		<description><![CDATA[We are remaining neutral on this stretch because of the impact of BART between 24th and 31st streets. As we told the Northgate Neighbors, any design for this are must accommodate BART connections to both downtown Oakland and the new transit tunnel. Ideally we would hope that I-980 can be removed back to I-580, but some ramps will have to be provided that evenly distribute both I-24 and I-580 traffic into the street grid at arteries such as MacArthur, 27th, San Pablo, and Telegraph/MLK without overloading a single street.]]></description>

Regardless, the funding will have to be contingent on when the tear down will take place. If removing I-980 can be considered as an early phase of the 2nd transbay tube it would take advantage of regional, state, and federal funds. If Oakland takes the lead while the rest of the  region sorts out the transbay project, then funding would be more reliant on Alameda County funding. Additionally, communities throughout the country have received state DOT funding to remove highways and avert future maintenance funding.]]></description>

Would the 980 tear down be a Alameda County only tax? I assume there would have to be infrastructure taxes across all Bay Area counties. Is that correct?
