I have gone to the link above and uploaded the latest UMIL to my forum but I keep getting the same message I listed above. Is there any way to fix this?

add client side caching of static content like CSS and the logo of your site. Apache has some very simple configuration settings for this:

ExpiresActive On

    ExpiresByType text/css "access plus 1 day"
    ExpiresByType text/javascript "access plus 1 day"
    ExpiresByType application/x-shockwave-flash "access plus 1 day"


The browser will not download a css, javascript or flash file again, or even check if it has changed. (This will not affect the first page the user visits ofcourse)
