One thing I do is use http://www.socialoomph.com. I have a free account and I use it to vet new followers. I can easily check their profile, see what they have tweeted lately and seen what others have elected to do. I also use this service to send a welcome tweet to selected new followers. I guess the bottom line is that this has helped me maintain some level of follower quality but it takes work.
