We take this day not only to honor those who have served, or are serving, but also to grieve for those we have lost.&lt;br /&gt;&lt;br /&gt;From our founding, America has been a nation hard won. We fought for our independence, we fought for the liberation of other countries from foreign dictators, and even today we face enemies that we must fight. In each case, it is inspiring to see the men and women that step forward to serve our common purpose to promote good and defend the land we love.&lt;br /&gt;&lt;br /&gt;The level of sacrifice and commitment our soldiers show in the face of danger, I believe, is a remarkable thing. This is not something that is universal; it is something rare that should be appreciated and honored. We should take this day to try to nurture that same selfless commitment in our own lives.&lt;br /&gt;&lt;br /&gt;In renewing our commitment to the troops we remind them that their cause is worthy, and their struggle noble. We should take time to consider what they are fighting for, and remember it is not all up to them.&lt;br /&gt;&lt;br /&gt;In our support of then, we will work to secure better benefits for returning soldiers, families of military, and their children. We will continue to invest in better technology, training, and resources available to our troops, so that they may face our enemies with confidence. This unwavering support is a moral obligation that the United States government should always uphold to its’ troops; that every available resource or tool is at their disposal from deployment until their safe return home.&lt;br /&gt;&lt;br /&gt;As important as it is to remember those fallen soldiers, it’s also important that we remember the veterans that return home. Many of these men and women come back injured, in need of work, or needing help to get the best education that they can for themselves and their children. Our duty to our troops does not end when they return home.&lt;br /&gt;&lt;br /&gt;Memorial Day is just one day. I ask that you keep these men and women in your thoughts and prayers every day, and think of what you can do to honor their service and sacrifice. Keep in your hearts and minds the families and loved ones of those currently serving in Iraq and Afghanistan, that they may return home safely.&lt;br /&gt;&lt;br /&gt;Most of all let the soldiers and their families know you care. This is the greatest commitment we can ask of anyone, and their families share that sacrifice. He understands the ins and outs of operating between local, state, and federal agencies better than anyone I know, and how critical it is to making this program work efficiently and effectively. It has been referred to several house committees for consideration. The reason that I have introduced this bill is that I don’t think any of us have a right to disagree or to not be supportive of someone else’s effort unless we at least provide an alternative. Health care reform must be deficit-neutral and must be fully paid for by squeezing out more savings from the pharmaceutical manufacturers and private insurance industry instead of cramming down hospitals and other providers and taxing Americans.&lt;br /&gt;&lt;br /&gt;The bill I have introduced includes several pieces of legislation that I have presented to the floor in the past including language for the Secretary of Health and Human Services to negotiate prices of pharmaceuticals for Medicare Part D recipients, eliminating pre-existing conditions, allowing drug importation that Congressional Budget Office has projected will save 50 billion alone over the next 10 years, exempting all pharmacies and pharmacists from durable medical equipment accreditation, and no taxpayer funding for abortions.&lt;br /&gt;&lt;br /&gt;As a former pharmacist and co-chairman of the bipartisan Congressional Community Pharmacy Coalition, I feel the most important part of the reform effort is that the bill will stay completely deficient neutral.&lt;br /&gt;&lt;br /&gt;The bill I introduced, H.R. 4813, is now on my website. I am pleased to see the House passage of this bill honoring George Kell, native son of Arkansas’s First Congressional District.  Throughout his life, he distinguished himself as an athlete, broadcaster, and community leader.  Kell passed away earlier this year at the age of 86 and it was a tremendous loss that was felt by all who loved him.  I am thankful my colleagues in the U.S. House of Representatives joined me in keeping Kell&#39;s memory alive today by renaming this post office in his honor.  &lt;br /&gt;&lt;br /&gt;George Kell enjoyed a long career in Major League Baseball with the Athletics, Tigers, Red Sox, White Sox, and Orioles. During his 15-year playing career, Kell made the All-Star team 10 times and established himself as one of the greatest third basemen in the history of the American League. For his accomplishments, he was inducted into the Baseball Hall of Fame.