&lt;span lang="EN-GB" style="font-size: 14pt; line-height: 28px;"&gt;&lt;b&gt;VARIOUS central and state level unions in&amp;nbsp;&lt;st1:place w:st="on"&gt;Maharashtra&lt;/st1:place&gt;&amp;nbsp;jointly organised on September 25, 2013 a 10,000 strong rally in Mumbai to press for implementation of the 10 point demands of the working class. This rally was in response to the declaration of the joint convention of central trade union organisations held in Delhi on August 6 and in preparation of the proposed march to parliament on the coming December 12.&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;

&lt;span lang="EN-GB" style="font-size: 14pt; line-height: 28px;"&gt;&lt;b&gt;For the rally that was held in Azad Maidan in south Mumbai, workers from the unorganised as well as organised sector came from different districts of the state. An overwhelming majority of them journeyed from mofussil towns in trains. Many came in trucks while Mumbaikars joined the rally in processions from different localities. The protesters included a large number of women from the beedi industry. Construction sector workers took part in large numbers. Contract workers and domestic workers also came in big groups. Bank employees, insurance employees and industrial workers were in substantial numbers. State and central government employees, railway employees, seamen, dock and port workers too came in equally good strength. Participation of school, college and university teachers was remarkable.&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;

&lt;span lang="EN-GB" style="font-size: 14pt; line-height: 28px;"&gt;&lt;b&gt;The anger among the demonstrating employees was strong because, despite as many as 16 all-India strikes so far, the Congress led UPA government has not bothered to accept any of the demands jointly submitted by the central trade union organisations in 2009. Among the 16 all-India industrial strikes, the most important ones were that of 2012 and the two days national strike on February 20 and 21 this year. It may also be noted that even after the central trade unions jointly submitted their demands to the prime minister on May 13, 2013, the government did not take any steps towards implementation of the demands. It is a matter of extreme concern and is nothing but a manifestation of the anti-working class attitude of the government.&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;

&lt;span lang="EN-GB" style="font-size: 14pt; line-height: 28px;"&gt;&lt;b&gt;It may here be noted that prior to the centralised rally in Azad Maidan on September 25, trade unions in&amp;nbsp;&lt;st1:place w:st="on"&gt;Maharashtra&lt;/st1:place&gt;&amp;nbsp;held district-wise meetings and conventions to popularise the 10 points demands and to mobilise the workers for the joint rally. The CITU played a leading role in organising all such meetings. Consequently the participation of CITU affiliated unions in the said rally was the highest. As a matter of fact, most of the CITU affiliated union workers reached Mumbai early on September 25 morning for the rally.&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;

They were addressed by CITU Maharashtra general secretary Dr D L Karad, vice president K L Bajaj and other leaders of the CITU such as M A Shaikh, Datta Mane, Vijay Gabhne, Shubha Shamim, Sitaram Thombare, Fatima Baig, Manik Avaghade, Mahendra Singh, Sayeed Ahemad, Armaity Irani, and also by AITUC leader Shravan Sinde.&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;

This massive rally took place under the auspices of the Trade Unions Joint Action Committee. This committee comprises the CITU, AITUC, HMS, BMS, INTUC, and the organisations state and central government employees, New Trade Union Initiative, organisation of college and university teachers and several other organisations. The joint rally was addressed by Dr D L Karad, and Vivek Montero (CITU), R G Karnik (state government employees), Sukumar Damale and A D Golandaj (AITUC), Suryakant Bagal (HMS), Saji Narayan and Prabhakar Bansode (BMS), P R Menon and Y G Joshi (NRMU), Smt Jyoti Gandhi (Shikshak Sanghtana), Mohan Sharma (MSEB), Dr Kishor Theckedath (BUCTU), Ravi Joshi (IFTU), Abraham Mathew (Kamgar Ekta Sanghtana), M A Patil (NTUE) and R P Singh (central government employees). All the speakers, in their speeches, pledged to make the December 12 march to parliament a big success by mobilising a big contingent from&amp;nbsp;&lt;st1:place w:st="on"&gt;Maharashtra&lt;/st1:place&gt;.&lt;o:p&gt;&lt;/o:p&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;

He said that vigorous implementation of neo-liberal policies in the state has pushed the youth and student community into deep crisis. &amp;nbsp;He drew attention to the fact that growing joblessness in the state is coupled with socially unjust distribution pattern in available jobs, thus alienating dalit, adivasi and minority youth. Due to slashing of public expenditure and encouragement given to private education sharks, education has become extremely costly and it is now not accessible to children from ordinary families. In today’s era of crony capitalism, a new varna system based on money is being created and millions of modern-day Shambukas and Ekalavyas are bearing the brunt of it. Dr Ashok Dhawale expressed solidarity with the youth and student movements which are preparing to launch big struggles on the issues of unemployment and education.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

