If you have installed TTAX and are running the Federal manual update MeeToo FINALLY had the answer, but was a bit close-mouthed!  First, run the  manual update exe.  While it's failing (in Vista), go to C:\Users\Your_user_name\AppData\Local\Temp\ and look for the temp directory just created.  Go in to the directory nest and ignoring the first Setup, find the folder called Turbo Tax 2010.  In this folder run "Turbo Tax 2010 Installer" and your update will run. 
For once it is NOT a MS fail, it is a .INTUIT fail.</description>
