This was because the client did NOT have DNS setup yet in there environment. I am looking for ways to hot add a hard disk to a VM using CLI …. on ESX 4 / ESXi 4.1
That could be done on ESX 3.5 but 4 / 4.1 does not seem to have the corresponding CLI command

Do let me know if you know of any ways

Mine was DNS related, I have noticed over the last couple of months that VMware heavily relies on DNS and if you are not allowed to use host files and another group manages DNS you can have a lot of interesting hiccups.
