No, the EMC Directive does not require that the tests have been performed by a specially approved body. (Other directive do in special cases)
I recommend you to ensure that:
1. the correct European harmonized standards were applies (and their latest versions);
2. the lab is accredited for these measurements (you don't want to get any discussions later about the reliability and competence of the lab later).

Hi Han,

I am new to your site - and look forward to registering for your course. I have a quick question regarding and electronic device, to comply with the EMC Directive, does the EMC testing have to be performed by a Certified Body within the EU? We have had it tested here in Canada and have a official test report that we have passed to the appropriate standards but I am not sure if this is enough.

No CE is required for those. Compliance with the standards EN 840-1, EN 840-5 and EN 840-6 will definitely help you to sell them in Europe, as these are the European product specific standards.
