I will suggest to check with the specific airline what you cousin planing to use to travel, some airlines have restrictions to minors under 16 travel by they self for international tripp even with the parent authorization.
the minor will need notarized autorization sign by both parents,

Yes she can. Simply make a letter with a gaurdian or parent authorizing her to go to Colombia alone, and then go to a notary’s office to have it notarized. but I think someone on the airline will be with her during the flight.

You should be perfectly fine in Jordan right now. My mom and sister (who are Americans) were just there a couple of weeks ago and they had a great time. I have lived in Jordan for a few months myself and outside of a few heated bartering sessions with merchants I did not experience any hostility. Jordan is a very safe country and it is extremely unlikely that anything will happen to you. The level of danger is about the same as being in any city in the US. Really the worst things you have to fear are taxi drivers who will rip you and running out of sunscreen.
