediate family members; employees of the Board of Aldermen; employees of St. Louis Development Corporation or Community Development Administration assisting an Alderman with sponsoring a bill on the floor; and the President shall be admitted to the floor of the Chamber.
The Mayor and the Comptroller shall each have a seat and a voice but no vote in the Board of Aldermen. (City Charter, Art. VII, Sec. 1 and Art. XV, Sec. 2).
Honored guests, representatives of the press with proper professional credentials, and any persons with a mobility disability as described in the Americans with Disabilities Act who cannot otherwise access seating in the gallery shall be admitted to the floor of the Chamber, to be situated at places designated by the President. honored guests shall include only immediate family members and/or spouses of members of the Board of Aldermen, and individuals or groups being honored by the Board of Aldermen by Courtesy Resolution or those delivering the opening prayer/reflection for the meeting.
No individual except an honored guest as defined in subsection 3 shall be admitted to the floor of the Chamber if such individual—
1. is a registered lobbyist pursuant to Mo. Rev. Stat. § 105.470;
2. has any direct personal or pecuniary interest in business pending before the Board of Aldermen or its Committees:
3. is in the employment of or represents any party or organization for the purpose of influencing, directly or indirectly, the passage, defeat or amendment of any legislative proposal pending before the Board of Aldermen or its Committees.
It shall be the duty of the Clerk or their designee to see that all other persons are excluded from the floor of the Chamber.
Guests admitted to the gallery shall maintain proper decorum while present in the Gallery. No devices that amplify sound shall be permitted in the gallery at any time.

Plan Area VI Public Open House

Join the Planning and Urban Design Agency of the City of St. Louis for an Open House for neighborhood planning in the Mark Twain I-70 Industrial neighborhood. This is the sixth planning area of the PlanSTL initiative, a program by the City of St. Louis which is creating officially adopted local plans for all neighborhoods, with and for the residents and business owners. This area is home to nearly 900 residents, thousands of jobs and a critical mix of industrial and manufacturing businesses.

This plan focuses on revitalizing the current industrial district into one of the region’s leading industrial employment centers, while maintaining and improving the quality of life for residents. The planning process will explore opportunities to attract new businesses, support local jobs, and connect residents to growing industries such as advanced manufacturing and logistics.

Cyrille Aimée

Cyrille Aimée grew up in a multilingual household full of music where dancing was an everyday activity, soundtracked by the Afro-Caribbean sounds of her mother’s native Dominican Republic. The family home was in Samois-sur-Seine, the location of the Django Reinhardt Festival, and the teenage Cyrille would climb out of her bedroom window at night to mingle with the players, igniting a passion for jazz. Moving to New York City, her talents quickly gained her a reputation among her peers as a matchless interpreter of song. She performed and recorded with Roy Hargrove and stole the show in front of the notoriously hard-to-please crowd at the Harlem Apollo. Steven Sondheim invited her to star in a tribute at New York’s City Centre, backed by Wynton Marsalis. Her 2019 album Move On featured versions of Sondheim’s songs which received praise from Sondheim himself, and her version of "Marry Me a Little", was nominated for a 2019 Grammy Award. At the height of her New York success, new horizons beckoned. Visiting New Orleans, she fell in love with the energy and diversity of the city and made it her home. Linking back to New York to connect up all the dots, she teamed up with producer/multi-instrumentalist Jake Sherman, and together they have created her latest album, A Fleur de Peau, to be released on a new label, the London-based imprint Whirlwind Recordings. Combining the depth and sophistication of jazz, the immediacy of pop, the irrepressible dance rhythms of the Caribbean, it’s more intimate and more accessible than anything Cyrille has done before. Mathis Picard is an internationally renowned pianist, composer and producer. Based in New York City and originally from France & Madagascar, Mathis finds his voice by merging his many musical and cultural backgrounds. Named a “rising star” by The Scotsmen paper at the age of 10, Mathis is now one of the most prominent rising voices on the piano of his generation today. Picard is an ASCAP Next Generation of Songwriters Recipient, a member of the Montreux Jazz Foundation, a Juilliard School Alumni under the mentorship of Kenny Barron and has performed all over the globe. London reviewers describe Mathis as a “knockout, as dynamic a personality as he is virtuosic on the keys” (whatsonstage.com), while he is deemed as “one to watch” by Jazzwise Magazine.

