Yes. So does every sinful man consist entirely out of sin?   
Is not Salvation about saving something that God considers worth saving?   
   
I believe sin ruins people, but I don't think he hates the entire human being because there is sin in him. God hates because he loves. It's "loving hatred", so to say. It's not people that God see as malignant tumors, but sin festering inside his children.  
  
It is not because of some western imagined "justice" which is something else than loving-kindness and mercy. We're the ones who constructed the wide dichotomy between justice and mercy.    
   
God is merciful in his justice. And all his ways ARE judgement. (Deu 32:4) 
 
"Yet the LORD longs to be gracious to you;  
he rises to show you compassion.  
For the LORD is a God of justice.  
Blessed are all who wait for him!" 
-Isaiah 30:18 </description>
