Usability as a one-among-others is a wise understanding of the process, it conforts me in the idea where ergonomics are part of execution, and a strategical vision is a starting point. Meeting business goals and user goals is the key: what you want them to do+what they want to do. If usability is a starting point, you mostly achieve the second part: getting user to do what they want to do, which is nice...
