<p>Since then, China has become the world’s largest producer of solar PV equipment.&nbsp; In 2007, China’s solar energy PV market reached 1.1 GW and expanded to 1.78 GW in 2008, making China the world’s largest PV production center.&nbsp; A serious imbalance in supply and demand makes China&#8217;s photovoltaic enterprises largely dependent on the development and maintenance of the European and American markets. </p>
<p>China&#8217;s photovoltaic businesses have been especially hard hit by this financial crisis.&nbsp; Nine Chinese PV enterprises including CSI, <a href="http://www.chinasunergy.com/home/home_eng.asp" target="_blank">China Sunergy</a>, JA Solar, LDK, ReneSola, <a href="http://www.solarfun.com.cn/" target="_blank">Linyang Solarfun</a>, <a href="http://www.suntech-power.com/" target="_blank">Suntech Power</a>, <a href="http://www.trinasolar.com/" target="_blank">Trina Solar</a>, <a href="http://finance.aol.com/quotes/yingli-green-energy-holding-company-limited/yge/nys" target="_blank">Yingli Green Energy</a> announced their financial results for Q1 2009 in late May, which indicated a huge drop of average delivery price. This has led to a general decline in sales. In addition, high inventory and lower capacity utilization have driven the costs up to the point that the profit margins have been seriously diminished. </p>
<p>Beijing is expected to unveil subsidized prices for solar power production as soon as the second half of the year, the South China Morning Post reported recently. The subsidy will be paid for by a renewable energy fund collected from electricity end‐users in the form of small surcharge based on usage volume.</p>

The central government’s new plan is expected to raise existing targets for renewable energy development substantially higher than current targets.</p>
<p>Under the long‐term industry plan released in 2007, the government vowed to speed up construction of renewable energy power plants and by 2020 to reach installed electricity generating capacity of 300 million kilowatts from hydropower, 30 million kilowatts from wind power, 30 million kilowatts from biomass power and 1.8 million kilowatts from solar power.</p>
<p>The new plan will lift those targets significantly. The 30 million kilowatt target for wind power, for example, is reportedly going to rise to 100 or 150 million kilowatts.</p>
<p>&#8220;It will be a blueprint for driving the new energy industry&#8217;s development in China,&#8221; Shi Dinghuan, a State Council advisor and head of the <a href="http://en.wikipedia.org/wiki/Renewable_energy_in_China" target="_blank">Chinese Renewable Energy Association</a>, told a Shanghai newspaper. </p>
<p>China generates about 80 percent of its power from coal. In 2008, renewable energy use was equivalent to about 250 million tons of standard coal, or 9 percent of the total energy consumed.&nbsp; Wang Mengjie, a member of the <a href="http://english.cas.cn/eng2003/page/res_link/res_link.asp" target="_blank">Chinese Academy of Sciences</a>, was quoted by the newspaper as saying that the National Development and Reform Commission has completed a draft of the plan following discussions by ministers in April. Wang said the new plan would raise existing targets for renewable energy development to a much higher level.</p>

					<p>Several research groups around the world are pioneering various µGrid concepts, also written as microgrids, as an alternative approach for integrating small scale distributed energy resources (DER of &lt; approx. 1 MW) into low-voltage (&lt; approx. 20 kV) electricity distribution systems, and the current wider power sector (the macrogrid). Many other terms are in common use to describe similar concepts, e.g. virtual power plants, minigrids, smart grids, smart distribution networks, embedded generation, distributed or dispersed generation.</p>
<p>Traditional approaches to embedding generation at low-voltages focus on minimizing the consequences for safety and grid performance of what are assumed to be a relatively small number of individually interconnected DER, for example implying, that they must instantaneously disconnect in the event of system outage. In other words, permitted local control of devices is very limited, and they can function independently, or islanded, only under special circumstances, e.g. during blackouts after the local system is fully isolated from the macrogrid. By contrast, µGrids would be designed to operate semi-independently, usually operating connected to the macrogrid but separating (islanding) from it, as cost effective or necessary for reliability or other objectives.</p>
<p>A µGrid is a semiautonomous grouping of generating sources and enduse sinks that are placed and operated for the benefit of its members, which may be one utility “customer,” a grouping of several sites, or dispersed sites that nonetheless operate in a coordinated fashion. The supply sources may include reciprocating engine generator sets, microturbines, fuel cells, photovoltaic and other small-scale renewable generators, storage devices, and controllable enduse loads. All controlled sources and sinks are interconnected in a manner that enables devices to perform the µGrid control functions unnecessary for traditional DER. For example, the energy balance of the system must be maintained by dispatch, and non-critical loads might be curtailed or shed during times of energy shortfall or high costs. While capable of operating independently of the macrogrid, the µGrid usually functions interconnected, purchasing energy and ancillary services from the macrogrid as economic, and potentially selling back at times.</p>
<p>Three key potential features of the µGrid are: 1. its design around total system energy requirements, 2. its provision of heterogeneous level of security, quality, reliability, and availability (SQRA) to enduses, and 3. its presentation to the macrogrid as a single controlled entity.</p>
<p>Feature 1. implies that to the extent economic or desired for environmental purposes, the µGrid shares heat and power and optimal recovery of waste heat by combined heat and power (CHP) devices. While small scale thermal generation of electricity is unlikely to be competitive with central station generation, the dramatically improved prospects for useful waste heat recovery, especially in absorption cooling systems, can tip the economic scales towards DER. The arrangement of µGrids evolves from the need to optimize the overall energy system of the enduses, and since transportation of heat is typically more limiting than transportation of electricity, the location of heat loads is likely to dominate.</p>
<p>Feature 2 suggests a central goal of µGrids concerns tailoring SQRA to the requirements of enduses, a starkly different principle than the provision of universal consistent service quality, which is the goal of macrogrids. The µGrid is built and operated so that critical loads are protected and high power quality is ensured where it is necessary, while other loads are served with SQRA commensurate with their importance and/or reschedulability. The provision of heterogeneous SQRA can improve overall reliability of critical equipment while lowering costs because of the sacrifice of non-critical ones.</p>
<p>Feature 3 concerns the µGrid’s presentation to the surrounding distribution grid as a single controlled system, akin to a current customer, or conversely to a small embedded generation source. The µGrid architecture ensures that its electrical impact on the distribution grid is not only as a good citizen that does no harm but also potentially as a model citizen, adding benefits to the distribution system such as reducing congestion, offsetting the need for new generation, supplying local voltage support, and responding to rapid changes in load levels.</p>