Many of you know this talented jazz couple who have consistently delivered music that swings, whether in small ensembles or with larger orchestras. Their performances feature memorable songs and fresh arrangements that will truly move you. Mardra Thomas is deeply rooted in the jazz tradition, her rich vocal style infusing every performance with solid swing and heartfelt storytelling. She graces jazz festivals, concert halls and premier clubs while also shining on the theatrical stage as a director. Mardra is renowned for her captivating portrayal of Billie Holiday, creating a musical and historical picture of the legend. She was nominated for Best Leading Actress in a Musical by Chicago’s Black Theatre Alliance’s Awards for her role in in “Lady Day At Emerson’s Bar & Grill” at the Fleetwood-Jourdain Theatre. As a featured vocalist with the esteemed Chicago Jazz Orchestra and a longstanding performer with the Birch Creek Jazz Orchestra of Door County, Mardra is a prominent figure in the jazz community. She has conducted vocal clinics for Jazz At Lincoln Center's Essentially Ellington Festival, Michigan State University’s Jazz Vocal Program, Birch Creek Music Center’s Vocal Session in addition to adjudicating Vocal Ensembles for the esteemed Monterey Jazz Festival and the St. Louis Teen Talent Competition. She is featured on a number of recordings including the “Freddie The Frog” educational music book series, and on Matters Of The Heart, Standard Time and Fade To Blue with pianist, Reggie Thomas who just happens to be her husband. Reggie Thomas is the pianist with The Legendary Count Basie Orchestra and leads his own Chicago-based group, Trio Nexus, known for their strong presence on the jazz scene. They are celebrated for their innovative and engaging arrangements. He recently retired as the Coordinator/Director of the internationally recognized Jazz Studies program at Northern Illinois University, he has also served as a Professor of Jazz Piano at Michigan State University and had a notable tenure as a Professor of Music at Southern Illinois University at Edwardsville for over twenty years. Additionally, Reggie has for many years been an integral teaching part of Carnegie Hall’s NYO Jazz Orchestra and has consulted for Jazz at Lincoln Center, contributing to the Essentially Ellington Program and Band Director Academy.

COVID - 19 Meeting Protocols

Admission to the Chamber - BOA Rule Number 39

During a meeting of the Board of Aldermen only the Mayor and/or their designee; the Comptroller and/or their designee; members of the Board of Aldermen and their spouses and/or immediate family members; employees of the Board of Aldermen; employees of St. Louis Development Corporation or Community Development Administration assisting an Alderman with sponsoring a bill on the floor; and the President shall be admitted to the floor of the Chamber.
The Mayor and the Comptroller shall each have a seat and a voice but no vote in the Board of Aldermen. (City Charter, Art. VII, Sec. 1 and Art. XV, Sec. 2).
Honored guests, representatives of the press with proper professional credentials, and any persons with a mobility disability as described in the Americans with Disabilities Act who cannot otherwise access seating in the gallery shall be admitted to the floor of the Chamber, to be situated at places designated by the President. honored guests shall include only immediate family members and/or spouses of members of the Board of Aldermen, and individuals or groups being honored by the Board of Aldermen by Courtesy Resolution or those delivering the opening prayer/reflection for the meeting.
No individual except an honored guest as defined in subsection 3 shall be admitted to the floor of the Chamber if such individual—
1. is a registered lobbyist pursuant to Mo. Rev. Stat. § 105.470;
2. has any direct personal or pecuniary interest in business pending before the Board of Aldermen or its Committees:
3. is in the employment of or represents any party or organization for the purpose of influencing, directly or indirectly, the passage, defeat or amendment of any legislative proposal pending before the Board of Aldermen or its Committees.
It shall be the duty of the Clerk or their designee to see that all other persons are excluded from the floor of the Chamber.
Guests admitted to the gallery shall maintain proper decorum while present in the Gallery. No devices that amplify sound shall be permitted in the gallery at any time.