&lt;br /&gt;&lt;br /&gt;After his retirement from baseball, Kell returned to the Detroit Tigers organization as their TV announcer, a position he held for almost 40 years. His broadcasting career allowed him to connect with generations of new fans who were too young to ever see him play the game.&lt;br /&gt;&lt;br /&gt;Despite all his accomplishments in baseball, George Kell was simply a good friend and neighbor to those who knew him best. Throughout his life, he kept returning to his hometown of Swifton, a place he loved like no other. He was an active and respected member of the community, even serving on the Arkansas Highway Commission for 10 years. His career gave him the opportunity to see it all, but he knew there was no place like home.&lt;br /&gt;&lt;br /&gt;George Kell’s enduring popularity is evidenced by the fan mail he continued to receive long after his retirement. It is a fitting tribute that we name the Swifton post office, where he went regularly to correspond with his fans across the country, after this great citizen. Throughout the history of our nation, brave men and women have answered the call of duty to defend democracy and protect the world from tyranny.  From the War for America&#39;s Independence to today’s operations in Iraq and Afghanistan, our brave veterans have made unparalleled sacrifices for our country.  I am inspired by the courage, professionalism, and patriotism of our men and women in uniform, and am eternally thankful for the sacrifices our troops and their families make for this nation.&lt;br /&gt;&lt;br /&gt;Today on Veterans Day, we honor their service and pledge to fulfill our duty to provide earned benefits to these courageous men and women, as well as their families.  Congress continues to work hard to pass legislation that honors our veterans’ commitment to our nation and ensures they have access to quality health care, education, and career opportunities. Any instance in which a veteran receives less than the best health care and services this country is able to provide is not only shameful – it&#39;s wrong. Caring for our veterans is a moral obligation our country must fulfill.&lt;br /&gt;&lt;br /&gt;This Veterans Day is especially significant for Northeast Arkansas. Today, we honor the service and pray for the safe return of 200 recently reactivated service members from our own 875th Engineer Battalion. There is broad agreement that the cost of health care is currently unsustainable for individuals, families, small businesses, and taxpayers. Ensuring that American citizens have access to quality, affordable health care is critical to the long-term strength of our economy.&lt;br /&gt;&lt;br /&gt;Throughout the current debate over health insurance reform, I have repeatedly stressed my principles for providing health care and prescription drugs to Americans through the private sector in a way that they can afford. I believe that health care reform must preserve the freedom of individuals to choose their own health plans and providers. I believe that reform should maintain competition among private plans within the marketplace, and that health care choices must continue to be made by physicians and their patients using the best available information. Above all, we must work in a bipartisan and a fiscally responsible way to make sure Americans have access to affordable, high-quality health care.&lt;br /&gt;&lt;br /&gt;I voted for H.R. 3962, The Affordable Health Care for America Act, to move the process forward, not to endorse its entire content. This bill is not perfect; however, it represents significant progress in achieving more affordable and better quality health care. This legislation represents compromise among a wide variety of voices from vastly different regions of the country. It prohibits insurance companies from denying coverage to Americans with pre-existing conditions, prohibits federal funding for abortion, and bars illegal immigrants from receiving federal benefits under the bill. In addition, I fought for and was successful in including several priorities for health care reform in this bill, including provisions to provide cheaper prescription drugs for seniors by requiring pharmaceutical companies to negotiate prices with Medicare and filling in the Part D “doughnut hole.” The legislation also preserves access for patients to receive durable medical equipment such as diabetic testing supplies from their local community pharmacist.