If you have set-up a localhost server (xampp for example) you can create a database through the phpMyAdmin function. If you have a hosting package then this should be done through the your host control panel. The host needs to be compatible with php and
mySQL.
You don't need to call the database testdb, you can call it anything you like, within reason and the mySQL parameters.
