With the threat of the Airtrack scheme increasing barrier down times at Egham's three level crossings many residents claimed the signal controllers were not working the barriers efficiently.

RUSSELL BUTT visited the Feltham signal box which controls the crossings, to witness the controllers at work first-hand and spoke to them about Egham's residents, crossing abuse and Airtrack.

It only takes the slightest of annoyances to make a bad day that much more intolerable.

For many residents or visitors to Egham, getting stuck at one of the town's three level crossings is just such an occurance and causes considerable aggravation.

When BAA's consultation document for the Airtrack scheme - a proposed express rail link from Waterloo to Heathrow Terminal 5 - revealed that the extra train services laid on could lead to level crossing barriers being down for up to 38 minutes in every hour, the population of Egham drew a collective gasp of disbelief.

Suddenly the people who control the barriers became the subject of scrutiny and abuse in letters and emails sent to the Herald & News and on web forums discussing the plans.

So was this abuse fairly aimed? Are the Network Rail employees really the scourge of the Egham's drivers, or just an unlucky scapegoat caught in the fallout of the Airtrack furore?

Stepping into the control room of the Area Signalling Centre in Feltham you wouldn't think the actions of four men in such a serene place could cause such ill-will behind countless steering wheels in Runnymede.

A huge display panel - an 'NX' panel I am told, meaning 'entry and exit' - fills one side of the room. Long chains of LEDs flash, CCTV monitors flicker scenes of level crossings, and the four signal controllers working today (Monday, November 9) move from their seats to the display panel and back with a casual, confident and almost silent efficiency.

Pushing buttons, flicking switches, changing signals and lowering and raising level crossing barriers.

Trains from Wimbledon down to Bracknell are controlled here, with many minor lines inbetween.

Network Rail's route director for the Wessex line, Richard O'Brien, said the work of the controllers was a fine balance between the priority of ensuring the safety of rail passengers and the need for punctuality.

The hold up of any traffic, was an unfortunate by-product and the controller's jobs are made a constant nightmare by 'crossing abuse' - drivers, cyclists and pedestrians who try and skip across before the barriers lower.

He said: "We get an incident of crossing abuse pretty much every day. Trains will run all year with no passenger fatalities but there have been fatalities at crossings this year already. Crossings are our biggest risk."

"We are in serious discussion with Airtrack to find a resolution to the barrier downtime problem - I think bridges are the only way.

"I live in Wokingham and I drive a car and get stuck at barriers often too, so I completely empathise with Egham's drivers."

Some people had speculated that perhaps an automated system might be more efficient, but Mr O'Brien said this wasn't the best alternative.

He said: "If you put a machine in, it would have to make the same decisions our operatives are making. The machine would not work to best possible scenarios like humans could, it would work to worst possible scenarios as it would be programmed to follow safety mechanisms.

"Plus the number of variables you would have to have a machine to deal with is too large. The guys here can see things on the CCTV screens and react to them."

Mr O'Brien added that statistically, the numbers of errors by the operatives, missed signals etc was 'fantastically small', less than a computer's margin for error he claimed, and this was due to them being able to rationalise what they could see on the display better than an automated system would interpret it.

Panel Three of the NX panel houses the Egham stretch of the line and was today being operated by 'Andy', who did not want his name disclosed.

Andy, who currently works the barriers around 75 times during an eight-hour shift, said the possibility of Airtrack going ahead would have little bearing on his job, but he appreciated how it would affect others.

He said: "We make doing the job look calm. But the thing is at the moment everything is running without problem.

"Airtrack means controlling more trains and nobody wants to do more work, but it comes with the job. To be honest if everything works well I think it will be pretty much the same as it is now. When things are working well, there's no problem.

"There is nothing worse than sitting at a crossing and not knowing where the train is. But if you're not in the industry then you don't appreciate what's going on behind the scenes."

The signalling centre at Feltham was built in 1974 and since then the capacity of the lines has been pushed to the limits as demand for more rail services has increased. Mr O'Brien added that as this increased into the future, bridges or underpasses would be the only viable option.

He explained: "In this particular scenario where the signals and crossings are so close together we have exhausted all the technological solutions available to us for dealing with it.

"We're at a bit of a stalemate where we have to find something alternative to cater for increased services as you can't leave it like this."

Hundreds of poppy-wearers observed two-minutes silence at one of the most picturesque memorials in the county for Remembrance Day yesterday (Sunday, November 8).

At 11am, more than two hundred people made no peep as Reveille piped out and filled the grounds of the Royal Air Forces Memorial on Cooper's Hill, Englefield Green, where the names of 20,000 service men who lost their lives fighting for their country are etched on its walls.

Mayor of Runnymede, Councillor Paul Tuley and chief executive of Runnymede Borough Council, Paul Turrell, were guests at the morning service, which attracts people from far and wide to come and pay their respects, lay wreathes and remember their friends and loved ones who died in combat.