&lt;br /&gt;&lt;br /&gt;For too long insurance companies have found ways to cheat Americans out of the lifesaving care and procedures they desperately need simply because they were more interested in boosting their quarterly profits rather than providing care. One of the most important accomplishments of the House bill is that it puts an end to these practices and ensures that doctors and patients, not insurance companies, make health care decisions. There is no doubt that reform is needed to control rising health care costs, increase quality and value, and to improve access to coverage and care. Young men from a diverse group of backgrounds joined together as one to fight for a common cause.&lt;br /&gt;&lt;br /&gt;&lt;div style=&quot;margin: 0in 0in 0pt;&quot;&gt; &lt;/div&gt;                                 &lt;div style=&quot;margin: 0in 0in 0pt;&quot;&gt;As these men battled through enemy fire by land, by air and by sea, the D-Day invasion became known as one of the most daring operations in military history. Instead, the President&#39;s speech fell far short.  Below is my response to his speech.&lt;br /&gt;&lt;br /&gt;As President Bush addressed the nation tonight, I couldn&#39;t help but reflect on how much has changed in the past 7 years.  Today, median household incomes are down over $900 and an additional 1.6 million workers are unemployed since 2001.  Gas prices are more than double what they were in 2001, and the cost of food and medicine are rising as well.  Today, 47 million Americans (including 8.7 million children) are uninsured, compared to 38 million in 2001.  Today, the continued instability in the economy is making it harder for hard-working middle class families to make ends meet.  And, finally, a projected $5.6 trillion surplus has turned into a $3.3 trillion deficit, pushing the National Debt to over $9 trillion and hampering the ability to address uncertainty in the economy and to meet urgent priorities.&lt;br /&gt; &lt;br /&gt;The American people deserve better.  It is time for Congress to step forward and work together pass legislation focused on helping the middle class rather than the special interests.  This new session of Congress needs to continue to move in a new direction to refocus our nation&#39;s priorities and set an agenda for economic growth.&lt;br /&gt; &lt;br /&gt;I have written a letter to Speaker Pelosi outlining the priorities we must address to stabilize and grow the economy.  Our struggling economy requires urgent and immediate action, and then sustained attention. Over the past year Congress has worked to make the issues of working families and the middle class a priority.  Although great strides have been made, we still have a lot of work to do.&lt;br /&gt; &lt;br /&gt;On the eve of the final State of the Union address from President Bush, both the short-term and long-term economic and budgetary outlooks are at best uncertain.  Ordinary Americans have borne the brunt as prices for energy, food, healthcare and education skyrocket while wages remain stagnant. Millions of Americans are one missed payment or one illness away from going from economic insecurity to bankruptcy.  I strongly encourage your continued leadership to push for priorities that will benefit the Americans who most need our help.&lt;br /&gt; &lt;br /&gt;A critical aspect of boosting the economy is strong investment in infrastructure to promote local job development.  The arteries of our economy--our roads, bridges, waterways, airways, and rails--have been neglected for too long.  Every dollar spent on transportation and infrastructure spurs local job development. For every billion we spend on infrastructure, nearly 50,000 jobs are created. Many states and local communities could quickly direct new targeted investments to projects that improve our aging infrastructure and create more skilled jobs with higher wages.&lt;br /&gt; &lt;br /&gt;Another often forgotten aspect in our nation&#39;s priorities is investing in our children. This means providing children with the education and resources they need to succeed and ensuring they have access to healthcare.  Children who are sick cannot learn, which is why Congress must work harder to make SCHIP law.  Although Congress has passed legislation to lower interest rates on student loans, we must also find more ways to make the dream of a college education a reality for more Americans who cannot afford to attend.  By giving our children every opportunity to succeed early in life, we are ensuring the prosperity of our nation in the global community.&lt;br /&gt; &lt;br /&gt;Affordable healthcare and access to prescription drugs are more difficult to obtain than ever before. Even though our country is a frontrunner in medical breakthroughs, too many people cannot obtain these life saving medicines and technology simply because they cannot afford it.  Denying a patient treatment based on the inability to pay is a tragedy that is affecting too many Americans. &lt;br /&gt; &lt;br /&gt;Furthermore, a Farm Bill has yet to become law.  