In reply to <a href="https://steve.thelineberrys.com/unable-to-manually-start-workflows/#comment-141659">Mike</a>.

After avoiding the Microsoft forums, I finally came across this blog and tried the Workaround #2 per Steve Lineberry: Addressed the issue immediately; Thank you for the insight Steve! (and yes, this issue is still a 'thing' 6 years later...)

A few notes:
1) I don't believe this issue is caused by manual workflows; the culprit is the Initiation Form that is generated when a manual workflow starts (this form is optional);
2) I tried granting unique permissions to the ‘wfsvc’ library = Didn't work;
3) I tried granting unique permissions directly to the ｢WFInitForm.aspx｣ my workflow used = Didn't work;
4) Although I didn't try it; Paul Keijzers came up with a solution by moving the Initiation Form to a place/location were users had the rights to access the form: https://sharepoint-specialist.nu/problem-with-workflow-initiation-form-pnp-solution-3ff246cad67;
5) To get the form to populate, my solution was to extend permissions on the site level (per Workaround #2); I found that providing List Permissions {Edit Items; View Items;} and Site Permissions {View Pages; Open;} was enough to get the form to load; users didn't need the ability to add/delete lists/documents that is attached to ｢Contribute｣. I created a new permissions level just for this issue (https://｢DOMAIN_NAME｣.sharepoint.com/_layouts/15/role.aspx)

It seems like the content types you are creating are at the site level. As you mentioned, the GUID is coming from the WebId of the web application and when you move it to another web application the WebId is not the same so the field mapping is broken. A simple solution would be to create your content types in Content Hub. A CTHub is a web application of it's own and any content types created in here will use the CTHub WebId. As long as the master repository and all the other web applications are connected to the same CTHub, the mappings will work across the entire farm. This is how we have it working and it works across web applications.

I am working on a project and face a very similar problem but the reason why things are not mapping is slightly different based on my scenario. We have a DEV, QA and Prod CTHub and each CTHub has a different WebId so it is not possible to move content types between environments while retaining the document mappings. I am still working with Microsoft to understand the best practice. I suspect the content database for CTHub will need to restored from production to QA and DEV, so that the WebId becomes the same. I will report back once we find a solution.

Hopefully this helps someone else. Your blog helped me dig deeper into understand how all this works under the hood! Thank you!

Excellent article, Steve!

Question, do you have MySite host property set in the Collaboration farm UPA? I find that if I don't have the mysite host property set, the trusted host locations get ignored. This is for extranet scenerio, so I'd like external users to not have any mysite capabilities, but internal users to be able to bounce back to internal farm's mysite location. Another variable for me is the internal UPA is actually on a publishing farm is that different where the actual mysite host is located internally.

Well, I did get it working in chrome but it adversely affected firefox so I pulled that code out. Unfortunately I never checked in that code so I don't have the exact details on what I did but it was similar by using a xmlrequest to the auth page wrapped in a try catch.

I saw in an answer from you on a StackOverflow question that you got this to work in Chrome as well. Can you please provide some more information about how you managed to do that? I haven't found a way to do that since Chrome cannot create ActiveXObjects.
var dom = new ActiveXObject("Msxml2.DOMDocument");