Maharashtra is a state where these policies are vigorously implemented by the Congress-NCP state government. The main opposition political parties like Shiv Sena, BJP and MNS also uphold the same anti-people policies. What is more, their politics of communalism and regional chauvinism is meant to disarm and divert the people from putting up resistance against the onslaught of unemployment. It is in such a situation that DYFI and SFI have to mobilise youth and students from all community backgrounds to reverse government’s harmful policies.&amp;nbsp;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

As a result, rural unemployment has rapidly increased. Large sections of urban youth are pushed to the informal sector which does not give job security or good wages or decent living conditions. The informal sector has a disproportionate share of youth belonging to dalit, adivasi and minority communities which have faced systematic exclusion from good jobs in the modern organised sector.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

The government’s criminal negligence is most glaring in the ban on recruitment, both declared and undeclared. More than 30 percent posts in the state government sector are vacant.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

When it comes to local self government bodies, the percentage of unfilled vacancies is nearly 40 percent. Around nine lakh youth who have completed D.T.Ed, B. Ed, B.P.Ed, Fine Arts Degree are today unemployed since government has stopped recruitment. NREGA is very poorly implemented in the state and handed over to contractors who eat up a large portion of the wages.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

&lt;b&gt;&lt;span style="background-color: black; color: white; font-size: large;"&gt;TOWARDS the end of September, a massive protest of downtrodden people particularly poor farmers and agricultural workers was held demanding land and housing pattas across Tamilnadu. More than 50 thousand of people laid siege in front of the taluk offices at various centres under the leadership of the Tamilnadu Vivasayikal Sangam (Kishan Sabha) and the AIAWU.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

They are living in porompoke land or in very small rented rooms. Majority of the porompoke lands or the so-called rental houses are situated on the banks of huge drainage channels; the road sides and in the dried lands near water bodies. Ironically, in the state of Tamilnadu, the project of giving pattas for the landless poor is in implementation for the past 50 years.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

Recently, on September 12, the leaders of both the organisations K Balakrishnan MLA, P Shanmugam, A Lazar, MLA and G Mani had met Tamilnadu revenue minister and submitted a detailed report on the state of housing patta project. They demanded the distribution of waste lands to the lakhs and lakhs of landless poor and reiterated their demand for extension of the time limit to give pattas. &amp;nbsp;They also wanted the government to distribute pattas for the traditional dwellers who are living in the lands owned by the temples, churches, mosques, mutts and trusts.&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

The militant struggle lasted for six days. TNKS leaders and members of 136 families resolutely observed sit-in-wait and made the premises their social kitchen, took bath and food there. The officials had no other choice but to consider and accept their demand for pattas. At last, on the sixth day evening, October 2, the revenue minister of the state and authorities announced that the government accepts the demand and ministers of the government would be giving pattas directly to the people. &amp;nbsp; &amp;nbsp;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;This inadequacy has now resulted in a situation where despite the massive fraud by this Saradha Group, with closing down of all its offices and default on repayment of at least 17 lakh depositors, no action has yet been taken on the part of the SEBI and the government of West Bengal to attach the properties of this Saradha Group and for arranging, in a legally appropriate manner, disposal of these&amp;nbsp;&amp;nbsp;properties for repayment of dues to the depositors. Instead, without having any Constitutional and legal basis and in deviation from the order of the Calcutta High Court (July 26, 2013 page 70), the state government has just allotted and also released a sum of Rs 50 crore from the State budgetary resource as grant to the Inquiry Commission recently, set up by the state government itself, for starting payment to a section of depositors (Memo issued by the Home Department, September 23, 2013).&amp;nbsp;Providing such grant for compensation instead of disposal of assets of the Saradha Group is again violation of terms of reference (No. 8) of the Inquiry Commission itself (Gazette Notification April 24, 2013).&amp;nbsp;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

He was returning after attending a Party meeting, riding on a motorbike of another Party leader. On the way, they were both attacked by TMC activists. They threw bombs and then fired. Bharat Mondal was attacked by sharp weapons too. He was killed on the spot and Samsuddin Sardar was seriously injured.&lt;/span&gt;&lt;span style="font-size: 14pt; line-height: 28px;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

