		<description>I have this neighbor at 3295 Los Prados St. San Mateo CA. 94403 who killed my tree from all evedence on the side of it , have his dog come to my yard and do dropping, then I provided him copy of our survey just to make him aware that the fence is ours and lie about the copy of the survey that I handed to him that he was not given at all and then he came knocking on our door at past 12 mindnight to talk to us about having the rest of the fence in our backyard to just install it this Octobe as he will be partying with his guests/friend in his backyard and would like to take advantage of the ivy plans on the fence and just to be neighborly good to him inspite of all the past problems with him like trespassing in our backyard harrasing our workers I want to show him I am patient and considerate neighbor to accept his request to do continue with our fence project this coming October and the foloowing morning we found out a sign board in front towards the public street in bold writings ATTENTION TO: Contractors, Handyman, Carpenters that if they touch the comom fence he will have them prosecuted and this delayed our project for several months until we came to an agreement where he like to have some part of our fence 4 feet high to vie the rest of the neighbors and the street where in my case I like privacy because of this neigbor having parties now and then and at one point his visitor jump over our fence to get their ball without our permission.  I don't think anyone wants that. Now he doesn't want his cypress tree to be cut down as the trunk is on our space on the way to installing our fence.  It is costly to have a lawyer and if I do I wanted him to pay fines for causing all problems and etc... and not being neighborly considerate to us,  as we have shown him enough inspite of it all.  He want to have his cake and eat it too .  The City code enforcer advice me there is no need to get a permit to cut the tree that is coming to your side and no code for residentia as the above.  Please advise me what to do as my partner is going for him.
He has never offered help and there's no point discussing things with him as all he want is for his terms.  I want to go ahead &amp; cut the tree as much as possible.  It's a cypress tree 6" diamet and 17'tall and not really nice shape and and dry leaves almost.</description>
