I forwarded this to Maria and her family, but I am still not sure if this is really going to be of any help, since I was only able to read translations of the actual regulations. So we are still looking for anyone who can help with her situation.

Maria Filatova is not a Russian citizen and the officials of the Russian Federation are not able to issue a passport, but she should be able to get a Russian travel document which will allow her to return to the Russian Federation.
http://www.fms.gov.ru/programs/fmsuds/index.php – based on this program she has the right to return to the Russian Federation and within 8 month to get the citizenship of the Russian Federation and passport as well.