Mondal was the key eye-witness in the murder of CPI(M) leader Icha Gayen, who was murdered in August, 2012.&amp;nbsp;&amp;nbsp;Thousands of people gathered in the night in the village and blocked roads. They also refused to hand over the body to police. Police faced huge protest from the people. A 12-hour bandh was observed in Kultali in protest of the murder.&lt;/span&gt;&lt;span style="font-size: 14pt; line-height: 28px;"&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;

&lt;h2 style="font-size: 28px; margin: 0px 0px 0em; padding: 0px; text-align: justify;"&gt;&lt;span style="background-color: black; color: white;"&gt;সংবিধান নয়, তৃণমূলী বিধানেই চলছে রাজ্য&lt;/span&gt;&lt;/h2&gt;&lt;div style="font-size: 14px; margin-bottom: 10px; padding: 0px;"&gt;&lt;/div&gt;&lt;div style="font-size: 14px; margin-bottom: 10px; padding: 0px;"&gt;&lt;/div&gt;&lt;h3 style="font-size: 21px; margin: 0px 0px 0em; padding: 0px; text-align: justify;"&gt;&lt;span style="background-color: black; color: white; margin: 0px; padding: 0px;"&gt;মৃদুল দে&lt;/span&gt;&lt;/h3&gt;&lt;div style="font-size: 14px; margin-bottom: 10px; padding: 0px;"&gt;&lt;/div&gt;&lt;div style="margin-bottom: 10px; padding: 0px;"&gt;&lt;/div&gt;&lt;div style="font-size: 14px; text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;সংবিধান, আইন, আদালত, থানা, পুলিস কোনোটার অভাব নেই। আইনের পর আইন, সংশোধনীর পর সংশোধনীও হচ্ছে কথায় কথায়। আইনের শাসন, গণতন্ত্রের বিকাশ, দেশের সমৃদ্ধি নিয়ে প্রচার-বিজ্ঞাপনের তুর্কি-নাচন বেড়েই চলেছে। অসম্ভব, অবাস্তব বিষয়কে নির্বিচারে বিশ্বাস করানোই দেশের মূল শাসনধর্ম ব্রিটিশ আমলের মতোই বজায় আছে; শুধু বজায় থাকা নয় দে‍‌শী শাসকদের কা‍‌ছে এই ধূর্ততা স্বাধীনতার সাড়ে ছয় দশকে উন্নত প্রচারে আরও উন্নত হয়েছে। মানুষ কিছুটা বুঝেছেন বটে, বেশিরভাগ ক্ষেত্রেই নির্বুদ্ধিতার জন্য পকেট কাটা, হাড়জ্বালানো ধূর্ততা তাদের দিনদুপুরে সর্বক্ষেত্রে ঠকিয়ে যাচ্ছে, খেসারত দিচ্ছে মানুষ। ব্যবসা তো আছেই মূলত এই ঠকানোর কারবারের ওপর নির্ভরশীল ব্যবসা, তার সঙ্গে জুটে যায় সেরকম খাপ খাওয়ানো ধোপদুরস্ত রাজনীতিকরা, শিল্প-সংস্কৃতি, প্রশাসন-পুলিস, আদালত, ধর্মকর্ম সর্বত্র সব দেশেই বিস্তৃত। পরশুরামের এক গল্পের চরিত্র বলছে, যথাবুদ্ধি দিলেও মুশকিল হচ্ছে, সত্য কথা কেউ শুনতে চায় না, সবাই স্বার্থসিদ্ধির সোজা উপায় বা অলৌকিক শক্তি খোঁজে। ভূ-ভারতে ক্রম সর্বস্বান্ত মানুষ স্বস্তি খুঁজতে অনেক সময় ভগবানকে