Without it, we will not be able to provide our nation with the safest and most secure food and fiber supply.  If we are unable to provide our own food for our nation, we risk our national security. Also, in order to increase security, we must reduce our dependence on foreign oil by increasing our efforts to produce alternative fuels. Investing more resources in our biofuels industry will help alleviate rising gas prices and create more jobs in a new and growing market. &lt;br /&gt; &lt;br /&gt;Our fiscal situation today is the consequence of living beyond our means and of neglecting priorities.  We must act quickly to strengthen the economy, and do so without making our deficits worse and without doing more damage to our long-term fiscal health.  The Congressional Budget Office projects the federal government will run a deficit of $219 billion this year, which will increase upon enactment of the stimulus package to correct a faulting economy. This need for emergency spending highlights our challenge going forward to adhere to the pay-as-you-go budget principle we enacted in 2007. &lt;br /&gt; &lt;br /&gt;In addition, to an economic stimulus plan, we must take a hard look and reevaluate our nation&#39;s economic policies.  A shot in the arm for the economy is not a vaccine against failure. Below is an Op Ed I wrote that ran in the Jonesboro Sun that expresses how thankful we are for their dedication to preserve our freedom.  &lt;br /&gt;&lt;br /&gt;Article:&lt;br /&gt; &lt;br /&gt; Throughout the history of our nation, brave men and women have answered the call of duty to defend our democracy and preserve our freedom.  From the War for America&#39;s Independence to today’s operations in Iraq and Afghanistan, I am inspired by the courage, professionalism and patriotism of our men and women in uniform as well as their families. We are not just the beneficiaries of their bravery - we are also stewards of their sacrifice.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Each November our country comes together to remember veterans who served their nation and those who paid the ultimate price to preserve our country&#39;s freedom.  We are eternally thankful for the sacrifices our soldiers and their families make for our country.  Without the brave efforts of all the soldiers, sailors, airmen, and marines as well as their families, our country would not stand so boldly, shine so brightly and live so freely. &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Unfortunately, many of the veterans who return home find they must wage a new war against the bureaucracy to receive their health care and benefits.  In addition, a recent study by the National Alliance to End Homelessness found that although veterans make up only 11 percent of the general adult population, they represent 25 percent of the homeless population.  These examples and countless others illustrate that promises have been broken.  Any instance where a veteran receives less than the best healthcare and services this country is able to provide is not only shameful – it&#39;s wrong. &lt;br /&gt;&lt;br /&gt;So many veterans depend on improved care, and we cannot afford to let them be treated as a number instead of the heroes they truly are.  Caring for our veterans is a moral obligation our country must repay, and it should be paid promptly. &lt;br /&gt;&lt;br /&gt;To begin to fulfill our commitment, this Congress is on course to enact a veterans’ spending bill that provides the largest increase in veterans’ health care in our nation’s history.  This investment is in addition to the $5.2 billion added earlier this year to strengthen health care for more than five million veterans.  This year Congress has added more than $10 billion in funding to help veterans have access to resources and get the care they need. &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;These are critical improvements for the thousands of veterans returning from Iraq and Afghanistan who are suffering from Post-Traumatic Stress Disorder and Traumatic Brain Injury, and are in need of better care to successfully rebuild their lives once they return home. We have also passed the Wounded Warriors Assistance Act to address the revelations of problems and gaps in care at Walter Reed Army Medical Center and other soldiers’ and veterans’ health care facilities across the nation.  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;To honor all generations of veterans, the House also passed the GI Bill of Rights for the 21st Century.  