Nothing to fear, President Bush, facing the lowest approval numbers of his presidency, promised in a prime time speech to rebuild the ravaged city of New Orleans. We discuss the contents of the speech, delivered two weeks after the most horrific domestic incident since 9/11. Will the President’s plan work? What is his plan? Does he even have a plan? Why does FEMA suck so much? How are we going to fix it?