<p><a href="http://www.ge.com" target="_blank">General Electric</a> won a contract for $2 million from the the Environmental Security Technology Certification Program (ESTCP) office at the U.S. Department of Defense (DOD) to build a microgrid demonstration project at <a href="http://www.29palms.usmc.mil/" target="_blank">Twentynine Palms Base</a>, California, the world&#8217;s largest Marine Corps Base and a premier training facility for U.S. military forces.
<p>GE will design the cutting-edge energy system for managing onsite power generation and energy storage while interacting with the regional electrical grid in a more intelligent and efficient way. The microgrid system will provide enhanced capabilities for installations to integrate renewable energy resources to help meet their electricity needs and reduce their carbon footprints.
<p><a href="http://www.energycentral.com/articles/energybizinsider/ebi_detail.cfm?id=706 " target="_blank">U.S. military</a> installations consumed 3.8 billion kilowatt-hours of electricity last year, enough electricity to power 350,000 households in the United States, according to the 2009 Defense Appropriations Act.&nbsp; A critical dimension of the military’s defense needs include the need to operate critical defense facilities seamlessly through a power outage or other infrastructure disturbance. The “microgrid” concept has become one of the most prominent strategies for satisfying the need for abundant and ultra reliable energy needs.
<p>&#8220;GE&#8217;s smart microgrid demonstration project will show how a more intelligent energy management system can help military bases further safeguard the operation of their power systems while also reducing overall energy costs,&#8221; said John Kern, Manager of <a href="http://www.smartmeters.com/the-news/567-ge-building-smart-grid-research-facility-near-detroit.html" target="_blank">GE&#8217;s Smart Grid Research Lab</a>. &#8220;This project will serve as a model for other bases and it also will demonstrate how similar types of facilities, such as industrial complexes and universities, can take advantage of a smarter grid.&#8221;

<p>The DoD has developed several projects to take advantage of local resources as part of an overall strategy to reduce energy use and revamp procurement.&nbsp; These sites include the solar energy installation at <a href="www.nellis.af.mil/" target="_blank">Nellis Air Force Base</a> in Nevada, which provides about one-fourth of the base&#8217;s power and can produce about 30.1 million kilowatt hours per year. </p>
<p>Another renewable energy resource, geothermal power, has been a mainstay at the <a href="http://www.navair.navy.mil/nawcwd/" target="_blank">China Lake Naval Air Weapons Station</a> in California for more than two decades. Since the 1980s, the 270-MW plant has provided enough power to supply the entire base. The Navy receives revenues from geothermal power facilities. And it recently awarded a contract to build a 30-plus MW geothermal plant at Fallon Naval Air Station in Nevada. The Department of Defense (DOD) is looking at other opportunities for similar opportunities to tap renewable energy resources. </p>
<p>The microgrid concept was pioneered by a small group of energy strategists at UCal Berkeley’s energy analysis lab’s <a href="http://eetd.lbl.gov/ea/ems/der.html" target="_blank">Distributed Generation Resources</a> program.</p>
<p> The microgrid structure aggregates multiple electric loads and microsources operating as a single system providing both power and heat. The majority of the microsources must be power electronic based to provide the required flexibility to insure controlled operation as a single aggregated system. This control flexibility allows the microGrid to present itself to the bulk power system as a single controlled unit equipped with plug-and-play simplicity for each microsource. This structure ensures energy reliability and security that is far above and beyond the fragile state of today’s electric power grid.</p>

<p>The key features of a microgrid is its use of a single gateway to connect with the macrogrid.&nbsp; </p>
<p>GE will provide an enhanced suite of microgrid control system technologies that will enable a military base to more effectively manage its local energy resources as well as the interaction with the larger electrical grid network.&nbsp; The system will use advanced algorithms and computational decision engines integrated into a microgrid controller built by GE Digital Energy, which will optimize the power generation and distribution within the microgrid.&nbsp; GE Fanuc Intelligent Platforms will also integrate many of these advanced technologies into a new supervisory control and software system that can span power generation and distribution as well as major power consumers within the microgrid.
<p>GE has completed considerable research and development in microgrids in recent years for both the U.S. Department of Energy and the Canadian government. Microgrids are essentially self-contained systems with enormous potential for enabling a higher penetration of clean, renewable power sources into the electrical distribution network.&nbsp; </p>