This demonstrates our promise to invest in veterans’ health care and to strengthen benefits for our men and women in uniform today as well as for the veterans and military retirees who have already served. &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The 110th Congress has made strengthening our armed forces and restoring our great military’s capability to protect us against threats throughout the world a top priority.  To address this need, we are strengthening force protection for our troops, including providing more body armor and better protected armored vehicles and providing more training for our troops.  We are also focusing on rebuilding the National Guard and Reserves, which have made an unprecedented commitment in the Iraq War.  &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Congress is also working to keep our promises to our troops and their survivors through the bipartisan Defense Appropriations bill, which the House recently passed and we hope the President will sign.  The measure increases military pay by 3.5 percent and helps the 60,000 survivors and widows of those who have died from service-connected injuries receive their benefits, which they are currently unable to do because of the Military Families Tax.  The bill also makes progress toward ending the Disabled Veterans Tax. &lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;On the battlefield, the military pledges to leave no soldier behind.  As a nation, let it be our pledge that when they return home, we leave no veteran behind.  Let us honor their service with real actions that fulfill our commitment to our troops and their families to show our veterans that we are a grateful nation.  On this Veterans Day, we especially honor the more than the 3,800 Americans who have died in Iraq, as well as the 455 who have died in Afghanistan. We also honor the 28,000 U.S. troops wounded in Iraq and the 1,700 wounded in Afghanistan who must adjust to a new and different way of life.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;As we celebrate Veterans Day, the thoughts and prayers of all Americans are with the families who have lost a loved one.  We pray for our soldiers in Iraq, Afghanistan, and throughout the world and wish them Godspeed in their return to the loving arms of their families.  No other group of Americans has stood stronger and braver for our freedom than our troops and veterans. To all the veterans and their families—thank you for your courage, your character, your strength. In the meantime, Congress has already taken steps to address many of these problems by passing the single largest funding increase in the 77 year history of the VA totaling nearly $12 billion.&lt;br /&gt;&lt;br /&gt;This unprecedented amount of money along with strong leadership will allow us to chart a new course that will allow the aging and new generation of Veterans to get the quality healthcare they need.  I urge President Bush to appoint a new secretary that is committed to take immediate action and do whatever it takes to help the brave men and women in uniform get the benefits promised to them when they agreed to serve our country.&lt;br /&gt;&lt;br /&gt;It is not only imperative – it is the right thing to do.&lt;br /&gt;&lt;br /&gt;KEY BILLS THE 110th CONGRESS HAS PASSED INTO LAW:&lt;br /&gt;&lt;br /&gt;FY 2007 Funding (H.J.Res. 20; P.L. 110-5)&lt;br /&gt;&lt;br /&gt;·         The $3.4 billion increase over fiscal year 2006 in VA funding will provide services to meet rising health care costs and account for the influx of an estimated 219,000 new veterans entering the VA system in 2007.&lt;br /&gt;&lt;br /&gt;Iraq Accountability Act – FY 2007 Supplemental (H.R. 2206; P.L. 110-28)&lt;br /&gt;&lt;br /&gt;·         Provides about $2 billion more than the President requested for military health care at Walter Reed and other hospitals, including Post Traumatic Stress Disorder/Counseling and Traumatic Brain Injury care and research.&lt;br /&gt;&lt;br /&gt;·         Provides $1.8 billion more for veterans’ health care to address the needs of Iraq and Afghanistan veterans (including mental health care and benefit claims) and the backlog in maintaining VA health facilities; the Administration requested no money for VA health care.&lt;br /&gt;&lt;br /&gt;FY 2008 Budget Resolution/Veterans Funding (S.Con.Res. 21)&lt;br /&gt;&lt;br /&gt;·         The largest veterans’ budget increase in American history -- $6.7 billion more than last year.&lt;br /&gt;&lt;br /&gt;·         Invests $32 billion over five years above the President’s budget.&lt;br /&gt;&lt;br /&gt;·         Rejects Administration plan to impose new enrollment fees for veterans’ health care and nearly double drug co-payments for one million veterans.&lt;br /&gt;&lt;br /&gt;·         Commended by the American Legion, Veterans of Foreign Wars, Disabled American Veterans, AMVETS, MOAA, Paralyzed Veterans of America, and Iraq and Afghanistan Veterans of America.