Flight lieutenant Denis Evans, made the trip to Englefield Green from Watford, to remember his comrades from 117 Squadron, which was based in Hemswell, Lincolnshire. The ex-Lancaster pilot has been coming to the service here on Cooper's Hill for more than two decades.

He said: "It's always an emotional time, coming here.

"I usually come here and meet up with friends from my squadron, but there's only about 20 of us now - there was 150 of us orginally."

During the poignant service, special guest, Squadron Leader Jimmy James of 216 Squadron, made a couple of readings.

Sergeant James had been pilot of a Bristol Bombay transport aircraft in Alamein, North Africa in `1942. His aircraft was shot down by Germans who had targeted his prized cargo - General William Gott - Churchill's newly appointed general in charge of operations in North Africa.

All but three of the aircraft's crew were killed, including General Gott, when the unarmed plane crash landed in the desert and was strafed by Messersmitt fighter planes.

"I have been trying to track down the other two who survived the crash," he explained, "But I found one of them on the wall here a few years back - I had been looking for him since 1942."

"I'm just there as a guest today, but it is very good to see such a nice crowd of people here."

Sgt James walked seven miles across the desert following the crash, before being picked up by an Arab who rode him back to safety on his camel.

At the end of the service, Mayor of Runnymede, Cllr Paul Tuley, said he was delighted with turn out that morning.

He said: "I am very pleased that it was once again a very well attended ceremony.
"The wreath-laying really is a very moving thing too, and it was nice to be a part of it."

Staunch opponents of Airtrack have spoken of their disappointment at a public enquiry being put back by a few months.

BAA announced recently that the public enquiry has been put back to late spring 2010 so Network Rail can undertake timetabling work in the light of objections received.

It is understood the 'work' is research to look into and change part of BAA's proposals, which stated that three of Egham's level crossing could be down for up to 40 minutes each hour.

Earl Gray, chairman of the Preservation of Staines Moor, said: "The enquiry was probably going to take place in February next year, so this is irritating at the least and annoying at the worst. It shouldn't have been put back.

"I wouldn't even call BAA amateurs, that is too good a word, because you can't put in a proposal and then spend a few months finishing off all the details. This is what has happened here.

"I was planning to speak at the public enquiry, but I have stopped writing my objections now, because some of the issues I wanted to raise might not exist when the enquiry comes round because they have changed them."

Residents living in and around Staines and Stanwell Moor have objected to the train line being built on the grounds it will take up common land belonging to the people, create noise and pollution, and take away green belt land used for recreation.

Residents also fear it will look unsightly, and are scared that land could be contaminated due to 50,000 square metres of unidentified waste being removed from Hithermoor for the track.

But Egham residents are objecting on the grounds that the town's three level crossings in Thorpe Road, Vicarage Road, and Station Road, could be down for up to 40 minutes each hour due to the trains running from Waterloo to Heathrow Terminal five.

Meher Oliaji, vice-chairman of Egham Chamber of Commerce, said: "It is a great pity that BAA were sloppy enough to put the application in without doing the detained timetable modelling which they must have known would be demanded, but it does bolster our case that their figures and projections cannot be trusted."

But Ms Oliaji said the delay will allow them to put a more detailed objection statement together.

Andrew McLusky, of Diamedes Road, Stanwell, said: "The delay is very worrying because it means the residents have to wait even longer to hear an outcome which has been bothering them for years. We have a right to get it out of the way as soon as possible."

A spokeswoman for BAA said: "In view of this additional timetabling work we will be seeking an inquiry commencement date in late spring of next year. This will have the
additional benefit of allowing more time to discuss matters with objectors
and to seek to resolve or reduce the issues before the inquiry."

RUNNYMEDE hosted its first ever Youth awards this month at a presentation evening in Egham.

One winner James Coxhead, stole the commitment to sport award after demonstrating amazing sporting talent and dedication to Weybridge Rowing Club.

In the last five years James, 17, has progressed from a total beginner to being the club's best junior sculler.

The young sporting champ has also rowed 26 miles in a charity "marathon" from Weybridge to Teddington with a blind team mate in aid of Guide Dogs for the Blind.
The other winners were two pupils from Magna Carta school in Egham.

Nicola Bean, 16, was recognised for her commitment to the arts and Albert Taylor, 16, for his enthusiasm for academics and learning.

The awards were organised by Runnymede's youth council, a team of 12-18 year-olds that work for the council to provide various services for young people in the borough.

Leader of Runnymede Borough Council, Councillor John Furey, Deputy Mayor Councillor Margaret Roberts and Ward and County Councillor Yvonna Lay were all in attendance on Saturday October 17 to recognise the phenomenal talent young Runnymede had to offer.

Cllr Furey said: "I am always pleased to see young people in the borough getting involved in their community and helping to make a difference to the lives of other young people.

"This brand new awards scheme is a prime example of their commitment to the Youth Council.

"It's fantastic to see such achievements being recognized by young people."