ডাকে — ‘দুঃখ-তাপে ব্যথিত চিত্তে নাই বা দিলে সান্ত্বনা, দুঃখে যেন করিতে পারি জয়’। হিতাহিত জ্ঞান হারিয়ে চরম অসত্যকেও অনেকে সত্যজ্ঞান করে। অপপ্রচারে চালিত হবার প্রবণতার প্রতি আক্রমণ শাণিয়ে ‘ইউরোপে প্রবাসীর পত্র’-এ রবীন্দ্রনাথও লিখেছেন — ‘ইংরেজরা তাঁদের যদি বলে যে, কাকে তাদের কান উড়িয়ে নিয়ে গেছে, তা’হলে কানে হাত দিয়ে তাঁরা কাকের পশ্চাতে পশ্চাতে ছোটেন।’&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;div style="text-align: justify;"&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/span&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;অর্থ, প্রতিপত্তি, পদ, ক্ষমতাকে ঘিরে তোষামুদের দলও সহজে জুটে যায়। অন্যায়কে ন্যায়, অসত্যকে সত্য, বেঠিককে ঠিক, নিন্দাকে প্রশংসা করতে তারা শেখায় — এই তোষামুদেদের মধ্যে আছে আধুনিক প্রযুক্তির সংবাদমাধ্যম। সকলের প্রতি তাদের কাজ — কানে গোঁজা তুলো, পিঠে বাঁধা কুলো।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;ভারতীয় সংবিধানে সকল নাগরিকদের জন্য জীবন ও ব্যক্তি স্বাধীনতার অধিকার সুনিশ্চিত করা আছে। কিন্তু কার দায় তদারকি করে সংবিধান কার্যকর করা। যাদের দায় তারা দায়িত্ব ঝেড়ে ফেলে দেয়। যেমন সরকার, পুলিস, প্রশাসন, বৈধ মানবাধিকার কমিশন, নির্বাচন কমিশন এবং অসংখ্য কমিশন। সরকার কমিটি-কমিশন গঠন করে, তার সুপারিশের যথার্থ অংশ সঙ্কীর্ণ দলীয় ও লক্ষ্মীর বরপুত্রদের স্বার্থে ছেঁটে নির্মূল করে দেয়। এমন এক হিংস্র ব্যবস্থায় আমরা বাস করি, যেখানে গরিব-ধনী বিভাজনের সঙ্গে শোষণ-বঞ্চনাও অপরাধ নিষ্ঠুর বাস্তব সত্য হিসেবে লেগেই থাকবে। সংবিধানে কিছু যন্ত্রণা উপশমের ব্যবস্থা আছে মাত্র। ঘটনা ঘটছে, পুলিস কাজ দেখাতে সন্দেহভাজনদের ধরছে। কিন্তু বছরের পর বছর নির্দোষরা থানা-পুলিস, জেল-আদালত করে যাচ্ছে। মীমাংসা হয় না। শেষ বিচারে যখন এই হাজারে হাজারে নিরপরাধ মানুষ রেহাই পায়, তখন তাঁর জীবনের সব সুখ-স্বস্তি নিংড়ে নেয় এই ব্যবস্থা। আমাদের আইন-সংবিধানে এমন কোনও ব্যবস্থা নেই, এই অবিচারের জন্য দায়ী পুলিস বা প্রশাসনিক কর্তাদের বিরুদ্ধে মামলা হতে পারে, বিচার হয়, যাতে তারা শাস্তিও পায়। এই নির্দোষ ব্যক্তিদের বেশিরভাগ জামিনও পায় না। এই নির্দোষদের সম্পর্কে সংবাদপত্র এবং টি ভি-র পর্দায় অনেক সময় পুলিসের কিংবা শাসকদলের নির্দেশিত বয়ানে বা পুলিসী ভাষ্যে এমন একটা বার্তা দেবার চেষ্টা হয় যে, এরাই অপরাধী। প্রথম অবৈধ বিচার এখানেই হয়ে যায়। পরে যখন তা মিথ্যা প্রমাণিত হয়, তখন এই ‘বাসি খবর’ প্রকাশ পায় না, অপরাধী-প্রচারক এবং পুলিসদেরও সাজার কোন ব্যবস্থা নেই।