&lt;br /&gt;&lt;br /&gt;KEY BILLS THAT HAVE PASSED THE HOUSE:&lt;br /&gt;&lt;br /&gt;Military Construction/VA Spending Bill for FY 2008 (H.R. 2642)&lt;br /&gt;&lt;br /&gt;·        Increases the VA budget by $6.7 billion above the FY07 level, the largest single increase in the 77-year history of the Veterans Administration and $3.8 billion above the President’s request for FY08.&lt;br /&gt;&lt;br /&gt;·        For the first  time, the budget for VA medical accounts exceeds the Independent Budget prepared by veterans’ service organizations by $294 million -- for the largest increase in VA health care in American history&lt;br /&gt;&lt;br /&gt;·        Significantly reduces the 400,000 claims backlog by adding more than 1,100 new claims processors.&lt;br /&gt;&lt;br /&gt;·        Provide much-needed maintenance of VA health care facilities to prevent another Walter Reed-type scandal from occurring in the VA system (funding is $500 million above the President’s request).&lt;br /&gt;&lt;br /&gt;·        Provides $600 million more for mental health, PTSD and Traumatic Brain Injury than the President and creates five polytrauma centers and three Centers of Excellence for Mental Health and Post Traumatic Stress Disorder (PTSD) fully operational. One-third of veterans returning from Iraq and Afghanistan face mental health challenges, and up to 300,000 returning troops are expected to suffer from TBI.&lt;br /&gt;&lt;br /&gt;·        All of the major veterans’ groups strongly endorsed the bill – including the Veterans of Foreign Wars, American Legion, Disabled Veterans of America, Paralyzed Veterans of America, Military Officers Association of America, Association of the United States Army, National Association for Uniformed Services, and AMVETS – calling it a “major victory” and an “impressive commitment” to our veterans.&lt;br /&gt;&lt;br /&gt;Wounded Warrior Assistance Act (H.R. 1538):&lt;br /&gt;&lt;br /&gt;·         Takes the first step to address the problems brought to light by the inadequate living conditions and the administrative challenges experienced by some patients at Walter Reed Army Medical Center.&lt;br /&gt;&lt;br /&gt;·         Improves outpatient medical care for wounded service members at military health care facilities.&lt;br /&gt;&lt;br /&gt;·         Begins restoring integrity and efficiency to disability evaluations and cutting bureaucratic red-tape.&lt;br /&gt;&lt;br /&gt;·         Improves the transition of wounded service members from the Armed Forces to the VA system.&lt;br /&gt;&lt;br /&gt;DOD Upgrade Military Health Care for our Troops &amp;amp; Military Retirees (H.R. 1585)&lt;br /&gt;&lt;br /&gt;·         Prohibits fee increases in TRICARE and TRICARE pharmacy program for service members and retirees.&lt;br /&gt;&lt;br /&gt;·         Restores 2,300 medical personnel and fully funds military health facility maintenance.&lt;br /&gt;&lt;br /&gt;·         Launches a Military Mental Health Initiative and Traumatic Brain Injury Initiative.&lt;br /&gt;&lt;br /&gt;Improve VA Health Insurance for Returning Service Members (H.R. 612)&lt;br /&gt;&lt;br /&gt;·         Makes those who have served in combat in the Persian Gulf War or future hostilities eligible for health care for five years after discharge, instead of two years, to help veterans who might have post-traumatic stress disorder, which may not be immediately evident.&lt;br /&gt;&lt;br /&gt;Traumatic Brain Injury/Rural Veterans Outreach (H.R. 2199)&lt;br /&gt;&lt;br /&gt;·         Ensures that our veterans are properly screened for Traumatic Brain Injury (the signature injury of the wars in Iraq and Afghanistan) and, if diagnosed, receive the appropriate treatment.&lt;br /&gt;&lt;br /&gt;·         Provide rural communities with &quot;mobile vet centers&quot; for mental health services and benefits outreach.&lt;br /&gt;&lt;br /&gt;Veterans Outreach Improvement Act (H.R. 67)&lt;br /&gt;&lt;br /&gt;·         Allows the VA to partner with state and local governments to reach out to veterans and their families to ensure they receive their veterans’ benefits.</content><link rel='edit' type='application/atom+xml' href='http://www.blogger.com/feeds/24273190/posts/default/3687790498457256605'/><link rel='self' type='application/atom+xml' href='http://www.blogger.com/feeds/24273190/posts/default/3687790498457256605'/><link rel='alternate' type='text/html' href='http://congressmanberry.blogspot.com/2007/07/nicholson-resignation-is-opportunity.html' title='Nicholson Resignation is an Opportunity for Change'/><author><name>Congressman Marion Berry</name><uri>http://www.blogger.com/profile/17442764560093781765</uri><email>noreply@blogger.com</email><gd:image rel='http://schemas.google.com/g/2005#thumbnail' width='16' height='16' src='https://img1.blogblog.com/img/b16-rounded.gif'/></author></entry></feed>
