On 18 June 2026, Parliament gave its final approval of new EU circularity rules covering a vehicle’s entire lifecycle, from design to end-of-life treatment. This agreement aims to promote more sustainable vehicle production and disposal, while harmonising rules across Member States to strengthen the internal market and reduce environmental impacts.

On transfer of ownership, the agreement envisages limited information requirements for economic operators and no additional obligations for private individuals, seeking a balance between combating missing vehicles and avoiding disproportionate new obligations. Vehicle status assessments will be mandatory in accident cases. Furthermore, a two-year postponement of the ban on export of non-roadworthy vehicles was agreed.
Regarding recycled plastic content, targets are set at 15% after 72 months and 25% after 120 months, and pre-consumer plastics have been excluded. A mirror clause with auditing for third countries installations was also introduced. The agreement sets the closed-loop recycled plastics target at 20% and establishes the procedure for future targets on recycled steel, aluminium and other critical raw materials. The circularity strategy will be developed at manufacturer level, with simplified reporting and reduced administrative burden.

On 16 June 2026, Council and Parliament negotiators reached a political agreement on the Commission’s “omnibus VI” package to simplify provisions relating to cosmetics products, the classification, packaging, and labelling of chemicals (CLP), and fertilising products. The changes will introduce greater flexibility to chemicals rules while maintaining high levels of protection for human health and the environment.

The co-legislators agreed to phase out cosmetics containing prohibited CMR (carcinogenic, mutagenic and reprotoxic) substances faster than the Commission had proposed.

In addition, they also agreed on revisions to the recently amended CLP Regulation, to allow for more flexible rules for the classification and labelling of chemicals, including easy-to-read labels, wider use of digital labelling, and the easing of advertising rules to reduce costs and complexity, while ensuring consumer protection.

Furthermore, co-legislators agreed to simplify the EU fertilising products regulation ((EU) 2019/1009) to support EU farmers and innovation and competitiveness in the EU fertilising products sector without compromising the protection of human health and the environment.

IMCO and LIBE Members adopted by overwhelming majority the provisional agreement resulting from interinstitutional negotiations on the Digital Omnibus on AI. The co-legislators reached the agreement on 7 May 2026, aiming to make it easier for providers to comply with the AI Act while maintaining its main provisions and risk-based approach. A plenary vote is scheduled for the June session.

The law postpones the application of certain parts of the AI Act to ensure that the necessary standards and support measures needed to clarify the application of the rules are in place.
It also extends SME exemptions from certain rules to small mid-cap enterprises (SMCs) in order to support their growth.
Parliament and the Council also agreed to ban AI systems that create child sexual abuse material or depict the intimate parts of an identifiable person, or show them engaged in sexually explicit activities, without that person's consent.
This provisional agreement still needs to be formally adopted by both Parliament and the Council before it can enter into law. The co-legislators intend to adopt it before 2 August 2026, which is the start date for the current rules on high-risk systems.
MEP Arba Kokolari from the Internal Market Committee and MEP Michael McNamara from the Civil Liberties, Justice and Home Affairs committee led the negotiations on behalf of the Parliament.

On 10 June 2026, Parliament and Council negotiators agreed on proposals to new EU rules to simplify defence procurement and transfers of defence-related products between EU countries. The package of legislative proposals forms part of the so-called “Omnibus V” EU simplification measures.

It is intended to foster the development of the EU single market for defence by accelerating the approval of permits for defence-related projects, enabling transfers of defence-related products within the Union, and streamlining defence public procurement.

The European Parliament has pushed for measures to support innovation, emerging technologies and EU-funded defence projects through simpler licensing and procurement procedures.

The proposed reform aims to simplify defence procurement rules, reduce administrative burdens and make it easier for EU countries and companies to cooperate on defence projects across borders.

Why it matters for businesses: The proposed changes could make cross-border defence cooperation easier, speed up procurement procedures and create more opportunities for companies working in Europe's defence sector.

On 9 June 2026, negotiators from Parliament and Council reached an agreement on promoting the use of digital formats to simplify reporting requirements. This agreement paves the way for fully digital product compliance across the single market, enhancing efficiency, transparency and regulatory consistency across sectors.

The simplification package on digitalisation and common specifications (directive and regulation) promotes the use of digital formats for product information, such as declarations of conformity, instructions, and contact details. It also streamlines communication between economic operators and authorities, while reinforcing the EU's ability to adopt common specifications in exceptional circumstances, when harmonised standards are unavailable or insufficient.

The agreement introduces "common specifications" that the Commission can adopt exceptionally as a legally recognised fallback option to demonstrate the compliance with EU rules of a product, device, service, process or system, when no harmonised standards exist.

The "digital by default" principle encourages public authorities to modernise administrative requirements in EU product legislation and supports a paper-free single market based on interoperable data and the "once-only" principle.

On 16 April 2026, the Internal Market and Consumer Protection (IMCO) Committee approved the Union Customs Code reform and the seat of the future EU Customs Authority. The vote concerns a provisional agreement between the European Parliament and EU governments. This agreement, reached in March 2026, confirms Lille, France, as the future home of the EU Customs Authority. This decision followed a review of nine candidate cities.

The new authority is part of wider reforms and aims to improve coordination and oversight across EU countries.

In October 2025, selection criteria were agreed, and nine countries submitted bids to host the authority.

The European Commission assessed the proposals, and IMCO members reviewed them in January 2026 during a dedicated meeting. Representatives from each country presented their plans and explained how they would support the authority.

The agreement also sets out how customs cooperation will work in practice across the EU.

EU lawmakers reached a provisional agreement on 19 May 2026 to speed up permits for defence readiness projects. The new rules aim to cut red tape and make approval procedures faster and more consistent across the EU. The agreement was reached during trilogue negotiations — discussions between the European Parliament, the European Commission, and the Council of the EU, which represents the governments of EU member countries, to agree on the final version of new EU laws.

Why it matters for you: Projects linked to Europe's defence preparedness could move ahead more.

Under the agreement, permits must be granted within 42 working days. In exceptional and clearly defined cases, this can be extended by up to 60 additional working days.

If authorities do not respond within a maximum of 102 working days, the permit will automatically be considered approved. Exceptions apply if a project poses serious risks to human health or national security, supported by clear and verifiable evidence.

Why it matters for businesses: Companies involved in defence readiness projects could benefit from faster decisions, fewer administrative delays, and more predictable permit procedures across the EU.

In the European Parliament, the file is being handled jointly by the Internal Market Committee (IMCO) and the Security and Defence Committee (SEDE).