&amp;nbsp;&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;গরিব অসহায়দের পালটা কোন মামলারও সম্মতি নেই। কম্পিউটারে ই-মেল, মোবাইলে এস এম এস বার্তা পাঠিয়েও কোনও হিংসাত্মক বা সন্ত্রাসী ঘটনার পর দুষ্কৃতীরা কাজ করে, তার সূত্র ধরেও অপপ্রচার চলে টি ভি-র পর্দায় বা সংবাদপত্রে। সন্ত্রাসবাদী কোনও ঘটনা ঘটলেই এমন প্রচার হয়, কিছু মুসলিম অপরাধী, গোটা মুসলমান সমাজ দায়ী এবং এর পেছনে পাকিস্তান আছে। এভাবে হাজার হাজার নিরপরাধ মুসলিম যুবক অনির্দিষ্টকাল ধরে জেল খাটছে। সুনির্দিষ্ট উদাহরণ দিয়ে রাষ্ট্রপতি ও প্রধানমন্ত্রীর কাছে অনেক স্মারকলিপি পেশ হ‍‌য়েছে, কিন্তু কোন সুরাহা নেই। এমন এক তীব্র সাম্প্রদায়িক পরিবেশ দীর্ঘ অবক্ষয়ী কংগ্রেসী শাসনে সৃষ্টি করেছে, উগ্র সাম্প্রদায়িক শক্তি তেজী হয়েছে, সঙ্ঘ পরিবার ক্ষমতায়ও এসেছে। আবার সেই শক্তি ক্ষমতায় আসার চেষ্টা করছে রাংতা-ঢাকা মোদীকে সামনে রেখে। এরাই প্রধান সাম্প্রদায়িক বিপদ। পাছে তারা সুযোগ পেয়ে যায়, সেজন্য ন্যায়বিচারই সবসময় খুন হচ্ছে। তবে সংখ্যালঘু মুসলিম সাম্প্রদায়িক শক্তি ও মুসলিম জনসাধারণকে নিয়ে সাম্প্রদায়িকতার নিয়ে আগুন খেলা খেলছে। এই সাম্প্রদায়িক শক্তি রাজনৈতিক সমীহ ও তোয়াজ আদায় করতে ব্যস্ত বিভিন্ন রাজনৈতিক দলের কাছ থেকে। এই তালিকায় যেমন আছে কংগ্রেস, তৃণমূল কংগ্রেস ও অন্যান্য আঞ্চলিক রাজনৈতিক দল। আবার আমেরিকান সাম্রাজ্যবাদও এই সন্ত্রাসবাদী সাম্প্রদায়িক শক্তিকে ব্যবহার করছে ইরাক, আফগানিস্তান, মিশর, তুরস্ক, সিরিয়া, সৌদি আরব, কাতার ইত্যাদির শাসকবর্গকে নিয়ে। এইজন্য এই রাজনৈতিক দলগুলিও ভয়ে বা ভক্তিতে আমেরিকার জঘন্যতম বর্বরতার সামনে নতজানু হয়ে থাকে। পুলিস, আদালত, আইন, সংবিধান, বিধিবদ্ধতা যা-ই থাকুক, এই চৌহদ্দির বাইরে পা ফেলতে পারে না। ধূর্ততা কতখানি যে প্রাক্তন মার্কিন প্রেসিডেন্ট বর্বরতম কাণ্ড ঘটিয়েও বলতে পারেন, ‘মতের জন্য নির্দোষকে খুন করা সর্বত্র সবসময়ই খারাপ।’&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;অপরাধ-তদন্ত বিজ্ঞানে ভারতীয় পুলিস প্রশিক্ষিত নয়, জোর করে স্বীকারেক্তি আদায়ে নৃশংসতাই একমাত্র পথ, ব্রিটিশরাজ থেকে শেখা এই বিদ্যে তারা এখনও আরোপ করে যাচ্ছে। অযোগ্যতার জন্য শাস্তির ভয়ে কিংবা রাজনৈতিক চাপের ভয়ে তারা অপরাধের নাম-কোয়াস্তে তদন্ত করে, এমনকি নির্দিষ্ট প্রতিপক্ষকে ফাঁসাতে অপরাধ ঘটিয়েও মামলা সাজায়। অপরাধের প্রত্যক্ষদর্শীরাও হুমকি এবং হয়রানির ভয়ে সাক্ষ্য দিতে ভয় পায়, এমনকি আক্রান্তরাও প্রতিহিংসার ভয়ে থানায় অভিযোগ জানাতে ভয় পায়। অনেক ক্ষেত্রে অভিযোগ পুলিস নিতে চায় না, নিলেও অর্থ কামাইয়ের হিসেব নিকেশ করে কোনও কোনও ক্ষেত্রে অভিযোগকারীর বয়ান বদলাতে বাধ্য করে, অভিযোগকারীর দায়ের করা অভিযোগ শক্তিধর অপরাধীর কাছে মুহূর্তে পাঠিয়ে দেয়। মামলায় ভারাক্রান্ত এবং পুলিসী কার্যকলাপে বীতশ্রদ্ধ আদালতের ইচ্ছে যদি থাকেও, সেরকম সুবিচার দানের কোনও সুযোগ নেই।