ONLINE APPLICATIONS are invited from amongst the eligible Candidates domiciled in Punjab, possessing the following qualifications as prescribed in the Punjab Judicial Service Rules, 1994 and in the light of verdict of Hon’ble Supreme Court of Pakistan cited as PLD 2012 SC-649, for appointment against vacant posts of Civil Judges-cum-Magistrates (BS-17) on officiating basis:

QUOTA:

 03 % quota reserved therein for disabled persons as envisaged in SECTION 2 of the Punjab Disabled Persons (Employment and Rehabilitation) (Amendment) Act, 2015

 05% quota reserved for minorities in the light of Govt. of the Punjab Notification No. SOR-III(S&GAD)1-35/93, dated 27.03.2015

Qualification:

i. He/she possesses a degree in Law from a recognized university entitling him to practice the profession of law or is a Member of the Faculty of Advocates of Scotland;

ii. He/she has actively practiced the profession of law for not less than 02 years after having enrolled as an advocate. (Two years’ practice as an Advocate shall be counted from the date when the Advocate became registered member of any Bar Association under Rule 7.10 read with 7.12 of Punjab Legal Practitioners and Bar Council Rules, 1974.)

Explanation: For the purposes of this clause:

(i) The expression “practiced the profession of law” shall include any period of Government service by a person as-

(a) District Attorney, Deputy District Attorney or an Assistant District Attorney; or

(b) full time prosecutor authorized to conduct prosecution on behalf of the Government; and

(ii) to prove active practice, the candidate shall declare by an affidavit (attached with the application form) that –

(a) He/she had been actively practicing the profession of law during two years till closing date of advertisement; and

(b) during this period, He/she had not engaged himself/herself in any other whole time service, business or as the case may be, occupation for gain.

AGE: Not less than 22 years and not more than 35 years on 14.01.2017.

PAY: BS-17 plus admissible allowances.

The Candidates having already availed THREE CHANCES ARE NOT ALLOWED to apply for the posts of Civil Judges-cum-Magistrates.

Appointment shall contain the following tests:

(i) MCQs (Multiple Choice Questions) TEST

The candidates securing 70% Marks in MCQs Test shall be eligible to appear in the Written Test. MCQs Test shall comprise of one paper containing following subjects:

(ii) Criminal Law

 The Pakistan Penal Code, 1860

 The Code of Criminal Procedure, 1898

 The Qanun-e-Shahadat Order, 1984

 Control of Narcotic Substances Act, 1997

(iii) English Language

 Essay Writing

 Precis Writing

 Comprehension

 Translation & Re-translation

 Change of Narration (Direct & Indirect)

 Change of voice (Active/Passive voice)

Note: Qualifying standard in Written Test shall be decided later on by the Committee.

INTERVIEW:

The Candidates passing the Written Test shall be called for interview.

Interview = 100

Following instructions should strictly be adhered to:

(i) Online prescribed application forms are available on official website of Lahore High Court, i.e. www.lhc.gov.pk.

(ii) The Candidates are required to deposit non-refundable examination fee of Rs.3000/- online in any branch/Bank of MCB situated within the province of Punjab in MCB Lahore High Court, Lahore Branch Gold Saving Account No. 0785503341001134 Titled Human Resource-District Judiciary and fill in online prescribed application form. After taking print thereof, the candidates are required to forward application form to this Court along with original deposit slip. Online Deposit slips are available in all the branches of Banks.

(iii) The online application form along with hard copy and relevant documents must be submitted at Information Kiosk, GPO Gate, Lahore High Court, Lahore on or before 14.01.2017 by 04:00 PM, where-after no online submission or hard copy, shall be accepted.

(iv) The attested copies of the following documents must be attached with the hard copy of the application form:

 All Educational Certificates such as Matric /Inter /B.A/B.Sc/B.Com/LLB and any additional qualification such as M.A. LLM etc.

 Domicile certificate of the applicant.

 National Identity Card.

 Two years’ experience certificate as an Advocate duly singed by the concerned President District Bar Association, stating the date when the Candidate acquired the membership of the Bar Association and duly countersigned by the concerned District and Sessions Judge.

 Enrolment certificate as an Advocate of Lower Courts.

 Enrolment certificate as an Advocate of High Court (if any).

 Character certificate President District Bar Association duly countersigned by the District & Sessions Judge (concerned).

 Appointment letter in case of Government Employee.

 Experience Certificate, if applicable in case of being Prosecutors or any other eligible Government Employee, issued by the competent authority.

 Five latest passport size attested photographs (one from the front and four from back side) by a Government officer of BS-17 or above who should give his/her full name and designation and affix his/her official stamp and signatures. The said photographs shall be submitted in a small sized envelope.

(v) Incomplete applications will be rejected summarily. Applications received after due date shall also be rejected. However hard copies of the application forms dispatched through POST/Courier shall be entertained on production of in date postal receipt. No deficiency shall be permitted to be made up after last date for submission of application forms.

