In end resolved problem by going into Control Panel, Mail, Show Profiles, then Removed Mail Profile and then added a new Profile and resetup Exchange Email settings. Restarted Outlook and all worked fine. In my senario the original User Profile was a roaming profile on an SBS2003 Server using Exchange and the User was using Outlook 2007 and then switched to another computer using Outlook 2003(The other computer was taken off the network so he never went back to Outlook 2003), in my case I beleive the issue was cause then some Outlook 2007 setting came across in his User Profile causing issues in Outlook 2003.