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;১৯৯৩ সাল থেকে কয়লা কেলেঙ্কারির তদন্ত চলছে সুপ্রিম কোর্টের নির্দেশে। তদন্তকারী সি বি আই-র রিপোর্ট পালটে দেয় কেন্দ্রীয় আইনমন্ত্রী অশ্বিনীকুমার, শোরগোল পড়ায় তাঁর মন্ত্রিত্বের চাকরি যায়, আবার তাঁকে নতুন পদে বহাল করে মনমোহন সিং সরকার। প্রধানমন্ত্রীর বিরুদ্ধেও অভিযোগ উঠেছে, সি বি আই রিপোর্ট নিয়ে প্রধানমন্ত্রীর দপ্তর থেকে ফাইল লোপাট। এ নিয়ে সংসদে হই চই। কংগ্রেস এটাকেও প্রচারের হাতিয়ার করছে যে সংসদে গোলমালের জন্য দেশে খাদ্য নিরাপত্তা দিতে পারছে না সরকার। ক্ষমতায় আসার একশ’ দিনের মধ্যে মহিলা সংরক্ষণ আইন করার প্রতিশ্রুতি এখন বিশবাঁও জলে। আমেরিকা ও পশ্চিমীদের সেবায় প্রধান রাষ্ট্রায়ত্ত ক্ষেত্র, ব্যাঙ্ক, বীমা, পেনশন, কৃষি, খুচরো ব্যবসা সবই জলাঞ্জলি দিচ্ছে সরকার। প্রচ্ছন্ন সমর্থন বি জে পি-র, কিন্তু সেটা এক গড়াপেটা খেলার মাধ্যমে। একে অপরের বিরুদ্ধে কুৎসা,অপপ্রচারের মাত্রা বাড়িয়ে মানুষের সামনে প্রচারমাধ্যম মারফত বিকল্প হাজির করা হচ্ছে — কোন কুৎসাকে তারা বেশি বিশ্বাস করবে! কার কাছে আম-আদমি শোষিত-বঞ্চিত হতে চায়। দেশ চলবে এ দু’য়ের বিকল্পের মধ্যে? তার বাইরে যাতে মানুষ যেতে না পারে, সেজন্য অকংগ্রেসী, অ-বি জে পি দলগুলিকে অপপ্রচারে শায়েস্তা করতে এই দুই শক্তির সঙ্গে গাঁটছড়া বেঁধে আছে বিদেশী শক্তি, দেশের বৃহৎ ধনীমহল, পুলিস-প্রশাসন। তার মধ্যে যারা কংগ্রেস কিংবা বি জে পি-র সঙ্গে আপসহীন লড়বে, কোনও সুবিধাবাদী আঁতাত করবে না, নয়া- উদারনীতির মারণাস্ত্রের বিরুদ্ধে যুদ্ধ চালিয়ে যাবে, সেই বামপন্থীদের ওপর সবচেয়ে বেশি নিক্ষিপ্ত আক্রমণ ও কুৎসা — লক্ষ লক্ষ কোটি কোটি কালো টাকার খেলা, পুলিসী জুলুম তো আছেই।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;২৩শে আগস্ট সংবাদপত্রের রিপোর্ট, ‘‘অপরাধের নিরিখে নয়। পশ্চিমবঙ্গে পুলিস ঝাণ্ডার রঙ দেখে অভিযুক্তদের বিরুদ্ধে ব্যবস্থা নিচ্ছে বলে মনে করছে কলকাতা হাইকোর্ট।’’ ২৭ মাস ধরেই এটা রাজ্যজুড়ে চলছে, পৃথিবীর অন্য দেশে কিংবা ভারতের অন্য কোথাও এই ঘটনা খোঁজার প্রয়োজন হয় না, বরং সরকার ও শাসকদলের মদতে আইন, সংবিধান লঙ্ঘন করে পুলিস-প্রশাসন কীভাবে চলছে, বিদেশ থেকে এবং ভারতের যে কোনও প্রান্ত থেকে গবেষকরা এ রাজ্যে এসে অনায়াসে গবেষণার উপসংহারে আসতে পারবেন। রাজ্য মানবাধিকার কমিশনের চেয়ারম্যান প্রাক্তন বিচারপতি অশোককুমার গঙ্গোপাধ্যায়ও পুলিসী অন্যায়-অপরাধের বিরুদ্ধে শত শত অভিযোগের পাহাড়ের ওপর দাঁড়িয়ে একই দিনে একটি অনুষ্ঠানে মন্তব্য করেছেন যে, ‘‘পুলিস এখন অপরাধ দমনের বদলে অপরাধীদেরই সাহায্য করছে। নারী নির্যাতনের প্রতিবাদ করতে গেলেও বাধা আসছে। সাক্ষীরা সুরক্ষা পাচ্ছে না।’’ পুলিস যখন অপরাধীদের রক্ষা করছে, শাসকদলের নেতা-কর্মীদের মতোই প্রতিপক্ষ প্রতিবাদী মানুষ, বিরোধীপক্ষ, বামপন্থী বিশেষত সি পি আই (এম)-র উপর আক্রমণ করছে কিংবা শাসকদলের সমাজবিরোধীদের সুরক্ষা দিয়ে নৃশংস খুন, সন্ত্রাস, হামলা, লুঠতরাজের ঘটনা ঘটাচ্ছে, তখন অসহায় রাজ্যবাসীর সামনে অসহায় এই বিচারপতিকে ডাক দিতে হচ্ছে, ‘‘দিকে দিকে কামদুনি গড়ে উঠুক’’।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;২৭মাসের শাসনে মুখ্যমন্ত্রী, মন্ত্রীদের আকচার মিথ্যাচার সমাজবিরোধীদের উৎসাহিত করছে। একের পর এক শতাধিক সি পি আই (এম) নেতা-কর্মী ২৭ মাসে খুন হয়েছে, কিন্তু চোখ বুজে মন্ত্রীদের মুহূর্তে ছকে-বাঁধা বিবৃতি সি পি আই (এম)-র অন্তর্দ্বন্দ্বে খুন। বিচার এখানেই শেষ। মন্ত্রীর মিথ্যাচারের বৈধতা নিয়ে আসতে হয়! খুনের জন্য সি পি আই (এম) সমর্থকদের গ্রেপ্তার করছে পুলিস কিংবা অপরাধের সঙ্গে সরাসরি যুক্ত এমন দু’একজনকে লোক দেখানো গ্রেপ্তার করে এমনভাবে কেস সাজানো হচ্ছে, যাতে তারা স্বচ্ছন্দে ছাড়া পায়। কয়েকশত নারী নির্যাতনের ক্ষেত্রেও একই ভূমিকা পুলিসের। যে নারী নির্যাতনে শাসকদলের পালোয়ানরা যুক্ত, পুলিস কী করে আর ব্যবস্থা নেয়! পুলিস সদর্থক কিছু করতে চাইলে মহাকরণের শীর্ষস্থান থেকে নেমে আসে শাস্তি! এমনকি হাস্যকর ভূমিকার জন্য পর পর আদালতের ধমক খেয়েও পুলিস শাসকদলের বশংবদদের ভূমিকার মধ্যে আঁটসাঁট থাকছে ভয়ে, কোথাও কোথাও প্রীতিতে। সি পি আই (এম)-র ওপর আক্রমণ, ৪ হাজারেরও বেশি উৎখাত, বাসস্থানে থাকার জরিমানা কয়েক হাজার পরিবারের ওপর, দু’হাজারের মতো পার্টি অফিস দখল, বাড়ি-পুকুর-জমি-সম্পত্তি লুট। সর্বত্রই সহযোগী পুলিস। সি পি আই (এম) নেতা-কর্মীদের গ্রেপ্তারের অজুহাত তৈরিতে পুলিসই আক্রান্তের বাড়িতে বোমার মশলা, আগ্নেয়াস্ত্র মেলার অভিযোগ দিয়ে গ্রেপ্তার করছে। এরকম ঘটনা ডজন ডজন। লুটের ভাগ ও এলাকার দখলদারি, লুটের সীমানা পরিবর্তন নিয়ে সংঘর্ষ, খুনোখুনি চলছে তৃণমূলের মধ্যে। নিহত ও আক্রান্ত তৃণমূল পরিবারের লোকই বলছে, কোন্‌ গোষ্ঠী খুন করেছে। ওপর থেকে মুখ্যমন্ত্রীর নির্দেশে তৃণমূলী নেতা-মন্ত্রীরা দোষ চাপাচ্ছে সি পি আই (এম)-র ওপর। সঙ্গে সঙ্গেই জামিন অযোগ্য ধারায় গ্রেপ্তার। ধনেখালি থানার মধ্যে বিধায়ক নেত্রীর নির্দেশে এক পুলিসই পিটিয়ে কবরে পাঠায় এক তৃণমূল নেতাকে।