(vi) Attachment of Enrollment & Membership Certificate of Lower Court Bar Association and High Court Bar Association (if he/she has High Court Enrollment) is compulsory under Rule 7(1)(b)(i) Punjab Judicial Service Rules, 1994;

IMPORTANT INSTRUCTION:

(a) No candidate shall be called for Written Test unless He/she secures 70% marks in MCQs Test.

(b) No candidates shall be summoned for Interview unless He/she qualifies each paper. No candidate shall be considered to have qualified for appointment unless He/she has also passed the Interview. Failure or absence in Interview shall mean that the candidate has failed to qualify for appointment and his name will not be included in the merit list.

(c) Qualifying/pass marks written exams & Interview shall be determined by the Hon’ble Examination Committee of Lahore High Court, Lahore.

(d) The date sheet and place of the examination will be intimated to the eligible candidate through call letters, and also through SMS or emails or press.

(e) The High Court reserves the right to increase or decrease the number of posts or not to fill any post or to frame any kind of policy in light of prevalent rules and regulations.

(f) Merely submission of application form, appearance in MCQs Test, Written Examination and Interview shall not confer any right for appointment.

(g) In case of concealment of facts by any Candidate, false information or misstatement made in any document is found, the Lahore High Court reserves its right to cancel the candidature at any stage, even after appointment. Such concealment/misstatement shall lead to proceedings against the said candidate under the Punjab Legal Practitioners and Bar Councils Act, 1973, or criminal prosecution under the Pakistan Penal Code, 1860 and shall forfeit his/her right to appear in this or subsequent examination/s or to remain in service.

(h) If at any subsequent stage, any information furnished by the Candidate is found to be not consistent with the information furnished by the candidate, the same shall be considered adverse to the interest of the Candidate.

(vii) Experience shall be counted from the date of membership of a Bar Association under Rule 7.10 of Punjab Legal Practitioners and Bar Council Rules, 1974.

(viii) Ex-judicial officers who earlier resigned in order to avoid penalty under Efficiency & Discipline Rules are not eligible to apply.

(ix) Prosecutors/Eligible Government Employees shall apply through proper channel.

(x) No age/experience relaxation shall be granted under the rules.

(xi) In case of non-attachment of Bank Deposit Receipt, application form shall be rejected summarily.

Is there any chance of delay in written test?

Now-a-days there is a robust rumour in the air that written exams for the posts of Civil Judges, 2012 are going to be delayed but in fact there is no chance of delay in the written exam. It is because the roll number slips has been issued and dispatched by NTS for 20th of January, 2013.

Who will conduct the written test either LHC or NTS?

The Objective Type (MCQs) Examination for 135 posts of Civil Judges-cum-Judicial Magistrates shall be held on 16.12.2012 (Sunday). All eligible candidates will have to appear in on Objective Type Test (MCQs) through NTS of 100 marks comprising Civil Law, Criminal Law, English Proficiency and General Knowledge such that all parts carry equal marks. Candidates securing 50 marks or above in the said test will be invited to appear for their Subjective Written Test. Successful candidates in Objective Test will have to take subjective test of two papers on the same day comprising Civil Law (100 marks) and Criminal Law & English Essay (130 marks), which will be held on 20.01.2013.

What is NTS Test?
One paper of MCQs type of 100 Marks will be conducted to shortlist the candidates by NTS.

Will the Marks of Entry Test be included in the Merit?
MCQs paper would be just Entry Test for the purpose of shortlisting the candidates and its marks shall not be included in Merit.

When NTS Entry Test would be held?
NTS Entry Test for the posts of civil judges would likely to be held after Eid-ul-Adha, so you have more time for preparation.

Advertisement for the Recruitment of Civil Judges, 2012

The advertisement for the recruitment of 135 posts of Civil Judges-cum-Judicial Magistrates (BS-17) has been announced today on 15-08-2012 at the website of Lahore High Court.

Number of Vacancies:

Total 135 seats including 5% quota for females and 1% for disabled.

ELIGIBILITY

Qualification:

LL. B with two years experience as practicing advocate

Age Limit:

22 to 35 years on closing date 10-09-2012, no relaxation in age will be allowed.

ENTRY TEST

Eligible candidates will have to appear in MCQs Test (100 Marks) through NTS comprising Civil & Criminal Law, English Proficiency and General Knowledge.

Candidates securing 50% marks shall be called for written test.

WRITTEN TEST

Paper - 1 Civil Law 100 Marks

Paper - 2 (Part-I) Criminal Law 100 Marks

(Part-II) English Essay 30 Marks

Candidate has to secure 45% in each part and paper with an aggregate of 50%

Who will take the exam for the posts of Civil Judges?

The examination for the post of Civil Judges would be conducted by the Lahore High Court in the year of 2012.

The Lahore High Court had requested the competent authority to allow the court to make recruitment against 135 vacant posts by holding written examination and interview, instead of referring the matter to the Punjab Public Service Commissions, in relaxation of rule 5 of Punjab Judicial Service Rules 1994.

Despite opposition from the Services and General Administration Department (S&GAD) Punjab, the Chief Minister Punjab gave one time dispensation to the Lahore High Court (LHC) for filling 135 posts of Civil Judges-cum-Judicial Magistrates by providing relaxation in relevant rules.