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;পঞ্চায়েত নির্বাচনের এক বছর আগে থেকেই পুলিসী প্রহরায় ‘তৃণমূলী মুক্তাঞ্চল’ গড়ে নেওয়া, বাকি অংশে সম্ভাব্য বামপন্থী ও বিরোধী প্রার্থীদের বাড়িতে হামলা, সন্ত্রাস, পরিবারের লোকজনদের ওপর আক্রমণ, বিরোধী প্রার্থীদের মনোনয়ন দিতে পুলিস - তৃণমূলী দুষ্কৃতীদের যৌথ বাধা, মনোনয়ন প্রত্যাহারে বাধ্য করা, বামপন্থীদের প্রচারের ওপর পুলিসী বাধা, হামলা, মিথ্যা মামলায় গ্রেপ্তার, শাসানি, ভোটের দিন বিরোধী এজেন্টদের তাড়িয়ে বুথ দখল কয়েক হাজার কেবল বর্ধমানে এক হাজারের বেশি, পশ্চিম মেদিনীপুরে দু’হাজারের কাছাকাছি। পুঙ্খানুপুঙ্খ তালিকা ও অভিযোগ পুলিস এবং নির্বাচন কমিশনের কাছে স্তূপীকৃত। এরপর পুলিসী প্রহরায় গণনাকেন্দ্র দখল, বিরোধী এজেন্টদের তাড়ানো, জিতলো বিরোধীরা কিন্তু তৃণমূলীদের জয়ের সার্টিফিকেট দিতে বাধ্য করা, ব্যালট ছিঁড়ে বিরোধীদের হারানো, সেই ব্যালটের হিসেব মেলানো অবধি ফলপ্রকাশ চার সপ্তাহ ধরে বন্ধ, এমনকি নতুন করে ব্যালট ছাপিয়ে ছাপ মেরে হিসাব মেলানো হয়েছে। গণনার পর বোর্ড গঠনে সি পি আই (এম) প্রার্থীদের অপহরণ, লক্ষ লক্ষ টাকার জোরে ও খুনের ভয় দেখিয়ে তৃণমূলীদের দিকে নিয়ে যাওয়া, বামপন্থীদের জয়ী হওয়া বোর্ডে নির্বাচনের সময় বামপন্থী নির্বাচিত সদস্যদের পুলিসী হামলায় আটকে দিয়ে তৃণমূলীদের জয়ী ঘোষণা করতে অফিসারদের বাধ্য করার ঘটনা অজস্র। সংবিধানের জীবন ও ব্যক্তিস্বাধীনতার অধিকার সমাধিস্থ হয়েছে বর্তমান পশ্চিমবঙ্গে।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;কিন্তু মিডিয়ায় প্রচার তুঙ্গে — তৃণমূলের জয়জয়কার, সি পি আই (এম)-র চরম হার, সন্ত্রাস হয়েছে বটে, তবে বামফ্রন্ট শাসনেও হয়েছিল ইত্যাদি। ‘গণতন্ত্রের জয়’ বলে মুখ্যমন্ত্রী আস্ফালনের পর কামাক্ষ্যা মন্দিরে হরিনাম, দেবীনাম করে পাপস্খালিত করে এসেছেন। মিডিয়া ও তৃণমূলী প্রচার করা কাকের কান নিয়ে যাবার গল্পের বিশ্বাসযোগ্যতা আনতে আদা-নুন খেয়ে নির্বাচনী পুজো-আচ্চার বিরাট আড়ম্বরে নিমগ্ন। ঢের হয়েছে গণতন্ত্র! চুলোয় যাক আইন-সংবিধান! সারদার অর্থ, পুলিসী অস্ত্র ক্ষমতার সোপান — ইহাই সত্য, একমাত্র সত্য!&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="background-color: black; color: white;"&gt;&lt;br /&gt;
&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;span style="background-color: black; font-size: 14px;"&gt;&lt;div style="text-align: justify;"&gt;&lt;b&gt;&lt;span style="color: white;"&gt;আ‍‌মেরিকার শাসকদের আচরণে সমাজবিজ্ঞানী নোয়াম চোমস্কি বলেছিলেন, ক্ষমতাশালীদের কাছে অপরাধ সেটাই, যেটা অন্যেরা করে। ক্ষমতাশালীদের হাজারগুণ বর্বরতা, কোন অপরাধই নয়! এই তৃণমূল রাজত্বে অক্ষরে অক্ষরে ধূর্ততা ও বর্বরতার এই অভিজ্ঞতা মেলে। তৃণমূলী বিধানই পুলিস-সমাজবিরোধীদের শাসনে পদে পদে যেন এখন পুলিসের পালনীয় সংবিধান।&lt;/span&gt;&lt;/b&gt;&lt;/div&gt;&lt;/span&gt;&lt;br /&gt;
